LEADERS of the opposition All Progressives Congress on Thursday told President Goodluck Jonathan that he would leave the Presidency in 2015. The APC leaders, including a former head of state, Maj.-Gen. Muhammadu Buhari (retd.); ex-Lagos governor, Bola Tinubu; a former Interim Chairman of the APC, Bisi Akande; and governors of the states where the party is in power, said most Nigerians were tired of the President and would rather replace him with an APC president in 2015. The opposition leaders spoke in Osogbo, Osun State, during the second-term inauguration of Governor Rauf Aregbesola. The Chief Judge of Osun State, Justice Oyebola Ojo, performed the swearing-in for Aregbesola and his deputy, Mrs. Titi Laoye-Tomori. Ojo also administered the oath of office on the two. Aregbesola got his second term when he was declared winner of the August 9 governorship poll in the state. They APC governors who spoke at the ceremony are, Ibikunle Amosun of Ogun State, Abdufatah Ahmed of Kwara State, Adams Oshiomhole of Edo State, Babatunde Fashola ( SAN) of Lagos State and Deputy Governor of Oyo State, Mr. Moses Adeyemo. Tinubu, who spoke mostly in Yoruba language, said the Osun electorate resisted those he referred to as “forces of repression” during the August 9 election by choosing APC, adding that the party’s new philosophy was “commonsense revolution”. He urged every Nigerian to vote out Jonathan next year. He said, “The revolution we are talking about is the ability to use our voter card to send those people away because they have failed woefully. “This revolution will take care of the elderly ones, create employment and to generate enough electricity and not to lie like they are telling lies from Abuja. “The coming election in February, anybody who has charms must prepare very well. If you can use rings fortified with charms, do it; prepare waistbands and the likes. It is not going to be easy to defeat them. “I am grateful to my mother who is in heaven. I was not trained to be a coward. We are ready for them.” He berated the Peoples Democratic Party-led Federal Government for attempting to rig the Osun State governorship poll, saying deployment of 30,000 armed policemen in the state for the poll was a shameless act. Tinubu boasted that the APC would reclaim the mandate allegedly stolen by the PDP in Ekiti State. Buhari, who is also a presidential aspirant of the APC, said that after the loss of the party in the Ekiti State governorship poll of June 21 and the removal of Governor Murtala Nyako in Adamawa State, the people of Osun State had raised the morale of the supporters of the party by re-electing Aregbesola. Wife of former Vice President Abubakar Atiku, Mrs. Titi Abubakar, who represented her husband, congratulated Aregbesola and solicited the support of Nigerians for the APC in 2015. Aregbesola said the APC stood for progress and development while the PDP was a symbol of insecurity, poverty and retrogression. He said, “Our party, the APC promises prosperity, national unity and integration, security of lives and property, job and wealth creation, rule of law and constitutionalism and deepening of democracy. “All these have been showcased in all the states where our party holds sway in Lagos, Oyo, Ogun, Ekiti (until recently), Edo, Imo, Rivers, Kwara, Nasarawa, Sokoto, Zamfara, Kano, Borno and Yobe. “This is what we stand for and this is why a greater number of Nigerians continue to accept us and identify with us. Our present travails therefore are temporary. “The PDP on the other hand stands for poverty, misery and insecurity. The Federal Executive Council on Wednesday approved the purchase of N9.2billion worth of clean cook stoves and wonder bags for rural women under the National Clean Cooking Scheme. Wonder bag is a non-electric slow cooker invented by Sarah Collins, a south African eco-entreprenuer, who came up with the idea six years ago during a power cut, when she decided to keep her dinner cooking by surrounding the pan with cushions. The council also awarded a contract of N60.9billion to an indigenous firm, KaKatar CE Limited, for the provision of engineering infrastructure for Kyami District, Zone C, Abuja. Supervising Minister of Information, Dr. Nurudeen Muhammed; Minister of Environment, Mrs. Lawrecia Mallam; and Minister of the Federal Capital Territory, Senator Bala Muhammed, briefed State House correspondents at the end of the meeting presided over by Vice President Namadi Sambo. Muhammed said the N9.2billion inclusive of Value Added Tax was approved for the procurement of 750,000 units of clean cook stove and 18,000 wonder bags. He said the stoves are expected to be delivered by Messrs Integra Renewable Energy Services Limited within a period of 12 weeks. He noted that the stoves which will be assembled locally, will provide jobs to Nigerians among other benefits. The minister said, “The National Clean Cooking Scheme is an aggressive drive to engender clean cooking culture amongst the poor rural women, to reduce and possibly eliminate cooking with solid fossil which is detrimental to health. “The scheme is expected to provide 20 million clean stoves over a five-year period at the rate of four million stoves yearly which will be distributed without charge. “It will also reduce incessant felling of trees which exposes the country to ecological problems. www.punchng.com/news/fg-to-buy-cooking-stoves-with-n9-2bn/ |
Some Peoples Democratic Party’s senators on Monday started impeachment moves against President Goodluck Jonathan over what they described as the high level of impunity and corruption allegedly being condoned by his administration. Investigations by our correspondent revealed that the PDP senators had started compiling impeachable offences against the President. An All Progressives Congress member of the Senate, who confided the development in our correspondent on the condition of anonymity, explained that his aggrieved PDP colleagues in the upper chamber had started reaching out to the opposition senators. He said, “I was personally consulted this evening over the issue and I also cross-checked from my colleagues who also told me that they had been contacted. “The grouse of the lawmakers, according to the person that contacted me, was that Jonathan’s handling of the last week Thursday’s invasion of the National Assembly by the police was carelessly handled by the Jonathan administration. “From the look of things, the proceedings will start on Tuesday because some signatures had been collected already.” Another senator from the PDP, who also craved anonymity, also confirmed the development to our correspondent stating that it was certain that the President was not capable of superintending over a free and fair election in 2015. He said, “Our President is not in charge. We have seen that he had allowed the governors to hijack powers from him. He is just like a puppet and the earlier we act fast, the better for us.” Meanwhile, opposition members in the Senate have threatened to raise the issue of the last Thursday’s invasion of the National Assembly by the security operatives, when the Senate resumes plenary today (Tuesday). The spokesperson for the group, who is also the member representing Ekiti Central on the platform of the APC, Senator Babafemi Ojudu, gave the hint in a telephone interview with our correspondent in Abuja. Ojudu said his colleagues were very annoyed with the ways they were maltreated and molested by the policemen, who were deployed in the National Assembly on the orders of the Inspector – General of Police. He said majority of his members were of the opinion that the IGP should not be allowed to enter into the chambers, but should be asked to resign for allegedly ridiculing the federal lawmakers who had done nothing wrong other than going to carry out their lawful legislative activities. He said, “We (APC Senators) are holding a crucial meeting this (Monday) night to take a final decision on the matter because majority of us are really angry. Some are even of the opinion that we should demand the resignation or sacking of the IGP. “I can assure you that the issue of the National Assembly invasion by the police would be raised when we resume sitting tomorrow (Tuesday ), but we are going to take a single position on the matter at our meeting tonight,” he added. However, the Chairman, Senate Committee on Information, Media and Public Affairs, Senator Eyinnaya Abaribe, had in an interview with our correspondent, on Saturday, maintained that the Senate would not be thrown into any chaotic situation over the Thursday’s invasion of the National Assembly complex by security operatives. He had admitted that the IGP would appear before the Senate but assured the public that the matter would be handled with maturity. He had said, “The Senate will discuss the invasion of the National Assembly by security operatives when it reconvenes on Tuesday. Already we have invited the Inspector – General of Police to find out who gave the order for the harassment of federal lawmakers last Thursday. “So, I do not anticipate any form of stormy session during our sitting next Tuesday. I can assure you that the Senate is made up of gentlemen and women who are very senior citizens of the Nigerian society. “Therefore, you cannot expect the Senate to act, except in a decorous manner.” Abaribe also said that the Senate would still go ahead with deliberations on the emergency rule in the three north-eastern states of Adamawa, Borno and Yobe contrary to insinuations that the matter had ended since the period of emergency had lapsed. Former President Olusegun Obasanjo on Friday described the performance of President Goodluck Jonathan as below average. Obasanjo spoke during an encounter with book writers in Abeokuta, Ogun State, as part of activities marking the popular Ake Festival. When asked of his view on Jonathan’s administration, he said, “His performance is below average. I will not accept responsibility for his performance. There is nobody that gets such a position without being helped.” The former President also debunked the insinuations that he had selected Jonathan as the running mate to the late President Musa Yar’Adua because he knew the latter was sick. “Yar’Adua told me he was well. He showed me his medical report and I even consulted experts,” he said. He said he had only supported the idea of a South-Southerner succeeding Yar’Adua to extend the sense of belonging that the emergence of a Southern President in 1999 represented. When the former President was also asked on why he preferred Jonathan to the former governor of Rivers State, Donald Duke, he said, “In my own life, I don’t put all my eggs in one basket. Duke was young enough to be in the reserve. “He did not agree with me. Donald Duke is my friend but he needs a little of toning down. He needs to get his feet on the ground.” The former President had, in a December 2, 2013 18-page letter to Jonathan titled: “Before it is too late” raised many issues concerning Jonathan’s administration. The Presidency on Friday said a statement credited to Obasanjo that President Goodluck Jonathan’s performance is below average was “not true and in error.” Senior Special Assistant to the President on Public Affairs, Dr. Doyin Okupe, said this in a telephone interview withSATURDAY PUNCH. Okupe said if the statement indeed emanated from the former leader, it was the most uncharitable thing to say about the present administration which he said had achieved so much in various areas. “If indeed former President Obasanjo said that, that statement was in error because no government since independence has done close to 50 per cent of what this administration has done in less than four years,” Okupe said. He recalled that when Obasanjo was leaving office, the total power generation capacity in the country was about 2,600MW, claiming that the present administration had been able to raise the figure to about 4,000MW. Okupe also said the Jonathan administration inherited 24 airports that were in states of disrepair across the country at inception. He said all the airports had so far been refurbished by the present administration, therefore increasing the country’s reputation among comity of nations. The presidential aide also said the present administration inherited 10 moribund National Integrated Power Projects and went ahead to restore and commission them. He added that the Jonathan administration had succeeded in completely eradicating the rot and corruption met in the distribution of fertilisers in the agriculture sector. He also said the present administration made progress in road construction by making 70 per cent of road network motorable. Okupe also said many of the manufacturing industries that were moribund in 2011 have started work again. “These are just a few among the achievements of the present administration. The Supreme Court has ordered the immediate reinstatement of Deputy Governor of Taraba State, Alhaji Sanni Danladi, who was impeached by the state House of Assembly in October 2012. In a unanimous judgment, the Supreme Court held that the impeachment panel set up by the House of Assembly to investigate the allegations against Danladi violated his rights to fair hearing. The impeachment panel was said to have gone ahead with its proceedings without hearing Danladi and recommended his impeachment, while the panel snubbed his court papers which he served on it to challenge its composition. Justice Sylvester Ngwuta who delivered the lead judgment held that there seemed to be conspiracy between both the Taraba State High Court and the “kangaroo” impeachment panel to frustrate the appellant. He held that set aside the judgments of both the Court of Appeal and the Taraba State High Court, which had dismissed Danaladi’s suit. The apex court held that the two lower courts ought to have resolved the issue of fair hearing in favour of Danladi. Danladi was impeached about a month before the governor of the state, Dambaba Suntai, was involved in an air accident. Wife of President Goodluck Jonathan, Patience, tactically avoided the Bayelsa State delegation, led by Governor Seriake Dickson, who came to rejoice with the President on his 57th birthday in Abuja on Thursday. No member of the National Assembly from the state was also on the delegation. There has been no love lost between the governor and the President’s wife over an alleged plan by Mrs. Jonathan to stop Dickson from being re-elected as the state governor. The PUNCHhad reported exclusively on Thursday that Bayelsa senators and members of the House of Representatives at the National Assembly had joined forces with the First Lady against Dickson. The report had it that the federal legislators had formed a strong alliance to counter the moves by the governor and his loyalists to re-elect them in the 2015, through zoning, allegedly orchestrated by Dickson. The report added that the aggrieved lawmakers had backed the moves by Mrs. Jonathan to replace Dickson with her loyalists in 2016. The President’s wife who attended the first event to mark her husband’s birthday earlier in the day was conspicuously absent during the visit of the Bayelsa delegation about two hours after. Jonathan, however played down his wife’s absence while thanking members of the delegation for the visit. He simply said his wife “left” without disclosing her whereabouts. “On behalf of my wife who just left, I sincerely thank you the governor, the government and our traditional rulers and our brothers and sisters from the state who have done this,” he simply said. Dickson had earlier told Jonathan that the delegation was in the Presidential Villa to show their solidarity, support and love to him on his birthday. He also said contrary to reports, Bayelsa State was united, stable and peaceful. The governor later told State House correspondents that he would not dignify those claiming that there is a rift between him and the President with a response. Earlier, President Jonathan had agreed with those campaigning for the removal of immunity clause from the nation’s constitution, saying some people do not merit it. According to the nation’s Constitution, the President, Vice President, state governors and their deputies enjoy immunity from criminal prosecution. But Jonathan frowned on a situation where those who enjoy immunity abuse the privilege by making statements, he said, were capable of threatening the country’s survival. He said, “If there are people making statements, threatening the survival of this country, especially some people who probably have constitutional immunity and are abusing that privilege. “That is why most Nigerians are saying that immunity clause should be removed, because some people don’t merit it, since they abuse it. “Some people are making remarks that are more or less treasonable. Don’t be worried, nobody can upturn this country. “This country must continue and we will not give up to blackmail by anybody. We will do our best and Nigeria must survive this temporary setback like Boko Haram and other security challenges.” Jonathan reiterated his position that despite the challenges being faced by the country, Nigeria would not disintegrate. He said although the road might be rough, other nations had passed through such rough roads. “Let me use this opportunity to reassure our people and all Nigerians that yes, as a nation, we have our challenges. Yes, it is rough, other nations have passed through such rough roads. “I always said that I don’t know whether the State of Isreal have ever known peace for one day, but they are moving, they are developing. “Go to America today, most of the millionaires are Jews, but they are always fighting to survive. So, that we have challenges should not be misconstrued that the country will come to an end. “We will surely overcome those challenges and this country must move forward, this country must unite,” the President declared. Before the Bayelsa delegation’s arrival at the Presidential Villa, some family members, friends and aides had on Thursday morning joined President Jonathan to celebrate his 57th birthday. The birthday was marked with a short holy communion service inside the President’s official residence at the Presidential Villa, Abuja. The service was officiated by his Chaplain, Ven. There is a strong indication that the rift between the wife of the President, Patience Jonathan, and Bayelsa State Governor, Seriake Dickson, has deepened. It was learnt that Bayelsa senators and members of the House of Representatives at the National Assembly had allegedly joined forces with the First Lady against Dickson. The federal legislators, it was learnt, had formed a strong alliance to counter the moves by the governor and his loyalists to deny them re-election in the 2015, through zoning allegedly orchestrated by Dickson. The aggrieved lawmakers, it was further learnt, had backed the moves by Mrs. Jonathan to replace Dickson with her loyalists in 2016. The governorship election will take place in 2016. Recently, it was gathered that some of the senators allegedly held separate meetings with President Jonathan and the First Lady in a bid to perfect strategies to outsmart Dickson, to get the Peoples Democratic Party tickets for 2015 general elections. The governor has been locked in the battle of wits with the lawmakers following their interests to return to the National Assembly for the second and third terms. The governor’s camp was said to have, through stakeholders’ meetings, arrived at decisions to zone the National Assembly positions for the sake of equity, unity and peace. The development has undoubtedly created some cracks in the state chapter of the PDP, resulting in the holding of parallel congresses by the federal lawmakers to counter moves by Dickson’s loyalists. It was gathered that following the development that played out during the congresses, Dickson was angry, particularly at the alleged plots by Mrs. Jonathan to work against his return in 2016, in addition to the gang up by the national lawmakers to have their way. The last week’s visit of the First Lady to the state provided an opportunity for the federal lawmakers to make a bold political statement to Dickson’s camp. At the Samson Siasia Stadium, where the President’s wife had gone to distribute empowerment items and cash to Bayelsans under the auspices of the Millennium Development Goals, all the three senators representing the state were in attendance but Dickson was absent. Mrs. Jonathan had at the event told the large crowd that before they arrived in Yenagoa, the three senators had held a meeting with President Goodluck Jonathan prior to the event. A source, who craved anonymity, said that the absence of Dickson at the occasion was a pointer to the cracks in the relationship between the governor and the First Lady. “All these are just passing strong messages to the governor that all is not well. Also, both the First Lady and President Jonathan failed to attend the Bayelsa Thanksgiving Day, even though they were in town then. The battle has just begun,” the source said. But Dickson had said on Sunday that there was no division in the rank and file of the PDP in the state. He maintained that the party was one peaceful unit, a focused family, under the leadership of Jonathan and himself. He had warned party faithful, particularly those seeking elective positions and their supporters, to be mindful of their utterances and actions. He expressed concern that unguarded utterances could be capitalised upon by the opposition to paint a wrong picture of the state of affairs in Bayelsa. Dickson restated his unflinching support for Jonathan’s re-election, calling on the political class and the entire people of the state to support the President. It will be recalled that the First Lady resigned her appointment as Permanent Secretary in the Bayelsa State Civil Service recently. Though the 57-year-old Patience was said to have left the service voluntarily, sources said the resignation was due to the alleged rift between her and the governor. The alleged frosty relationship between them was said to have been triggered by her unwillingness to support Dickson’s second term bid. The Speaker of House of Representatives, Aminu Waziri Tambuwal, has announced his withdrawal from the 2015 presidential race for now, ending the horse trading since his defection to the opposition All Progressives Congress (APC) from the ruling People’s Democratic Party (PDP) three weeks ago. Confirming LEADERSHIP’s story of Tuesday, Tambuwal also disclosed that he is withdrawing from the presidential race after wide consultation. Tambuwal, however, heightened suspense as he was silent on his rumoured bid to contest the Sokoto State governorship position as a fall back plan despite assurances by party chieftains in the state that arrangements had been concluded for him to declare for the governorship on APC platform. In a 15-paragraph press statement personally signed by the speaker yesterday evening, he said: “Having consulted widely, taking into consideration the concerns of some elders of the party, I have decided to suspend my participation in the presidential contest for now.” He added that his decision was taken as a sacrifice for the cohesion and unity of the APC, saying he was suspending his participation in the presidential race for now because he does not have any inordinate ambition to occupy any office. “Nigeria is a country too great to sacrifice on the altar of partisan politics and personal ambition. What anyone becomes in life is exclusively in the hands of God. Only God gives power to whoever he pleases,” he said. Tambuwal appealed to his associates, colleagues, supporters, admirers and friends nationwide to show some understanding over his decision. “It has not been easy coming to this decision and I very well understand the frustration, disappointment and disbelief of many who have committed so much to the project including sacrificing not only their physical, financial and intellectual resources but indeed their personal ambitions in the 2015 electoral contest.” Recall that Tambuwal on Friday accepted the APC presidential nomination and expression of interest forms which was purchased on his behalf by some House members and political associates. Meanwhile, paying tribute to the APC presidential aspirants, Tambuwal said: “There is no doubt that they are all eminently qualified. “I pledge my loyalty to our party the APC and cooperation with my uncles and senior brothers and colleagues who are already in the race for the APC presidential ticket : I refer to General Muhamadu Buhari, Alh Atiku Abubakar, Governor Rabiu Musa Kwankwaso, Governor Rochas Okorocha and Mr Sam Nda-Isaiah,” Tambuwal said. The decline in the price of crude oil may have started taking its toll on Nigeria as the Federal Government on Sunday announced measures aimed at cushioning its impact on the economy. The Minister of Finance and the Co-ordinating Minister for the Economy , Dr Ngozi Okonjo-Iweala, announced this Abuja while addressing journalists on the Federal Government’s response to the crisis in Abuja on Sunday. The measures which will see Nigerians paying tax on luxury goods, comes barely six days after President Goodluck Jonathan formally announced his intention to contest the February 14, 2015 election. Okonjo-Iweala, in company with the Director-General, Budget Office of the Federation, Dr Bright Okogu; the Accountant-General of the Federation, Mr. Jonah Otunla; the Acting Chair, FIRS, Alhaji Kabir Mashi and other top officials, told the journalists that the nation would be experiencing a challenging time owing to the global fall in oil prices. The other measures, according to her, are a reduction in public expenditures and international travels by public servants. She however, assured that the Jonathan Economic Management Team was “on top of the situation” to proffer measures that would help to ensure that the “common man” did not feel the impact of the oil price decline. She recalled that in the last three years, the Executive in its discussions on the national budgets with the National Assembly, had consistently advocated prudence and a low budget benchmark to encourage more savings. The minister stressed that even though the drop in oil prices was a serious challenge, it was also an opportunity for the country to refocus efforts towards the non-oil sectors in preparation for a future with less oil revenue. As part of the efforts to reduce expenditure, she said international travel within the public service would be severely curtailed, adding however, that critical infrastructure projects would not be affected because they were key to economic growth, development and job creation. She said, “Every country that is well managed doesn’t just seat and allow a situation to happen to them. If they are well managed, they prepare the right set of policies to deal with the situation. “Those days when we used to be like that in the ‘80s and 90s are over. In the ‘80s, when we had shocks, we didn’t take measures by ourselves to adjust. We waited for others to come and tell us how to adjust. But now we have competent teams and our job is not to sit and wait, but, to craft a set of policies and that will help us address these shocks. “We are not talking about (cutting) salaries and benefits. We are talking of trainings and travels and these will be only for critical and essential items which will be pre-approved by the Head of Service and the Director-General of the Budget Office and then if someone invites you for overseas course, you can go provided they pay for your training and your stay and you have to furnish evidence that they are paying before you will be allowed. “The purpose of this is to tell you what we are doing and this team is calm and will be effective and we are working with the monetary policy authorities and together we will manage the economy in a transparent manner so that people need not have any fear.” She also talked about the report of the Steven Oronsanye committee, which was set up by government to prune down ministries and agencies.The committee had recommended that some of the agencies should be merged. “We found that a lot of these agencies are underpinned by law and we discussed with the National Assembly and they are willing to look at how their laws can be repealed. So this is also part of our medium term measures,” she said. Reduction in budget benchmark She said the Federal Government was keeping an eye on the development, noting that this was why it come up with a multi-pronged strategic response to mitigate the adverse effects of global oil price fall on the economy and reassure investors. The responses, according to her, are a mix of measures designed to boost non-oil revenues further, plug loopholes and waste and cut unnecessary expenditures in order to cope with the situation. Giving details of the government’s responses to the oil price fall, the minister said that after a careful analysis of the situation, the economic team approved a $5 per barrel reduction in the 2015 budget benchmark price for oil from $78 to $73 per barrel. She said, “As part of the response, the Medium Term Expenditure Framework and the Budget 2015 proposal to the National Assembly have been revised. “Government is now proposing a benchmark of $73 dollars per barrel to the National Assembly compared to the earlier proposed benchmark of $78 “Given the nature of the oil market, we needed to see the extent and trend of the oil price in order to take the right measures. “Panic is not a strategy. It’s important that our strategies are based on facts and a clear understanding of both the strengths of the economy and the challenges posed by the drop in oil prices which is currently at $79 for our premium Bonny Light Crude. “The drop in oil prices is a serious challenge which we must confront as a country. We must be prepared to make sacrifices where necessary. “But we should also not forget that we retain some important advantages such as a broad economic base driven by the private sector and anchored on sound policies. “Our strategy is to continue to strengthen the sectors that drive growth such as agriculture and housing while reducing waste with a renewed focus on prudence.” Special tax on luxury goods She stated that the decline in oil prices had given additional impetus to the Federal Government’s focus on increasing non-oil revenues. In this regard, the collection target for the Federal Inland Revenue Service, which has been working with Mckinsey to increase receipts will be revised upwards for next year. Se said the country had recorded good success in reaching the initial target set this year of N75bn; noting that so far N65bn of this had been collected. For 2015, the minister put the revised target at N160bn above the 2014 base. Okonjo-Iweala also unveiled plans by the government to introduce what she called “tax on luxurious goods,” stating that this was a part of measures aimed at increasing revenue from non-oil sources. She said that users of luxurious items, such as private jets, yachts, alcoholic beverages and expensive cars, would be required to pay special taxes for such goods. The minister, who said the government was still compiling the list of luxurious goods to be taxed under the new initiative, assured that the proceeds from these items and services would be used to support the economy from external shocks. She said, “We all know the definition of luxury goods, we are still compiling the lists and one of the things we can tax is champagne, alcoholic beverages, jets, luxury cars- we will look at the engine capacity, and yachts. “We are putting the list together but we intend to do a surcharge going forward on these items. “The principle is that those who are better off in the society and I hope they won’t mind will be willing to share a bit more in remitting a little bit more to the treasury than what they normally do on these things.” $2bn withdrawal from ECA Okonjo-Iweala noted that the reduction in the price of oil might continue but gave assurance that the government was fully prepared to ensure that the economy was not worse-off. To this end, she said from the $4.1bn (N656bn) in the Excess Crude Account, the government would be withdrawing $2bn (N320bn) between now and the end of this year to take care of critical expenditure. She said, “We will work in such a way that we won’t deplete the ECA because we have to leave something for next year but we might go to tap about a half of it ($2bn) or slightly less than half to be able to meet expenditures that are crystalising at the moment that we need to make.” Rejects calls to print more Naira On calls from some quarters that the Federal Government should respond to the decline in revenues by printing more naira to fund projects, the minister said that such recommendations would be disastrous for the country if implemented. Okonjo-Iweala , who argued that such prescriptions ignored the elementary principles of economics, said “printing money without adequate revenue support will lead to serious consequences for the country. “It will spur inflation as the experiences of Germany in the early part of the last century and more recently, Argentina and Zimbabwe demonstrate. “This prescription will victimise the poor and the middle class that it is supposedly protecting.” She explained that the best way to protect the interest of the ordinary people was to control inflation as much as possible, expand the economic base, strengthen the sectors that drive growth, boost critical infrastructure and create more jobs. The minister added, “We have already started doing that, the results are already coming but we still have a lot of work to do. “To show how serious government is about job creation, President Jonathan will tomorrow, (Monday) November 17 launch the 4th edition of YouWin to support another 1,500 entrepreneurs along with a private equity fund for entrepreneurs. “That is an expression of government’s commitment and seriousness to job creation.” The implementation of the new mortgage system, including the current processing of over 66,000 applicants for mortgages, according to her, will go on as planned. This, she added, would help to ensure that the country reaps the strong benefits that will come from unleashing the housing revolution which is attracting serious interest from local and international investors. Also, unaffected are public sector wages as well as key initiatives in education, health and other areas critical to the country’s human development. Meanwhile, financial experts have said that Nigerians should be ready for a harsh economy in the nearest future as a result of the continued fall in the prices of oil. The experts, while reacting to the measures adopted by the Federal Government, stated that the decline was only the beginning. They spoke with our correspondents during separate interviews on Sunday. A renowned economist and Chief Executive, Financial Derivatives Company, Mr. Bismark Rewane, stated that the step by the government was a good start, but wondered if the measures would actually cushion the impact of the falling oil prices. He said, “That is a good start. The most important thing is the fact that the government has come to accept that it has to do something with respect to the falling oil prices. What we are seeing now is not a short-term phenomenon. Whether the therapy is adequate is another issue. But I think it is a good move and it has not ruled out other moves. “On the $2bn withdrawal from the ECA, I don’t think that will make any impact. The reality is that we have to look at what is important. And what is important is that the Nigerian government has come to terms to the fact that it has to start austerity. So it is encouraging and this is the beginning of a number of steps to be adopted.” On whether there might be more measures, Rewane said, “Certainly, this is just the beginning. And I will like to say that it will be good for Nigeria to accept the reality on ground presently.” Also, a former President, Association of National Accountants of Nigeria, Dr. Samuel Nzekwe, said the government’s resolve to adopt austerity measures was not surprising. He said, “About 80 per cent of our earning is from oil and so it is not a surprise that the government is adopting austerity measures considering the fact that oil prices are falling. This is actually the beginning o things to happen. Apart from imposing tax on luxuries, they should look at how to diversify the economy by creating enabling environment so that industries can thrive. “Increasing or taxing more utilities is not the major solution. The government should now make more efforts to diversify the economy. They should make concerted efforts to ensure that the agricultural sector and a few others are working. “Nigerians may not worry much about the tax issue because it is expected but this tax should be used wisely. It should not end in the pockets of a few individuals because since the country’s earning is mostly from oil, it means a fall in the price of this commodity will deny Nigeria a lot of income to build roads, power plants and many other things that will benefit the ordinary Nigerian.” The All Progressives Congress, through its National Publicity Secretary, Lai Mohammed, described the proposed austerity measures as a reflection of the massive corruption inherent in the Jonathan-led Peoples Democratic Party government . It argued that it was unfair for the Federal Government to subject Nigerians to austerity measures after frittering away the “petrodollars accruable to the country in the last 15 years.” The APC said, “This country enjoyed high crude oil prices in the last 15 years. What has the PDP-led Federal Government done with the money in the last 15 years? They simply frittered the money away in massive corruption and misgovernment. “They now want Nigerians to pay for their corruption and misdirection. Are Nigerians not already under austerity measure? They only want to impoverish us the more. Their ultimate aim is to devalue the naira; that’s their ultimate destination and this is very unfair. “To make Nigerians, who did not participate in corruption, to suffer is not fair. Maiduguri may be under attack from the outskirts by the violent Jihadist group, the Boko Haram. According to available information, early morning explosions followed by heavy artillery gunfire was heard inside the capital town of Maiduguri. The time of the explosion was pegged at 7:01am to 7:06am. The exchange of gunfire is not certain to be between the Jihadist terrorist group and the Nigerian military but it is worthy of note that the Nigerian military had stationed themselves at the four entrance locations into Maiduguri. The direction of the explosions and gunfire were coming from the entry locations into the town. The latest attack comes less than twenty four hours following the attack on Chibok town by the Jihadist terrorist. In talking to a military officer stationed in Maiduguri, he explained that there are efforts by the Jihadist group to test the resolve of the security agents stationed at he entry locations to the town.“We are used to it by now”said the security agent who went on to explain that of late the frequency of the attacks have increased. Governors elected on the platform of the All Progressives Congress may queue behind Gen. Muhammadu Buhari(retd.) as the preferred presidential candidate of the party for the 2015 election,SUNDAY PUNCHhas learnt. The governors are suspecting that those asking the Speaker of the House of Representatives, Aminu Tambuwal, to pick the presidential form are enemies of the party. Two of the governors, who spoke with our correspondent on Friday and Saturday respectively, said they would work for Buhari. One of them, who called our correspondent on Friday evening, said there was no way he and his colleagues would support Tambuwal. He said he and his colleagues were not worried with Tambuwal’s picking of the party’s presidential form. He said, “We are not worried with his picking presidential form. He’s not going far. “We expected him to focus on him becoming the governor of Sokoto State. He’s a good product anyway, but he’s not ripe for Presidency now. He can’t defeat President Goodluck Jonathan.” Another governor, who’s from the North, said Tambuwal’s entrance could be a ploy by pro-Jonathan sympathisers within the party who he said, could be looking for a weak candidate that the president could easily over-run. He said he and some leaders within the party were informed the national leadership of the party and the Presidency were scared of a Buhari challenge. He said this could be the main reason the pro-Jonathan people within the party could have sold a dummy to Tambuwal, deceiving him that he’s young and would be liked by all. He said, “We know what’s going on. We are not being deceived. Those saying Tambuwal is young and vibrant are saying the truth, but his time hasn’t come. He doesn’t have the capacity to command the followership in the north and the entire country. “This is not the time to allow anyone to sell any dummy to the party. It is a national party and not a regional party anymore. “If there is anyone who think he can betray us at this stage, the person must think twice. We like Tambuwal, but he can’t be our candidate for now.” Meanwhile, the presidential aspiration of Tambuwal has worsened the problems being faced by the All Progressives Congress in choosing its presidential candidate. SundayPUNCHlearnt in Abuja, on Friday, that the Speaker’s entry had altered earlier projections of a possible deal on a consensus candidate. It was gathered that the leadership of the APC had reasoned that choosing a consensus candidate would save the party from rancour arising from a presidential primaries. Some nursed fears that the primary might not produce the desired results for the party. A member of the party’s National Working Committee, who spoke in confidence withSUNDAY PUNCH, said, “We know that primaries may not produce a candidate that will be acceptable nationwide. That is why we would have preferred a consensus, but from the look of things, the presidential primary is unavoidable.” The party’s National Chairman, John Odigie-Oyegun, had recently stated that the leadership of the party would gladly welcome the emergence of a consensus candidate for the party in the 2015 election. “I will give you one clear assurance; if there is a consensus among the aspirants, we as a party will welcome it completely. But if there is no consensus, we are going to give you the cleanest, most transparent primary,” he said. Also, while receiving Atiku Abubakar last week in Lafia, the Nasarawa State Governor, Tanko Al-Makura, appealed to the APC presidential aspirants to agree on a consensus candidate. The northern caucus of the party had, on Tuesday, met as part of efforts to choose a consensus candidate. An ally of one of the leading aspirants, who pleaded anonymity, described Tambuwal’s entry as “a crude joke.” The source pleaded anonymity because his principal forbade him from joining issues with any other campaign group. He accused an unnamed leader of the party as not having outgrown the politics of “selfish interest for the unfolding scenario.” The source said, “It is sad that some of our so-called party leaders do not have the capacity to sacrifice personal interest for the greater good. “What you are seeing is the personal interest of this individual, who wants to remain relevant at all costs, especially after the Muslim/Muslim ticket kite failed to fly.” Similarly, a member of another campaign organisation, who also pleaded anonymity, said, “What we are facing now is a make-or-mar situation. “Let us not be deceived; if the primary falls short of the standard of transparency, we may very well be saying goodbye to a party which held so much promise, but failed to deliver.” Reacting to the development, the National Publicity Secretary of the APC, Lai Mohammed, said the party did not zone the presidency to a particular part of the country. This, he said, made it possible for all interested members of the party to step out and obtain the party’s expression of interest and nomination forms. “Look at the calibre of the people that are coming into our party: former heads of state, former vice-presidents, speaker, governors, and former ministers, unlike theirs when they printed only one form.” Commenting on the Speaker’s entry into the race, a leading member of the Maj. Gen. Muhammadu Buhari Campaign, Osita Okechukwu, described Tambuwal’s entry into the race as a healthy development. He told one of our correspondents that the more the presidential aspirants, or any aspirant to the office of governor, National or State House of Assembly joining the party, the better for it. He said, “Tambuwal is, therefore, highly welcome into the presidential race. This is why the constitution of our party was amended penultimate week, to accommodate, in less than one hour, any person who joins the APC.” On Tambuwal’s chances, he said “one cannot hazard a guess, as Tambuwal, unlike Buhari or Atiku, had never contested nationwide election. Members of the outlawed Boko Haram sect have, again, seized Chibok, the home of over 200 schoolgirls abducted by the insurgents in April. The insurgents attacked and seized the town on Thursday evening, residents said. The attackers have repeatedly targeted villages around Chibok over recent months. A senator from Borno State, Ali Ndume, told theBBCHausa service that security forces deployed in the town ran away when the insurgents attacked. Residents said the insurgents headed to the centre of Chibok and declared that they were taking it over as part of their caliphate. The insurgents have changed tactics in recent months by holding on to territories rather than using hit-and-run attacks that have left thousands dead. It was, however, learnt that the attackers were those dislodged from Mubi by soldiers on Thursday. A security source said troops engaged the insurgents in a lengthy gun battle at the headquarters of the Chibok Local Government Area. Our correspondent could not ascertain the casualty figure as of the time of filing this report. The source said, “The Boko Haram fighters attacked Chibok again on Thursday night but the soldiers gave them a good fight. “From what we heard, the insurgents were those dislodged from Mubi following attempt by soldiers and the vigilante members. “You know that vigilante members were drawn from all the local government areas of Adamawa. Some also came from Gombe and Kano states.” But another security source said the insurgents only attacked Chibok and left without occupying the place. Our correspondent could not get the Defence Spokesman, Maj. Gen Chris Olukolade, to comment on the attack as the calls to his mobile telephone line indicated that it was either switched off or in an area outside of network coverage. Chairman, Chibok Community in Abuja, Chief Tsambido Abana, who confirmed the Chibok attack on Friday, explained that the situation in the town was dicey and the condition of residents uncertain. Abana said, “I have been getting information that Boko Haram has attacked Chibok town again. Those that were able to escape to a place where there are mobile networks phoned me that the militants were shooting at people and for now, we don’t know the number of those that have been killed. “I also learnt that the Army and the vigilante group have responded to the attack and they are engaging the terrorists, but for now, the situation is not clear. President Goodluck Jonathan and the Peoples Democratic Party are eyeing votes from the South-West to ensure the victory of the party at the first ballot during the 2015 presidential poll, investigations have revealed. Saturday PUNCH reliably gathered that the President and his party feared that winning the North-West and the North-East might be impossible during the presidential election. It was learnt that they had become jittery because of the realisation that losing the South-West might cost them the presidential election. The party has, therefore, mandated members of the party from the zone holding public offices to ensure the victory of the President. Saturday PUNCH also learnt that members from the North-West and the North-East in public offices had also been told to ensure that the President scored at least 25 per cent in the zones. It was gathered that the performance Jonathan got from a constituency or a state would be one of the criteria for reappointing those currently holding public offices at the national level. Investigations revealed that the party reasoned that if the President defeated the All Progressives Congress presidential candidate in the South-West and scored 25 per cent in the North-West and North-East, the second election would not be avoided. According to Section 134 (1) of the 1999 Constitution as amended, “A candidate for an election to the office of President shall be deemed to have been duly elected, where, there being only two candidates for the election - (a) He has the majority of votes cast at the election; and (b) He has not less than one-quarter of the votes cast at the election in each of at least two-thirds of all the States in the Federation and the Federal Capital Territory, Abuja. (2) A candidate for an election to the office of President shall be deemed to have been duly elected where, there being more than two candidates for the election- (a) He has the highest number of votes cast at the election; and (b) He has not less than one-quarter of the votes cast at the election each of at least two-thirds of all the States in the Federation and the Federal Capital Territory, Abuja. (3) In a default of a candidate duly elected in accordance with subsection (2) of this section their shall be a second election in accordance with subsection (4) of this section at which the only candidate shall be – (a) the candidate who scored the highest number of votes at any election held in accordance with the said subsection (2) of this section; and (b) One among the remaining candidates who has a majority of votes in the highest number of States, so however that where there are more than one candidate with majority of votes in the highest number of States, the candidate among them with the highest total of votes cast at the election shall be the second candidate for the election. (4) In default of a candidate duly elected under the foregoing subsections, the Independent National Electoral Commission shall within seven days of the result of the election held under the said subsections, arrange for an election between the two candidates and a candidate at such election shall be deemed elected to the office of President if (a) He has a majority of votes cast at the election; and (b) He has not less than one-quarter of the votes cast at the election in each of at least two-thirds of all the States in the Federation and the Federal Capital Territory, Abuja (5) In default of a candidate duly elected under subsection (4) of this section, the Independent National Electoral Commission shall, within seven days of the result of the election held under the aforesaid subsection (4), arrange for another election between the two candidates to which the subsection relates and a candidate at such election shall be deemed to have been duly elected to the office of President, if he has a majority of the votes cast at the election.” Saturday PUNCH gathered that the President and his party were jittery on realising that failure to win South-West would be costly for Jonathan. It was learnt that chieftains of the party in the zone, including the Ondo State Governor, Dr. Olusegun Mimiko and his Ekiti State counterpart, Mr. Ayo Fayose, have been given the assignment of ensuring Jonathan’s landside victory in the South-West. A chieftain of the party, who spoke to one of our correspondents on condition of anonymity, said, “In the next few weeks, the party will mobilise resources in the South-West. We want the President to not only win the South-West, but to prevent the APC from getting 25 per cent in the zone. “We will mobilise resources; call it stomach infrastructure or anything you like. The President will trounce the APC in the South-West.” Also a Presidency source and a governor from the party, who spoke with one of our correspondents in separate interviews in Abuja on Thursday, gave an insight into the feelings of the President and the PDP on Northern votes. The Presidency source said, “The situation is dicey for the President and the party in North-West. You remember that even in 2011 when the situation was not as bad as it is today, the President did not really win in the zone. “Now that almost all the states in the area are in the hands of the opposition, we may not make it there, but we will rely on the government appointees from the area to work out how we are going to win.” But one of the party’s governors from the South-East said that the Presidency and the governors believed that the party would still win in some states in both the North-East and North-West. He listed states where the party could spring surprise to include Adamawa, Kebbi, Zamfara, Bauchi, Gombe and Jigawa. “So, it won’t be a total loss. What we are working against is a situation whereby the President would be seen after winning election, as the president elected by just a section of the country,” the governor said. But the Presidency has said that Jonathan is not losing sleep over South-West, North-West and North-East votes. The Special Adviser to the President on Political Matters, Prof. Rufai Alkali, in an exclusive interview with Saturday PUNCH, explained that Jonathan and the PDP valued Nigerian citizens. He noted that the opposition would have wished that the crowd which took part in the President’s declaration did not show up. According to him, the whole world saw Nigerians who, irrespective of their religious or political affiliation, trooped to Eagle Square to honour the President. Alkali, however, described as false, attempts to “misinform” Nigerians about the popularity rating of the President. He explained that all through Nigeria’s political history, voters especially in the North, had exhibited a diverse voting pattern and have always cast their lot where they felt their collective interests would be better served. The Presidential aide said “President Jonathan’s appeal transcends ethno-religious sentiments. “Nigerians will vote for him based on his record of performance. Can his opponents say the roads that have been built under this administration were not built? Can they say the airports are not there? Let our campaigns be issue-based. “It will be unfair for anyone to say that the President is not doing anything about the sad situation in the North-East. The people know he cares and he is doing his best and by the grace of God, that situation will soon be contained. “Let me ask you, between the President and his opponents in the other party, who was the first to go public with their declarations.” In response, National Publicity Secretary of the All Progressives Congress, Alhaji Lai Mohammed, said, “The truth of the matter is that the PDP is scared stiff of the APC. “Even today, without a candidate the APC is ahead in credible opinion polls, President Goodluck Jonathan’s popularity has suffered a reversal of fortune since after the President’s declaration. “They underestimated the backlash from the insensitivity of the timing of Jonathan’s declaration less than 24 hours after the massacre of about seventy children in Potiskum.” Experts have also said that the President might become more troubled if the Speaker, House of Representatives, Alhaji Aminu Tambuwal, joins the presidential race. Already, there are indications that the APC National Leader, Asiwaju Bola Tinubu and other leaders of the party might have concluded the deal to field the Speaker as a “neutral candidate” following the inability of the North to reach a consensus on the party’s presidential aspirant. A former President, Maj. Gen. Muhammadu Buhari; former Vice-President Atiku Abubakar, Kano State Governor Rabiu Kwankwaso and a Leadership Newspaper Publisher, Sam Nda-Isaiah are competing for the APC presidential ticket. Tambuwal, who is rumoured to preparing to join the presidential race on the platform of the opposition party, has recently dumped the ruling PDP. The APC had said that the hope for the emergence of a Northern consensus presidential candidate for the APC had dimmed following failure by leaders of the party from the region to broker a deal on Tuesday night.
