Funding for dangote refinery came mainly from loans from banks, local and international and the African development bank as well as some of his own money. CBN money was not the main source of income and has since been paid back. When i say nationalize, he should still own controlling stake, but as he got subsidized dollars from from CBN, import waivers and other government concessions. This is why Nigeria will always move backwards. We are slowly watching an individual capture the whole energy sector of a country.
This refinery was built on subsidized dollars from Nigerian CBN. This dollars were subsidized by all Nigerians. It was built at 350 naira to a dollar.
Now that 1 dollar is 1500naira. Nobody can build a refinery of that size in Nigeria. And no foreign investor will come to Nigeria and build a refinery. Because you cannot compete with one built at a cheaper 350 naira to 1 dollar.( By doing this he has established a monopoly)
Now this new puppet NMDPRA CEO will dance to Dangote's tune and petrol supply will be monopolized by him.
In a country like China, if Government gives you subsidized dollars and import waivers a portion of that refinery say 30-40% will be nationalized. It will be owned by the people. Because Nigerians revenue was used to subsidize the dollars.
Dangote built the refinery at 350 Naira to 1 dollar but will now sell petrol at 1500naira to 1 dollar......Do you see the scam ?

InMyOpinion: Not sure you can prove that he received dollars illegally. Under Buhari and other heads of state before him, Nigeria maintained multiple exchange rate windows for various scenarios and the dollar was generally subsidized (that is why you often heard things like "defending the Naira" - so many people (industrialists, Students, and of course political associates) received subsidized dollars. it may not have been right but it was not illegal. In the case of Dangote refinery, government was also investing in the refinery for a 20% stake (although i understand NNPC has now reduced its stake to about 7% of so) Dangote does not possess the ethical high ground required to appoint himself Nigeria’s corruption sheriff.
For decades, his businesses have benefited from import waivers, preferential access, policy protection, and massive state patronage. Cement for federal and state roads nationwide. Market-shaping policies tailored to his scale. These advantages are not imaginary; they are documented. And in aggregate, they likely dwarf what petrol importers are accused of extracting.To be clear, this is not a defence of fuel importers. Two things can be wrong at once.What is obvious, however, is strategic intent. Dangote wants to corner the petrol market, just as he successfully did with cement—this time for the next 40–50 years. He understands the refinery space is protected by extreme barriers to entry, and he crossed those barriers with one decisive advantage: subsidized dollars.
Let’s not insult public intelligence. That refinery was not built in a vacuum. It was built with FX that ordinary Nigerians could not access, at rates they could not obtain. Nigerians paid the subsidy. In many countries—China being a prime example—the state would have taken a substantial equity stake in return. Here, the public took the risk, and one man seeks the reward. Instead of quietly enjoying the upside of extraordinary state support, the ambition now appears to be total dominance—removing alternatives, silencing resistance, and capturing policy itself.
That is not patriotism. That is not reform. And Nigerians are not fools.

Vifx: America has no choice but to import because most of their refineries are built to process heavy crude efficiently meanwhile their own crude is light, which is why they mostly export their own crude and import heavy crude oil from Canada for their own refineries... So you really think America doesnt have the money to build refineries to process light crude ? Thats not the case, the truth as many people dont know is that the profit on refineries is marginal. Most times its cheaper for the USA to import than refine locally at home.
And again America has multiple refineries while Nigeria didn't have any functional refineries till Dangote stepped in. And it seems you are getting all this mixed up so For even more specificity America doesn't rely 100% on imported PMS and other already refined oil products. What you are championing here is that we keep importing refined crude which is not going to give anyone the incentive to invest and built any refinery in Nigeria. Nigeria powers itself with NEPA + Solar + Generator. If we the government bans solar and generator because, we want NEPA to succeed.If NEPA starts charging us 1 million naira per month. We are stuck.
