President Goodluck Jonathan has said that the perception that Nigeria’s corruption has worsened under his leadership is an overblown assessment with political undertones. The President, who spoke Monday night in an interview with Aljazera, said despite the country’s position in the global corruption perception index, the perception that corruption has worsened under his administration is inaccurate. In 2014, Transparency International ranked Nigeria was ranked 136th out of 175 countries and territories, with a score of 27. According to TI, a country or territory’s score indicate the perceived level of public sector corruption on a scale of 0 (highly corrupt) to 100 (very clean). The latest ranking, though better than its ranking of 144thout of 177 countries and territories, with a score of 25, recorded the previous year, still categorised Nigeria among some of the world’s most corrupt countries, including Cameroun, Kyrgyzstan, Lebanon and Russia. South Africa, ranked the second largest economy in Africa, fared far better, with a ranking of 67 and a score of 44. Also, the Thabo Mbeki High Level Panel report on Illicit Financial Flows from Africa noted during the recent summit of the African Union Heads of State and Government in Addis Ababa that Nigeria accounted for about 68.1 per cent of the cumulative revenue Africa lost between 2001 and 2010 through corruption and illegal transfers. But the President insisted that even with Nigeria’s dismal anti-corruption record, both globally and in Africa, its perception both within and outside the country was blown out of proportion for political gains. “Yes, people talk about corruption now, because it has become a political issue,” Mr. Jonathan said. “And when you promote something to the level of politics, normally it is blown out of proportion. “Yes, we have corruption cases, no doubt about that. Yes, we have cases of people stealing, no doubt about that. I always said call a thief a thief. I am not saying that in Nigeria we do not have these elements of corruption, or stealing. He cited the controversy triggered by claims by the former Central Bank of Nigeria governor, Lamido Sanusi, now the Emir of Kano, that $49.8 billion oil money was unremitted by state-owned national oil company, the Nigerian National Petroleum Corporation, between 2011 and 2012. After various reconciliations by both the National Assembly, the Federal Ministry of Finance and the NNPC, the amount that remained unaccounted for was reduced to $20billion, but a forensic audit by PriceWater HouseCoopers ordered by government turned in a report in 2014 that government has refused to make public. The President said he was yet to come to terms with what the real figures involved in the allegation were, apparently because of politics. “If you start from my former CBN governor, who said initially that $49.8billion was missing. $49.8billion is a lot of money. What is the budget of this country for God’s sake? Our federal budget has been three point something trillion, that’s roughly on the average $18 to $20 billion a year. “And you are saying we lost $49.8 billion. If we lose $49.8 billion, the federal and state governments will not pay salaries. I don’t know how he came by that figure. “The next moment, he changed from $49.8billion to $12billion. The next day it was $20 billion. Up to this time, I don’t know which is the correct accusation,” he claimed. According to the President, the Senate employed the services of financial consultants to probe the allegation, and it turned out that only about $2 billion was found not to have been properly balanced. “There was no evidence to show that it was stolen, but just that it was not properly balanced,” he declared. The President had in one of his media chats insisted that stealing is not corruption. In another outing, he tried to explain further what he meant by “stealing is not corruption”. One of the groups within All Progressives Congress (APC) on Monday raised the alarm raised the alarm that the Peoples Democratic Party (PDP) is planning to assassinate the Presidential candidate of the opposition party, General Muhammadu Buhari. Jasper Azuatalam, Chairman Buhari Vanguard, in a statement he personally signed, said all negative insinuations being made by the PDP about the health status of Buhari, is a pointer to the fact that the PDP was planning to get him killed and later claim that their prophecies about his assumed bad state of health led to his death. THOSE pushing for a new Independent National Electoral Commission (INEC) helmsman may have lost the battle to cause disaffection within the agency, The Nation learnt yesterday. There have been calls for Prof. Attahiru Jega’s removal. Prominent among such callers are Ijaw leader Edwin Clark, former presidential adviser Dr. Chukwuemeka Ezeife and National Conference Planning Committee Chairman Dr. Femi Okurounmu. But, an attempt to enlist some National Commissioners into the Jega-must-go plot has collapsed, with the officials resisting pressure to have him replaced. The “enraged” commissioners vowed to swim and sink with Jega instead of rocking the boat, a source said. Two of them have openly threatened to take legal action against the media associating them with moves to replace Jega. Most of the National Commissioners yesterday resolved to stand by Jega because, according to them, the INEC boss has been a team player. They reportedly met with Jega to pledge their solidarity with him. Jega’s tenure is to end in June, but there are moves to force him to go on a terminal leave – a plot lawyers have dismissed as illegal because the INEC chairman’s tenure is not covered by civil service rules. The commissioners, said another source, also expressed their determination to thwart efforts to frustrate the conduct of the March 28 presidential election by causing disaffection within INEC. The commissioners specifically said they are opposed to any move to tamper with the leadership of INEC at a ‘critical period’. A source said: “None of the INEC National Commissioners is ready to replace Jega. These commissioners have resisted pressure to either move against Jega or replace him. Most of them were yesterday furious over reports linking them to succession intrigues in the commission. “Two of the commissioners opted for legal action to demonstrate their disinterestedness in the leadership of INEC.” One of them was quoted as saying: “I prefer to leave INEC with my shoulders high instead of being used against Jega.” A National Commissioner said: “Well, all I can say is that we have been doing a lot of teamwork here and Jega has been extremely transparent. “We are actually working round the clock for the conduct of the poll; we are not distracted in any way. “None of us will do anything differently from what Jega has done because we have been part of the team work. I can tell you that most of us are uninterested in replacing Jega. Some of us have met Jega to tell him our position to back him till the end.” The Chief Press Secretary to INEC chairman, Mr. Kayode Robert Idowu, said: “The commission considers the rumour about people seeking to replace the INEC chairman as distracting. “The commission is one, the decisions are collectively taken and there is no division whatsoever.” INEC yesterday named the 12 states where it will conduct mock elections to test run the use of Card Readers. INEC released the list in its bulletin No. 726 on the preparation for the general elections. The statement said: “ Ahead of the general elections rescheduled for March 28th and April 11th 2015 and taking advantage of the six weeks period of extension from the previous schedule, the Independent National Electoral Commission(INEC) is to further conduct field testing of the functionality of the Smart Card Readers to be deployed for the accreditation of voters on Election Day.” “According to the Commission’s Decision Extract issued on 26th February and signed by the Director(Commission’s Secretariat), Ishiaku A. Gali, the field testing will take place in two states of each of the six geopolitical zones of the Federation simultaneously on March 7. “The states selected for the exercise are: Ekiti and Lagos(South-West); Anambra and Ebonyi(South-East); Delta and Rivers(South-South); Kano and Kebbi(North-West); Bauchi and Taraba(North-East); and Niger and Nasarawa(North-Central). “According to the Decision Extract, the Resident Electoral Commissioners(RECs) of the selected states are charged with the following tasks: •Selecting one Registration Area with full complement of the PVCs and with appreciable distribution level of such PVCs for undertaking the field test; •Ensuring that the Register of Voters in respect of all Polling Units(PUs) in the selected Registration Area is printed for the conduct of the exercise; and •Carrying out engagements with key stakeholders at the state level, and in particular, stakeholders in the selected Registration Area where exercise would be conducted to ensure massive participation by registered voters. “The Decision Extract further directed that National Commissioners are to supervise the conduct of the exercise in their zones and that Resident Electoral Commissioners (RECs) who are not selected for the exercise should observe the conduct of the exercise in their zones in conjunction with the National Commissioners.” http://news2.onlinenigeria.com/news/403086-court-refuses-to-stop-card-reader.html |

The senator representing Osun East Senatorial District at the Senate, Babajide Omoworare, has said President Goodluck Jonathan will not win the coming presidential election despite allegedly bribing influential Nigerians to support his re-election. Omoworare said this at a press conference organised by the Osun State Council of Nigeria Union of Journalists in Osogbo on Monday. The senator said the election was postponed to enable Jonathan buy time but he stated that Nigerians had made up their minds to vote out Jonathan because of ineptitude and corruption. According to the senator, Nigerians are fed up of Jonathan administration which he said entrenched corruption and allowed Boko Haram to kill thousands of Nigerians before taking any step to stop them. He said, “President Jonathan travelled to meet with the Soun of Ogbomoso whose son is contesting on the platform of our party. He wasted money there. He also went to Oyo to meet with the Alaafin whose son is also contesting. He goes about wasting the nation’s resources. “The money he should use to construct roads, and to provide other amenities- he is wasting the money. He cannot win even if he empties the treasury. He cannot win in the South West. I am sure that the majority of Yoruba people will not vote for him.” The senator said the presidential candidate of his party, the All Progressives Congress, Maj. Gen. Muhammadu Buhari ( retd.), proved that he is a man of integrity when he ruled the nation even as a military ruler. While urging Nigerians irrespective of religious and ethnic backgrounds to support Buhari to win the poll, he said that Nigeria would not be able to cope with another four year of PDP rule. Omoworare lauded the renewed military onslaught against the insurgents, saying Nigeria soldiers were gallant and should be given kudos for pounding the Boko Haram. He, however, said the success against the insurgent should be probed because of the claim in some quarters that the Federal Government secured the services of mercenaries from South Africa and Russia to fight in the ongoing war against the insurgent.
