If you are going to Abuja Police Headquarters, I'd advice you not to bargain at all. Just give them the 10k and get your thing done in three days. That seems to be the flat rate for all comers. Sorry if I came off too blunt earlier.

Well my school doesn't send through email. They send a sealed transcript via courier services. And most Canadian schools (if not all) only accept sealed transcript direct from the applicants former school. It was clearly stated on Brandon Uni website. So u can see my case is different
You can apply for your transcript to be sent to an address in Nigeria, say a dummy employer. The address could be the address of a friend or a relative so that when it arrives, you can pick it up. Simple logic.
