The Minister of Finance, Dr. Ngozi Okonjo-Iweala, on Thursday said the country would this month begin to feel the impact of the falling global oil prices, which started in June.
Consequently, she said the country needed to brace for tougher times ahead by reviewing its expenditures and building economic buffers through budgets that would be based on modest oil prices.
According to her, sound macroeconomic management is crucial to Nigeria at this time, while also emphasising the need to plug all revenue leakages.
The minister spoke in Lagos at the Africa Financial Summit organised by the Institute of International Finance and Access Bank Plc.
“We have not seen the impact of the falling oil prices in Nigeria; it will start this month. We have to drive the non-oil revenue base to be able to weather the storm that is coming,” Okonjo-Iweala said.
She, however, said Nigeria was not alone in the coming economic storm, pointing out that a large number of African countries that relied on commodity export as the mainstay of their economies would also be affected by the global fall in the prices of such commodities.
The minister said the global fall in the prices of export commodities such as gold, iron ore and agricultural produce such as cocoa, cotton and coffee was bound to affect most African economies, which relied on commodity export as the major source of revenue.
Quoting from the United Nations Conference on Trade and Development, Okonjo-Iweala said the ratio of export commodity to total merchandise was very high in a large number of African countries.
According to her, it is 60 per cent in South Africa; 89 per cent in Zambia and Ghana; 96 per cent in the Democratic Republic of Congo; and 83 per cent in Nigeria.
She said based on the 2013 data, 70 per cent of sub-Saharan Africa’s merchandise exports went to regions that were currently facing slowdown.
Ten per cent of commodity exports from the sub-Saharan Africa go to the US; 26.5 per cent to Europe; three per cent to Japan; 21 per cent to China; and three per cent to Brazil, according to the minister.
Consequently, Okonjo-Iweala said there was an urgent need for Nigeria and other African countries to explore other means of shoring up their revenues in the face of the falling prices of export commodities.
She said borrowing to fund annual budgets would not be a better option for most African countries.
“I strongly urge other African countries to look into other directions. We need to build our economic buffers. Of course, there will be pressure to borrow in the face of falling commodity prices, but we cannot afford to borrow. There is a need to drive domestic resource mobilisation,” the minister added.

Speaker of the House of Representatives, Alhaji Aminu Tambuwal, has joined the race to become the President of the country in 2015 on the platform of the All Progressives Congress, which he defected to two weeks ago.
Media aides of the Speaker, who joined the APC from the Peoples Democratic Party, confirmed that “friends and associates” bought the presidential nomination form of the party for Tambuwal, who became the Speaker of the House in 2011.
Tambuwal’s Special Adviser on Media, Mr. Imam Imam‎, told our correspondent on the telephone on Thursday, “Earlier today, some friends and associates of the Speaker notified him that they have bought presidential nomination forms for him.”
Our correspondent learnt that members of the APC in the House opted to pay for the nomination form for the Speaker to contest the 2015 presidential poll.
The PUNCH gathered on Thursday that the members reportedly reached ‎out to one another soon after it turned out that Tambuwal showed interest in the presidential race early this week.
Attempts by the APC to pick a presidential candidate by consensus appeared to have failed after talks between the stakeholders reportedly collapsed by Wednesday.
The contest was initially between former Head of State, Maj. Gen. Muhammadu Buhari (retd.); former Vice-President Atiku Abubakar and Kano State Governor, Rabiu Kwankwaso.
But, The PUNCH learnt that the entry of Tambuwal into the race had further compounded the situation in the APC.
Investigations showed that the lawmakers had reasoned that Tambuwal was a “poor speaker”, who would not be able to afford the N27m the APC fixed as the cost of the form.

The atmosphere of the Ebute Meta Chief Magistrate’s Court was tense on Tuesday when a former Commissioner for Rural Development and a governorship aspirant of the All Progressives Congress, Tola Kasali, 62, was arraigned for murder.

Arraigned with him were the Special Adviser to the Lagos State Governor on Politics and Legislative Matters, Musiliu Folami, 64, and Kasali’s Chief Security Officer, Tobun Abiodun, 38.

The court was filled with party loyalists, supporters and family members of the accused persons, as many others stood outside the court.

They were arraigned on four counts bordering on murder and unlawful possession of firearms.
The police said the men conspired to kill one Musiliu Lamidi on November 9, 2014, around 2pm at Eko Tourism Hotel, Akodo, in the Ibeju-Lekki area of the state.

The police added that they were found in possession of a pump-action gun, with number 6381, without a valid licence issued by the appropriate authorities.

The corpse of the deceased was said to have been found on the premises of one of the defendants.

The offences were said to be punishable under sections 231, 221 and 409 of the Criminal Law of Lagos State, 2011 and Section 27 (b)(1) of the Firearms Act, Cap 28 Laws of the Federal Republic of Nigeria, 2011.

Their pleas were not taken by the court for the offences.

However, a senior state counsel, Femi Adamson, who came from the Office of the Attorney General of the Federation, invoked a section of the law to take over prosecution from the police.

He said, “I am a senior state counsel and I want to take over the prosecution of this case. This is pursuant to Section 211 (1b), (2) of the 1999 Constitution of the Federal Republic of Nigeria, as amended.”

The leader of the police team from the legal department of the State Criminal Investigation Department, Godwin Osuyi, said it was not right for the case to be taken from the police since the police had only sought to remand the defendants in custody pending legal advice.

Osuyi, after agreeing to step aside, said, “Before I step aside, I wish to state that they were brought before this court for remand. They have not been formally charged.”

But the court ruled that since the case belonged to the state, it could take charge of it at any time.

The state prosecutor, Adamson, thereafter applied for the remand of the three defendants in custody, citing Section 264(1) of the Administration of Criminal Justice Law of Lagos State, 2011.

However, the leader of the seven-man defence team, Taiwo Ajala, opposed the application for remand.

According to him, there were no allegations before the court, but mere rumours, which should be struck out.

He said, “So far, what are before your honour are not charges, but mere rumours, which have no place in a court of law. These rumours have been elevated to the point of allegations.

“To raise rumours to allegations, one would have expected the prosecution to depose to an oath so that the court can look into it. But this is missing.

“Accordingly, I apply that the defendants be granted bail. Jurisprudentially, the reason behind remand is if the court is not sure that the defendants will attend court proceedings from time to time.

“I crave the indulgence of this court to the social standing and circumstances of the defendants. The first is currently the special adviser to this government. The second has a lot of prefixes to his name. He was a former Commissioner for Rural Development. His impacts are felt on our roads. He was also a former Commissioner for Special Duties, while the third defendant had, at different times been a chief security officer of the state. They are all known by reputation.”

Ajala said if the defendants were not granted bail, it would affect the running of the government and the residents of the state.

After making his submissions, the prosecutor said he was not objecting to bail.

“With all due respect, bail is at the discretion of the court and the court is guided by principles. I have come to realise that these are people serving the government of the day in different capacities,” he said.

The Chief Magistrate, Tunbosun Abolarinwa, in his ruling, expressed disappointment in the prosecution for not being able to support the remand application brought before the court.

He said, “What is before the court is a remand application, but the police who brought it have not been able to support same. This is probably why the defence counsel referred to the charges as mere rumours.

“If their movement is restrained, it will bring serious discomfort to them and people associated with them and will be a disservice to the society. This court sees them as people who should uphold the law of the land and the orders of this honourable court.

“This court has confidence in their ability to show up in court.

“The reasons for remand brought by the prosecutions are not reliable and cannot sustain the charges.”

Abolarinwa granted the defendants bail on “self recognition” and ordered the prosecution to verify their addresses and places of work.

The matter was adjourned till December 11, 2014 pending legal advice from the Directorate of Public Prosecutions.

Former President Olusegun Obasanjo was absent at President Goodluck Jonathan’s declaration to contest the 2015 presidential election in Abuja on Tuesday.
Also absent was a former military dictator, Gen. Ibrahim Babangida. Both are members of the ruling Peoples Democratic Party.
Babangida was among those who sought the party’s ticket in 2011, but lost to Jonathan.
Obasanjo was a former chairman of the party’s Board of Trustees, who later resigned his position over some disagreements with the way he said the party was being handled.
There were speculations that the former President was against the second term ambition of the President because of the alleged agreement he (Jonathan) had with the leadership of the party, including the governors in 2011, that he would only be in office for one term.
Meanwhile, there were mixed reactions to the President’s self assessment at his declaration for the 2015 election.
Jonathan, who admitted that the Boko Haram issue had been a big challenge to his administration, listed his achievements in various sectors.
A former chairman of the Ikeja branch of the Nigerian Bar Association, Mr. Monday Ubani, said Nigerians could not be carried away by the list of achievements reeled out by the President.
Ubani said, “Nigerians are already used to this road; the road of leaders coming out to tell Nigerians about their achievements that are not seen. Leaders at state and local government levels during the period of elections come out to say a lot of things.
“We are used to it but we are not carried away by their claims.”
Financial analysts also expressed divergent views on the economic performance of the Jonathan administration.
Those who spoke to our correspondent on the matter were the Lead Director, Centre for Social Justice, Mr.Eze Onyekwere; the Registrar, Chartered Institute of Finance and Control of Nigeria, Mr. Godwin Eohoi; and a former President of the University of Port Harcourt Alumni Association, Mr. Peter Nwabuzor.
While Onyekwere rated the performance of the economy under Jonathan low, Eohoi and Nwabuzor were of the view that the economy had witnessed massive transformation within the last three-and-a-half years.
Onyekwere said, “I will assess him as a student who want to get let my people go, which is about 40 per cent. We can afford to do more than two times as better as we are doing now in terms of uplifting the standards of living.
“He promised refineries he has not done that. We are still importing fuel and spending about a trillion naira in importing fuel and the electricity he promised is not there yet.
“To whom much is given much is expected and we have abundant resources but we are yet to fully get to utilise that resources for the benefit of Nigerians.”
But Eohoi said that when considered from all economic indicators, the Jonathan administration has performed well.
“He had done well in boosting the economy since he assumed office. Look at the work so far carried out in key sectors of the economy which had resulted in creating wealth, reducing unemployment and ensuring macro economic growth,” he said.
Eohoi, however, said there was still more work to be done in boosting power supply in order to increase the capacity of manufacturing companies.
Also in his assessment of the current administration, Nwabuzor said, “He is a president that has performed credibly well in spite of all the challenges facing the nation.
“I have to mention that Mr. President has made tremendous achievements in all sectors of the economy, and in realisation of the fact that he has positively touched all relevant sectors of the economy by making tremendous achievements.”

President Goodluck Jonathan’s declaration to contest for second term will hold on Tuesday (tomorrow) in six cities in Africa, United Kingdom and the United States of America,The PUNCHlearnt on Sunday.

Our correspondent learnt that while Jonathan would mount the podium at the Eagle Square in Abuja, a replica of the event would be staged in Johannesburg, South Africa; London, UK; and in four American cities of Washington DC, San Francisco, Los Angeles and Houston.

The global dimension added to the President’s declaration was said to have been sponsored by his supporters and members of the Peoples Democratic Party in the Diaspora, under the aegis of the One Nigeria Coalition.

As of the time of this report on Sunday, security had already been beefed up in and around the Eagle Square, venue of the President’s declaration.

Meanwhile, the Special Adviser to the President on Political Matters, Prof. Rufai Alkali, has said it will be unfair to deny Jonathan the right to seek re-election on account of the insecurity in the North-East.

Alkali said this in an interview with newsmen in Abuja on Sunday. He spoke at an event to mark the President’s planned official declaration.

He was reacting to claims in some quarters that the President was insensitive to the plight of Nigerians, who had been under siege by the Boko Haram sect in the North-East.

The President’s aide said his principal felt the pains of all Nigerians and had been doing everything within his powers to deal with the situation and that it was uncharitable for anyone to use the security situation in the country to deny the President the right to seek re-election in 2015.

Alkali said, “The President took his time to say he will declare well after many others have done so.

“I feel that if others were not dissuaded by the security challenges from showing interest to contest, then I think there is no valid reason that will stop a sitting President from contesting.

“It does not make sense for you to say Mr. President should not declare or should not contest because there is crisis or security challenges but you, immediately INEC releases the time-table, rush to your party secretariat to purchase the form, organise a huge rally and dance around. I think what is good for the goose is good for the gander.”

Reacting, the National Publicity Secretary of the opposition All Progressives Congress, Alhaji Lai Mohammed, said Alkali ought to advise his boss to protect Nigerians instead of trying to sell “a bad product”

“How many of our aspirants are today commanders-in-chief? Whose job is it to protect us all? Who has failed to perform this basic task of governance? I feel sorry for the presidential aides; they are labouring to sell a bad product. If I were him (Alkali) I will recommend the book ‘stopping a terrorist’ to the President,” Mohammed said.

Two days after they handed over some 42 suspected Boko Haram terrorists to the Borno state government, military officials at the 7 Division of the Nigeria Army today freed yet another set of 125 suspects after weeks of investigation absolved them of alleged complicity with the terrorist group.

The spokesman of the 7 Division, Maiduguri, Usman Sani, a colonel, told journalists during the ongoing handover ceremony that the 125 released suspects were part of the 152 Boko Haram suspects arrested in September this year.

He said after thorough military investigation, the 125 were deemed clean and had to be released.
The 125 released suspects were ferried into Maiduguri after a detour journey from Biu through Gombe, via Yobe state to Maiduguri.

One of the released detainees told PREMIUM TIMES, “We have spent over 45 days in military detention but we thank God that our lives were spared. We went through pains and suffering there, but we can’t blame them much since they still were magnanimous to release us at a time human life is no longer valued “.

Security officials had arrested several persons fleeing towns in Northeast Nigeria at the peak of the Boko Haram attacks in September.

Most of them were taken in while hiding in trucks conveying livestock to the southern part of the country.

Borno state Governor, Kashim Shettima, is yet to take delivery of the suspects as he is still being awaited to disengage from another function to receive them
.
The military had on Thursday released a first batch of 42 suspects.

The 42 suspects, after months and years in detention, were cleared of all suspicions following thorough investigations.

The military said three of the 42 released suspects were foreigners from Chad, Cameroon and Burkina Faso.

Mr. Usman, who handed the freed suspects over to Governor Kashim Shettima, said they were arrested during various military raids.

Mr. Usman said each of the freed prisoners were given N100,000 to enable them continue with their normal lives as free citizens.

“We in the Nigeria army will continue to do our best in the ongoing fight against insurgency until we get rid of this problem,” he said.

Mr. Shetima commended the military for its magnanimity.

“We commend the fairness, equity and justice displayed by the Nigeria Armed Forces towards releasing anybody found not to be involved in these terrorist activities,” he said.

“Amongst them are students, tailors, mechanics, provision stores owners and of course, quite a handful of them are drivers. We have a moral obligation to ensure that these young men at this time of their lives are actively engaged. Along this line, I wish to direct the road maintenance agency to include those that are drivers as employed truck drivers, while those that are tailors should be engaged in sewing uniforms for students and pupils in line with our education transformation program.

“Those that are farmers should be given the resources to improve their farming; while the traders would be given some token in addition to what the military gave them to boost their trade. The students among them should be assisted to return to school.”

Some of the freed prisoners had spent detention times ranging from three years, two years to some months. They were full of gratitude to get what one of them, a 300-level student of Chemistry, said was another chance at life.

Militant Islamist sect, Boko Haram, has renamed Mubi as ‘Madinatul Islam,” meaning the city of Islam.
The action is further confirmation that the sect was in total control of the town which it recaptured last week after troops stationed there withdrew. Boko Haram had earlier hoisted its flag in some parts of the town, including the Palace of the Emir, which serves as its administration headquarters.
On Monday, the sect announced the introduction of Sharia and the amputation of 10 people in the town, the second largest in the state.
A trapped resident, Aliyu Bala, who disclosed the renaming of Mubi on Tuesday, also said that the sect had set up check-points in strategic parts of the community.
“They are keeping vigil in every nook and cranny of the town and calling on residents who ran away to come back to their homes. They are also asking those in communities in the four Local Government Areas which they captured to return because their safety will be assured,” Bala added.
He said that despite the assurance that they would be better protected under an Islamic Caliphate, some residents of Mubi, who stayed back when the insurgents stormed the town, were sneaking out.
A lawyer, Sunday Wugira, who went to Maiha to pick up his aged parents who fled to the village when Mubi was captured, also confirmed that many trapped residents were secretly fleeing.
He said, ‘‘I was in Maiha a few hours ago, the plight of the people I saw was simply beyond imagination. We were in a commercial bus when some fleeing soldiers said we must adjust for them to get space in the bus.”
Salisu Baba, a resident of Uba, one of the captured communities, said the insurgents also warned politicians not to hold any election in the state.
“The insurgents don’t want any election. They have restated their vow to capture the whole state in no distant time,” he added.
Baba said the insurgents assured residents of free movement anytime of the day and the use of their motorcycles.
He said, “The insurgents have assured people of total freedom and have been telling shop owners to open their shops threatening that anyone who fails to open his shop will have the shop broken.
“Whenever the insurgents want any commodity, they pay for it. This encouraged meat and tea sellers and others to open for business.
“They provided security during the market day in Uba last Thursday while promising to continue to give marketers and residents who come to the area utmost security as long as they complied with Islamic rules.
“They also opened one of the filling stations belonging to A.A Garba in Uba as motorists’ trooped out to buy petrol.”
Meanwhile, the state government has banned the use of motorcycles in seven LGAs as part of measures to contain the security situation in state.
A statement by Phineas Elisha, the director of Press and Public Affairs to Governor Bala Ngilari, urged the public and security operatives to ensure compliance.
The affected LGAs are Hong, Gombi, Song, Girei, Numan, Demsa and Fufore.
In Nafada LGA of Gombe State, gunmen suspected to be Boko Haram members on Tuesday killed 10 people.
It was learnt that they had earlier killed an unspecified number of soldiers on duty at the checkpoint in Nafada.
A resident of the area told journalists on the telephone that the attackers stormed the town around 11am in four Hilux vans and motorcycles, wielding guns and shooting sporadically into the air.He said they immediately set the Police station and the Local Government secretariat ablaze.
“The gunmen then went to the house of an Islamic cleric named Adamu Misira and opened fire on him and nine other people that were there with him, ” the resident who did not want his name in print said.
When contacted, the state Police Commissioner, Kudu Nma, said he had yet to hear of the incident.
The Chief of Defence Staff, Air Chief Marshal Alex Badeh, on Tuesday said that Nigeria was not helpless despite the continued onslaught by Boko Haram.
He spoke with State House correspondents when he led service chiefs to the Presidential Villa, Abuja.
Journalists had asked Badeh to react to the loss of his hometown in Adamawa State to members of the sect and the burning of his house.
Badeh, who had earlier declined comment however changed his mind when he was asked if the nation was helpless in the face of the renewed onslaught.
The security chief said he was pained by any town lost to the sect irrespective of whether it is his hometown or not.
He also said he carried the weight of the sect whenever any house is burnt regardless of whether the house belonged to him or other Nigerians.
Badeh said, “How can Nigeria be helpless? That is unfair. If CDS loses his hometown, it is the same thing as losing Lagos. Any part of Nigeria that is lost, the CDS carries the weight.
“It is immaterial whether it is my hometown, whether it is my house that is burnt or it is Emeka’s house that is burnt. Whoever’s house is burnt in Nigeria, the CDS is pained.”
He however did not reply when he was asked to respond to the various calls for his removal.
He quickly rushed into his car amidst the confusion caused by his orderly who engaged journalists in altercation while trying to keep them away.

A member of the Peoples Democratic Party, Emmanuel Onu, has filed a fresh suit asking the Federal High Court in Abuja to remove Alhaji Adamu Mu’azu as the National Chairman of the party.
Onu asked the court to remove Mu’azu and reinstate the immediate past National Chairman of the party, Alhaji Bamanga Tukur, whose resignation on January 15, 2014, the plaintiff argued failed to comply with the provisions of the party’s constitution.
Mu’azu was onJanuary 15, appointed by the party’s National Executive Committee to succeed Turkur, who the plaintiff argued resigned under circumstances that never followed due process.
A lawyer and a member of the PDP, Ezionye Ndubuisi, had onSeptember 23filed a similar suit before the same court seeking an order sacking Mu’azu as the PDP National Chairman.
Ndubuisi had asked the court to remove Mu’azu on the grounds that he did not emerge as the National Chairman of the party through an election at a special convention of the party as stipulated by the party’s constitution.
The older case has yet to be heard by the court.
Onu, who anchored his fresh suit on grounds similar to those of Ndubuisi, joined as defendants, the PDP, Mu’azu and the Independent National Electoral Commission.
He argued that the resignation of Tukur and the subsequent appointment of Mu’azu violated sections 47(5) and (6) of the PDP Constitution 2012.
His counsel, Mr. Elochukwu Nweke, stated in his written address accompanying the suit, “A literal interpretation of section 47(5) is that a letter of resignation of an elected officer of the 1st defendant (PDP) serves as a notice and as such a letter becomes operational after the period of 30days elapses. This is to enable the Executive Committee time and room to carry out the process of filling the vacancy.
“Also a literal interpretation of section 47(6) is to the effect that if such an election cannot be conducted within a period of 30days, an appointment ought to be made by the appropriate committee and until and election is conducted. By necessary implication, it is mandatory that election shall be conducted thereafter.”
The plaintiff said instead of complying with the provisions of the party’s constitution, what transpired was that “On 15th day of January, 2014, a purported envelope containing a resignation letter by Alhaji Bamanga Tukur was presented to National Executive Committee.
“The committee debated it and accepted the same day. On 20th day of January, 2014, Alhaji Adamu Mu’azu was appointed the National Chairman of the 1st defendant.”
He added, “We firmly state that the emergence and appointment of the 2nd defendant (Mu’azu) within a period of five days was premature, invalid and unconstitutional.
“The appointment of the 1st defendant is tantamount to putting the cart before the horse.”

President Goodluck Jonathan on Sunday called on Nigerians, particularly the clergy, to pray for the peace and stability of the country.
Jonathan spoke through the Bayelsa State Governor, Seriake Dickson, during the third Bayelsa Thanksgiving Day celebration at Gabriel Okara Cultural Centre in Yenagoa, the state capital.
The President said, “I wish to urge all Nigerians to pray for the peace, unity and stability of the country. This is the time to reunite our country through prayers. Now that the 2015 general elections are approaching, people should shun do or die politics. Those seeking political offices should know that power comes from God.”
Speaking in his own capacity, Dickson said since the state House of Assembly passed the law on thanksgiving in the state, there had been peace between the lawmakers and the executive arm.
He also said the State Executive Council had also been peaceful, urging Bayelsans to continually pray for the peace and unity of the state to be able to achieve sustained socio-economic development.
Dickson urged those in leadership positions to always take service of the people seriously. According to him, power is transient.
The governor said, “We in leadership are instruments God has instituted to lead and salvage the country. Service to people is service to God. May I wish to remind all those in power to note that their sole motivation should be service to the people and not for personal gains and personal aggrandisement.
“When you leave office and flash back on your days in government, you will have cause to smile and be happy because you have led your people well. This is my advice to those in government.
“For those aspiring to various political offices, they should know that power does not come from the East, West, North or South, but from God.
“While it is the privilege of people to aspire to any office, let it be done accordingly. It should not be a do-or-die affair. Those holding office should know they are holding it in trust for the people.”
The General Superintendent, Deeper Life Christian Ministry, Pastor Williams Kumuyi, who was the Guest Speaker, stressed the need for Nigerians to continually pray for the peace and unity of the country.
He urged Nigerians to appreciate God’s goodness by being selfless and offer thanks all the time to God for His love for Nigeria.
Present at the thanksgiving service were former Governor Diepreye Alamieyeseigha, Chairman, Bayelsa Council of Traditional Rulers, Amayanabo Twon Brass, Alfred Diete-Spiff, the state Chief Judge, Kate Abiri, the Speaker of the state, House of Assembly, Kombowei Benson, and a host of others.
The auditorium was filled to capacity, with Bayelsans dancing and singing to the Glory of God.

President Goodluck Jonathan on Thursday picked the Peoples Democratic Party nomination form to contest the 2015 presidential election on the PDP platform even as the party offered automatic second term tickets to all its incumbent governors.
The President, who spoke while picking his nomination form at the party’s national headquarters in Abuja, said he would still have bought the nomination form without the endorsement given to him by the national leadership of the PDP.
President Jonathan was endorsed as the sole presidential candidate of the party by the NEC and other organs of the party.
When two other presidential aspirants stormed the party with their supporters on Tuesday with their bank tellers and receipts from the party, the leadership of the ruling party refused to sell the nomination forms to them.
The two aspirants are, Dr. Abdul-Jhalil Tafawa-Balewa and Prof. Akasoba Duke-Abiola.
However, the President said that he remained grateful for the gesture, which he said, was the first in the history of the party.
President Jonathan said, “I could have still picked the form if they did not give me. But giving me the right of first refusal has attracted more people than ordinarily it would have had.
“Your Excellency, our chairman, thank you and extend our appreciation to other great members of our party, especially members of the NEC who unanimously endorsed that decision.”
He said he was also grateful to the governors, who he said provided N2m for the procurement of the expression of interest form and the N20m for the procurement of nomination form.
Others who donated to the campaign, according to him, included the Transformation Agenda of Nigeria, which he said, also provided N22m.
He promised to work with all Nigerians, just as he said it would be difficult for any president to perform without the support of the people.
He said, “What I can say is to reassure them that I will work with all Nigerians, and I will always maintain that no matter how strong a President is all over the world, the President is only one individual and he alone can’t do everything; he alone cannot change the society.
“For you to succeed, you work with people. So, if you are succeeding, that means we have a team that is working to transform this country. So, I will work with all Nigerians to make sure that we move our country to the next level.”
He said if Nigerians could work together, the country would be great, saying that the whole world was happy with the country with the way it fought the Ebola virus.
In his speech, the National Chairman of the party, Alhaji Adamu Mu’azu, apparently referring to the adoption of the President by the party, wondered why people should be dabbling into the party’s affairs.
He told the gathering that the national leadership of the party had also decided that it would give automatic tickets to all its first-time governors.
He said, “We have decided that our governors and President running for a second term will be given the right of first refusal and all of us know that Mr. President has done so many things.”
Governors who are serving first term in office are those of Bayelsa, Gombe, Kaduna, Kogi and Kebbi states.
Earlier, the National Organising Secretary of the party, Alhaji Abubakar Mustapha, had after handing over the forms to the President described Jonathan as the most amiable and humble leader in the history of the party and the country.
He thanked Mu’azu for allowing the event to hold at the NEC hall, instead of the NOS office, which he said was too small to accommodate the crowd that followed the President.
While presenting the forms to the President, he said, “I wish you the best and may the God Almighty be with you.”
People clapped as the President received the forms.
After going through it for a few seconds, the President handed them over to his orderly.
Jonathan was accompanied to the party secretariat by his deputy, Namadi Sambo; Secretary to the Government of the Federation, Senator Pius Anyim, ministers and other aides.
Among the governors that followed him were those of Delta, Akwa-Ibom, Enugu, Ondo, Bayelsa, Katsina, Cross River and Ekiti states.
Meanwhile, the party has extended the sale of its nomination forms, which was supposed to end on Thursday, by one week.

The Kano State Governor, Rabiu Kwankwaso, on Tuesday formerly declared interest in vying for the Presidential ticket of the All Progressives Congress.
At a rally held at the old parade ground, in Abuja, the Presidential aspirant used the occasion to criticise the President Goodluck Jonathan-led Peoples Democratic Party administration, describing it as incompetent.
He observed that Nigerians were today exposed to unimaginable hardships, which is due to the failure of leadership at the highest levels.
Kwankwaso noted that the looting of public funds has gone on unabated, because those saddled with the responsibility of watching over our common patrimony were busy stealing it.
He also expressed sadness that the welfare of women and children, as well as the most vulnerable in society has not been given its pride of place in the scheme of things.
The aspirant commended Nigerian youths for being angry. He said anger in today’s Nigeria was a virtue because those saddled with the responsibility of providing a conducive atmosphere for citizens to achieve their life’s goals have failed in their responsibilities.
The governor hailed the APC for being the only party which has internal democracy.
Kwankwaso said, “The call to save our dear country has never been louder, clearer and more unambiguous than now. Every facet of our national life is deteriorating. Governance has been reduced to mediocrity, incompetence and impunity. I have no doubt in my mind that this journey is difficult.”
He, also said no matter how difficult, the journey was worth embanking on because the nation was in dire need of salvation.
Commenting on areas likely to get his attention should he get the job, he said “The first priority of this country at this moment is restoring peace and security in every corner of the land. Lives and properties of our citizens must be protected and secured. Boko Haram and all forms of insurgency must be defeated. As a government, we cannot afford to live in denial. Insecurity is escalating at an alarming rate.
“Little wonder rag-tag insurgents are taking over cities and towns in the Northeast. My experiences as Nigeria’s Defence Minister and as Special Adviser on war-torn Darfur and Somalia have shown me that securing a nation and fighting and defeating armed insurgents is only achievable if the forces are professionally mobilised, properly kitted and equipped, highly spirited, and correctly armed with intelligence and munitions. My experiences have shown me that technology must be deployed in addition to mobilising and cultivating the support of local communities.”
The aspirant said relegating the welfare of the Armed Forces and the Nigerian Police Force to the background only helps in compounding the phenomenon. And where low morals meet poor quality equipment and kits, the insurgents will have an edge.
According to him, any responsible government must take these issues seriously if protection of life and property of its citizens is its primary responsibility.
He maintained that the APC as a party understands all these very well that is why it was requesting that Nigerians come together to vote it into power.

The Presidency on Sunday came down hard on Governor Rotimi Amaechi of Rivers State over some allegations he made against President Goodluck Jonathan and his wife, Patience, on Saturday.
While speaking at the All Progressives Congress mega rally held in Port Harcourt, Amaechi had, among other allegations, accused Jonathan of not implementing any project in the state and that the President had encouraged corruption as well as meddling in Rivers State’s internal affairs.
But the Presidency, in a statement by the Special Adviser to Jonathan on Media and Publicity, Dr. Reuben Abati, described the allegations as “false and baseless vituperations.”
Abati said the governor’s unwarranted outburst was an indication that he had lost all sense of propriety, decorum and responsible political behaviour.
He said Amaechi was peddling the falsehood in order to incite the people of the state and the country against “his assumed political foes.”
He said, “Governor Rotimi Amaechi took his obnoxious willingness to denigrate the highest office in the land in a reckless bid to advance his selfish political interests to a new level of irresponsible and rascally behaviour yesterday (Saturday) in Port Harcourt with his totally false and baseless vituperations against President Jonathan, the First Lady and the Federal Government.
“It appears from the governor’s completely unfounded and off-the-mark allegations that he had totally lost all sense of propriety, decorum and responsible political behaviour and resorted to unacceptable demagoguery, libel, blackmail and incitement of public disorder.
“Unless his unbridled ambition and desire for self- promotion have completely befuddled his mental faculties and caused him to totally lose touch with reality, Governor Amaechi must know that his claims and allegations are untrue.
“We can only assume therefore that he is deliberately spewing malicious falsehood in a desperate effort to incite the people of Rivers State and Nigeria against his assumed political foes.”
Abati warned the governor that there were legal, constitutional and moral limits to political rascality beyond which he would not be allowed to go without repercussions.
He said notwithstanding the immunity Amaechi currently enjoys, a day of reckoning would come when he would answer for all his false allegations against the President, his wife and the Federal Government.
Abati’s statement added, “The immunity which he currently enjoys notwithstanding, Governor Amaechi should be under no illusions: A day of reckoning will surely come when he will answer for all his actions and false allegations against President Jonathan, the First Lady and the Federal Government.
“He should also know that Nigerians are aware of the truth and will never be fooled or swayed by his arrant opportunism and anti-Jonathan ranting.”

South African athlete Oscar Pistorius has been jailed for five years for killing his girlfriend Reeva Steenkamp.
Judge Thokozile Masipa, issuing the ruling in court in Pretoria, also gave Pistorius a three-year suspended sentence for a firearms charge. Pistorius has been taken to the cells.
The prosecution had called for a minimum 10-year sentence; the defence for community service and house arrest.
Pistorius was convicted of culpable homicide but cleared of murder.
Judge Masipa began reading the sentence by saying that, although she had been aided by assessors, the decision was hers and hers alone.
She said: “Sentencing is about achieving the right balance. Sentencing is not a perfect exercise.”
She said there must be a balance between retribution, deterrence and rehabilitation.
The judge then summarised the evidence brought before the trial.
She described the evidence of defence witness and social worker Annette Vergeer as “slapdash and disappointing”.
Vergeer had argued Pistorius would be “a lot more vulnerable than the normal man” in jail.
But Judge Masipa said she was sure prisons were equipped to cater for the requirements of a special needs inmate.
She also said she had a “feeling of unease” at what she called an overemphasis on the athlete’s vulnerability.
However, she said Pistorius had made an “enormous contribution to society”, in his charity work and in changing the public perception of disability.
The judge then read out a quote from previous legal opinion, saying that if sentences were too lenient, the administration of justice may fall into disrepute.
She said she found the suggestions of sentences made by defence witnesses “not appropriate”.
Pistorius, 27, an amputee sprinter who became the first athlete to compete in the Olympic and Paralympic Games, killed Steenkamp on Valentine’s Day last year.
He says he shot her by mistake, fearing there was an intruder in his house in the capital, Pretoria.
Steenkamp, a 29-year-old model, reality TV star and law graduate, was hit three times by bullets fired by Pistorius through a toilet door.
Last month, Judge Masipa cleared Pistorius of murder, but convicted him of culpable homicide, saying he had been negligent.
The high-profile, seven-month trial has captured public attention in South Africa and beyond.
There was no legal limit on the length of a jail term, but experts say the typical maximum sentence for culpable homicide is around 15 years.
However, despite the sentencing being announced, the case may not be over.
Both the prosecution and the defence have the right to appeal against the sentence.
