The Nigerian Christian population is fast disappearing from security and paramilitary establishments, according to figures released by frontline rights group, the International Society for Civil Liberties & the Rule of Law (Intersociety). A statement released on Sunday in Onitsha by the group showed “the present patterns and trends of gross lopsidedness in key appointments made since June 2015 by the current central Government of Muhammadu Buhari into the country’s top 21 security and paramilitary establishments.” Statistics release by Intersociety showed the South-East to be the worst hit in the said lopsided appointments, entirely excluded in some cases. Entitled ‘Table Statistics Of Lopsided Appointments In Security & Paramilitary Establishments-Fuelling Fulani Jihadism And Regime Aided Killings In Nigeria’, the statement was signed by Intersociety’s Board Chairman Emeka Umeagbalasi; Head, Civil Liberties & Rule of Law Programme, Barr Obianuju Joy Igboeli; Head, Democracy & Good Governance Programme, Barr Chinwe Umeche; and Head, Public Security & Safety Programme, Barr Jacinta Ezinwanne. Intersociety blamed the overwhelming dominance of the Muslim North for the country’s worsening security situation, especially the reign of terror by violent Fulani herdsmen in parts of the country. The statement reads in part: “It is recalled that we had in our last public statement, dated 14th March 2018 and titled: Government False Labeling and Lopsided Security Appointments Fuel and Escalate supporter of APC Jihadism in Nigeria; informed that lopsided appointments in security and paramilitary establishments in Nigeria particularly since June 2015 have largely been responsible for intensification and escalation of the ongoing killing spree mostly, if not all targeted at non Muslims particularly members of the Christian faith in Nigeria or any part thereof. We also rejected in totality the false labeling by the present central Government of Muhammadu Buhari and its mainstream media apologists of the killings as “Fulani Herdsmen/Farmers clashes”. “In furtherance of our intellectual, investigative and research capacity and frontiers, we have gone further by presenting below the Table Statistics and their analytical simplifications showing the present patterns and trends of gross lopsidedness in key appointments made since June 2015 by the current central Government of Muhammadu Buhari into the country’s top 21 security and paramilitary establishments. Presented too in the analytical table statistics are ethno-religious domination of the headship of Nigeria Police Force’s 29 serving AIGs, 12 Zonal Command AIGs and 37 State and FCT CPs as well as another table showing the domination of most of the key military formations in Southeast Nigeria by officers of Northern Muslim backgrounds. “As all may know; the internal security of Nigeria or traditional security of persons and properties within the country are conventionally, constitutionally and legally entrusted in the hands of the Nigeria Police Force. Owing to multi pluralistic composition of Nigeria as a country of 389 tribes with dominant three and multi religious setting-largely populated by Christians and Muslims; the old Nigerian Constitutions and its subsisting 1999 Constitution forbade and still forbid State actors from entrusting the security of the country in the hands of members of a particular ethnic or religious group. “This is to ensure, among other things, the feeling of security and security proper among all Nigerians irrespective of tribe, ethnicity, religion or gender. This is more so when the country is acutely divided along ethno-religious lines and embedded with deepened signs of divided society. It remains our firm position that any effort at tackling the current ceaseless killings or butcheries and insecurity and other unsafe conditions; without total restructuring and reversal of the present gross lopsided security and paramilitary compositions in the country in accordance with Section 14 (3) of the subsisting Constitution will be grossly counterproductive or tantamount to fire brigade approach. “In the area of composition and leadership of the Nigeria Police Force, for instance, it is saddled with a top management team called “the Nigeria Police Force Management Team”; composed of all serving DIGs, AIGs, the 12 Police Zonal Command AIGs and the Force Secretary, etc. The internal security or national policing policy directions are formulated, discussed and implemented at the level of Nigeria Police Management Team; from where they are implemented as instructed by the 37 serving State CPs and ors. “It therefore shocks and saddens our heart that the Igbo Nation as a whole; with estimated population of 40m-50m and largest Christian strong-hold in Nigeria do not have a single serving AIG among the country’s 29 serving AIGs. The Zone including its satellite extensions in South-south, and North-central also do not have a single serving Zonal Command AIG out of the country’s 12 serving AIGs. In the CPs, DCPs and ACPs’ ranks, the Southeast population is terminally diminishing; with orchestrated plans or policy to eliminate the Zone from the top command echelon of the Force. It is further appalling that out of the country’s 37 State and FCT serving CPs, only two are from the Southeast and entire Igbo Nation; with their retirement barely one year ahead. “It may most likely be correct to say that the sedentary, semi pastoral and pastoral Igbo Nation and their largely Christian faithful are at high risk of pogrom and religious cleansing in the country sooner or later. A clear case in point is the ongoing extermination of Christians and other non Muslim nationalities of Northern Nigeria; which have put estimated 30 million of them in disarray; forced over 1.5million of them to flee and resulted in the death of over 20,000 others since 2009. “It is also strongly suspected that the Igbo satellite communities in Benue and Kogi States are at high risk of extermination and religious cleansing. As a matter of research findings, there are millions of Igbo People of Benue and Kogi States including over 1million Igbo People historically referred to as “Igbo People of Umuezekaoha Clan in Benue State” (Emeka Umeagbalasi 2017); just as there are “Igbo People of Gusau” in present Zamfara State; who migrated to the area in 1600 Century AD, two hundred years before the arrival of Shehu Usman Dan Fodio of the Fula Clan (Chekwas Okorie 2017). “The ongoing butchery in Kogi State by Fulani Jihadists which started on Wednesday night, 14th March 2018, resulting in the death of not less than 50 Christians (by official and independent statistics) is a further attestation of the fact that the killings by Fulani supporters of APC are far from rift over grazing rights or the so called “Fulani Herdsmen/Farmers’ clashes”. In spite of seizing and ceding of 15,000 hectares of lands by the Governor of Kogi State and donation of same to Federal Government for onward transfer to Mr. President’s Fulani brothers; the latest round of killing is a clear indication that the killings are purely ethno-religiously intended and executed with State aiding. “In the past fifteen days of the outgoing Month of March, updated statistics from official and independent circles show that over 120 rural Christians have been hacked to death by Fulani Jihadists in Kogi (Dekina and Omala LGAs), Benue (Okpokwu) and Plateau (Zirshe Dundu in Bassa LGA and Mararaba Dare, near Rafiki Community). By Senator Atai Aidoko (Kogi East)’s account, 32 were killed as at 15th March. The death had risen to 50 as at 16th March according to media accounts on the ground. “In Benue State 22 more citizens were killed and buried in Okpokwu in the past two weeks. In Plateau State, 25 persons were killed in the last Monday night attacks in Zirshe Dundu Community in Kwali District of Bassa LGA when villagers gathered to bury four of their own earlier killed on Saturday night. The Commander of 3 Division Garrison Jos, Brig Gen Texas Chukwu also disclosed that his personnel recovered 23 fresh dead bodies who are victims of Fulani Herdsmen killings in the late night of Wednesday 14th March 2018 at Mararaba Dare village, near Rafiki Community in Plateau State. “For more details, see Guardian Newspapers of 14th and 16th March 2018 as well as the Sun Newspaper of 17th March 2018. The updated statistics of the recent Fulani Herdsmen killings bring the total number of rural Christians and other non Muslims killed by the Jihadists since December 2018, a period of less than four months or 105 days to not less than 520. Headlines like this should be driving daily discussions in our nation. I can't even imagine that we have sunk this low. On daily basis, the news keep leaving Nigerians depressed. Definitely, something needs to be done because Nigerian police have been one institution that has demonstrated Nigerian unity over the years. Now that this bickering and division has set in, moral will be low for officers of the affected region hence more security risk. |
Outrage in police over lopsided promotions •South-East and South-South officers send SOS There is discontent among some officers and men from South-East and South-South geopolitical zones in the police over what they described as “marginalisation of our officers” from the regions in the promotion of personnel. They fear they may not have satisfactory career in the force if events continue the way they are, calling on President Muhammadu Buhari to come to their rescue. The officers alleged that they have made representations of the alleged marginalisation of their regions without success despite their qualification, hard work and dedication to duty, pointing out that there is no Assistant Inspector-General (AIGs) of police from the South-East for instance. To this end, investigations by revealed that there are about 29 Assistant Inspectors-General (AIGs) of police in the force. Out of the 29 AIGs, 27 are general duty (GD) officers while the remaining two are specialists (medical and air wing). It was further revealed that the veterinary section ought to have a specialist AIG but a GD officer is heading the section. According to the officers, even with the 29 AIGs, the South-South and the South-East are being marginalised, as only one officer from the South-South is an AIG, while there is no AIG from the South-East. It was gathered that while the South-East zone has no AIG, Niger State – where the Inspector General of Police (IGP), Ibrahim Idris, comes from – and Plateau State have two and three AIGs, respectively. It was further gathered that since Ibrahim Idris took over as the Inspector-General of Police (IGP) on June 21, 2016, no Commissioner of Police (CP) from the South-East has been recommended to the Police Service Commission (PSC) for promotion to the rank of AIG. When DAILY INDEPENDENT called Jimoh Moshood, Force Public Relations Officer (FPRO), he advised the newspaper to reach PSC, which, he said, is in charge of officers of that category. However, a dependable source close to the Chairman of PSC, retired IGP Mike Okiro, explained on phone that promotion to the rank of AIG was not determined by quota or the federal character principle. “Promotion from the rank of Commissioner of Police is not done on quota system or on federal character basis. “In the police, only the rank of Deputy Inspector-General of Police (DIG) is done on quota system or on federal character.” The source cited the Chairman of PSC who, he said, “was promoted from the rank of a CP to the rank of DIG, even when there were two AIGs senior to him.” The source added: “Another rank that is done on either quota system or on federal character is from Inspector to Assistant Superintendent of Police (ASP) only during recruitment exercise. “Promotion of any other rank is done on seniority basis, except on hard work – an officer who has performed an extra feat is promoted to encourage him.” Explaining why the South-East has no AIG, the source disclosed that a commissioner from the South-East may soon be promoted. “There was a CP from the South East who is number three on seniority list in the force. He will be given an AIG before the year ends,” the source assured. On Tuesday, Last week, the PSC announced the promotion of 414 officers. A breakdown shows that three Commissioners of Police (CPs) were promoted to the next rank of AIGs, four Deputy Commissioners (DCPs) to Commissioners of Police (CPs) and 12 Assistant Commissioners (ACPs) to DCPs. The three CPs promoted to the rank of AIG are CP Danjuma Ibrahim, CP Istifanus Shettima, and CP Jimoh Omeiza Ozi-Obeh. Findings revealed that promotion to a higher rank is not automatic but on availability of vacancy. “A whole zone cannot produce an AIG, yet Niger State – where the IGP comes from – produces two AIGs. This is one of the lopsidedness and oppression going on in this government. We leave everything to God,” one of the senior officers from the South-East lamented. Similarly, some officers from the South-South who spoke on strict anonymity also complained about the situation. “Apart from not giving us (the South-South) equality in the police in the areas of promotion, most of our mates are two ranks ahead of us, and when we see them we salute our juniors who are now our seniors because they are from a particular section of the country. “The IGP is showing tribalism openly, he posted only his people to juicy areas. He cannot be IGP forever, he will go one day.” Investigations further revealed that to rectify the marginalisation of South-South officers, the PSC recently promoted Lagos State Commissioner of Police, Edgal Imohinmi, twice within six months to meet up with his contemporaries. Ekiti State Governor, Ayodele Fayose has alleged that President Muhammadu Buhari ordered state governors to ensure that people of their states do not “block cattle routes”. Speaking during a programme on Ekiti State Television, EKTV, Fayose claimed that Buhari gave the directive during a meeting “last week.” The governor also berated the president over his handling of the crisis between herdsmen and farmers. Fayose, while quoting the president, said: “People are building houses to block cattle routes. “If I were to be president of Nigeria, I will not act the way President Buhari is behaving (regarding the crisis). “The president must be courageous enough to end these mindless killings. The State Security Service has demanded that a Nigerian journalist must disclose his sources as a precondition for his freedom. The secret police detained Tony Ezimakor in Abuja on Wednesday after honouring an invitation over a story he wrote detailing how the Buhari administration paid millions of dollars as ransom to Boko Haram for the release of some Chibok girls. Mr. Ezimakor’s story also uncovered how ransom payments have become a lucrative source of extra income for Nigerian and Swiss intelligence officers who participated in the negotiations for Boko Haram hostages. In May 2017, Boko Haram released 82 girls said to be amongst the over 270 girls abducted by insurgents in April 2014 at their school in Chibok, Borno State. The Buhari administration was tight-lipped about how the terms of the girls’ release, despite demands for transparency. Several news reports, first by the BBC and later The Wall Street Journal, detailed how the Nigerian government paid between two €2-3 million to secure the girls. The government avoided giving details about whether a ransom was paid or not, but admitted a prisoner swap deal with the terrorists. Two days after the latest mass kidnap of schoolgirls in Dapchi, Yobe State, Daily Independent ran a behind-the-scenes story about the release of the 82 Chibok girls which was written by Mr. Ezimakor, its bureau chief in Abuja. The frontpage story cited intelligence sources as saying that negotiations with Boko Haram for the release of hostages had become a “cash cow for some officials, working in concert with negotiators to squeeze scarce dollars from the government.” But now the journalist is being locked up for his revelations and might not be released unless he unmasked his sources, Don Okere, editor of Daily Independent, told PREMIUM TIMES Sunday. “They’re asking him how he got the story and want him to release his source,” Mr. Okere said by telephone based on the ongoing negotiation between their lawyers and the SSS. Mr. Okere said the SSS had also demanded that the story be retracted with an apology or the matter would be charged to court. “We asked them to charge the matter to court” because we’re not retracting our story “but they have refused to do that,” he said. Armed persons on Thursday night attacked villages around Anyiin, a major town in Logo Local Government Area, LGA, that serves as a base for special forces and has one of the biggest IDP camps. Residents in Anyiin reported heavy gunshots from attacks in nearby villages Thursday night. At least five persons were in critical condition from gunshot wounds in the attacks by suspected herdsmen, according to residents accounts to PREMIUM TIMES. Four residents informed PREMIUM TIMES in separate exchanges that residents in Anyiin are panicked and are on the run. Residents said Nigerian soldiers who were alerted about the attacks brought five villagers who were critically wounded to the hospital in Anyiin. “They’re at NKST Hospital now in Anyiin,” Terkura Suswam, a politician and founder of Ashi Polytechnic in Anyiin, told PREMIUM TIMES by telephone. One of the villages is Tsukwa, which was amongst those attacked on January 1. The village recorded up to 10 casualties in that attack, according to residents who spoke with PREMIUM TIMES two weeks ago. Tsukwa is about a mile from Anyiin, which has a police special forces unit and one of the biggest camps for the internally displaced persons in Benue State. The commander of the special forces, Ibrahim Ignatius, told PREMIUM TIMES he was not aware of the attack because he is in Makurdi, the state capital. The Divisional Police Officer of Anyiin Division, Celestine Utim, told PREMIUM TIMES he is trying to find out what is going on. Another Anyiin resident who confirmed the attack to PREMIUM TIMES was Alijah Auna, the secretary of the IDP camp there. “Yes, they’ve been attacking villages around Anyiin this night,” Mr. Auna said. “Many people at the camp here have started running away.” “But I am still at the camp,” he added. It was not immediately clear the number of villages that were attacked Thursday night. Witnesses said the attackers had fled before soldiers arrived at some of the villages. Scores of villagers were killed in the January 1 attacks in Logo LGA. Survivors have remained largely at various IDP camps in the local government because their villages are still not safe for their return, despite the police’s assertions that the areas had been secured. The police briefly detained a PREMIUM TIMES reporter who arrived at the Force Headquarters with Kassim Afegbua on Wednesday morning. Mr. Afegbua, a longtime spokesperson for a former head of state, Ibrahim Babangida, turned himself in two days after he was declared wanted on allegations that he made “false statements, injurious falsehood, defamation of character and for an act capable of inciting public disturbance throughout the country.” Mr. Babangida had openly stated that he authorised the statement , which was critical of President Muhammadu Buhari, on Sunday night, but the police moved against Mr. Afegbua nonetheless. Mr. Afegbua arrived at the Force Headquarters in Abuja, accompanied by his lawyers and four journalists, including Samuel Ogundipe, a general assignment reporter for PREMIUM TIMES. Mr. Ogundipe, who was assigned to run live updates of the event , was filming the arrival of Mr. Afegbua and his legal team, led by Kayode Ajulo, when the police officers on duty at the reception confiscated his phone. The major part of Mr. Afegbua’s arrival that was captured by the reporter was when police officers were asking a man that had been declared wanted to introduce himself. Mr. Afegbua told the officers that he was declared wanted and some of them asked: “by who”? He then said it was the force public relations officer, Jimoh Moshood, that made the announcement. Some of the officers then asked if he was on an appointment, and Mr. Ajulo interjected that if Mr. Moshood was not ready to receive his client, “then everyone should go back home.” It was at this point that the police started demanding that PREMIUM TIMES reporter’s phone be confiscated and he must not be “allowed to leave the building.” When Mr. Afegbua arrived, he was interviewed by a battery of reporters near the parking area of the headquarters. But they were all prevented from following him into the building, leaving only Mr. Ogundipe as the only reporter capturing Mr. Afegbua’s move from the parking area into the reception. Several officers, including two, whose uniforms identified as James Oyibo and Daniel James, demanded that Mr. Ogundipe must delete the video he had captured of Mr. Afegbua’s arrival and it took several minutes and explanations for the police to understand the reason he was at their headquarters. “I insisted that I will not delete the video and they prevented me from going out of the reception,” Mr. Ogundipe said. After delaying him for several minutes, he was asked to go after a female officer told the male officers of Mr. Ogundipe: “He’s a PREMIUM TIMES press man.” When approached about the development, Mr. Moshood said he could not immediately retrieve the reporter’s phone. “All the reporters that came here with Kassim Afegbua today did not ask for my permission,” Mr. Moshood said. “So I don’t know how I could help for now.” Mr. Moshood said Mr. Ogundipe was wrong to have taken his phone into the premises of the Force Headquarters, much less using the device to film activities inside. “You should have dropped your phone at the gate and collect a tag,” Mr. Moshood said. Femi Falana, a senior lawyer and human rights advocate, said in a statement Tuesday that it was clear “that it is the Inspector General of Police who has defamed Mr. Afegbua by portraying him as a fugitive from the law.” “Therefore, Mr. (Ibrahim) Idris is advised to withdraw the offensive declaration without any further delay,” Mr. Falana added. Despite repeated requests, the police have not told PREMIUM TIMES which aspects of the statement Mr. Afegbua released on behalf of his principal were capable of “inciting the public into violence.” Mr. Babangida himself has not spoken about the controversy since he confirmed to THISDAY on Sunday that the statement emanated from him. President Muhammadu Buhari this Wedenesday, altered the mode of prayers at his weekly Federal Executive Council (FEC) meeting. Usually, Buhari would ask one Muslim and one Christian Minister to say the opening prayers. But today, the president allowed two Christian Ministers do so. They were the Ministers of Agriculture and Labour, Audu Ogbeh and Chris Ngige respectively. After Ogbeh prayed, Buhari called for the Minister of State for Environment, Jubril Ibrahim, who was absent. He then asked Ngige to pray. by Mercy Abang Down the muddy drive to Mgbele from Oguta Local Government Area sits a dilapidated building with fallen rusty brown roof, cracked walls and flaky, peeling paint and open windows obscured by overgrown weed and plants. This abandoned building is the only Primary Healthcare Center that served Mgbele, a 5000 people populated rural community in the oil producing Imo State in Nigeria’s Niger Delta and seven other villages adjoining it. The building serves as a thriving habitat to reptiles and other animals who have found their abode and leaving the people who need care without help. The situation has left dozens of people, mostly women, dead as a result of inability to access healthcare services, while the survivors, hundreds of them, brave about 386km journey to the capital for medical attention. “I gave birth by the roadside”, Mrs Nkemakola Okorie, 32, one of the luckier ones told me. The teary mother narrated her experience birthing her first child as she took a trip to Owerri, the state capital on a pothole infested “notorious highway” as she lamented the fact that the PHC within her proximity has been closed. Pregnant Mrs Mercy Nnamdi, told me would likely give birth at home and had never attended antenatal care, “I am unable to afford going far from the community to access healthcare.”. I entered the Mgbele PHC and observed that the labour room had an open roof, the structure had no electrical wirings and was neither landscaped or fenced. Sitting on this structure post with the bold inscription: Niger Delta Development Commission (NDDC) – this was/is part of the Agency’s 2017 Capital Projects appropriated by the Federal Government of Nigeria. Though the structure had long been erected, it lacked beds and functional wards, basic medical equipment, vaccines and commodities which are the essentials for a Primary health centre. The two nurses expected to care for the patients at the PHC can be found attending to patients at the community’s town square outside the health facility. Public procurement in Nigeria is shrouded in secrecy and the Mgbele PHC is no exception. Not even the efforts by a team of transparency “Follow the money” to obtain information using the mechanism of the Freedom of Information act (FOI), has yielded any results. Ifollowthemoney, a grassroots transparency movement had sought to know more about the project – the actual project amount, bills of quantity, identity of the contractor and project status of the Mgbele PHC project to no avail. “This is January 2018, and this project was to be implemented in 2017, yet, implementation has not started, and the agency has still not provided key data post the tender process of this project”, said Hamza Lawal, an activist who leads the team wailed. “It has now become very important that NDDC transparently implements the project and gets the PHC functional.” But Hamza’s concern is a far cry from most of the people who simply want the government services to work. Mrs Chinyere Odika, 48, the community woman leader told me that in spite of several promises in the past, the NDDC has failed to make the PHC functional. “we are yet to see them,” and then she makes a passionate plea: “We are calling on government, NDDC to please pity us and come to our aid so we all don’t die”. The Niger Delta Development Commission, NDDC, has come under a lot of public scrutiny since recent reports revealed an alleged 2.7 billion Naira scam involving the board members, top management staff of the agency and their cronies. This title of this topic is misleading, there is a difference between a Pharmacy and Patent Medicine Shop, a Pharmacist and someone who operates a patent medicine shop (fondly called chemist shop) as can be seen in the body of the article. A Pharmacist is a professional and cannot be found in a patent medicine shop operated by people who just learnt how to sell drugs and are restricted to certain drugs known as 'over the counter medications' (OTC). The ignorance of whoever pushed this to front page without reading the body of the article is nauseating. This should be corrected. |
