Party sources said Tambuwal in particular feels disappointed that Saraki may join the race after allegedly promising to support the former Sokoto governor.
Sources close to Tambuwal claimed that Saraki had previously given a commitment to back the governor’s aspiration.Recent hint by Senate President Bukola Saraki about the possibility of he joining the 2019 presidential race is now causing ripples in the Peoples Democratic Party (PDP) to which he defected from the All Progressives Congress (APC).
Saraki told Bloomberg on Tuesday that he was “consulting and actively considering” throwing his hat in the ring for presidency.
His comment,The Nation, gathered has upset calculations in the PDP about the chances of the various presidential aspirants.
Other PDP members who are seeking the party’s presidential ticket include former Vice President Atiku Abubakar; Governor Aminu Tambuwal of Sokoto State; Governor Ibrahim Dankwabo of Gombe State; a former Minister of Special Duties, Tanimu Turaki and a former governor of Kaduna State, Senator Ahmed Maikarfi.
The rest are two former governors of Kano State, Senator Rabiu Musa Kwankwaso and Alhaji Ibrahim Shekarau; former governor of Sokoto State, Attahiru Bafarawa; former Jigawa State governor, Sule Lamido; and an industrialist, Dr. Baba Datti Ahmed.
Saraki may be aspirant No.11 if he eventually makes up his mind to go for it.
Party leaders are already expressing deep concern over the large number of the presidential aspirants.
Party sources said Tambuwal in particular feels disappointed that Saraki may join the race after allegedly promising to support the former Sokoto governor.
Sources close to Tambuwal claimed that Saraki had previously given a commitment to back the governor’s aspiration.
The source, who asked not to be named, further revealed that the ‘understanding’ which the Tambuwal considered sealed and irrevocable, was one of the factors that encouraged the governor to join the race.
The pact was said to have been reached when the two were still in APC but had concluded their defection plans.
Sources in Saraki’s camp said the Senate President might have been spurred on by the July 22 ruling of the Supreme Court which dismissed the asset declaration charges against him at the Code of Conduct Tribunal.
The Federal Government, through the Economic and Financial Crimes Commission (EFCC) had filed 18 counts against Saraki over alleged default in asset declaration when he was governor of Kwara State from 2003 to 2011.
Riding on the crest of his freedom from legal encumbrances, Saraki announced his defection from the APC to the PDP a few days after the Supreme Court’s acquittal.
Some PDP stakeholders are uncomfortable with the number of aspirants in the race.
They fear that the outcome of the primary election could trigger discontent among some key aspirants.
This, according to them, might affect party loyalty and cohesion, a situation that could jeopardise the chances of the PDP in next year’s election.
But the leadership of the party has dismissed the fears, saying such a situation would not arise in the PDP again as the party has learned its lessons from the fallout of the 2015 presidential election and the consequent loss of power at the centre.
Spokesman for the PDP, Kola Ologbondiyan, told The Nation yesterday that the party has a mechanism to guarantee a level playing field for all its aspirants in the primary election.
Ologbondiyan said that Saraki was yet to inform the party of his intention to vie for the ticket, stressing however that he would be welcome into the race anytime he decides to join, just like others.
The party spokesman said: “Dr Saraki will officially notify the party whenever he decides to join the race,” adding that as a Nigerian, it is his right to aspire to any elective position of his choice.
He ruled out the possibility of discontentment arising from the selection process, saying the party would not give any of the aspirants reasons to complain.
“The eventual winner will emerge through a free, fair and transparent primary election that will be attested to by all the participants.
“We believe that at the end of the exercise, the best candidate who knows the nuances of our country and who can defeat President Muhammadu Buhari will emerge through a transparent process,” Ologbondiyan said.
Saraki, shortly after his defection, visited former military president Ibrahim Babangida in Minna and ex-President Olusegun Obasanjo in Abeokuta in what observers say is part of the ‘consultations’ about his aspiration.

Are you comfortable with the leadership style of the new national chairman of your party, Comrade Adams Oshiomhole. I ask this question against the position of some people who argue that he operates like a dictator and that he appears to be too flippant.
If I answer you this question, I would be very subjective because I was the Director General of Adams Oshiomhole Campaign Organisation. As for me, I totally subscribe to the way he does his things. If we in the APC were used to doing certain things in some ways, he came with new tactics and his tactics need time but some people do not understand. People were used to a certain way and another way has been introduced. After sometime, people would understand his tactics. The important thing is that he wants the party to win. Adams is doing very well and a lot of us in the party are very happy with him. You cannot say he is talking too much. He is talking to power and we are pleased with the way he is talking. He should keep talking. If you bring somebody that is quiet, people will say why did you bring somebody that is too quiet and if you bring somebody that talks, people will again say why did you bring somebody who talks too much.
One of the speculations in the public domain is that former Secretary to the Government of the Federation, Alhaji Babagana Kingibe is being positioned to replace Buhari in the event that the president declines to run. As an insider in Buhari’s government, how true is that?
Before I answer that question, let me confirm to you that President Buhari is contesting. I just came back from London where I had a meeting with him and he has indicated to the party that he would run. But if anybody is willing to contest against Buhari in 2019, there is no problem. Buhari is a democrat and if Kingibe wants to contest against Buhari, he is welcome. If we go to the poll and Buhari is defeated, we will join hands and work for the person. Just like I told you, I contested election on the platform of the CPC which is of the Buhari bloc and I lost but I have been working for the APC since then. In an interview with Saturday Sun, the Chairman of Northern Elders Forum, Prof Ango Abdullahi said the North is shopping for a suitable candidate that will replace President Muhammadu Buhari in next year’s general elections. As one of the core supporters of the President, how does his statement come to you?
First of all, President Buhari is not the candidate of the North but Nigeria as a whole. So, anybody in the Northern part of the country who thinks they are still looking for a candidate from the North, we wish them well. Prof Ango Abdullahi is entitled to his opinion and we cannot stop anybody from seeking or searching for a candidate. To us, we believe in this country and we believe that some of these kinds of comments are divisive in nature. Why talk about a candidate from the North.
His argument is that since the major political parties have zoned their presidential tickets to the North, the zone should carefully select a candidate that has more capacity in terms of delivering quality leadership to the nation.
First of all, Prof Ango Abdullahi is a father to me but I do not think he belongs to any political party. So, Prof Abdullahi and his group cannot decide for any party who its candidate should be. Yes, they could support somebody if they do not believe in Buhari because they are entitled to their opinion. Let them produce anybody who can defeat Buhari in 2019. We are in a democracy. There is nothing wrong in bringing forward anybody who can contest against Buhari. If the person is better than Buhari, so be it. Let the people decide.
As an insider, could you clarify the issue that members of the Congress for Progressive Change (CPC), one of the legacy parties that formed the All Progressives Congress (APC) have been schemed out of the ruling party’s power equation?
It is not true. I, Hon Farouk Adamu Aliyu contested to be Deputy National Chairman from the CPC bloc but I lost the election. Why should we be talking about the ACN or nPDP now? Our name is APC and if we cannot be magnanimous in victory or when we lose elections, then we are not going to move forward. This is the issue. I do not subscribe to the idea of former CPC, ACN and so on members complaining. This is because we are now called the APC. If members of the CPC complain, what do you expect members of other parties to say when Buhari who is of the CPC is the president? So, how can anybody who was a member of the CPC feel shortchanged. Is the seat of the president not more important than any other position? Somebody told me that some groups of the CPC were reported in the media to be complaining but I dissociate myself from them. I am not part of such a group and I do not subscribe to their position. I am a strict party person and I believe in democracy. I contested gubernatorial election on the platform of the CPC and I lost. In every election, there must be a winner and a loser. So, if anybody thinks I lost because I belonged to the CPC, I do not think so.
Buhari is of the CPC and all other parties came together to vote for Buhari to become the candidate in 2014. And as of today, there is no other aspirant from the other parties who have come out to challenge Buhari who came from the CPC. So, my colleagues from the former CPC bloc, please I appeal to them to see reason in democracy and believe that we went to an election and lost. We should work together and make sure that the APC wins the 2019 polls. |

Imagine that Saraki retains his current paranoia, and elopes to Gambia with Ekweremadu in tow. The drafters of the Constitution could not have anticipated that level of self-centeredness and cynicism. They couldn’t have therefore allocated the power to reconvene the Senate to only its presiding officer to bestow ‘Obaship’ on them.The All Progressives Congress (APC) has come alive. It barks endlessly these days. That is some consolation for many of its disillusioned supporters. They can begin to hope again that this enthusiasm and energy would yield a strong party with a firm democratic tradition. Time will tell if the party can bite, and chew and grow. And if it can infuse the government with a sense of party politics. The APC must, whenever it finds the opportunity, defend the principles of democracy vigorously. And an opportunity has presented itself for this.
The APC claims it has 57 senators in th National Assembly. So why does it wait for Saraki and Ekweremadu to reconvene the Senate? There is an urgent reason for reconvening the Senate. The Independent National Electoral Commission (INEC) needs funds for an imminent and major democratic assignment. It doesn’t matter that the executive may have been less than diligent and didn’t make the request for appropriation on time. The party cannot fold its hands and moan helplessness. The law is, after all, not such an ass.
The law in any situation lies somewhere between its letters, spirit and the underpinning legal philosophy of relevant statutes, case laws and political morality. Those who drafted the Constitution had objectives. Their intentions and the overall interest of the country become especially important when a literal interpretation of the law doesn’t cure a grave unforeseen malady.
Imagine that Saraki retains his current paranoia, and elopes to Gambia with Ekweremadu in tow. The drafters of the Constitution could not have anticipated that level of self-centeredness and cynicism. They couldn’t have therefore allocated the power to reconvene the Senate to only its presiding officer to bestow ‘Obaship’ on them. The Senate cannot foreseeably wait until Saraki and his comrade return from their anxiety neurosis before deciding to reconvene the Senate. What if Saraki and Ekweremadu choose an extended holiday in Seychelles rather than pay attention to national issues of urgent importance. It couldn’t have been the intention of the drafters of the Constitution to hand over to a Saraki and an Ekweremadu the balls of the Senate and of the nation. It couldn’t have been.
If 73 senators have to wait for him to reconvene the Senate once he declares a recess, then an unscrupulous Senate president and his deputy can stave off impeachment indefinitely by refusing to reconvene a Senate they have thrown into an abrupt recess. That cannot be the right reading of the Constitution.
The Constitution is clear about the status of the presiding officers. Saraki is a mere first amongst equals. He can only break ties. His votes in any Senate resolution has same weight as those of any individual senator. Any exclusive right extended to him by the Constitution must be to serve order and coordination and not to make him a super senator. Therefore, such a right should never be construed as capable of defeating the wishes of the majority of senators at any time. No such rights and privileges accruing to the presiding officers must be read to make fellow senators their inferiors, subjects or houseboys.
A sufficient number of senators, acting in unison with an equivalent number of members of the House of Representative, can cause a political earthquake at the centre. They can bring down the Presidency. If 73 senators can breach the sacred wall that separates the executive and legislature and set the executive asunder, then they can smash open any locked door of the National Assembly. A holistic reading of the Constitution then must mean that a sufficient number of senators can easily override the Senate president on any single decision.
But what could the actual deciding numerical threshold be?
73 senators are needed to remove Saraki. That is my reading of the Constitution. I think that constitutional requirement is stiff, considering that less than half of the number can make a Senate president. But it could have been so couched to enthrone stability and discourage frivolity. But let’s leave that aside. Let’s concede that the number for removal is 73. This number of senators can remove him even if he decides to run into a cave in Timbuktu to avoid an impeachment. If 73 senators have to wait for him to reconvene the Senate once he declares a recess, then an unscrupulous Senate president and his deputy can stave off impeachment indefinitely by refusing to reconvene a Senate they have thrown into an abrupt recess. That cannot be the right reading of the Constitution.
If the APC can muster the support of all of its senators, then they should forward a signed resolution to the Senate president and the clerk. If the Senate president fails to recognise the resolution as binding because he prefers the beach, then the majority should have its way and throw open the doors of the chambers.
In a regular plenary, a majority of senators always speaks for the Senate. The majority has its way, regardless of how the Senate president feels. If that is the case then, a majority of the whole house must be able to override Saraki and recall the Senate. 57 senators acting in unison can reconvene the Senate without Saraki and Ekweremmadu’s cooperation. A majority of the whole house would make the need for every single senator’s presence irrelevant. It is an unassailable majority. It must be the intention of the drafters of the Constitution that a majority of the members – 55 senators – can override the intransigence of a Saraki and Ekweremadu, and the insouciance of other holidaying senators and reconvene the Senate.
If the APC can muster the support of all of its senators, then they should forward a signed resolution to the Senate president and the clerk. If the Senate president fails to recognise the resolution as binding because he prefers the beach, then the majority should have its way and throw open the doors of the chambers. By so doing the party would be deepening our practice of democracy. Saraki and the members of the opposition would be welcome to challenge the action, not by calling on the European Union to revoke visas, but by approaching our courts for judicial interpretation of the relevant statutes and a review of that action.
It is my submission that no judge would preserve the Obaship of Saraki over the majority of senators.

Former governor of Kano state and a presidential aspirant under the platform of the Peoples Democratic Party (PDP), Senator Rabiu Kwankwaso yesterday, visited the imperial majesty, the Alaafin of Oyo, Oba Lamidi Olayiwola Atanda.
Kwankwaso and members of the Kwankwaso Presidential Campaign Organization (KPCO) visited the Alafin as part of his nationwide consultation for his presidential ambition.
A release on one of his social media accounts reads, “KwankwasoRM and members of the Kwankwaso Presidential Campaign Organization (KPCO), visit the imperial majesty, Oba Lamidi Adeyemi Alafin of Oyo Kingdom for the yearly Ogun festival and part his nationwide consultation.”

In the aftermath of reports quoting Senate President Bukola Saraki as saying he was actively considering entering the 2019 presidential contest, a second republic lawmaker, Dr. Abdullah Umar Madidi has asked Dr Saraki to go into the contest, saying he possesses the needed mental stature and acumen to reunite Nigerians as well as make the country the envy of other nations
The former Federal lawmaker said Dr Saraki has proven to be a leader with a huge grasp and knowledge of inherent issues in the Nigerian project, stating that he stands a better chance of defeating the incumbent, President Muhammadu Buhari.
“From his sojourn in the private sector, to his experience as a Commissioner and then Governor of Kwara State, till his becoming a two term senator and subsequently the Senate President, Bukola Saraki is in a world of his own and hence the most qualified at the moment to fly the opposition’s flag in the Presidential election next year .
“He is also an easily saleable candidate as being a Northerner with a humongous and unprecedented support-base in the different parts of the country , there is no better candidate that can pull the magic wand needed to oust President Muhammadu Buhari’s led APC government , from office”, Dr Madidi submitted .
He said he was particularly in support of Saraki who can be likened to a political genius whose emergence from the North central geo-political region would be the binding new spirit and cohesion that was vitally needed by the nation at this crucial time .
The former lawmaker further described the Senate President as a square peg in a square hole, adding that he was optimistic that the Senate President’s firm mastery of peaceful coexistence as was seen during his tenure in Kwara State and his vast relationships in and outside the country are all factors that would help get Nigeria removed from the present decayed and ineffective leadership of the present government.
“It is left for the PDP and other opposition parties to ensure that their ideal candidate is one with the capacity for service delivery. He must be a young man whose knack for enduring peace and harmony in the country is glaring for all to see. He must have a track record for dynamism , must be inclined to youths’ welfare and take uncompromising stand in the protection of lives and property. He must hold life sacred and stamp his foot down on the rule of law, knowing these are guiding principles for growth and development of any nation .
