Background of the Project
The Ijaiye Agro-Industrial Hub (AIH) is a flagship intervention under the Oyo State
Government’s Agribusiness Development Programme, implemented through the Oyo State
Agribusiness Development Agency (OYSADA) within the framework of the Special Agro
Industrial Processing Zones (SAPZ). The project is supported by development partners,
including the African Development Bank (AfDB), Islamic Development Bank (IsDB), and the
International Fund for Agricultural Development (IFAD), in collaboration with the Federal
Ministry of Agriculture and Food Security (FMAFS).
The Resettlement Action Plan (RAP) is prepared based on data and information collected
through a comprehensive census and socio-economic survey conducted to identify Project
Affected Persons (PAPs). A detailed survey of the project footprint and affected assets was also
undertaken to provide adequate information for the development of appropriate mitigation and
compensation measures, as well as to establish eligibility criteria. A cut-off date of 14th
October 2025 was set for the project.
This cut-off date was publicly disclosed and serves to prevent opportunistic encroachment
while ensuring that only individuals and groups identified prior to this date are considered
eligible for compensation and assistance under this Resettlement Action Plan (RAP). Persons
occupying, cultivating, or utilising the project area after the cut-off date are not eligible for any
form of compensation or assistance.
While the project is not expected to result in large-scale physical displacement of residential
structures, it is anticipated to lead to economic displacement through temporary or permanent
loss of access to land and associated livelihood activities for identified users within the project
footprint. These impacts are considered localised and limited in scope; however, they require
appropriate mitigation measures in line with international best practices.
In accordance with the African Development Bank’s Integrated Safeguard System, particularly
Operational Safeguard 5 (OS5: Land Acquisition, Restrictions on Access to Land and Land
Use, and Involuntary Resettlement, 2023), this RAP has been prepared to identify, assess, and
manage the potential social and economic impacts associated with the project. The RAP
outlines eligibility criteria, valuation and compensation principles, livelihood restoration
measures, institutional responsibilities, and implementation arrangements to ensure that
affected persons are assisted in restoring or improving their livelihoods and standards of living
in a sustainable manner.
❖ Project Location
The project is located in Ijaiye, Akinyele Local Government Area of Oyo State on Land that
was formerly a declassified Forest Reserve and subsequently gazetted as government-acquired
land designated for Agricultural and Industrial Development. This provides the statutory and

Institutional basis for Land use and supports structured project implementation. Documentary
evidence confirming the gazetted status of the land is provided in Annex 5.
The total project footprint covers approximately 300 hectares, to be developed in two phases:
Phase 1 – 100 Hectares and Phase 2 – 200 Hectares. See figure 1.1 – 1.3 below for site plan of
the project area. Planned project components include Agro-Processing Facilities, Logistics
Infrastructure, Internal Road Networks, Utility services, and other supporting Industrial
Infrastructure required to enable Agro-Industrial Transformation and Value Chain
Development within the State.
Implementation activities such as land clearing, site preparation, and construction of
infrastructure will necessitate the use of land currently supporting seasonal agricultural
activities and other informal economic uses within portions of the project area. Although the
land is government-owned and largely free from formal legal encumbrances, field assessments
and stakeholder engagements identified the presence of informal users and lease holders
without legally recognised ownership rights operating within and around parts of the project
footprint.
❖ Project Objectives
The main objective of preparing this Resettlement Action Plan (RAP) is to ensure that Project
Affected Persons (PAPs) are not rendered worse off as a result of the implementation of the
Ijaiye Agro-Industrial Hub (AIH) project. The RAP seeks to ensure that project activities are
carried out in a manner that minimises adverse impacts on the livelihoods of PAPs and the
surrounding environment.
The plan establishes appropriate mitigation measures to reduce the severity of impacts
associated with land acquisition and construction activities, while also ensuring that adequate
compensation and livelihood restoration measures are implemented. It provides the framework
for the fair, transparent, and timely resettlement and compensation of PAPs in line with
applicable standards.
Overall, the RAP is grounded in an improvement-oriented approach aimed at preventing
impoverishment and ensuring that PAPs are not disadvantaged as a result of the project. It
incorporates gender-sensitive considerations, identifies and supports vulnerable groups,
promotes meaningful community participation, and prioritises the restoration and enhancement
of livelihoods within both the affected and host communities.

@the bolded. Until recently, I used to be a strong supporter and advocate for the survival and success of Dangote refinery, but now I know Dangote is in business for a reason: To make money and more money for self and stakeholders. He will not do charity for anyone.

Dangote actually wants to monopolise the Petroleum retail market in Nigeria to amass wealth in the process, just like he did about cement supply in Nigeria. He controls a huge shares in the local supply market.

The continued interest in fuel importation by NNPCL is to checkmate the evil acts of monopoly, which will render Nigerians helpless in the hands of Dangote. Why should imported fuels be cheaper than that of Dangote that's locally refined? It shows that that man doesn't care about you and I. There's always price war when NNPCL imports fuel and drops prices, then you see Dangote dropping price also. If he's not making gains he won't drop prices. Definitely, he's not making much money when prices are dropped. This is the sole reason why he went to the court to challenge NNPC fuel importation licence. Dangote is a pure breed of business man who doesn't care about who's suffering from high cost of fuel in Nigeria.
Ogbeni which business in the whole world exists for charity? Please go and read about the history of how Dangote refinery came into existence. They started planning to build this refinery in 2013 at a cost of $9b. Due to many many things they started construction in 2017. Na $20b dem use build the refinery. So ask yourself an intelligent question between 2013 and 2023 what did NNPC plan to help secure the supply of petrol in Nigeria. Any businessman that tells you he is not in business for profit is a liar.

Same NNPCL that claimed its refineries are working and did multiple fanfare commissioning is accusing a company less than 4yrs in refining operations of monopoly. We once queued up for fuel in NNPC filling stations that year sef.

Why don’t they get their acts together, sell off the scraps and move on. Let’s not forget they recently tried to increase their stake in Dangote refinery and he refused. We must boost local refining o, by fire by force.

FYI i don't support monopoly, there are 4 refineries in Nigeria owned by NNPC, instead of NNPC intensifying efforts to fix said refineries they are busy sabotaging themself by attempting to promote fuel importation. Dangote refinery is acting within the PIA and have stated that they can refine enough petrol to distribute throughout the federation and still have enough to export. So what is NNPC's point in this situation??

If NNPC was serious they would have fixed one of the refineries by now or better still they would have built a new refinery.

Lagos is overburdened already, adding more seaport to Lagos is not helping the state but killing it. They should focus on building excellent cargo rail from existing Lagos seaports to states like:

Kano
Anambra (Onitsha)
Kogi
Adamawa


It will reduce the burden of loads on Lagos roads which causes traffic congestion and fast road wear. But with cargo railways from Lagos ports to other commercial states, movement of cargo containers will be swift and the loads on Lagos roads will be reduced, traffic will also drop.

I support tinubu for 27 but i have always mentioned it that this city boy movement thing is totally wrong in its setup and modus......its bad aesthetics to the tinubu campaign and serves no purpose......seyi tinubu really needs to calm down and be more discreet with his campaign efforts.....he should be weary of his hangers on pushing him to do these things, his visibility is really demarketing the tinubu campaign .

Nigerians won't resist anything. You saw that Obasa case in Lagos assembly. A leader was lawfully removed by overwhelming majority as mandated by law. He ran to Tinubu and was reinstated and those who helped remove him still being punished till now. Do you see any outcry from Nigerians?
