Ebemsi is better.
However i don't think the comparison is fair as Rugged can rap in Igbo and that made his verses sync better with Flavour.

I found the Number one track too much of a commercial attempt.
maybe because i have never been a big fan of flavour.

why is it so difficult for the likes of Duke, Utomi, Fashola, Ribadu and Falana to come together and root out the monster called PDP?
If they love Nigeria as much as they claim and are as progressive as they say they are, why can't their individual ambitions take a back burner?
I am not surprised by the actions of PDP, I am more disappointed by the lack of cohesion amongst the progressives.
Each is trying to do his thing and display his individual intelligence.

Politics › Police Dismiss Officers For Month-long Rape Of 16-year-old by mbulela(op): 9:28am On Dec 27, 2010
By Edwin Olofu
December 27, 2010 02:33AM

The Kano State Police Command has dismissed two constables who abducted and raped a 16-year-old girl for one month, and demoted the police inspector who connived in the crime.

The state's Police Commissioner, Muhammad Tambari Yabo said the dismissed policemen, Yusuf Ibrahim and Salisu Mahmud were found to be the prime suspects in the rape case, while Mohammed Dantalle, the inspector, was demoted for his complicity.

Mr Yabo said the three policemen were tried and found guilty at orderly room level. He said that he personally reviewed the outcome of the orderly room trial and handed them the punishment.

He also said plans are afoot to send the case diary to the state's Director of Public Prosecution (DPP) for professional advice in prosecuting the three men.

On the civilian collaborators said to be linked with the crime, the commissioner said information available to the police showed that they have fled to Lagos and Ibadan. He said the command had already declared them wanted and circulated their photographs in those areas for easy apprehension.

Mr Yabo said the three civilians actively took part in the alleged crime alongside the policemen, and there will be no hiding place for them because soon the law will catch up with them.

"We will continue to do our work with the fear of God," he said. "We hope that the measures taken against the cops will help address the concern being raised by members of the public since the matter came to limelight last month."

The 16-year-old girl, name withheld, was abducted by some policemen who were on night patrol in Kano city. She was subsequently kept in captivity for 28 days inside a room at Kwali Police Station where she was serially raped.

A horror story

The teenager, who said she was a virgin before the incident, explained that one of the policemen who abducted her proceeded to give her to other men who also raped her and paid him for it. According to her, the policemen often used their official patrol vehicle to take her to the patrons.

Narrating her ordeal, the teenager recalled that she got on a motorcycle from Unguwa Uku, with the intention of returning home to Yakasai quarters after visiting her mother.

Her mother has been married to another man since the death of her father and she makes it a duty to visit her mother from the house of her grandparents in Yakasai.

She said while on her way home, the commercial motorcycle rider spotted a team of policemen on patrol a few metres ahead of them. It was still around 9pm. However, knowing that his motorcycle had no headlamp, the motorcyclist turned off his engine and pushed the bike until they got past the police.

"But as we got to the policemen, they asked him why he was moving with a girl," she said. "He replied that the motorcycle developed a problem. They now asked him if it still has fuel and he answered yes. One of the policemen collected the key from him and started the bike and thereafter challenged him for riding without light."

The policemen asked the motorcyclist to ride on and leave her behind. They told him they were going to take her home in their patrol vehicle and also asked her to go and wait for them in the police car.

She pleaded with the policemen to allow her to go home because she was sleepy. After keeping her until 2am, they drove with her into their barracks in Kwalli area where they locked her in a room and went away. She said Mr Yusuf later came in with a gun and threatened to kill her if she shouts, before proceeding to rape her.

"He threatened that if I didn't shut my mouth, he was going to shoot me with the gun. He slapped me and tore my shirt and pointing a gun to my face," she said.

A sex slave

She said she was later repeatedly raped by Mr. Yusuf and two other policemen, Dantalle and Salisu Dansanda, as well as three civilians, Shehu, Misbahu Mohammed and Sanusi Pele.

She added that she was even taken to an Indian hemp dealer and some other persons who raped her and paid the policemen some money afterwards. They came back to pick her up with the police patrol van the next day.

The teenager said during her 28-day captivity, apart from Mr Yusuf whom she said turned her into a sex-slave, each of the two policemen and the three civilians serially raped her and mostly without using condom.

She disclosed that when she managed to escape from her captors three weeks ago, her uncle went with her the next day to report at Kwalli police station. But the Divisional Police Officer (DPO) in charge of the station begged the relatives to forgive his men and let the matter die.

The grandfather, who rejected the position of the DPO, instructed her brothers to take the matter up with the Hisbah, the state shari'ah law enforcement agency.

The secretary of the Hisbah board, Sunusi Salisu Aliyu, said when Mr. Yusuf was invited by his men for questioning and admitted abducting the girl but denied raping her.

"We wonder how the policeman failed to provide an answer as to why the police chose to hide a person they picked during patrol in a private room instead of registering her at the counter," Mr Aliyu said.

Calls for prosecution

The family said it has been under pressure by some police officers to abandon the case.

The Kano office of the Legal Aid Council has, through its coordinator, Nurudeen Ishola, said it is going to wade into the matter and take the girl's plight up with the Kano State Attorney General.

The National Human Rights Commission had also expressed concern at reports that policemen had tried to suppress evidence in the case, including attempting to persuade the victims' parents to abandon the case.

Renowned Islamic scholar, Tijjani Bala Kalarawi condemned the act and called on the authority not to only dismiss the officers but to take them to the court where the teenager can be compensated.

"This world is full of evil men," he said. "You can imagine people saddled with the responsibility of protecting the citizens would now deviate and carry out such bad act. It is a pity that this can happen in our society; these people must be brought to book to serve as a deterrent to others."

A group of concerned persons in Kano had also addressed the media, demanding the immediate trial of the suspected rapists.

The group, led by a lawyer, Abdulla Imam, called on both the state and the federal government to prosecute the accused persons. He said a group of lawyers were working together in respect of the case and vowed to pursue it until justice is done.

South Africa invited to join Bric group
PRETORIA, SOUTH AFRICA Dec 24 2010 15:34

South Africa has received a formal invitation to join the Brazil, Russia, India and China (Bric) group of large emerging economies, International Relations and Cooperation Minister Maite Nkoana-Mashabane said on Friday.

"China, in its capacity as rotating chairperson of the Bric formation, based on agreement reached by the Bric member states, invited South Africa as a full member into what will in future be called Brics," Nkoana-Mashabane told journalists in Pretoria.

She said she received a phone call on Thursday from Chinese Foreign Minister Yang Jiechi informing her of the invitation to join the group, whose current members will account for 61% of global growth in 2014, according to the International Monetary Fund.

"(Chinese) President Hu Jintao also issued a letter of invitation to President Jacob Zuma to attend the third Brics leaders' summit, to be held in China in the first quarter of 2011," Nkoana-Mashabane added.

The Bric countries are not formally linked but have held summits and taken steps to boost financial cooperation and investment opportunities among them.

South Africa, whose economy is about one-fourth the size of India's, had been lobbying heavily to be admitted to the club.

Meanwhile, Reuters reported Chinese state media agency Xinhua had confirmed China had South Africa to join the four-member grouping of fast-growing emerging markets on Friday.

Chinese Foreign Minister Yang Jiechi said Bric has accepted South Africa as a full member of the group, according to Xinhua, which was monitored in Johannesburg.

China, South Africa's largest trading partner, will invite President Jacob Zuma to attend a summit of Bric leaders that Beijing will host next year, it said.

South Africa is the world's 31st-largest economy, according to World Bank data for 2009 and is less than a quarter the size of the smallest Bric economy, Russia.

Projected growth for SA
The Bric countries have sought greater clout for their grouping, holding a summit in Russia in 2009. "Bric" is a term invented in 2001 by Jim O'Neill, the chairperson of Goldman Sachs Asset Management.

South Africa applied to join Bric at the G20 meeting of the world's leading economies in Seoul in November, Russian President Dmitry Medvedev said at the meeting.

Its economy is projected by its government to grow about 3% this year, hardly the blistering pace seen in other Bric countries.

Some investors make asset allocations based on the Bric classification and all of the countries that currently make up the grouping have seen their global financial clout increase substantially in recent years. -- AFP, Reuters

Blackpool's televised Barclays Premier League match against Manchester Unitedon Saturday has been postponed because of concerns about the Bloomfield Road pitch.

Temperatures dipped below minus eight on Thursday, night meaning the Seasiders' attempts to make the pitch playable, using protective covering and hot-air blowers, were in vain.

The match was officially called off on Friday afternoon after referee Peter Walton carried out an inspection this afternoon.

A statement on the club's website read: "Mr Walton expressed concern that the severely affected areas of the playing surface would not thaw sufficiently for the game to be completed."

This weekend's Football League programme has been ravaged by the weather, but this was the first Premier League game to fall.

December 01, 2010; 1420 hrs, Sofitel, Ikoyi, Lagos, Nigeria

“The best way to destroy an enemy is to make him a friend.”

When Max Lerner, in the book - Actions and Passions (1949) said “Do not confuse your vested interests with ethics”; could he have envisaged a scenario like the breaking news of yesterday on the interview panel set up for the recruitment of the CEO of The Nigerian Stock Exchange?

In the absence of a denial or rebuttal from the SEC/NSE, it will be safe to appropriate that the substance of the story is credible and that any future rebuttal would be a pathetic response to an otherwise process explanation which was snubbed.

Is it about ethics, basic territorial/turf ego, a vested interest or there truly is something not right about the involvement of persons from the JSE in the appointment of the NSE CEO.

Stakeholders have gone into a graveyard silence as usual. Is this due to the suddenness of the disclosure, shock or a conspiratorial mute?

Our experience in releasing the ‘market information’ has taught us that a wise regulator or SRO should avoid secrecy for its own sake.

The choice of venue and composition of the panel was nothing but a mockery of what it should be. Not only did it represent a new dimension to the publicised role of Accenture and the Council of the Stock Exchange (now comprising of less than seven members including the Interim administrator and the interim president).

Is capital market awareness/knowledge in Nigeria so low that we cannot by ourselves constitute an interview panel? Who is paying for the expenses of the officials of JSE? Is the money in addition to what was paid to Accenture? Will Nigerians ever know the full cost of recruiting a new CEO for The Nigerian Stock Exchange? This must be the most expensive CEO recruitment exercise in the world, but this article is not about the recruitment exercise or the cost of achieving it but the role of the JSE.

Politics › Cbn: Only 1 Bank Rates Above ‘c’ by mbulela(op): 8:09am On Dec 02, 2010
From Constance Ikokwu in Abuja, Emele Onu and Obinna Chima in Lagos, 12.01.2010
The Central Bank of Nigeria (CBN) has said that only one out of the nation’s 24 banks has a rating that is above ‘C,’ when put on five points scale of ‘A’ to ‘E,’ with ‘A’ as the highest rating indicating very sound financial health condition and ‘E’ very weak standing.
This fact was revealed in the CBN annual report for the year ended December 31, 2009 made available on the apex bank’s website yesterday.

The CBN had in the past year evaluated the health of banks under a special examination, based on the CAMEL (capital adequacy, asset quality, management, earnings and liquidity) test.
Although the CBN report failed to disclose the identity of the banks and their ranking, it said only one bank was rated ‘B’ and 11 were rated ‘C’ in 2009, compared with three and 18 achieved under the same categories respectively in 2008.
It also stated that three banks were rated ‘D’ and nine banks rated ‘E’ in the year under review, as against the two and one attained respectively under the same category in the preceding year.

Efforts to get relevant officials of the CBN yesterday to explain the categorization further failed as they did not pick their calls.
The report stated: “The assessment indicated that 12 banks did not exhibit serious weakness that necessitated supervisory concerns. However, 12 banks, as against three in the preceding year, manifested debilitating conditions that required supervisory attention. The computed Capital Adequacy Ratio (CAR) of banks indicated that 11 banks did not meet the stipulated ratio of 10 per cent, compared with two as at end-December 2008. The asset quality of the banks, as measured by the ratio of non-performing loans to industry total, deteriorated as it increased from 6.3 per cent in 2008 to 32.8 per cent.

“This ratio was above the industry threshold of 20 per cent maximum prescribed in the Contingency Plan for Systemic Distress. The development was attributed to the CBN requirement that banks make full provisions for all non-performing, off-balance sheet engagements under new supervisory regime. The average industry liquidity ratio of 35.3 per cent was above the 25 per cent minimum requirement. Three banks, however, failed to meet the stipulated ratio, as against two in the preceding year.”
The report also showed that the regulator conducted on-site examinations on a total of 995 Other Financial Institutions (OFIs) in 2009, to ascertain the extent of their compliance with their business plans.
The exercise, the apex bank explained, revealed that on the average, the institutions were well capitalised above the prescribed minimum level of N20 billion.

“They were, however, all characterised by poor asset quality and weak corporate governance. The exercise revealed, among others, a high level of deterioration in asset quality. Some institutions also had negative shareholders’ funds, which diluted the overall financial performances of the Development and Financial Institutions (DFIs).
“There was, however, an improvement in corporate governance, following the reconstitution of the Board of each of the institutions. Furthermore, two meetings were convened by the CBN and the World Bank to review the weak performance of the Nigerian Agricultural Co-Operative and Rural Develop-ment Bank (NACRDB) and reposition it for better performance.
“Spot checks conducted on 244 selected Bureau De Change (BDCs) revealed that most of the institutions breached existing guidelines, particularly in the areas of mark-up margins, record-keeping and utilisation of foreign exchange allocations,” the report further stated.

Meanwhile, from the African Development Bank (AfDB) has come staunch support for the banking reform initiated by the Central Bank of Nigeria (CBN) Governor Sanusi Lamido Sanusi.
President of the bank, Mr. Donald Kaberuka, said the controversy surrounding the reform notwithstanding, the reform had led to stability in the sector.
He explained that the step taken by Sanusi was logical following the consolidation phase carried out by the former CBN Governor, Prof. Chukwuma Soludo.
Kaberuka said the critical areas in banking, particularly supervision, capital deposit, asset quality and liquidity issues were being addressed.

Politics › House Approves N6b For Sim Card Registration by mbulela(op): 5:27pm On Dec 01, 2010
By Emmanuel Ogala
December 1, 2010 01:59PM
print email

Proceedings at the House of Representatives were brought to a halt yesterday when members discovered that the controversial 2010 budget of the Nigerian Communications Commission which allocates N6.1 billion for SIM card registration has been passed clandestinely. The sitting became quite rowdy and a furious Dimeji Bankole, the speaker, was seen walking out of the plenary, followed by other equally angry members.

For many months, most of the lawmakers had opposed the budget, insisting that it was a clear waste of money since the telecommunication companies were already registering their customers. Indeed, last Tuesday, 18 members made such loud protestations against the budget that debate on the matter was again shelved.

Yesterday when calm returned to the House, Mr Bankole came back to the sitting and showed support for the passage of the budget by parrying every comment against it. The budget has been stalled mainly because of the robust opposition to the inclusion of a provision for N6.1 billion for the registration of SIM cards.

This demand by the Commission had received such vehement opposition from members that the speaker had to recommit the conference report on the budget Bill to an ad hoc committee for scrutiny, and recommendation to the House.

Members had always argued that SIM card registration is the responsibility of the service providers who are already doing that free of charge for their respective subscribers.

The committee, led by West Idahosa who was recently recalled from suspension, approved the N6.1 billion for SIM cards registration on the basis that it does not contravene the Economic and Financial Crimes Commission (EFCC) Act as charged by some members who opposed the budget.

Sneaky

Rabe Nasir, a member of the ad hoc committee, however said that the budget was surreptitiously passed by only 18 members of the House the previous Thursday.

“I am surprised to read in the votes and proceedings of Thursday November 25, 2010 that the budget has been passed without deleting the item for SIM cards registration,” Mr Nasir said.

He said he was surprised that the budget report was introduced for consideration on a supplementary order paper, and was approved when there were only 18 members left on the floor that day. He added that the approval breached his personal privilege as a member of the House, as well as a member of the ad hoc committee.

Mr Bankole, who was apparently angered by Mr Nasir’s comment, ruled him out of order, and walked out of the plenary leaving the stage for his Deputy. The members also stood, grumbling and threatening to abandon the plenary only for the speaker to reappear, blaming his walk-out on a problem with his caftan.

“This is not the first time I have handed over to the Deputy Speaker to preside,” he said, denying that he had walked out on the members most of whom were on their feet when he returned. When someone noted that he wasn’t smiling when he left, he said, “I will smile all the way as I walk out of the chambers now.”

The issue was not discussed in any detail after his return, thus confirming that the budget has been passed.

The spokesperson of the Commission, Reuben Muoka also expressed delight at the passage of the budget, saying the process was long overdue.

“This is a 2010 budget that we are talking about. We are happy that the budget has been approved so that we can get to work. It is with mixed feelings that we receive this news. Our budget ought to have been approved earlier but it has been delayed due to unnecessary controversy. All the same, we are happy that our promise to Nigerians to do the SIM card registration can now be fulfilled,” he said.

Politics › Commotion In House Over N6bn Sim Cards Budget by mbulela(op): 4:11pm On Dec 01, 2010
From Onwuka Nzeshi in Abuja, 11.30.2010
A fresh commotion erupted on the floor of the House of Representatives yesterday following allegations that the passage of the 2010 Budget of the Nigeria Communications Commission (NCC) was secretly done.

This came on the heels of the purported adoption by the House last Thursday of the Conference Report on the N69.3 billion budget of the regulatory agency. The said budget included the controversial N6.1 billion proposed to be expended on the registration of SIM cards of mobile phone subscribers in the country.

Trouble started when the Chairman, House Committee on Drugs, Narcotics and Financial Crimes, Hon. Rabe Nasir (PDP Katsina), raised a point of order and proposed a motion bordering on a matter of privilege.

Nasir expressed surprise and disappointment that the harmonised version of the budget was adopted along with the N6.1 billion in spite of the controversies trailing that particular item of the budget.

At the last deliberation on the NCC budget, Nasir recalled, the House set up an ad hoc committee headed by Hon. Ehiogie West Idahosa to examine the complaints of members on the budget and advise the House on the next line of action.
Nasir alleged that the Conference Report on the budget was smuggled back into the House and adopted without the input of the ad hoc committee which he is a member.

According to him, this action was an infringement of his rights and privileges as a member of the House.
However, the Chairman, House Committee on Rules and Business, Hon. Ita Enang, explained that the House adopted the budget following a report from the ad hoc committee mandating the House to do so.

Sensing that he had been rigged out of the game, Nasir renewed his protest and urged the House to revisit the manner in which such a contentious matter was passed.

Speaker of the House, Hon. Dimeji Bankole, who presided at the session, said legislators should always endeavour to be present in plenary to contribute to debates on critical issues rather than crying over spilt milk.

Although, Nasir’s motion attracted a lot of support from other lawmakers, Bankole ruled him out of order on the premise that the decision of the House on the matter could not be reversed as long as it was adopted in plenary.

This did not go down well with a cross section of the lawmakers who had over the past four months kicked against the inclusion of the N6.1 billion in the NCC budget.

But as if the quashing of Nasir’s motion was not enough, Bankole who was already in a furious mood over the lingering controversy, hurriedly vacated his seat for his Deputy, Hon. Usman Bayero Nafada, and began to make his way out of the chamber in hurried steps.

This action immediately ignited a negative reaction as a number of lawmakers also attempted to stage a walkout in protest.
