Warn her that you are aware of what she has been doing, and construct an internal control system that would stop her from stealing without detection; maybe by taking a weekly stock count every Friday with her; or if this is too difficult, you can pick just a few items at random every evening before closing for the stock counting; with a more comprehensive end of month exercise. Make it clear to her that she will be held accountable and have her pay deducted for every item that is missing. Oftentimes, floor sales people steal because internal control is lax and there is little chance of getting caught. But whatever the case may be, give her another chance.
Besides, even if you fire her and get someone else, there is every likelihood that the next sales girl will also steal, and the next, and the next; as long as the internal control is weak. Better the devil you know. Sometimes as a manager, you have to look at the cost and benefit to your business. You learn overtime that it is not every infringement of the rules you react harshly over.

Organs: Reading your answer and you have 41 likes, that shows why we are corrupt in Nigeria. Almost everyone is a bribe taker or giver. Firstly @manofthe year is wrong to even ask for advice and say the things he said. Right is right and wrong is wrong. She is a thief. Call it what it is. The only way you can help her is to : 1. Correct that stupid behaviour by ensuring she doesn't steal again. That can be done easily by taking stock at the end of each day and ensuring the numbers match the items sold. 2. Firstly, there's nothing like minding your business here. I don't know your culture or religion but in Islam once you're charged with a responsibility, you must act in the best interest of those who charged you with the responsibility.
If your brother caught her by himself, do you think he would have sacked her or kept her? Your answer will determine if you're not betraying your brother.
