Kaduna State House of Assembly on Tuesday passed the state 2020 budget of N259.25 billion into law.

The News Agency of Nigeria reports that the lawmakers approved N75.14 billion for recurrent and N184.10 billion for capital expenditure.

The Chairman, House committee on Appropriation, Ahmed Muhammed. told journalists that the budget was passed with an increment of N8 billion.

He explained that the increment was to accommodate requests made by most Ministries, Departments and Agencies such as RUWASSA, Barau Dikko hospital, Teachers Service Board, SUBEB among others.

Mr Ahmed said the increment will enable all the MDAs carry out their activities effectively.

He assured the people of Kaduna state that the House of Assembly would ensure that the funds are spent judiciously.

It would be recalled that the state Deputy Governor, Hadiza Balarabe, presented the 2020 budget of N190.03 billion to the assembly on October 15, for approval.

The sitting which was presided by the Speaker, Aminu Shagali, also passed into law a bill to established Sir Kashim Ibrahim Fellowship programme.

The programme is to develop and nature network of high potential young people expected to rise to top leadership positions in the public and private sectors.

One year ago, media personality Tosyn Bucknor died at the age of 37.

At the time of her death, Tosyn was married to her French beau, Aurelien Boyer, who found her dead on night of Monday, November 19th 2018.

She was buried on November 29th at Ikoyi cemetery. Read the emotional poem her hubby penned today;

President of the Senate, Senator Ahmad Lawan, has congratulated the All Progressives Congress (APC) and its candidates on their victory in the governorship elections in Kogi and Bayelsa States.

Lawan has however urged the electoral umpire, the Independent National Electoral Commission, INEC to learn from the challenges experienced in the two states with a view to constantly improving its institutional performance and the electoral process.

He also called on the relevant agencies to ensure thorough prosecution of the electoral offenders in the two states to serve as deterrence to others.

In a statement on Monday by his Special Adviser, Media, Ola Awoniyi Lawan who particularly rejoiced with the Kogi State Governor Yahaya Bello on his reelection and David Lyon for making history as the first governor of Bayelsa elected on a platform different from the outgoing ruling party in the state.

The President of the Senate praised President Muhammadu Buhari for ensuring a level playing field that enabled the people to assert their sovereignty and choose their leaders.

Lawan said, “The impressive turnout of voters in the two states is a ringing endorsement of democracy by Nigerians as their preferred system, notwithstanding its current challenges.”

The President of the Senate who also thanked the security personnel for their sacrifices for peace and order in the face of great difficulties, however, enjoined the winners to be magnanimous in victory by accommodating all sections of the state in their governments and development agenda.

According to online reports, the incident occurred this morning (Nov.18) in Felele after a tanker fell in front of a Filling Station. It was also claimed that many were burnt to ashes.

President Muhammadu Buhari has congratulated most warmly, the All Progressives Congress (APC) governorship candidate in the November 16 election in Bayelsa State, David Lyon, on his impressive victory.

Buhari, according to a statement in the early hours of Monday by the Special Adviser on Media and publicity, Chief Femi Adesina, also commended APC supporters in particular and Nigerians in general in the State who exercised their civic rights in a peaceful manner, notwithstanding the pockets of unrest recorded in some locations.

Condemning the loss of lives in Bayelsa, particularly prior to the election, the President commiserated with the families of the victims.

Buhari said ‘‘Violence during elections vitiates our commitment to demonstrate to the world and upcoming generation that we are a people capable of electing leaders in a peaceful and orderly manner.’’

Noting that officials of the Independent National Electoral Commission (INEC) and security agencies did their best within the ambit of the law to ensure free, fair and credible elections, he said that it is unfortunate that pockets of unrest, mostly sponsored by desperate politicians, were recorded during the poll.

He looked forward to working with the incoming government to improve the lives of the people in Bayelsa State, while ensuring the security of lives and property of all citizens.

President Buhari urged Governor-elect Lyon to carry other divergent interests along in the next phase of governance.

He implored those not satisfied with the outcome of the poll to seek redress through the constitutionally established channels.

The Senate has introduced a new bill that seeks to consign the management of constituency projects initiated by federal lawmakers.

The Bill when passed would deny ministries, departments and agencies of the Federal government from having any input in awarding contracts for projects captured under the constituency fund.

The Bill seeks the setting up of a special fund made up of 2.5 per cent of yearly budget to be dedicated to constituency projects.

The Bill also stipulated that the fund when set up would be managed by the Rural Development Department of the Federal Ministry of Agriculture and Rural Development.

Currently, constituency projects of lawmakers are captured in the capital allocation of relevant MDAs.

The MDAs also award the contracts and determine the execution of the projects.

The practice had led to outcry by lawmakers who often complain that funds for projects allocated against their names are never released or suffer poor releases which often stall the implementation of such projects.

Investigations by The Nation show that the N100billion allocated for constituency projects in the 2019 budget have not been released by President Muhammadu Buhari.

In a bid to forestall the repeat of the development in future, a former Leader of the Senate, Ali Ndume, has sponsored the “Constituency Development Fund Bill, 2019”, which scaled first reading on the floor of the red chamber, on Tuesday.

The bill, according to a copy, obtained by our reporter on Friday, seeks to legalise the management and implementation of constituency development funds in the country.

Against the current practice where MDAs are fully in charge, the new legislation seeks to entrust the execution of such projects in the hands of the Rural Development Department of the proposed agency.

The decisions on the projects to be implemented, according to the bill, would remain with the various constituencies through the Constituency Development Project Advisory Committees set up for each federal constituency and senatorial district.

The Independent National Electoral Commissioner (INEC) in charge of Information and Voter Education and Festus Okoye has said that election results from polling units where there were reported cases of ballot box snatching may be cancelled depending on reports from the presiding officer in such units.

Okoye also said that the Commission was not aware of allegation made by the Peoples Democratic Party that Governor Yahaya Bello and the APC was forcing the Commission to sign prefilled results.

The INEC National Commissioner told The Nation that if there are areas where ballot box snatching was reported, the presiding officer is expected to write a report on such incident to the Electoral Officer stating the issues concern and how they fill into the guidelines.

According to him, the report from the presiding officers from such units will help the commission to determine whether the results from such units will be cancelled outright or whether a rerun will be ordered or whether unit will be awarded a zero score.

He said further that until such reports is received from the officers on the field the commission will not take decision on it.

On the allegations that Governor Bello is forcing the Commission to sign prefilled results, he said the commission was not aware of such incidence and is not party to such action.

He said “we have some Resident and National Commissioners and other senior staff of the commission on the field. They are doing their job in accordance to the law.

He said “we are not aware of such an incident and if such an incident is taking place, there will be a report because we have some Resident Electoral Commissioners supervising a cluster of local government areas. We also have some of our senior staff and national commissioners out there in the field. So, there is a channel through which people can report. So, if a thing of such is happening, we will have a report immediately.”

More than 300 residents of Mushin, on Thursday, benefitted from a free medical outreach organised by the Nigerian Armed Forces Resettlement Centre (NAFRC) in Oshodi, Lagos.

At the medical outreach which held at the Primary Health Centre (PHC) in Papa Ajao, military doctors, lab scientists, nurses and caregivers offered various services including test and treatment for malaria, optical and dental concerns, HIV, Hepatitis and sugar screenings as well as immunisation of children with measles-second dose.

Cardiovascular experts were also available to counsel residents on ways to prevent or manage heart related diseases.

According to NAFRC Commandant Air Vice Marshal (AVM), Abubakar-Sadick Liman, the maiden medical rhapsody was part of efforts to improve civil-military relations, adding that Mushin piloted the project because it is the centre’s host community.

He said those whose cases needed further attention would be referred to the NAFRC medical centre, where they would also be treated at no cost to them.

“I would like to correct the wrong impression that military medical facilities do not attend to civilians. I would like you to purge your minds of this erroneous notion as our medical facilities are open to all categories of civilians. No one will harass or deny you access as long as your mission is clearly stated at our gates.

“It is usually said that a healthy nation is a wealthy nation. Therefore, this medical outreach will in no small way contribute to the health of this community,” he said.

The Nation reports that beneficiaries with optical or dental issues were given free correctional toothpastes and eyeglasses while all who registered received free treated mosquito nets.

Appreciating the Commandant for the gesture, Chairman Mushin Local Government Area (LGA) Emmanuel Gbamgboye said it would go a long way to improve the health of the people.

He said the free medical outreach would complement ongoing efforts by the local government, stressing that there were mobile clinics stationed at strategic locations that provide free services to the people.

Gbamgboye said his government renovated six PHCs last week, adding that they have been supporting the General Hospital in Mushin to deliver better services to the people.

“We have a mini General Hospital at Igbowo which we are trying to equip. We have changed some of our service to 24 hours and have been buying a lot of equipments. We also have Mobile Clinic on monthly basis which renders free service to our people.

“We have rehabilitated some schools and even some NGOs are supporting us in that regard. I have done over 28 roads since I assumed office and we are doing about eight road projects now.

“Presently, Ifelodun, Igbira Street, Sobowale, Olanubi, among others are under construction. We have over 600 streets in Mushin and we are doing our best,” he said.

Governor Dapo Abiodun on Friday gave way to tears after visiting victims of petrol tanker fire that occurred on Thursday night at the Ota corridor of the Abeokuta – Lagos expressway.

Abiodun who pledged that measures would be put in place to ensure that the incessant accidents on the Lagos-Ota-Abeokuta Expressway become a thing of the past, picked the hospital bills of the victims and also directed that they be transferred to specialist hospitals for better care.

The Governor while commiserating with the victims of the inferno at the Sango toll gate which led to loss of lives and properties, explained that the planned takeover of the road by both the Ogun and Lagos state governments would put an end to the unnecessary loss of lives and properties in the area.

An emotional Governor Abiodun wept as he ordered the transfer of victims to tertiary healthcare facilities in Lagos and Abeokuta promised to pay the medical bills of the victims.

Two people died in the inferno and properties worth millions of naira destroyed when a fuel-laden truck went up in flames after being involved in an accident as a result of brake failure.

Governor Abiodun, while addressing residents at Ota toll gate and the State Hospital in the town noted that the Federal Government should accede to the demands of both the Lagos and Ogun state governments to reconstruct the road to stem the incessant accident in the axis.

He said: “I am most distressed by the news of the midnight inferno at the Sango toll gate, which was the result of an accident by a fuel-laden truck.

“It is heartbreaking that many lives were lost in addition to properties running into millions of naira.

“This sad occurrence has made our quest to take over the management of this road more compelling. The incessant road mishap around the toll gate axis is avoidable. While I commiserate with those who lost their loved ones and property, we shall do everything humanly possible to forestall future recurrence.”

Governor Abiodun prayed for the repose of the soul of the dead and called for caution on the part of motorists conveying fuel and other explosive products across roads with heavy vehicular movement and human traffic.

“May I use this opportunity to once again plead that the Federal Government should approve the request of both the Ogun and Lagos State Governments to take this all-important Lagos-Ota-Abeokuta expressway over,” he said.

The governor said firefighters and officers of TRACE and sister agencies have since been on ground, putting out the fire, easing its effects on traffic and attending to victims.

The governor reassures the people that the joint efforts with the Lagos State Government will be intensified, to take over the road from the Federal Government in order to bring in the needed succour.

“Once the road is taken over, expedited action will be taken to immediately begin reconstruction, so that there may be easy movement of goods and person, and consequently, a reduction in the occurrence of accidents of this nature,” the governor added.

The 21-year-old who plays for Omonia, on loan from Deportivo de La Coruña in Spain damaged knee ligaments while playing in a friendly match for Nigeria against Brazil in Singapore last month.

The Management of Dalhatu Araf Specialist Hospital, Lafia, Nasarawa State, says it has dismissed 10 of its staff over financial misconduct, sabotage and selling blood meant for patients.

Dr Hassan Ikrama, the Chief Medical Director (CMD) of the hospital disclosed this in an interview with the News Agency of Nigeria (NAN) on Thursday in Lafia.

“Some of them were engaging in stealing of blood from blood bank and selling same to private hospitals and diverting money meant for the hospital.

“Some are using the facilities of the hospital to carry out investigation in the laboratory and put the money for the charges in their private pockets,” he added.

He noted that all the dismissed staff were investigated and found culpable by a committee that looked into the matter.

Ikrama said that when he was appointed as the CMD, he discovered many leakages in the finances of the facility which needed to be blocked.

“Instead of the internally generated revenue of the hospital to improve, individuals were busy diverting it for personal use, as a result, services were going down on daily basis.

“The hospital prior to my coming was lacking so many machines, had only one theatre, only 200 beds for admission, one clinic, insufficient offices for doctors.

“That was why most patients were being referred to either Jos, Federal Medical Centre Keffi or National Hospital Abuja due to lack of machines and space at the hospital,” the CMD said.

Ikrama however said that the hospital management had taken on the challenges and were able to increase the numbers of theatres to three, clinics to eight, scanning machine from one to eight.

“Others initiatives to reposition the hospital include provision of 200 additional beds, renovation of wards, toilets among others.”

He added that more technical and other specialists have been employed to strengthen services to patients patronising the facility daily.

“We have 40 permanent and other visiting consultants in different fields, over 100 Doctors apart from Nurses, Pharmacists and Laboratory Technicians, among others.

“We also acquired brand new 0pp pity scan and digital Xray machines that patients were hitherto sent to Keffi or Jos because we do not have them,” he added.

Ikrama therefore assured members of the public that the management of the hospital would do everything possible to ensure better service delivery.
