On the biggest stage of club and country football,his goal tallies speak for itself too and not just goals,he is technically gifted.
He played for Dortmund too remember,he was doing wonders there too.

The work rate of Harry Kane in Tottenham is 100% higher than the work rate of lewa in Bayern but lewa see results by scoring goals more, why?.

Same way a player playing in an average team will put in more work rate with lesser results, when a big team buy the same player, he tend to relax in the so called big teams putting in less work rate he used to while he was playing for an average team., Yet he will score more goals and win the league.

Aston villa's jack grealish giving less work rate in man city than he usually does in Aston, same with Lukaku at Chelsea, Tammy Ibrahim is giving his all at Roma because he want to prove a point and a top team will come for him again. And so many more like that.

Harry Kane as proven himself by coming second in highest goal scorer of the top five league by just two goals behind the winner Ronaldo in 2017 with an average team like Tottenham, and he is still scoring over 20goals in every premier League season. Which thus it's enough to convince me he is better than lewa(my opinion)

I have no doubt about lewa as he is also a rare gem, he has also proven himself in teams like Dortmund and also going to the Champions League final with Dortmund, but like you said you can't compare premier League with German league.

I partially agree with you that you might have lesser work rate when playing for a bigger team,this solely depend on many factors from coaching philosophies,player's nature and the type of players surrounding you.
Over the years, we have had numerous players with amazing potentials and stats who plays for an average team but ends up flopping when put in the midst of big players.
Do you know that for every 20 goals or more Harry has scored for the past few seasons,Lewy has scored 40 or more goals too for the past 7 seasons consecutively.
Do you know he is on 89 goals in the champions League currently being just Rolando and Messi,do you know that he has above 500 career goals at the moment.
Some times,aside your goals,it's the trophies you win with those goals that makes you a better striker.
When it comes to premiership, do you know there are some other players too who are on low key with great goal tallies,the likes of Defoe,Darren Bent and co who are generally termed average players at best.
The causative factors of a player doing well in a league and not doing well in the other are relative,Hazard ain't doing well in La liga,Messi ain't exceptional in the French league and so on.
I am still a respecter of Kane any day any time.

I won't deny that these listed strikers where also prolific in their prime too but you will agree with me that there is an order in this thing,has a striker,one primary function that makes you stand out are your goal contributions which he has over these listed names,he is technically gifted too and not just tap in goals.
To cap it all,among the listed names up there,he is among just the few who is currently still on the beast mode at the moment,meaning he ain't stopping soon .

He is an average player. In Bundesliga he always struggled in some matches.

One thing in football is the fact that,these top teams hardly meet each other every now and then,unless when they are being paired in group stages or by chance meet in the knockout stages of the champions league,but on record basis,you won't deny the fact that his team Bayern has always been a thorn in the flesh of many top teams whenever they cross path.
I laughed when you said he doesn't score when he meets this top teams,you mean you ain't aware he scored a 6 against Madrid,4 against Arsenal,4 against Barcelona and so on.

In football,numbers don't lie.
Over the years,we have always used statistics to judge players, especially the goal scorers.
No doubt Harry is a king in his own lane too,but when it comes to goal tally, footballing techniques,consistency and what each has achieved individually and with their teams,I ll go with Lewy.
I know you will want to bring in the premiership is tougher and all,but believe,Lewy ain't a player who will be lost in his shadows if he is to play in the premz.
One funny thing is that he is in his 30s, but it seems he is just getting better each season,currently he sits at the top chart of both domestic and champions League goals scored.
Harry sometimes,goes off completely and more injury prone.
