Nigeria's Presidential election pits a wheeler-dealer against a Soldier

AND then there were two. After a long night of intrigue and counting in primary elections in Port Harcourt, the People’s Democratic Party (PDP), Nigeria’s main opposition, chose Atiku Abubakar as its presidential candidate for the elections in February. At the same time, the ruling All Progressives Congress (APC), more predictably, unanimously backed the incumbent, Muhammadu Buhari, for a second term.

Both candidates are boringly familiar to voters. Mr Abubakar has been in every election since 1999; Mr Buhari every one since 2003. Oddly for a country where half the population is younger than 18, both candidates are in their 70s. Both face the challenge of energising an electorate that is growing disenchanted by extravagant promises that bring little change.

Equally striking is that both are northerners, Muslim and belong to the Fulani ethnic group. That ought to be of little consequence. But it counts for much in a country where people often vote along ethnic and religious lines, and where parties usually ensure that candidates from the north and south take turns standing.

For all their outward similarities, the two are quite different characters. Mr Abubakar, a wealthy former vice-president and customs-service chief, is a politicians’ politician, a gregarious character who masterfully outflanked his rivals in Port Harcourt. He campaigns as a business-friendly candidate who will get Nigeria’s economy going. By contrast President Buhari, austere and introverted, is a former military ruler who does not hurry to make decisions and is suspicious of Nigeria’s corrupt political and business elite. Mr Buhari’s aides say his administration can claim successes in the fight against jihadists in the north-east and in diversifying the economy away from its dependence on oil, which once accounted for 90% of government revenues.

Corruption is likely to be a prominent issue. Mr Abubakar was singled out by America’s Senate in 2010 in a report on money laundering. It said he had channelled substantial funds of uncertain origin into America through proxy accounts. Mr Abubakar is backed by Goodluck Jonathan, a former president under whose chaotic rule between 2010 and 2015 corruption proliferated. Mr Abubakar’s supporters note that their candidate is the most investigated politician in Nigeria’s history, and that no charges have ever stuck.

Mr Buhari’s extraordinary victory in 2015 challenged the long-held view that it was impossible to unseat an incumbent in Nigeria. A key to his success was his ability to hold together an awkward coalition of parties to defeat Mr Jonathan. To repeat the trick, Mr Abubakar will need to win the full-throated support (and financial resources) of rivals he has just trounced for the nomination.

Mr Buhari’s challenge is different. Although his nomination was uncontested, the party has been tearing itself apart over which candidates will run for state governorships and seats in the senate. The first lady, Aisha Buhari, said on Twitter that some of the APC’s primaries had been rigged. She criticised party managers for sanctioning a culture of “impunity”.

Her husband will need to impose discipline on the party. Turnout in 2015 was just 43%. In more recent state elections it dropped to 20%. In a system where the party machinery is needed to turn potential support into actual votes, it is the battle within that may determine the outcome of the presidential election

The visit to Obasanjo would be the first time the former president would meet with his former deputy since the later emerged as presidential candidate of the PDP.

The two men had an on-again-off-again relationship since the two fell out towards the end of the Obasanjo presidency when the former president allegedly mounted schemes to block Atiku from succeeding him as president. Atiku had on his part actively played a role in stopping the third term agenda reportedly schemed by Obasanjo.

The Ekiti State Governor-elect, Dr. Kayode Fayemi, has extended invitation to Governor Ayodele Fayose to attend his inauguration slated for October 16, 2018, saying he is free to grace the occasion as a leader of the state.

At a press conference addressed by the committee handling the preparations for the inauguration ceremony in Ado Ekiti on Wednesday, Fayemi said President Muhammadu Buhari and state governors, particularly those of the APC extraction will be gracing the occasion.

Part of the programme lined up for the ceremony was a lecture and an essay competition entitled: ‘Reclaiming Our Land, Restoring Our Values, Ekiti of my Dream’. The lecture will be delivered by the world renowned Poet, Prof. Niyi Osundare.

Fayemi who spoke via the Chairman of the Inauguration’s Media and Publicity Committee, Mr Yinka Oyebode , disclosed that the outgoing governor is free to grace the epoch-making event.

“The committee for Dr Fayemi’s inauguration has been communicating with those working on the side of the government. The government also graciously gave us the use of some of its facilities, so we have been working together.

“President Buhari attaches much interest in the ceremony, because of the love he has for Ekiti and he will also be attending as the father of the nation.

“All the State governors have been invited and Governor Fayose, being an outgoing Ekiti governor is free to attend”, Fayemi said.

He said the post-inauguration will feature a town hall meeting across the three senatorial districts of the state, where he would rub minds with stakeholders on how best to confront the challenges militating against the people.

“I know that we have challenges, but those problems are not insurmountable. Fayemi’s inauguration on October 16 will be a new dawn in Ekiti land. We shall begin work on how best we can give our people the values for their lives and how to ensure they take ownership of their own government.

“President Buhari attending this programme is novel. It shows the significance of this ceremony. It shows how important and strategic our state is in the federation”, he added.

Fayemi also added that the suit filed by former Governor, Segun Oni and the one instituted by the candidate of the Peoples Democratic party in the July 14 poll , Prof Kolapo Olusola can’t stop the inauguration ceremony.

While Oni , who came second in the APC governorship primary was challenging Fayemi over his refusal to resign 30 days to the election as stipulated by law, Olusola had approached the tribunal seeking that he should be declared the winner of the election, claiming that the poll was rigged in Fayemi’s favour.

The Federal Government of Nigeria has said after consultations it proposed N24,000 as the new minimum wage for civil servants.

The Minister of Labour and employment, Chris Ngige, stated this Wednesday while briefing State House correspondents after the meeting of the Federal Executive Council (FEC).

Mr. Ngige was responding to media reports quoting the president of the Nigeria Labour Congress (NLC), Ayuba Wabba, saying that the tri-partite committee discussing the demand for new minimum wage has agreed to increase it from the current N19,200 to N30,000.
“Such information is not true,” Mr Ngige said.

The minister said when the committee reconvened on October 5, after the NLC had called off its nationwide strike, “ the organised labour came down to N30,000, the organised private sector came down to N25,000.”

He also said the federal government had to consult with the 36 state governors. After the consultations, he said, the federal government proposed N24,000 while governors proposed N20,000.

Mr Ngige said the government is therefore still consulting and negotiations is ongoing.

He said in accordance with Convention 131 of International Labour Organisation, the most important thing to consider in fixing the new minimum wage is the ability to pay.

The NLC had initially proposed a N50,000 minimum wage for workers, a move opposed by many state governors, many of whom are unable to regularly pay the current N18,000 minimum wage.

Omo-Agege, who is representing Delta Central Senatorial District, spoke to the News Agency of Nigeria (NAN), on Monday in Abuja.

Saraki had, on July 31, defected from the All Progressives Congress (APC) to the Peoples Democratic Party (PDP), hinging his defection on unsuccessful efforts to ensure a harmonious existence in the APC.

Omo-Agege stated that the demand of the APC’s senators for Saraki’s removal was still standing.



“Our demand has not changed, in fact, that demand has been accentuated by the directive of the APC national leadership.

“We have all been enjoined as APC senators at a slightest opportunity to remove Saraki and once we are provided with that slightest opportunity, we will remove him and he knows that,” he said.

According to him, the moment Saraki left the party, APC, to join the minority PDP, he lost the right, legal and moral, to occupy the office of the Senate President.

“Absolutely, he knows he cannot be; we are not shying away from that. Our position has always been consistent.

“This is not new neither is it news. We have made that clear, very clearly in the past.

“Therefore, the position of Ovie Omo-Agege has the position of APC as a party,” he remarked.

On whether the members, who were aggrieved by the outcome of the primaries at various states might affect their plan, the senator said: “Well, that is something that we will need to address when we return on Tuesday.

‘’We will take an audit of where we are in terms of the numbers, in terms of those who are happy and those who are not happy.

‘’But you should understand one thing, just as you have people who are disgruntled in APC, you also have others who are disgruntled in PDP.”

When asked if the aggrieved group had the number to remove Saraki, Omo-Agege said: “of course, we have always had the number. We have the number.”

On whether defection of members could affect their plan, he responded thus: “Like I am telling you, as people are leaving APC to PDP, people are leaving PDP to APC.’’

He said as soon as the APC lawmakers in the red chamber have the number, the deed would be done.

‘’I mean once the environment is conducive; that is, once we have the number, we take him out, as simple as that,” he said.

APC is born out of a merger of former opposition parties, the ACN, CPC, ANPP and a faction of APGA.

In the election held in March 2015, Mr Buhari scored 15,424,921 (53.96 per cent), while Mr Jonathan scored 12,853,162 (44.96 per cent).

There were media reports that Mr Buhari had pledged to do only one term if elected as president in 2015.
However, as preparations for another round of elections in 2019 began to hit up, the president gave the hint that he will seek re-election, in an address to Nigerians based in Cote D’ Ivoire.

Again, while on a visit to Kano state, Mr Buhari gave the same hint at seeking a second term when he told a gathering at the Government House that he was sure Kano State would vote for him, going by the huge number of people that came out to receive and show him support.

The president eventually formally declared his intention to run again, in a short address to members of APC National Executive Committee (NEC), at a meeting in Abuja.

Sign of things to come?

The results of the presidential primary election show that Mr Buhari still enjoys the support of his party members. Their commitment to his re-election bid is palpable because despite the fact that he is the only candidate, many chose to come out to vote, to show their support to his candidacy.

However, the major opposition party, the PDP has criticised the Buhari Presidency and the APC for “posting fictitious figures” as votes secured by Mr Buhari at the APC presidential primary, “just to hoodwink Nigerians and create an impression of massive support for President Buhari”.

The presidency on the other hand, said the outcome of the presidential primaries, is a major boost to Mr Buhari’s success at next year’s general election.

The true picture of the nation’s political terrain can only be confirmed in February next year when the general populace go to the polls to vote for the candidate of their choice.

In the 2007 election, Mr Buhari again ran under the platform of the ANPP and lost to the late Umaru Yar’adua of the PDP. While Mr Yar’adua scored 24,638,063 (69.82 per cent), Mr Buhari scored 6,605,299 (18.72 per cent).

Like in the 2003, the 2007 election was also adjudged highly flawed by both domestic and foreign observers as well as the international community. In fact, even the elected President, Mr Yar’adua, admitted that the election that brought him to office was flawed.

In 2011, Mr Buhari was again on the ballot, this time, as the candidate of the Congress for Progressives Change (CPC), a party he formed after he fell out with a cross section of the leadership of his former party, ANPP.

In that election, Mr Buhari scored 12,214,853 (31.98%) of total votes which again, makes him the runner up to incumbent Goodluck Jonathan of PDP. Mr Jonathan scored 22,495,187 (58.89 per cent) of the votes.

In the aftermath of all the elections, Mr Buhari challenged the outcome in the judiciary, always ending up at the Supreme Court, without success.
In 2015, Mr Buhari’s political fortune finally changed for the better. He defeated incumbent Jonathan of the PDP to win the presidency under the platform of a newly formed All Progressives Congress (APC).

Over 6,800 delegates converged at the Eagle Square, Abuja in June to elect a new set of leaders for the governing All Progressives Congress.

The same number or more are again expected today, Saturday, October 6, to affirm President Muhammadu Buhari as the candidate of the party for the 2019 presidential election.

Mr Buhari had already polled impressive results in the direct method of election adopted by the party to choose its presidential candidate.

The incumbent president was the only one who picked and returned nominations forms.

In the direct mode of election, all card carrying party members line up in front of a picture display of their candidates and officials count the number of votes (people on que) that each person garners openly.
The election of Mr Buhari by party members took place last Friday while he was in faraway New York, USA attending the 73rd session of the United Nations General Assembly (UNGA).

Despite his absence, the president’s popularity among party members was visible.

The national leadership of the APC had earlier appointed state governors and party leaders in states not governed by the party as returning officers. Most of the governors announced high number of votes for the president.

Mr Buhari was said to have polled over 2.9 million votes in Kano, over 800,000 in his home state, Katsina and over 700 votes in Bauchi, among others. In all, the president scored between 98 to 100 per cent of total votes cast in the election.

But, is that a sign of victory in 2019?

How It All Began

Before finally clinching the presidency in 2015, Mr Buhari unsuccessfully ran for the office in 2003, 2007 and 2011.

In 2003, Mr Buhari ran under the platform of the defunct, All Nigeria Peoples Party (ANPP), and he came second behind then incumbent, Olusegun Obasanjo of the People’s Democratic Party (PDP).

Mr Buhari scored 12,710,022 votes representing 32.19 per cent of total votes cast. Mr Obasanjo scored 24,456,140 votes, representing 61.94 per cent to emerge victorious. That election was reported by most observers as being highly flawed.

Meanwhile for those shouting about "Buhari killing democracy", a lot of these folk are suffering from self inflicted amnesia because there's nothing happening today which didnt happen under GEJ and OBJ. So in reality, Nigeria has NEVER had a real democracy.

One person I feel sorry for in yesterdays events is Tambuwal though, oga was teargased under GEJ's so called democracy while he was speaker, now he's being teargased under Buhari's democracy as a governor. grin
