The Newspapers Proprietors Association of Nigeria (NPAN) has issued a clarification on the statement released by three media houses – Nigerian Tribune, Peoples Daily and New Telegraph – on the payment of compensation to the media houses that were affected by the disruption of the circulation of their newspapers by armed soldiers in several cities.


The three newspapers had released separate statements on Friday night that they did not receive compensation from government through NPAN for the disruption of the circulation of their newspapers by the military as explained in a letter to the Economic and Financial Crimes Commission (EFCC) by the NPAN President and Chairman/Editor in Chief of THISDAY, Mr. Nduka Obaigbena.


The three newspapers were among the 13 media houses that “demanded compensation for the brutal and unlawful seizure of newspapers and stoppage of circulation by armed soldiers in Abuja and several cities.”


To avert a class lawsuit against the military and the federal government, a compensation of N120 million was released by government to NPAN to be shared among the affected media houses.


NPAN, in a statement issued on Saturday and signed by its Executive Secretary, Feyi Smith, to clarify the issue, recalled a meeting of NPAN executive council of March 17, 2015, held at the offices of Daily Trust, Abuja, where it was resolved to accept the N120million compensation and also passed two other resolutions.


The two resolutions passed according to the statement were: “that each member- organisation accepts to donate N1million from the compensation to the Association for the up-keep of the Secretariat” and “that members should bring their membership account current, by paying all past dues to the Secretariat before collecting their cheques.”


While stating that the cheques for the Nigerian Tribune and Peoples' Daily remain in the Secretariat awaiting collection, the statement noted that in the case of New Telegraph, the Secretariat was confronted with a situation where 13 Newspapers made claims while compensation for 12 newspapers was made.


It however added that Blueprint Newspapers which was inadvertently omitted from the list had since been paid.
The statement further explained that “when New Telegraph now demanded for (its own) payment that had been collected by Blueprint Newspapers, the secretariat then brought the matter to the attention of the (NPAN) President, Mr. Nduka Obaigbena, who then called Governor Orji Kalu , the Publisher of both the Sun Newspapers (who had been paid) and the New Telegraph (which has not been paid), to urge him to be patient for the matter to be tabled at the next Executive Council meeting, where he would seek the approval of the EXCO to take the funds earmarked for the Secretariat to pay them.”


Below is the full text of the statement issued by NPAN on the Payment of Compensation to the media houses that were affected by the disruption of the circulation of their newspapers by the military:

“Our attention has been drawn to statements issued last night by the Nigerian Tribune, Peoples' Daily and New Telegraph Newspapers claiming that they did not receive the compensation for the military disruption of circulation of newspapers by the Federal Government.

Stop talking from a position of ignorance. I am not a member of these churches but I am a witness to the social impact of churches like RCCG. In a society like ours where social infrastructure are completely broken down, the churches are doing a lot and while they can still do more, they are should be commended.

I am deeply saddeded and disappointed in Dasuki. I grew up with, and went to school with members of his family and believe you me, this family is a very rich family. When we graduated from secondary school, many of the said family members I referred to were already driving assorted Mercedes Benz cars and had the option to go to any higher institution anywhere in the world.

These family members were the most decent, God fearing people you'll ever want to meet. Why this Dasuki decided to conduct himelf in this criminal manner and soil the family name is beyond my comprehension.

The management of Thisday Newspapers Group has denied allegation by the Economic and Financial Crimes Commission (EFCC) that it received suspicious funds from the Office of the National Security Adviser (NSA), during the tenure of Col. Sambo Dasuki (rtd) as NSA.

In its response to a letter of invitation from the EFCC dated 8th November 2015, which was received in its Abuja office on the 8th of December 2015, the management of Thisday Newspapers Group stated that all funds received from the office of the NSA “are payments for compensation to mitigate the dastardly Boko Haram twin bombings of the Thisday Newspapers offices in Abuja and Kaduna on Thursday April 26, 2012.”

The newspaper management said during the attack, “four innocent Nigerian lives were lost, our buildings destroyed and we lost full colour Goss printing towers and three (3) pre-press Computer-to-Plate and anxiliary equipment and other (in) valuable property valued at over N2.5 billion.”


The response letter to the EFCC invitation signed by Nduka Obaigbena, Chairman and Editor-in-Chief of Thisday Newspapers Group and dated December 9, 2015, stated further that N150,000,000 + N150,000,000 and N250,000,000 respectively were received in August, November and February 2014 as compensation to mitigate the dastardly Boko Haram twin bombings of its offices as approved by the Federal Government.


Prince Obaigbena who is currently in the United States of America and on his way back to Nigeria to honour the EFCC invitation stated further in the letter to the Executive Chairman of the EFCC that the N100,000,000 and N20,000,000 received in March 2015 was for The Newspapers Proprietors Association of Nigeria (NPAN) and 12 newspapers “who demanded compensation for the brutal and unlawful seizure of newspapers and stoppage of circulation by armed soldiers in Abuja and several cities. As President of the NPAN, it was my duty to lead media leaders to hold discussions with President Goodluck Jonathan to avert a class action lawsuit against the Armed Forces and the Federal Government of Nigeria.”

Obaigbena added: “On both occasions, President Jonathan said he did not wish to lay precedence and in our case, he specifically said there were many victims of Boko Haram. I had to confront President Jonathan on the issue when I learnt of approvals for the reconstruction of the Abuja United Nations Building, since we were the second major organisation to be attacked by Boko Haram after the UN attack. He therefore directed me to meet the National Security Adviser who processed the 3 payments in question.

“Please find attached a copy of our letter to President Jonathan as well as correspondence with the then NSA on the Newspapers' payment. I will be make my way to Nigeria to meet with you should you require further information,” the letter stated.

The Legislature and the Executive can afford to blunder. But the Judiciary? I shudder to think about it and I hope our president knows the implications.
