As the occupying power in Gaza from 1967 to 2005 it was responsible under international law to supply these needs to the civilian population.

When Israel left Gaza in 2005 it didn't bother to provide the Palestinian population an independent infrastructure which could supply these needs in place of Israel, nor has it allowed, due to the naval blockade, the required building materials and operational requirements into the Gaza strip since then.
