Moses is from the tribe of Levi (Jacob's third son) but Jewish nation came when the two ruling tribes of Judah and Benjamin were deserted by the other ten tribes. The two tribes started referring to themselves as Jews, the Levites were staying in Jerusalem temple.

So Moses and all other who lived until the time that nation was formed aren't Jews but Israelites!
