For those that are mentioning the sahel region, why is that of Cameroon not restricted to northern Cameron as it was done for Nigeria? Because Southern Cameroon lies on almost the same belt as Southern Nigeria, same with North.

Does it mean that there are no poor Nigerians down south that will benefit from this entrepreneurial empowerment. Ever since this current president asked most of these international NGOs to focus on the north, these are the sort of things we are having, yet it has not yielded the desired result.

The Commissioner of Police in Abia State , Mr Ene Okon , has warned policemen in the state to desist from criminal activities , stressing that the number of officers involved in crime in Aba , the commercial hub of the state , was alarming.

The CP gave this warning during his familiarisation tour with members of the Police Community Relations Committee in Aba , on Tuesday.

He urged the officers to eschew indiscipline in its entirety and embrace the tenets of policing in the state .
Okon , who said he wanted to return policing to members of the Aba community , also urged residents to always fulfil their own obligations to the police by volunteering appropriate and timely information about suspected criminals as well as being obedient to the law.

He said , “I have a problem with policemen in Aba . The number of policemen that are involved in criminal activities in Aba is alarming.

“Every policeman in Abia wants to be posted to Aba . My question is, to do what ? Does it mean police work cannot be done at Arochukwu , Ohafia , Nkporo, Isuikwuato and Uzuakoli? Why must it be Aba?

“The bottom line is bribery. For those , who have corruption tendencies and come to Aba to destroy the image of the police, I urge you to get ready because it will not work again.

“I don’ t know whether you are not ashamed that you as policemen are involved in crime all because of pocket money . I will not spare you.

“Those that have worked with me know my stand on these dirty and corrupt practices. I know the Nigerian society and , especially the Igbo. If you do your work diligently, they will appreciate you.

“Not when you go and extort money from somebody unjustly , how can you expect something good in your life?”

Okon wandered how someone employed to fight crime could turn to a criminal himself, pointing out that there was a problem in the system.

“You may not be happy, but I ’ ve told you the truth and that is it. I’ ll always tell you the truth no matter who is involved , ” he added.

On the members of the community , he said , “For the members of the public, it is true you own the police and assignus to protect you and your property. So , it is your right to get that , but mind you that you have an obligation.

“You cannot separate right from obligation here . We know you have your right , but back it up with your obligations . You must obey the law , assist and support this institution you have created to serve you.

“If you fail to obey the law , this police you created will turn against you . Police are not magicians . We need your information to function adequately . We cannot be everywhere. ”

A suspected leader of the bandits responsible for the killings in Zamfara State has vowed that there will be more killings in the state as long as the Federal Government continues to deploy military and other security forces in the troubled area.

He made this known during a secret conversation with an emir in Zamfara State , a copy of the recording was obtained exclusively by Saturday PUNCH.
In the secret tape, the bandit opposed the deployment of troops in their communities , saying it would worsen the crisis.

The supspect , who spoke with the emir in Hausa , in the secret recording obtained from a top military source at the Defence Headquarters , Abuja , argued that peace would not reign when “you call the police , soldiers and law enforcement agents to our villages; it will continue to cause more bloodshed”.

Although the military source alleged that the emir in the audio is from Zurmi , one of the troubled local government areas in the state , the name of the emir was not mentioned throughout the recording.

The Minister of Defence , Mansur Dan - Ali, through his Public Relations Officer , Col Tukur Gusau , on Sunday said the Federal Government had some security reports on some community leaders linked to the bandits killing people in the state .

The ministry said the reports “could not be divulged to the public”, noting that the earlier statement by Dan - Ali on some traditional rulers aiding bandits should not be seen as derogatory but as a warning .
But traditional rulers in the state , under the Zamfara State Council of Chiefs , last week told the military to name the monarchs aiding the gangsters.

They also claimed that the Nigerian Air Force fighter jets bombed innocent civilians in their villages instead of the bandits.

On Wednesday , the traditional rulers released the names of “11 innocent civilians who were killed in air strikes on Dumburum community in Zurmi Local Government Area of the state on April 9 ”.

They listed the victims as Daji Barau, Na Bumburum , Suwaiba Alka, Yar Guru, Maryam Shafiu, Dahe Sule , Dan Kurma , Zaliha Dumburum , Aisha Akilu , Alamin Alka and Fati Gum.

The monarchs through the Emir of Bungudu, Alhaji Hassan Attahiru , had called for an independent investigation into the matter to verify their claims .
But the NAF on Thursday denied the claims , saying the Chief of Air Staff , Air Marshal Sadique Abubakar , had constituted a panel to investigate the monarch’ s claims .
Meanwhile, in the secret recording of a dialogue between the bandit leader and the emir, they advocated a peace meeting between village residents and herders or people hiding in the bushes.

The bandit said in Hausa , “God has already given you a position (as an emir) and when you talk , people listen . You have some poor masses in the bushes . This violence started happening in our state about six years ago or so.

“They killed my people , they killed my relations , they killed my wives, my children. They killed some of my cows . I ran away when they killed my people . Then I involved myself in the activities of these terrorist groups . Now, I have escaped and back in my community . Will you not accept me as a member of this community ?”

The emir replied , “Aka ne ( yes, that is it) . ”
The bandit continued , “You should call your chiefs and bring your people from the bushes and from the village . Anywhere you meet us , advise the people of the community to join hands with the Miyetti Allah association. This land will be peaceful.

“If they make it this way , peace will reign . But to say you will call police and soldiers to Zamfara, this will not bring peace . It will continue to cause more bloodshed . ”
The emir replied again , “Aka ne ( yes, that is it) . ”
The bandit said , “Sometimes, you hear that they bombed a place where the bandits are camping. But the next day , the bandits will still come and strike in another place, close to where they bombed . ”

The emir said , “We also are not in support of the bombings . ”
The bandit continued, “The reason why their bombing will not work is because before their helicopter comes around, information has already reached us . Before the helicopter leaves any base, the information will reach us and even where it will land. If they bomb any place , they will kill only birds and animals which are there .
“Also on land, soldiers were sent to attack us . But before they come , information has reached us . We know how we will attack them and know all areas where they will follow . We want you to ban anything vigilantes.
“People are surprised that they use airplanes to attack us but we are just like ants . They can ’ t see us ; it is God that is helping us . ”

The emir replied , “ Killing human beings is not good . I have heard your grievances and it is a load on me and I will try to unite the people of the community . We will still call you together to deliberate on it. I will try to ban vigilantes in any other place and I will give the feedback to the government. ”

The NAF said despite the claims by the emirs , its fighter jets would continue to pound the hideouts of bandits in the North- West until the hoodlums were flushed out.

The NAF Director of Public Relations and Information , Air Commodore Ibikunle Daramola , in an interview with our correspondent , said , “We will not take issue with esteemed traditional rulers. But if they say something that is not true , we must correct that . It took a lot of encouragement for the personnel to continue , because they were quite disheartened by the allegations .
“We follow due process to ensure that it is only the criminals that are taken out by the air strikes. We remain resolute and we will continue our operations . Operations were conducted on Friday and will be conducted tomorrow ( Saturday ) . There is no stand down in any way . Air strikes will continue on identified targets within Zamfara State and its environs until all of these activities are put to a stop . ”

Troops kill seven bandits
Troops on Thursday killed seven suspected bandits during a gunfight with the hoodlums in Aljumana Fulani and Ketere villages in Zamfara State.

Our correspondents learnt that the troops encountered the bandits while on a clearance operation in Aljumana Fulani and Ketere villages as well as in Kara market in the Shinkafi Local Government Area of the state .
According to the Nigerian Army on Friday , the bandits were armed with sophisticated weapons.

The military said apart from the seven shot dead, others fled with gunshot wounds , abandoning their camp and logistics , which were destroyed by the troops .
Our correspondents learnt that during the gun battle , a soldier was killed , with six others injured.

During the encounters , the troops reportedly recovered 934 rounds of 7 . 62 mm ammunition , one AK- 47 rifle , one steel chain used by the bandits to restrain their kidnapped victims and seven motorcycles .
It was learnt that the troops thereafter apprehended three suspected informants of the bandits.

The Assistant Director , Army Public Relations , Maj Clement Abiade , said in a statement , “In continuation of the ongoing Operations Sharan Daji and Harbin Kunama 3 , troops of the Nigerian Army Deep Blue Special Forces , Nigerian Air Force component and vigilantes neutralised seven bandits on Thursday.

“The bandits were killed during a fierce encounter while on a clearance operation in Aljumana Fulani and Ketere villages.
“Sadly , during the operations , one soldier paid the supreme sacrifice , while six others and a vigilante who sustained varying degrees of injury are receiving medical attention. ”

NAF panel meets personnel in Katsina
The seven - man panel set up by the Chief of Air Staff to investigate the allegations that innocent civilians were killed in Zamfara State in air strikes on bandits ’ locations on Friday , commenced work by meeting with airmen involved in the offensive against bandits in Katsina.

The Chairman of the panel , Air Vice - Marshal Isa Lubo , told reporters at the Umaru Musa Yar ’ Adua International Airport in Katsina before going into a closed - door meeting with the airmen that his team was in Katsina to find out what really happened.

He said , “ The Chief of Air Staff has asked us to ascertain the genuineness or otherwise of the allegations that there were civilian casualties .
“We are here to promote peace in the entire North -West . During our fact - finding exercise, we shall meet our officials involved in the current operation against bandits to tell us what exactly happened.

“ We are meeting with the emir here . We are also going to meet with villagers at Dumburum.

“You know that carrying out attacks in a location where bandits mingle with civilians is a difficult situation . But we shall unravel the truth.
“During the course of our investigation , if it means we need to change our tactics in our operations , we shall recommend it.

“We are submitting the report of our findings latest by next week Thursday . ”

In Nigeria, with renewed efforts at building rails, bridges and roads, it is difficult to imagine how the country could enlist support to cover its infrastructural goals more easily and better than through the Chinese option. The loans target projects and are not offered as cash grants to local authorities, thereby helping to check the issue of diversion, which the country is long-accustomed to.

China, since the turn of the century, has increasingly had a deeper presence in Africa as a donor and trade partner. This has evoked debates on the nature of the Chinese involvement and its implications for governance and the economy in Africa. As we speak, African leaders are in Beijing attending the Forum on China-Africa Cooperation, where the Chinese leader, Xi Jinping, has announced a $60 billion package of aid and trade to countries in the continent. 44 African leaders attended the maiden Forum on China–Africa Cooperation (FOCAC) in 2000. Currently, 53 of them, including Nigeria’s Muhammadu Buhari, descended on Beijing pitching for support for their various economies. According to an official disclosure (China Foreign Aid , 2014), 51.8 per cent of the Chinese foreign aid expenditure of US$14.1 billion, between 2010 and 2012, went to 51 African countries, out of the 121 recipients. From 2000 to 2015, the Chinese government, banks and contractors extended US$94.4 billion worth of loans to African governments and state-owned enterprises, according to the China-Africa Research Institute. So, China now poses a challenge to the West in the latter’s historically cultivated sphere of influence.

In 2009, President Paul Kagame of Rwanda said, “We appreciate support from the outside, but it should be support for what we intend to achieve ourselves.” This explanation sums up the sentiments of African leaders towards their traditional Western donors, due to the latter’s conditionality criteria and the prescriptive nature of their assistance. It equally provides a background to the rising popularity of China, as an alternative, in Africa. But there are push effects on the side of China, also. The Chinese economy continues to grow rapidly, reaching US$11.199 trillion in 2016 from US$2.225 trillion in 2005. So, it wants to expand its markets and secure reliable supplies of resources in support of domestic production. Then, the Chinese are pressed for international political support towards their national interest of stopping Taiwan’s sovereignty. Africa has the highest number of countries in the world; so, it proves strategic to the Chinese, with regard to the “One China principle”.

A major feature of China’s aid delivery is non-interference; it comes without conditionality. Indeed, this has been elevated to a documented policy level. Thus, the Foreign Aid White Paper (2014:1) states that, “China adheres to the principles of not imposing any political conditions, not interfering in the internal affairs of the recipient countries and fully respecting their right to independently choosing their own paths and models of development.” This endears China to Africa as an alternative to Western donors because the conditionality criteria for receiving aid has been interpreted as neo-colonialism, neo-imperialism and an imposition of “unsuitable” Western standards on Africa. The failure of the International Monetary Fund-imposed Structural Adjustment Programmes may have fuelled this sentiment in Africa. Then, the economic progress witnessed in Asia without Western-styled liberal democracy, for instance in China, appears appealing to African leaders from Angola to Rwanda. However, as it does not attach conditionalities to its assistance and is not being sensitive to issues of governance, critics say China is worsening authoritarianism in Africa and this irks some commentators and researchers alike for undermining the “good work of Western donors around governance, human rights and environmental sustainability.” In any case, much of this is hypocritical hype, intended to paint Western interests in Africa as more enlightened and well-meaning. I do not accept the Western interest in Africa as “pure”, after all, they supported African dictators, for instance, Mobutu Seseko in DR Congo, during the Cold War, alongside others of his ilk in the continent.

…China’s involvement in Africa offers Africa a “win-win” situation, trading its resources for infrastructure that will help move up the development curve. However, there is one question of under-pricing African resources by China. But the resources may remain untapped, while the infrastructural deficit keeps widening.

Then, other recognisable features include resource diplomacy, being needs-based and an intertwinement of aid and trade. China’s assistance is considered streamlined and speedy in reaching its target. A recipient identifies a project for which it needs assistance and, once an agreement is reached, China EXIM Bank gives a concessional loan, with interest subsidised by the Ministry of Commerce, which assigns a Chinese contractor to execute the project. This chain does not allow cash into hands of the recipient, which then addresses the risk of diversion. But crucially, the loan, usually, is repayable with the recipient’s natural resources. This helps cover the critical infrastructural deficit with the currency being the otherwise untapped resources needed for expansive production in the donor’s domestic economy. So, China’s involvement in Africa offers Africa a “win-win” situation, trading its resources for infrastructure that will help move up the development curve. However, there is one question of under-pricing African resources by China. But the resources may remain untapped, while the infrastructural deficit keeps widening. Western companies like Shell and Chevron, which control oil industries in Africa, have been accused of under-reporting production too. The case of Angola, perhaps the biggest recipient of Chinese aid in Africa, may be suitable to illuminate the basis for the Chinese popularity in Africa.

The Sino-Soviet ideological rivalry and the former’s projection as a champion of the Third World against imperialism manifested during the Angola war for independence. While although China accused the Soviets of instigating the civil war to gain influence over the oil resources in Angola in the 1970s, the Asian giant now turns to the same resources as a vital component of its trade relationship with Angola – and as a donor – today. By the end of the civil war, which lasted between 1975 and 2002, Angola was urgently in need of (external) finance for reconstruction and infrastructural development. It was against this background that both China and the Western donors, led by the IMF, separately, approached Angola as sources of development assistance. But the characteristic features of both donors would determine Angola’s eventual choice. The IMF proposed a staff-monitored programme conditionality criterion for the credibility of the country’s economic policies before opening the door for funds needed for reconstruction. However, the China Construction Bank and China EXIM Bank, in the same year 2002 that the war ended, provided the first funding (US$145 million) for reconstruction with far fewer conditionalities.

Hence, in 2003, Angola announced it was discontinuing further negotiations with the IMF. Between 2003 and March 2004, China (seeking energy for its development) and Angola had reached an economic and commercial cooperation agreement, culminating in a US$2 billion oil-backed financing package for public investment projects. Compared to the IMF, the terms for the credit were viewed to be less invasive of domestic policy and more trade-based. The oil-backed credit facility involved an agreement that 70 per cent of the contracts for the projects would be awarded to Chinse firms, oil supplies to China, a 12-year repayment period, a grace period of three years, and a deeply concessional interest rate. By 2015, the Chinese loan to Angola had reached US$19.2 billion. So, by 2010, when the cumulative Chinese loan to Angola stood at US$9.5 billion, the Asian giant’s development assistance to the oil-rich African nation had surpassed the combined contributions of all Development Assistance Committee members, otherwise known as Western donors. Accordingly, the “Angola Model” is now used to describe any reference to similar plans for rapidly and exponentially expanding aid relations.

Going forward, the media and the civil society should step up the pressure to seek actual details of the repayment agreement: Are we also paying with our resources? Under late President Umar Yar’Adua, China had approached Nigeria with some attractive $50 billion loans to be invested in refineries, roads, rail lines, power projects and to be repaid with crude oil extraction. That was rejected because the then government was concerned about the underpricing of the resource.

The Joint Admission and Matriculation Board, (JAMB) has said 24,148 candidates have gained admission into various higher institutions in Nigeria as at August 29.

The JAMB Registrar, Ishaq Oloyede, also dismissed as ‘baseless’ agitations in some quarters that registration fee for Unified Tertiary Matriculation Examination candidates should be reduced.

About 1,662,762 candidates wrote the 2018 UTME between March 9 and 19.

The spokesperson of the board, Fabian Benjamin, provided information on the admitted candidates in a phone interview with PREMIUM TIMES Wednesday.
Also according to the reports by Vanguard and a few other dailies, Mr Oloyede told journalists in Abuja after a computer-based promotion exam for JAMB’s staff, that the agency’s fee is one of the lowest in the world.
According to him, JAMB sold its UTME application form for N5,000 while it remitted N7.8 billion to the Federal Government at the end of the examinations.
“Why are they not asking WAEC (to reduce fee)? Why are they not asking NECO? Why are they not asking NABTEB? Why JAMB? We charge the least and you are saying reduce. The issue is because we have a means of managing the resources properly and we now have what you can call surplus and because we are open enough to return the surplus to the government, you now say we should crash the cost,” he said.
He said the exam body would only follow a directive ”from the appropriate quarters on the cost of UTME”.
“What should be the basis of crashing the cost assuming the method we are using now is no longer available and we have to use the old method,” Mr Oloyede said.

“If the government feels we should adjust, we will adjust and not as a result of unqualified, baseless requests,” Mr Oloyede said.

On the staff promotion exam, the registrar said the exercise was to ensure the board’s readiness to always conduct seamless examinations.

He said the new software used in the exam which cost N6 million will now be deployed for third party clients exams ”to avoid issues that trailed the ones conducted for Police Service Commission (PSC).

“One of the last ones we did is the PSC and we saw that because we are trying to save money, some mischievous people wanted to embarrass us.
“The software we were using before has some inbuilt mechanism that it must carry 180 questions that if not complete it will not move. So you can tell people to write exam from question 1 to 120 but don’t do anything below.

”In such an instance, some mischievous people decided to see what is below and started saying they were setting Arabic and so on. We saw that was capable of generating unnecessary ill-feelings,” Mr Oloyede said.

I finished course work in 2O15 and started my project finished it in July 2O16 waited for a year before my HOD scheduled us for the of bench and internal defence waited for another 8 month before i was scheduled for the final defence which I did in February this year. In march 27 this year the V.C terminated our appointment on the basis that we have exceeded three years and yet to present our statement of result. We pleaded but he refused. In April 26 I was issued my statement of result. I went back to present it but he refused reinstating me. Now since march I've been out of job. I borrowed money to pay the additional three years school fees FUTO made me owe. I learnt how to sew but have no machine I only use needle and thread to make good cloths I have videos and pictures of my works uploaded on my IG. No one will give me their clothes to sew with needle and thread. My mother has been sick since July. On tuesday the doctor asked us to take her away because we couldn't pay for the treatment. I decided to go hawk pure water yesterday but couldn't even raise up to 3OOO naira. The shocking thing is I went to the school on Monday to realise that our salaries are still entry but the V.C is the one collecting the money. Meaning DAT the federal government doesn't even know that about 21of us had been sacked and so the government still pays but we aren't receiving it. Please I want you all to help me so that this gets to the appropriate authority ( the president, vice President and so on). Its not fair on us. Please help.

The Deputy Governor of Bauchi State, Nuhu Gidado, has resigned.

Mr Gidado informed Governor Muhammed Abubakar of his decision in a letter dated May 16. A copy of the letter was seen by Channels Television on Monday.

In the letter, Mr Gidado explained that his decision was based on his commitment to serve for only a single term as deputy governor of the state.

“Ordinarily, I should have remained up to the end of the tenure, but, with the currently dampened spirit and waning zeal as it relates to my official engagements, my continued stay will not be fair and truthful to you as my brother and leader,” he wrote.

The deputy governor also believes that staying on in office will be unfair to the system and his conscience.

Furthermore, he reminded the governor that during their meeting on April 19th he had informed him that he was thinking about stepping aside.

Mr Gidado thanked Governor Abubakar and the people of the state for the opportunity to serve as deputy governor of the state.

For five consecutive years, three Nigerian states took an unmistakable lead in university admissions into courses leading to the award of degrees in Engineering, a PREMIUM TIMES analysis shows.
The states are Oyo, Ogun and Osun.

More than the other 33 states and the Federal Capital Territory, Abuja, the three states, in varied sequence, maintained a consistent lead in JAMB-administered admissions for Engineering courses in 2011, 2012, 2013, 2014 and 2015, the analysis based on data from the Joint Admissions and Matriculation Board(JAMB) shows.
The data were verified by the National Bureau of Statistics.
The three states were closely followed by Delta, Ondo, Imo, Enugu, Akwa Ibom, Kogi, and Kwara states.

Some states in the second category broke into the first three in some years, while in other years, they missed out entirely from the top eight.

Edo made the top eight states twice, while Kaduna and Benue made the best eight once, each.
The data are for students admitted through test-based examinations conducted by JAMB. JAMB’s admission process is guided by merit, university catchment area and gives advantage to educationally-less developed states.

The analysis follows a similar evaluation by this newspaper of admissions into Medicine. A future assessment will focus on Law – the three being some of the most competitive university programmes in the country.

As the Medicine report, which showed a largely regional trend with South-East states of Imo, Enugu, Anambra and a South-south state, Delta, taking the lead, the latest analysis on Engineering shows mostly South-west states in top positions.

Engineering trend
The JAMB data show that in 2011, while Osun had 1,196 students admitted into various universities to study Engineering degree courses, Ogun followed with 1,117 students with Oyo coming third with 1,076. Delta came fourth with 883 and Benue was fifth with 847 students.
In 2012, Oyo emerged first with 1, 339 students, Osun followed with 1,339 and Ogun came third with 1,081. Akwa Ibom was fourth with 966. Ondo placed fifth with 901 students admitted into Engineering.

Oyo led again in 2013 with 1,870 students, while Osun followed with 1,478 and Ogun came third with 1,244. Delta came fourth with 1,165. Fifth position was taken by Kaduna with 1,068 students.

In 2014, Osun returned to the first position with 2,168 students, with Oyo dropping to second with 1,647. Ogun came third with 1, 639; Delta was fourth with 1,447 and Ondo with 1,281, took fifth.

In 2015, Oyo reclaimed the first position with 2,536 students, Osun followed with 2,326, Delta came to third with 1, 511, while Ogun was relegated to the fourth position with 1, 468. Ondo maintained the fifth position with 1, 368.

Other findings
States at the bottom of the admission table were FCT, Yobe, Zamfara, and Sokoto.
Other states that had poor showing in Engineering admission were Bayelsa, Borno, Nassarawa, Gombe and Cross River.

Sokoto had 19 students admitted into Engineering in 2011, while the FCT had 28 students. The trend was similar for the five years.

In 2012, Yobe had 44 students, followed by Zamfara with 77 students, Sokoto with 93 students and Borno had 99 students.

In 2013, Sokoto had 60 students, followed by Zamfara with 126 students. Yobe had 162 students while Gombe had 247 students.

In 2014, Sokoto had 88 students, Bayelsa had 188 students, Nassarawa had 199 while Gombe had 221 students.

Also in 2015, Zamfara recorded 135 students who got admission, Bayelsa had 137 students, Sokoto had 174 while Cross Rivers had 228 students.

Comparing notes
John Umaru, a retired permanent secretary at the Kogi State Ministry of Education, said the admission pattern reflects the availability of resources to improve science and technology in some states.

He said state governments must endeavour to understudy the top states and imbibe “what they are doing right”.
“State should be allowed to do comparative studies or analysis so that they can replicate what the top states with the high number of students studying engineering are doing for the past years,” he said.

He said the country will not be able to detect the peculiar problem of a state if the government fails to “compare notes” with the states that are doing well in different sectors.

“Until we start comparing notes across the country, we won’t be able to know the peculiar problem of a state and adopt what others are doing right so that the performance of our students can improve,” he said.

“If you take a look at the mathematics quiz organised by Cowbell Milk, the students that scored well are from Ogun, Osun, Oyo, Lagos and Anambra States. Some of these students are from well-established private schools, but how many private schools can we boast of in Yobe and Zamfara States,” he asked.

Mr. Umar said the problem in science education is with the foundation.

“How grounded are these students in primary science, basic level of education? If the foundation is not strong, there will be a serious issue. Yobe State have been noted for backwardness in education,” he said.

According to him, the pattern also reflects the decline in infrastructure, facilities and quality of teachers in schools. He said teachers’ training programme must be re-addressed.

“If there are no qualified teachers to teach the students the basics, how do we want them to comprehend what is being taught? How do we expect them to pass common entrance well, let alone the science subjects in JAMB. These students needs basic knowledge in Physics, Chemistry, Mathematics and Biology,” he said.

He added that the attitude of parents towards their wards’ education also contributes largely to their success or failure. Finally, he also noted that poor attitude of students to their education is a common phenomenon that should be discouraged.

Dino Melaye, the Kogi State senator facing the humbling possibility of recall by his constituents, SaharaReporters learned, has fled Nigeria and vowed not to return until there is a new government at the federal level as well as a new one in his home state of Kogi. He also left a stern warning for the Senate President, Mr. Bukola Saraki, and the entire upper legislative chamber to their failure to fight his corner will bring down at least 30 senators.

Sources told SaharaReporters that on Saturday, Mr. Melaye called two senior staff of the Senate President to tell them to pass on the message that he needs the Senate to support him against Governor Yahaya Bello of Kogi State, who is thought to be behind the recall and the recent trouble with the Police.

The sources said Mr. Melaye believes that his support for Mr. Saraki during the election to the office of Senate President.

A source said he overheard Mr. Melaye warning, during a phone conversation, that should he not get the support of the Senate President and the Senate, he would go public with how much has been spent to keep Mr. Saraki in office.

The source equally disclosed that Mr. Melaye is working on some senators to ensure that his troubles, to be dressed up as 'persecution', are raised on the floor of the Senate on Tuesday. According to the source, Mr. Melaye wants the Senate to pressure the Police to withdraw the charges of robbery slapped on him.

The senator rejected the suggestion that he should appear in the Senate and move a motion, saying he would be arrested and handcuffed by the Police.

On Saturday afternoon, said sources, some senators met at the Transcorp Hilton Hotel in Abuja to discuss the threat issued by Mr. Melaye should he not get their support. Sources close to the meeting disclosed that his threat is considered by the senators to carry an enormous potential for embarrassing the leadership of the Senate.

This is said to be related to an investigation into the affairs of a telecommunications company through which the leadership and some other senators cut deals.

An emergency meeting is already fixed for Saturday night to discuss how to counter Mr. Melaye, who is said to have goods on the leadership of the Senate on account of his involvement in many dodgy transactions featuring the Senate leaders, should it be necessary.

Adamu Jumbam, father of Aisha Adamu, one of the Dapchi schoolgirls who lost their lives while in Boko Haram captivity, said he was not happy with the Nigerian government and its security forces whom he blamed for the tragedy that befell his daughter.

Of the 110 schoolgirls kidnapped in Dapchi in February, 104 were released by the Boko Haram, five died during the kidnap while one remains with the terrorists for allegedly refusing to put on a hijab and renounce her Christian faith.

Mr. Jumban spoke with PREMIUM TIMES in Dapchi village where he is currently mourning his 16-year-old daughter. He questioned the circumstances that surrounded the abduction and subsequent release of the girls by Boko Haram.

Speaking in tears, the middle-aged resident of Jumbam, a village 2km away from Dapchi, said rather than the Nigerian soldiers combating the insurgents after they came back to drop the girls, the soldiers simply “watched with folded arms while the insurgents left triumphantly.”

The Nigerian government had explained that in order to safeguard the lives of the freed girls, it refused to confront the insurgents when they came to deliver the captives on Wednesday.

But this argument did not seem to assuage the pains of the mourning parents of Dapchi.
Speaking amidst a large crowd of mourners and sympathisers that throng his family home in Jumbam, the bereaved father said he has lost faith in the Nigerian government.

He said the way his daughter and others were abducted from school and killed while in captivity of Boko Haram would continue to traumatise him and her mother for a long time to come

“It was my worst moment in life when I was told she died,” Mr. Adamu said.
“It has been a huge bereavement that befell me on Wednesday when these poor schoolgirls were returned and I rushed out to welcome them only to be told that my daughter was among those that lost their lives.

“I was told that they died on the way, and the Boko Haram simply dug the ground and buried them. This confirms that I have lost her, so we the family have nothing more to do for her than to mourn her.

“From the 19th day of February when they were abducted and taken away to the day they were brought back, I have not been myself. But I give gratitude to God when I eventually found out that she is no more, what I was scared and prayed against had come to pass. I pray God comfort her soul and forgive her shortcomings.”
Still Unbelievable

Mr. Jumbam said despite his bereavement, many of them in Dapchi could not understand the “mystery of the abduction and the drama of the girls’ release on Wednesday”.

“We have no option than to still commend the government for seeing that most of the children that were taken from us have been brought back”, he said.
“But what bemused us most is that, it is very shocking and surprising to say that Boko Haram came into this community, picked our children without any one challenging them, and then brought them back on their own, dropped them in the town and then returned. That development has really unsettled most of us here in Dapchi.

“Every right thinking Nigerian should be disturbed by this development. Anyway, we are villagers and may not have insight to the undercurrent of what has been going on in this country. But to say the least, we have been cheated and dehumanised.

“How can one come to terms with this, for God sake? That Boko Haram came into our community, took our children and kept them for a whole month, no one could say where they are, then returned them without any form of explanation.
“They brought this kids to Dapchi dropped them in market area, spent about 30 minute in the community, then turned their vehicles and left. None of our security agencies that have been surrounding this community since February 19th made any move to go after them.

“Everyone saw them drive back via the route that they used to enter Dapchi. They even took their time to fix one of their vehicles before leaving. No single shot was fired against them. That was how soldiers watched and supervised their safe exit from Dapchi.”

Government Not Sincere
He says the government is not sincere in its approach.
“We don’t know what was happening. But it seemed this government is only deceiving us or playing politics with the lives of our children. If they say Nigeria is no longer safe for us, that our security forces cannot protect us, then perhaps they should allow us to go to somewhere where the government cares about the security of its people.

“Can anything be more surprising than this? How can you beat a situation where a thief came to steal your property, harm members of your household, then few days later, the same thief came with the stolen item, dropped it for you and left, while everyone was watching and almost applauding him.

“These Boko Haram gunmen came back in broad day, confidently as though they were the ones in authority. What else could be more surprising than this? It is a clear sign that this country is gradually becoming a failed state where security is not guaranteed; where the government has to bury its shame and tell everyone to take his or her security into their own hands, because they can no longer protect us.

“My daughter, Aisha Adamu, was 16 years old, a bright little girl that wants (wanted) to be a scientist in the future. She was in her fifth year in secondary school. It was her friends who came back that informed about her death. When I asked after her, they said ‘oh baba (father), your daughter Maidanwake (her pet name at home) lost her life on the way to the bush’ (sobs…). She was fasting when she died,” he said.

The Nigerian Electricity Regulatory Commission (NERC) says prepaid meters will soon flood the market with the licensing of 87 meter asset providers (MAPs).

What the power sector regulator downplayed, however, is there is also going to be an increase in the bills to be paid by electricity consumers in the country who get new meters under the latest regulation.

On March 12, 2018, Dafe Akpeneye, NERC’s commissioner, legal, licensing and compliance, unveiled the new regulation in Uyo, Akwa Ibom state.

He said MAPs will be independent providers who will be approved by NERC but contracted by the DisCos “to bridge the metering gap”.

They are to be saddled with the responsibility of providing meters and replacing faulty devices within 48 hours.

An analysis of the Meter Asset Provider Regulations 2018 (Regulation No Nerc-R-112) by TheCable shows that those who benefit under the new system will pay a monthly service charge.

Under chapter iv, section 10 (“Rights of Distribution Licensees”), subsection 5, the regulation states: “The Distribution Licensees shall include a metering service charge as a clear item on the billing of its customers provided with meters under an MSA with MAPs and shall be separate from the energy charge. The metering service charge shall be based on the outcome of the procurement process for the MAP and subject to the approval of the Commission.”

TheCable noted that this provision was not contained in the draft posted on the NERC website.

However, the finalised document, approved by the ministry of power and made public by NERC, is now on the regulator’s website and contains the addition.
In 2015, NERC had outlawed “fixed charge” from tariffs, abolishing the monthly average of N750 added to customers’ bills whether or not they use electricity.
But the abolition of the fixed charge then was accompanied by a slight increase in tariff.

NERC’s latest regulation came into effect on March 8, 2018 and will be enforced by the commission from April 3, 2018.

The objective, according to NERC, is to provide standard rules to “encourage the development of independent and competitive meter services, eliminate estimated billing practices, attract private investment to the provision of metering services in NESI, close the metering gap through accelerated meter roll out and enhance revenue assurance in NESI”.
