Lecturers of the government owned universities will today, Monday hold a referendum to decide on the continuation of the four-month long Academic Staff Union of Universities (ASUU) strike. It was learnt that Local chapters of the union in each campuses have invited members for the crucial meeting for during which they will be briefed on the outcome of the 13- hour long meeting ASUU Executives had with the President Goodluck Jonathan and other officials of the federal government.
The briefing will be followed by votes by the members in favour or against the continuation of the
strike.
Though some members of the union are still skeptical about the promise of the government there are indications that the referendum will favour ending the strike. According to a union member, referendum is always conducted before a strike is embarked upon or called off.
The ASUU embarked on a strike to demand the implementation of the 2009 agreement with government on July 1.

The deal according to source, was introduced to her by an American friend who also dragged Enhanced Silicon Inc. responsible for insuring breasts of famous foreign celebrities into the deal. The company, which insured the bosóms of Pamela Anderson and Dolly Parton agreed to the deal just before Cossy’s recent birthday bash, where she displayed her endowments for the world to see. The booby actress will be travelling to Los Angeles in two weeks to sign on the dotted lines. “I specifically asked for $1.6 million,” Cossy was quoted as saying.


As part of the deal awaiting her signature, there will be limits on how many men and women who would touch her bósoms each month. Also, the bósoms have all been given names and must now be treated as people in future movie roles. That means that Enhanced Silicon Inc. will determine how much a movie producer will pay each bosóm for an appearance in a movie. “The downside of the deal is that I may get dressed’, Cossy added.

Cossy seems pretty excited about the deal as sources maintained that each of the endowment will be named and anyone who prefers to touch will have to pay for it just as Enhanced Silicon Inc. will henceforth, decide the amount producers will pay per breast, for appearance in a movie.

PEGGY’S POINTE
Peggy’s Pointe located along Aguiyi Ironsi Street, adjacent Maitama General Hospital, has been identified as the most expensive estate in Abuja.
The occupants pay rent in dollars, as the owners of the estate do not accept payments in our local currency. The rent per annum for a three-bedroom flat in the estate is between $70, 000 and $100, 000.

THE ANCESTORS COURT
The Ancestors Court is another estate worth mention. Located in the highbrow Maitama area of the FCT, the street from the gate into the estate is lined on both sides by golden palm trees and flowers. Residents also pay a service fee of N2million for the facilities and services that give this estate an edge over others in terms of grandeur and luxury.

BANK OF INDUSTRY ESTATE
Bank of Industry Estate is located in Asokoro, another plush area in the FCT. There, accommodation is as high as what is obtainable in Maitama and Wuse 2. A house with closed circuit television (CCTV), generator and other attractive amenities goes for as much as $50, 000 to $65, 000 per annum. The area is mostly occupied by expatriates and high net worth Nigerian professionals.

According to Sahara Reports,
The House of Representatives Committee on Aviation has concluded that Mrs. Stella Oduah, the Minister, is a serial liar.
In a report on its investigation obtained by SaharaReporters, the committee dismissed every single claim the Minister made during her testimony to the committee earlier in the week concerning the purchase of two bulletproof cars for her by the Nigerian Civil Aviation Authority (NCAA).
It stressed there was no appropriation for the purchase of the two armoured cars, and stressed that the NCAA proposal for the purchase of the two MBW armoured cars was rejected.
“There was no provision for armoured vehicle in Nigerian law for a minister in any event, any procurement for an armoured vehicle must be provided for in the appropriation act and backed by relevant approval,” the report said.
The committee also noted that the Minister and the Director-General of the NCAA claimed that both vehicles were purchased under a lease agreement with First Bank plc.
“The assertion is not true because First Bank plc clearly stated that they were procured under auto loan, this is clearly shown by the loan agreement between NCAA and First Bank.”
Furthermore, it said, “The document submitted shows that BMW chassis No. DW68044 and DW68032 while on ground committee inspect BMW vehicle chassis No. DW68044 and W68011 , the identity of W68011 is still unknown to the committee because the vehicle chassis number did not tally with the documents submitted.”
Turning to other testimonies, the committed recalled that the Minister of Finance, Dr. Ngozi Okonjo-Iweala, clearly stated in her presentation that her Ministry did not approve any waiver for the two vehicles.
“Coscharis Motors Limited claimed that the Federal Ministry of Finance granted it import duty VAT, ETLS, CISS, and port charges waiver to import two number bullet proof BMW armored cars, this claim is false. The Hon. Minister of Finance in the testimony before the committee stated that the Federal Ministry of Finance only granted waivers to Lagos State Government through Coscharis Motors Limited in 2012 for the importation of 300 units vehicles for use during the 2012 Eko Games and that the waiver did not include the importation of two BMW armored cars.”
Similarly, both Mrs. Oduah and the DG of NCAA claimed in their presentation that the procurement of the operations vehicles complied with the relevant laws of public procurement, fiscal responsibility and due process. This claim was countered by the Bureau of Public Procurement assertion that it was not part of the transaction between NCAA, First Bank and Coscharis Motors Limited to procure the operational vehicles. Furthermore, no evidence at complying with due process was shown however.”
The committee further recalled that Mrs. Oduah also testified that the lease financing arrangement would see NCAA pay N100m by the end of 2013 fiscal year while the balance of N16m will be paid in the following year. The amount, according to the Minister, fell below what is required for Federal Executive Council (FEC) approval.
“However, documents from NCAA indicate that on April 25th 2013, the Hon. Minister approved the sum of N564, 665,000,00m. There is no evidence to show that the Hon. Minister presented NCAA’s request to Federal Executive Council for its approval.”
The committed observed that neither the Minister of Aviation and NCAA submitted copies of necessary documents to validate the claim that the transactions followed due process whatsoever.
“The pre-shipping inspection end-user certificate issued by the office of National Security Adviser (NSA) to Coscharis Motors Limited is for three nos armoured BMW 760 Li High Security vehicles with chassis number DW68032, DW68044 and DW68047,” the committee said.
“From the records Coscharis Motors delivered to the NCAA two nos armoured BMW cars with chassis number DW68032 and DW68044, Coscharis may have to explain the ownership and whereabouts of the third armoured car with chassis number DW68047, since neither of the three armoured cars had approval.”

Full text of the findings in the 40-page report
Findings of House Committee on Aviation
1. Pursuant to purchase order Ref: No NCAA/DG/PROC/0708/Coscharis dated 13th August 2013 NCAA procured the split of two MBW 760Li Bullet proof vehicles along with 52 other vehicles from Coscharis and Metropolitan Motors.

A total sum of N643.088.258m of N255, 150.00 was paid for the purchase of two MBW vehicles. N643, 088,250.00 was provided by Messrs first bank Nig. Plc under an auto loan agreement.

2. The 2013 Appropriation Act provides for the purchase of 25 vehicles at the cost of N240million namely Toyota Pickup Hilux 5nos, Toyota Corolla 10nos, Toyota Land cruiser 5nos, Toyota Hiace Bus 3nos, security inspection vehicles 2nos for safety / security purposes and inspection of perimeter fence.
3. That there was no appropriation for the purchase of the two BMW (armoured cars) in the 2013 Appropriation Act. The NCAA proposal for purchase of the two BMW armoured cars was rejected, what was provided for in the budget were two security vehicles for the inspection perimeter fence.
4. There was no appropriation for the purchase of the two armoured cars indeed NCAA proposal for the purchase of the two MBW armoured cars was rejected
5. There was no provision for armoured vehicle in Nigerian law for a minister in any event, any procurement for an armoured vehicle must be in provided for in the appropriation act and back by relevant approval
6. The Appropriation Act provides for two operational security vehicle for the inspection of parameter fences and not BMW bullet proof cars as purported by the Minister.
7. The Hon. Minister and the DG NCAA claimed that both vehicles were purchased under a lease agreement with First Bank plc, the assertion is not true because first bank plc clearly stated that they were procure under auto loan, this is clearly shown by the loan agreement between NCAA and first bank
8. The document submitted shows that BMW chassis No. W68044 and W68032 while on ground committee inspect BMW vehicle chassis No. W68044 and W68011 , the identity of W68011 is still unknown to the committee because the vehicle chassis number did not tally with the documents submitted.

9. The Hon. Minister of Finance in her presentation clearly stated hat her ministry did not approve any waiver for the two BMW armoured vehicles

10. The Nigerian Custom Service submitted documents that negate his position
CONSULTANT'S FINDINGS
1. On April 15th 2013 the NCAA applied to the Hon. Minister of Aviation via a memo NCAA/DG/D4/1/13 for approval to acquire a total of 55 operational vehicles at a total cost of N554, 655,000.00million, NCAA’s application was approved by the Hon. Minister in a memo FMA/NCAA/T44555/5.6/T2/136 dated April 25th 2013, this approval is against the:
i. 25 operation vehicles approved in NCAA 2013 budget
ii. The approval value is against the limit of a ministerial tender board
iii. No evidence of due process was shown by NCAA /Ministry of Aviation
2. At the point of procurement NCAA preordered 54 operational vehicles valued at N643, 088250.00million as against 55 operational vehicles valued at N564, 565,000. 00m approved by the Hon. Minister.
3. The Hon. Minister of Aviation also claimed that the lease financing arrangement will see NCAA pay N100m by the end of 2013 fiscal year while the balance of N16m will be paid in the following year, this amount according to the minister fell below what is required for Federal Executive Council (FEC) approval, however, documents from NCAA indicate that on April 25th 2013, the Hon. a. Copies of advertisement of solicitations for bids published in at least two national newspapers and the website of NCAA as well as any procurement journal
b. Copies of bids submission registers and duplicate copies of the receipt issued to bidders on submission of bids
c. Minutes of public bidding for technical and financial proposal including list of (CSOs) and professional observers
d. Copies of bids evaluation by the sub technical committees of the tenders board
e. Copies of minutes of meeting of the tenders board approving the winning bidder
f. Copies of bids rejection on notice if any
g. Copies of acceptance of bids issued by NCAA to the successful bidder.
h. Letter of notification of award of contract
i. Evidence of budgetary allocation for the procurement as approved by the National Assembly

It is with deep regret that we officially announce the departure of recording artist Wande Ojosipe, popularly known as Wande Coal, from Mavin Records due to irreconcilable differences.

Over the past few months, Mavin Records has made a concerted move to consolidate its position in the Nigerian music industry. Mavin has pursued a renewed ethos to raise its standards of quality and professionalism to a world-class level. Wande’s vision has not aligned with ours and a few months ago all parties mutually agreed that a separation would be the best course of action.

Legal parties on both sides have spent the past six months trying to reach an amicable solution in terms of musical property rights. However the decision by Wande Coal to release ‘Baby Face’ purportedly as his own material is a direct breach of intellectual property law and compelled an immediate clarification on our part.


Both Mavin Records and Wande Coal have enjoyed a remarkable run in the course of their working relationship. It is unfortunate that conflicting priorities contributed to the premature curtailment of a hitherto fruitful accord.

Mavin Records reaffirms its goal to constantly provide high quality music to our fans and introduce new and exciting talent into the industry.
We wish Wande Coal the best of luck in all his future endeavours.

In line with the agreement reached with the Presidency on Monday 4th November 2013, The Academic Staff Union of Universities, ASUU, Nnamdi Azikiwe University Awka chapter will meet on Friday November 8th 2013 to deliberate on the New offer by the president in order to take a stand that will be forwarded to the union's National Executive Committee.

The National President of ASUU Isa Fagge disclosed to newsmen after their meeting with the President that he will pass the new offer made by the President to their members nationwide to deliberate and reply the president back. Mr Fagge however refused to disclose the new offer to newsmen.

A Minna Chief Magistrates’ Court on Wednesday sentenced one Abubakar Abdullahi to 12 strokes of the cane after pleading guilty to a charge of stealing a fowl.
Magistrate Hassan Mohammed gave the accused an option of N5,000 fine.
The police prosecutor, Sgt. Gunduma Ibrahim, had told the court that police men on patrol at Mobile Roundabout, Minna, arrested the convict with a fowl suspected to be stolen on Nov. 2.
Ibrahim said the convict could not give a satisfactory account of how he got the animal, valued at N1,500.
He said the offence was contrary to the Penal Code of Niger.
When the charge was read to the convict, he pleaded guilty and begged the court for leniency.
The prosecutor had urged the court to try him summarily in line the Criminal Procedure Code, based on his plea. (NAN).

As leaders of the Academic Staff Union of Universities (ASUU) meet with President Goodluck Jonathan today, the union has said the President lacks the right to arbitrarily reopen the universities, which were shut down following the union’s national strike.

ASUU was reacting to reports that the President had directed the reopening of universities with or without ASUU.

Its Chairman at the University of Calabar (UNICAL), Dr James Okpiliya, spoke yesterday with The Nation in Calabar, the Cross River State, on the matter.

He said: “The President has no right to reopen schools. In the first place, he did not close the schools. ASUU also did not close the schools. If he likes, let him direct the vice chancellors to reopen the universities. But the issue is that academics will not return to the classrooms until all the issues in the 2009 agreement as well as the Memorandum of Understanding (MoU) between the union and the Federal Government are sufficiently implemented.

“In the military era, the Head of State never used force to resolve its impasse with the union; not now, when we are in a democracy. If he opens the schools, he can come and teach in the universities. If he uses brute force, as it is rumoured, he can as well return to the classroom to teach.

“I advise him to sit down sincerely with the leadership of ASUU with a view to resolving the knotty issues in the implementation of the 2009 agreement and the MoU. These are the main issues in contention in the current struggle.

“I believe Mr President has not been adequately briefed; that is why he has been insinuating that the strike is political. The meeting should, therefore, afford him the opportunity to hear from ASUU himself with a view to resolving the issues.

“Remember the strike itself would not have been avoidable if those who midwifed the negotiation of this agreement had it captured in the previous budgets. But because they failed to put the financial implication of this agreement in the budget since 2009, we find ourselves here today.

“The only thing that can bring about normalcy is when the issues in contention are resolved.”

The ASUU has said no amount of threat of forceful reopening of universities will end its nationwide strike.

The union said the government’s threat would only be counter-productive rather than achieve the intended goal.

In a statement by its Secretary at the University of Ibadan (UI), Dr Ayodeji Omole, titled: Federal Government’s Reported Plan to Forcefully Reopen Varsities, the union said the reported threat was capable of portraying the government as anti-democratic.

Omole said: “The attention of our union is drawn to a new report alleging that the President would direct the reopening of universities with or without ASUU. “We wish to state that while the President has invited the leaders of our union for a dialogue, it will be unacceptable to our members, if the government fails to come out with a clear agenda for implementing the 2009 agreement.

“Authoritarian posturing has never solved and will not solve the impasse. We are calling on Mr President to toe the path of honour and respect the 2009 agreement.

“Any proposal not based on a clear acceptance of a framework for implementing the 2009 agreement will, instead, seek to impose a solution regarding the impasse, and will not be a solution to the present crisis.”

Members of the Nnamdi Azikiwe University (UNIZIK) branch of the Academic Staff Union of Universities (ASUU) have urged President Goodluck Jonathan to ensure an amicable end to the union’s crisis and other challenges facing the country.

In a statement in Awka, the Anambra State capital, by the chairperson of the UNIZIK-ASUU, Prof Ike Odimegwu, the union advised that the meeting between ASUU and the President today should be on the implementation of the 2009 agreement, the 2012 Memorandum of Understanding (MoU) and the report of the NEEDS Assessment Committee.

The statement said: “Anything to the contrary will amount to a repudiation of contracts, shirking of responsibility and imposition, which cannot bring a solution but will rather increase the crisis.”

The union leader said its members were happy that Dr Jonathan decided to intervene in the protracted crisis.

The chairman of the Michael Okpara University of Agriculture, Umudike, (MOUAU) chapter of the ASUU, Dr Uzochukwu Onyebinama, has expressed the hope that the union’s meeting with President Goodluck Jonathan on the strike would end the industrial action.

The meeting, which is expected to hold today between the Presidency and the union’s leaders in Abuja, would enable both sides to end the ASUU’s strike, which has lingered for about fourth months.

A statement by the MOUAU-ASUU in Umuahia, the Abia State capital, which reads: “As the national leadership of our union, the Academic Staff Union of Universities meets with President Goodluck Jonathan, on November 4, 2013, we hope that the meeting …will lead to a mutually acceptable fair and far-reaching solution.

“The solution is expected to be within the context of the implementation of the 2009 agreement, the 2012 Memorandum of Understanding (MoU) and the recommendations of the NEEDS Assessment Report.

“Any proposal by government should be based on a clear acceptance of a framework for the implementation of the 2009 agreement. Any imposition will not present a solution to the current crisis.

“We, therefore, call on President Goodluck Jonathan to be guided by the principle of honouring agreements in the interest of justice and industrial harmony in the country.”

Ahead of today’s meeting between President Goodluck Jonathan and national leaders of the ASUU, the Federal University of Technology, Akure (FUTA) branch of the union has cautioned the President to honour the government’s agreement with the union.

In a statement yesterday in Akure, the Ondo State capital, by the FUTA-ASUU Chairman, Dr. A. C. Odiyi and Secretary, Dr. K.S Adegbie, the union hoped that today’s dialogue would lead to a mutual implementation of the 2009 agreement.

The statement reads: “The strike has entered its fifth month. During this period, the ASUU was subjected to all forms of threats, intimidation, blackmail and traditionally known gimmicks by the Federal Government to call off the strike.

“Undeterred by these, we have remained firm in our just cause to get the government to honourably implement the 2009 agreement, which it freely entered into with our union.

“Since the 1980s, the ASUU has been engaging the Federal and state governments on the need to reposition the Nigerian university system to effectively deliver on its mandate. This became imperative in the face of massive brain drain, deplorable state of facilities for research, teaching and learning, poor living conditions for students, gross underfunding and steady erosion of university autonomy by successive governments.”
