Politics › Stop Abusing Us To Launch Your Political Career, APC Tells Jega by milann(op): 8:50pm On Aug 02, 2021
The ruling All Progressives Congress APC has warned the erstwhile Chairman of the Independent National Electoral Commission INEC, Prof. Attahiru Jega to desist from attacking her as part of his schemes to burnish his political career.

APC in a statement by the National Secretary of its Caretaker Extraordinary Convention Planning Committee CECPC, Senator John James Akpanudoedehe was reacting to comments by Jega in which he compared the APC with the opposition Peoples Democratic Party.

Jega had described both parties as failures, urging Nigerians to switch their allegiances to his Peoples Redemption Party PRP which he said has the solutions to the nation’s myriads of challenges.

The statement reads: “Our attention has been drawn to an uncontrolled, wrong and untenable political outburst by a former Chairman of the Independent National Electoral Commission (INEC), Professor Attahiru Jega in which he lumped the All Progressives Congress (APC), together with the failed People’s Democratic Party (PDP).

“While the PDP failed to meet the expectations of Nigerians as a government and opposition party, the APC is thriving, healthy and assiduously cleaning the massive mess left behind by the PDP which failed to deliver democratic dividends to the people of Nigeria after being in charge of the country for 16 years.

“While Professor Jega is right about the PDP, a party under which he served as the Chairman of the nation’s election management body, we reject his comparison of the APC with the PDP.

“Professor Jega got his facts wrong and mixed up in his baseless comparison of the PDP with the APC.

“While we do not intend to join issues with Professor Jega, we encourage him to engage in genuine scholarly research and come up with evidence-based conclusions on the progressive orientation of the APC.

“It is however instructive to note that having recently abandoned his academic pursuit and blindly plunged into the arena of PDP’s brand of politics, the erstwhile electoral umpire as a politician can make such political statements occasionally while trying to launch his political career in a mushroom political party.

“The APC is a strong, united, popular and focused political unit. Hence, the Professor should note the political lesson that maligning the APC would not provide him with a springboard to achieve his desires. Nigerians are wiser and remain the ultimate judges”.

Politics › NAF Establishes Directorate Of Veteran Affairs – Director by milann(op): 12:54am On Jul 31, 2021
The Chief of Air Staff (CAS), Air Marshal Oladayo Amao, has approved the immediate establishment of a Directorate of Veterans Affairs, to stimulate better welfare packages for NAF veterans and their families.

The Director of Public Relations and Information, NAF Headquarters, Air Cdr. Edward Gabkwet, announced this in a statement on Friday in Abuja.

Gabkwet said that the new Directorate, domiciled in the administration branch, would also be responsible for interfacing with similar structures in sister services to harness necessary benefits for NAF retirees, under existing Federal Government programmes for veterans.

According to him, CAS disclosed this while declaring open a two-day conference for NAF Administrative and Medical personnel, at NAF Headquarters, Abuja.

The director added that the conference attracted seasoned and erudite resource persons, with vast knowledge in human resource management, as well as experts in the field of medicine.

Amao noted that NAF considered the state of physical and mental well-being of its personnel which, he described as an important factor in sustaining morale and a force multiplier in ensuring operational effectiveness.

He also pointed out that the conference was one in a series of conferences aimed at refocusing NAF’s operational capabilities and bolstering the morale of personnel.

The CAS emphasised that the strength of any armed service was not determined by its arsenal, but by the professionalism of its workforce, largely bolstered through robust human resource management.

In the past two months, NAF had launched the telemedicine portal to ensure access to prompt medical attention, whilst promoting confidence in NAF medical services for enhanced morale and personnel productivity.

He stated further that the outcome of such innovations would stimulate NAF human resource management efforts to be at par with global organisational standards and best practices.

Amao challenged participants to critically assess areas where NAF was lacking as regards personnel welfare and administration and come up with workable measures to mitigate their effects on the service’s operational capabilities.

“As a highly technical service that deals with sophisticated aircraft, equipment and military hardware, maintaining a highly skilled, efficient, healthy and motivated workforce should be the hallmark of our daily activities.

“To this end, we will continue to epitomise best human resource management practices to promote our operational effectiveness,” he said.

Amao expressed the profound gratitude of NAF to President Muhammadu Buhari, for his unwavering and continued support to the service.

The CAS also assured of NAF’s commitment to the successful execution of its constitutional roles for a peaceful and united Nigeria.

Earlier, the Air Secretary, AVM Mahmud Madi stated that the timing of the conference was apt, considering the strategic importance of human resource in achieving organisational goals and objectives.

He also noted that the NAF had invested hugely in human capacity development and personnel welfare in recent years, which had translated into tangible gains in NAF’s operational conduct.

The Chief of Medical Services, Air Cdr Olabode Babalola noted that it was the desire of the CAS to ensure that NAF medical services measured up to global best practice.

He added that Amao’s approval of the conference was a further attestation to his willingness to improve healthcare delivery in the service.

Education › COEASU President Appeals To Governors To Pay Staff Of Their States’ Colleges by milann(op): 2:22am On Jul 30, 2021
DR Smart Odunayo Olugbeko, the new president of Colleges of Education Academic Staff Union, COEASU,has appealed to governors of Edo and Abia states to pay salaries of staff of their states’ colleges of education to ameliorate their sufferings.

This came as he claimed that some governors have abandoned their constitutional role in catering for their state-established colleges of education and had rather placed it on the shoulder of Tertiary Education Trust Fund,TETFund.

Olugbeko, while regretting that by “the end of July, staff of Abia State College of Education (Technical), Arochukwu, would be owed salaries for 31 months, also noted that staff of the old Edo State College of Education, Ekiadolor were owed salaries for several months.

Speaking ,Thursday, in his inaugural speech at the National Delegates’ Congress of COEASU, held in Abuja, he particularly said over 500 staff of the Edo college were yet to be properly deployed to campuses of state owned colleges of education.

He vowed that his leadership was hitting “the ground running with appeals for expeditious attention by the governors of these colleges towards mitigating the sufferings of our members by addressing these lingering challenges with dispatch.”

Olugbeko said,“Some states governments have abdicated their primary responsibility of funding their colleges to Tertiary Education Trust Fund.

Olugbeko also regretted the delay in concluding renegotiation of the FGN-COEASU 2010 Agreement, asking that actions be put in place lay the development to rest.

He said: “The flagrant impunity and open display of executive insensitivity against our members by some states governments is a sheer lack of respect for human dignity.

“The unsavoury reports revealing some State Government’s refusal to pay salaries of staff for months/years is regrettable and appalling.

“For instance: as of the end of July, staff of Abia State College of Education (Technical), Arochukwu have not received their salary for 31 months while the staff of the defunct Edo State College of Education, Ekiadolor are being similarly owed
many months of unpaid salaries and over 500 staff of the institution are yet to be properly deployed to the three campuses of the state-owned COEs.”

According to him, several “colleges of education were suffering from a lack of attention and interest by their proprietors.”

Olugbeko named other issues confronting lecturers of colleges of education as challenges with Integrated Personnel Payroll and Information System,IPPIS implementation, employment of academic staff without regard for due process, and non-payment of minimum wage arrears.

Earlier, in his farewell speech, outgoing President of COEASU, Nuhu Ogirima, lamented the worsening state of security in Nigeria, as according to him, many members of his organisation had suffered so much due to the development.

Ogirima therefore, tasked the security and relevant authorities to improve in their roles of securing people and property, saying such measures were necessary in view of ongoing abduction of students, teachers and staff of schools in some parts of the country by bandits.

Phones › We’ll Deploy 5G Technology Soon – Danbatta by milann(op): 12:55pm On Jul 29, 2021
In fulfillment of its commitment to put Nigeria on the frontline as a technology driven economy, the Executive Vice Chairman of Nigerian Communications Commission, Prof Umar Danbatta says all is now set for roll out of 5G services across the country.

He said the Commission had crossed all the Ts and dot the Is and waiting for green light from the Federal government to rollnout the services soon.

The EVC made the revelation during the public inquiry on draft frequency spectrum (fees and pricing, and annual operating levy regulations held on Thursday, in Abuja.

The move he said followed series of pre-trial roll exercise earlier carried out by MTN and Airtel networks, which justified the Commission’s decision to commence the roll out plan across the nation.

He further explained that the Commission is now set for the roll out and had already submitted the proposal to the federal government for approval since the prerogative lies solely with the Federal government to do so.

Since the three frequency bands required for 5G coverage had been assigned for the deployment, Danbatta said that Nigeria cannot afford to be left behind by some other countries that have rolled out the services in line with the dynamics in the sector and demand for emerging technologies across the globe.

Health › Teaching Hospitals’ Debt To Drug Manufacturers Hits ₦30 Billion — PSN by milann(op): 6:52am On Jul 29, 2021
The Pharmaceutical Society of Nigeria, PSN, on Wednesday raised the alarm over what it described as “gross mismanagement: of the Drug Revolving Fund, DRF, by most institutions especially the tertiary health institutions, disclosing that debts owed by Teaching Hospitals to pharmaceutical companies has grown to N30 billion at the last count.

The PSN who said the debts have left the pharmaceutical companies without drugs also alerted that despite the fact that 90 percent of the Central Bank of Nigeria, CBN, Pharmaceutical Intervention Fund, has been disbursed, most of the 40 pharma companies who have accessed the funds have no access to Forex.

At a briefing to mark this year’s World Hepatitis Day in Lagos organised by the PSN in collaboration with Mega Life Sciences, the President of the PSN, Pharm. Mazi Sam Ohuabunwa said the N30 billion Drug Revolving Fund owed the pharmaceutical industry by federal and state agencies, teaching hospitals, Federal Medical Centres parastatals, among other institutions, are over two to three years overdue.

He said the huge debt has further encumbered their operations and left the pharmacy shelves empty. To ensure the availability of drugs in health institutions, the PSN is proposing a bill to institutionalise and regulate DRF.

He said the DRF was one of the fallouts of the Bamako Initiative, towards better health of the people through the Primary health care model.

“DRF is programmed to provide quality and affordable medicines through a fund set aside to procure medicines and dispense same to patients at a minimal cost.

“Unfortunately, this has been grossly mismanaged by most institutions especially the tertiary health institutions, where pharmaceutical companies are owed huge sums of monies.

“We know that these debtor institutions receive regular subventions from the government, and they have sold the items to patients for cash.

“We could not understand why they are using the government space and reputation to incur debts and embarrass the nation as a difficult place to invest in and do business.

“One hospital, National Orthopaedic Hospital Igbobi, was running this system perfectly they were able to raise additional capital to build a house of about 200 million, but in some hospitals, they have diverted the money to other things and so the money is no longer available and they are owing pharmaceutical companies about N30 billion the last time we check because the drug revolving fund is no longer revolving.

“We are appealing to government especially the tertiary health institution where they owe a huge amount of money and left the pharmacy store empty to ensure quick payment. It is the easiest way for the government to maintain a certain level of drug availability.”

“The DRF has been grossly mismanaged by most institutions especially the tertiary health institutions, where pharmaceutical companies are owed huge sums of monies that have further encumbered their operations and left the pharmacy shelves empty.

To ensure the availability of drugs in health institutions, Ohuabunwa disclosed that the PSN is proposing a bill to institutionalise and regulate DRF, adding that letters have been sent to the House of Assembly, Ministry of health and other government agencies in that regard.

Speaking on the CBN intervention fund, Ohuabunwa said about 90 per cent of the fund has been disbursed to a pharmaceutical company.

Stating that they are starting to raise issues for a second tranche as the first fund was like a drop in a very big ocean, he said only one company could have mopped up that N100 billion but CBN gave a maximum of N2.5 billion to about 40 pharmaceutical companies.

“The money has been disbursed on paper. A significant number of pharmaceutical companies have the money in their bank account, but none of them has been able to produce much because most of the raw materials and equipment needed to produce drugs are imported.

“Others are still struggling to get foreign exchange. The major problem is FOREX. If they can get FOREX, they will be able to buy equipment. We have written to CBN on this.”

He called on the CBN to make FOREX available for those who have received loans to acquire machinery and critical raw materials.

Describing the CBN and COVID-19 intervention funds as laudable ideas, he said the objectives are yet to be achieved.

The impact of difficulty in forex access is that it portends grave danger and may undermine the noble objectives. First, the longer it takes to get the machines and equipment in, the longer it will be for Nigeria to begin to see an enhanced local production.

“Second, the longer it takes, the more difficult it will be for the benefitting companies to begin production and generate cash flow to meet the interest and repayment obligation, as the moratorium is fast depleting.

“Third is that with forex at rates higher than the planned or forecasted rates in the business plan, the money received in Naira may no longer be sufficient to meet the stated needs.

And fourth is that the longer the Naira is left in the Banks awaiting piecemeal allocation of forex, the faster the value depreciates by growing inflation and the fewer the number of machinery and equipment or even raw materials that can be bought. “

Speaking, on local production of vaccines, he said some pharmaceutical companies have set up a vaccine laboratory, but need NAFDAC approval before they can start the process of local production of vaccines.

Lamenting the spread of the Delta variant into Nigeria, he urged Nigerians to always wear their face mask and get a vaccine.

He dismissed conspiracy theories about COVID-19 vaccines insisting that the vaccines are safe and efficacious.

Crime › Adebayo Kingsley Kills Rosemary Ifeoma, Rapes Her Corpse In Edo by milann(op): 2:10am On Jul 28, 2021
A 23-year-old bricklayer, Adebayo Kingsley, who said he hails from Ibillo in Akoko-Edo Local Government Area of Edo State, has allegedly killed his 46-year-old lover, a widow and mother of four, Rosemary Ifeoma, popularly called Mama Samuel from Orogun in Ughelli North Local Government Area of Delta State.

He was said to have hit the lady with a plank and had carnal knowledge of her thereafter.

He was earlier accused of hitting the head of her 13 years old boy and then pounced on the woman, thinking the son was dead.

Confirming the incident on Tuesday, Police Public Relations Officer, Edo State Command, Kontongs Bello, said the suspect would be charged to court once investigations are concluded.

The incident happened in Darlington Ogbeifun Street, off Ogbekan Village Road, Ugbor in Oredo Local Government Area.

Eyewitness’ account

A resident in the area, who simply gave his name as Peter, said: “This woman we popularly called Mama Samuel was a widow with four children and the last one, who is 13 years, stays with her.

“She was having difficulties paying her rent and then approached a woman in the area whose brother was building a storey building that has been roofed, to allow her stay there pending when she can raise money from her business to get a new accommodation.

“She had a lover, who is a bricklayer, that was coming to see her and people around here know them.

“It was early in the morning on July 16 that her 13 years old son, after regaining consciousness from his confrontation with the suspect in the night, ran to inform neibghours of what has happened.

“He was rushed to the hospital for treatment and later narrated the story of how the suspected attacked them.

“He led others to the place where the suspect was working and immediately he sighted the boy, he took to his heels until he was pursued and arrested by the police.”

Confession

When confronted, the suspect confessed to the crime but said he did not hit the victims with a log.

Rather, he said, in the course of an argument with the woman, “she wanted me to help her with cement to do a caravan.

“But when we did not agree on how to do it, she said I should leave her house. I actually left but missed my way and strayed back to the house.

“But by this time, they had locked the gate, so I jumped into the compound through the fence and entered their room.

“His son threatened to stab me, went into the room and came back with a knife. I rushed at him and pushed him.

“He hit his head on the wall and collapsed. The woman then came after me and held me, but in trying to push her away, she fell and hit her head on the ground and blood was coming from her head.

“I quickly took the boy to the room and put him on the bed and then left. I did not hit anybody with log and I did not sleep with the woman.

Foreign Affairs › Malawi Leader Blame ‘poor Internet Connection’ For Attending Conference In UK by milann(op): 8:14am On Jul 27, 2021
Controversy has trailed the comments made byLazarus Chakwera, the president of Malawi, moments before he travelled to the United Kingdom (UK) to attend the Global Education Summit on Financing Global Partnership for Education (GPE) 2021-2025.

Although organisers of the summit allowed a small in-person event in London, the Malawian president cited “unreliable internet connection” in his country as the reason he is embarking on the trip.

The conference, according to organisers, is a largely virtual summit scheduled to take off on July 28.

Details on its website shows that: “The summit runs over 2 days, starting at 14:00 BST on July 28. Four thematic sessions run concurrently on our virtual program, each with an exciting roster of speakers.

“On July 29, the hybrid summit – live in London and virtual starts at 10:00 BST,” the organisation said.

Mr Chakwera, however, blamed poor internet connection as the reason he is attending the conference physically.

“Even though the said summit is virtual, the president needs to be in the UK physically as you know internet connection in Malawi is not reliable,” Malawi’s presidential spokesperson told local journalists.

The Malawian president is said to have arrived London in the early hours of Monday with his wife and daughter as part of a 10-person entourage to attend the summit.

The UK rejected Malawi’s proposed 61-person entourage to participate in the summit.

Mr Chakwera’s delegation, according to Malawi Times, included his wife, First Lady Monica Chakwera; daughter Violet Lillie and the President’s son-in-law Sean Kampondeni, who is State House director of communications.

He said that he needed his daughter there because she would provide physical and emotional support during the trip as the First Lady was reportedly not feeling well.

The president’s reason for embarking on the journey sparked outrage in Malawi and some critics accused him of “nepotism and hypocrisy.”

The summit, which will be co-hosted by the UK Prime Minister Boris Johnson, and the President of Kenya, Uhuru Kenyatta, will bring together Heads of State and Government as well as stakeholders and youth leaders.

Nigeria’s president Buhari is among the leaders scheduled for the in-person event in London.

Mr Buhari has already travelled to the UK two days before the conference commences.

Femi Adesina, presidential spokesperson, said Mr Buhari will also hold a bilateral meeting with Prime Minister Boris Johnson after participating in the conference.

Deliberations at the Summit will focus on: The Power of Education –A Conversation between Global Champions; Transforming Education for Girls; Financing for Impact and Recovery and; What Now? Priorities for Transforming Education in the Coming Five Years, among others.

The Nigerian leader will remain in the UK for about a week after the summit for ‘medical check-up,’ his office said.

Politics › Umahi Charges Muslim Community To Contribute To Ebonyi Development by milann(op): 3:15am On Jul 26, 2021
Gov. David Umahi of Ebonyi has admonished the Muslim community in the state to be resourceful and contribute to the peace and economic growth of the state.

Umahi made the commendation on Wednesday in Abakaliki when a delegation of the Muslim faithful in the state paid him an Eid-el-Kabir homage at the Government House.

He said, “Muslims are gifted in commerce and agriculture, among other ventures and I pray for your prosperity in Ebonyi and beyond,” Umahi said.

He also commended the group for shunning crime and urged them to continue to sustain the security and peace in the state.

He charged the people to ensure orderliness and eschew acts that could infringe on the rights of other residents and a breach of the peace during the celebration.

Umahi, represented by Dep. Gov. Kelechi Igwe, said that past celebrations in the state had been peaceful and urged them to sustain the legacy.

“You should remember those who have nothing to eat or drink during this celebration.

“Your orderly conduct can convert people to your religion, which professes peace, love and unity.

“Your good conduct ensured the appointment of some Muslim faithful into strategic positions in the state.

“You will continue to benefit from government policies and programmes with the delivery of democratic dividends to the people,” Umahi said.

The Leader of the delegation, Alhaji Abass Egwu, thanked the governor for always fraternising with them during every Eid celebration.

Egwu, who is the Chairman of the Muslim Pilgrims Welfare Board in the state, said the visit was to thank the governor for his love and generosity to the community.

“We commend your infrastructure development strides and pray that you will have an opportunity to serve the nation in a higher capacity,” he said.

The News Agency of Nigeria (NAN) reports that the delegation presented some gifts to the governor during the visit.

Politics › APC Sweeps Lagos Council Polls As Results Trickle In by milann(op): 9:04pm On Jul 24, 2021
Strong indications have emerged that the All Progressives Congress, APC, may win all the slots of the Saturday, Local Government elections to elect Chairmanship and vice-chairmanship, as well as councilorship officers into 20 Local Government Areas, LGAs and 37 Local Council Development Areas, LCDAs, going by results from wards and council areas
so far.

Though, the exercise, marred with apathy, hitches and pockets of violence, was adjudged to be generally peaceful across the state.

Security apparatus were adequately deployed across the polling areas in the metropolis to ensure safety of lives and property of citizens. They were seen moving in convoy patrolling some areas.

Commander of the Rapid Response Team, RRS, of the Lagos Police Command, Chief Superintendent of Police, CSP, Yinka Egbeyemi, led a t of personnel to trouble
prone areas to maintain peace.

LASIEC, had earlier stated that the results of the polls would be announced by the presiding officers at each polling unit and subsequently, the final results will be
announced by it after collations across councils.

One of the early results received by Vanguard showed APC sweeping the votes in Iba LCDA. Ward E, pulling unit 022 update showed councilorship, APC 93, APGA 1, PDP. 11

While chairmanship recorded APC 98, APGA 0, PDP 3, void 4.

Vanguard also gathered that the youngest council chairman, under the APC platform in Coker-Aguda LCDA, emerged winner with an emphatic result.

Details of results were still been awaited as of press time.

Same reports of APC winning filtered in from such councils as; Oriade, Oshodi, Apapa, Ono, Amuwo-Odofin, Surulere, Agege, Alimosho, Ikeja, Ikoyi, Ajeromi-Ifelodun, Ikorodu, Epe, Ipaja Mosan -Okunola, riverine areas in Badagry, among others.

Situation reports
Meantime, there was low turn out of voters in a contest with a total of 6,570,291 registered voters across 13,323 polling units in 20 LGAs and 37 LCDAs.

Vanguard gathered that on the final list of candidates for the election according to LASIEC on the eve of exercise, a total of 133 candidates will be contesting for the office of the Chairman with 131 Vice Chairmanship candidates.

Of the 133 candidates for the office for the Chairman, 16 are women and of the 131 Vice Chairman candidates, 106 are women. Indicating that the contesting parties fielded more women for the office of the Vice-Chairman.

While 15 parties are to contest in the election, it was observed that an average of three political parties was on the ballot papers for both the LGA/LCDA chairman and council election.

While experiencing some hitches in logistics, late opening and commencement of polls was a general observation across the state.

Specifically, Mushin, Ikoyi, Ikeja, Obalende, Amuwo-Odofin, Somolu, Surulere, among other LGAs, recorded late deployment of electoral materials.

It was observed that officials were still waiting to be deployed to their assigned polling units by 8:16 am. By 10:00 am, only 17 of the polling units visited in Mushin had polling officials present and were concluding set-up to commence accreditation and voting process.

However, in Ward C Surulere and in Lawanson, Mushin LGA, most of the Polling Units did not have security personnel on-site as of 11 am.

Additionally, a few security personnel were seen on the streets of Lagos state.

It was also discovered that majority of political parties did not deploy party agents to the polls: APC and Peoples Democratic Party, PDP, agents were the only party agents seen in the majority of the polling units visited.

While other party agents were seen in few polling units.

COVID-19 compliance
No strict compliance with COVID-19 Protocol: Though, it was observed that the provision of hand sanitizers and handheld infrared thermometers across the polling units, there was no enforcement on the usage.

Polling officials and voters were not adhering to the COVID-19 non-pharmaceutical safety protocol and physical distancing.

There were reported cases of violence following violent disruption of the accreditation and voting process across polling units in Somolu LGA; this was caused by the confusion over the inclusion of a party name on the ballot.

The aggrieved party faulted the name printed on the ballot which had YP which is not one of the officially recognised political parties. In a few of the polling units, the YPP supporters protested the non-inclusion of their party on the ballot and asked voters to boycott the election.

Pre- exercise events
Recall that in the run up to the exercise, People With Disabilities, PWDs, under the aegis of Centre for Citizens with Disabilities, CCD, accused the Lagos State Independent Electoral Commission, LASIEC, of plans toexclude over 2 million of their members from actively participating in the Juiy 24, council polls in Lagos State.

Executive Director of CCD, Mr. David Anyaele, stated this on Thursday, at a public presentation of findings on the pre-election assessment of LASIEC provisions for PWDs for July 24, 2021 Local Government elections, held in Maryland, Onigbongbo Local Council Development Area, LCDA, Ikeja.

According to Anyaele: “We are worried that LASIEC has decided to exclude over 2 million PWDs in the July 24 council polls in Lagos.”

He added that despite series of petitions, “LASIEC has not complied with the provision of the law on inclusiveness of PWDs in the exercise.

“Our expectations with reference to election and voting process during the Covid-19 in the state, access should be provided for PWDs in the process and ensure no one is left behind in participating in the electoral process.

Also, an international election monitoring group, Yiaga Africa, on the eve of the exercise, stressed the need for LASIEC n ensuring free, fair and transparent exercise in order to boost citizens confidence in the council election process.

The group also expressed fears over possible apathynthat could mar the exercise in view of the low sensitization of electorate.

However, in situation reports released by YIaga at the end of voting signed by Mr. Eze Nwagwu and Cynthia Mbamalu, both Board members, observed that voters were intimidated, harassed/assaulted in a few polling units during accreditation and voting, in Ward B Badagry LGA.

According to Yiaga: “The findings presented in this statement are based on information received from the Watching The Vote, WTV observers on set-up, and the commencement of voting and accreditation at the polling units, Late opening of polls and deployment of polling materials: “As of 8:30 am, Yiaga Africa WTV observers reported that no polling official was seen in 61 of the polling units visited.

“Polling officials were deployed as expected: Majority of the polling units visited had an average of 2 polling officials present as stated in the LASIEC election guideline.

“Election essential materials were adequately deployed: WTV tracked the presence of essential materials such as the register of voters, polling official stamp, voting cubicle, ink pad, ballot boxes, incident form and polling unit booklet in polling units.

“These materials and many more were seen in most of the polling units that were opened.

However, the WTV observers reported that the majority of the Smart Card Readers were not fully charged.

“In addition, the reports indicate that the Smart Card Readers were not used in some of the polling units visited.

“WTV observers reported that voters were intimidated, harassed/assaulted in a few polling units during accreditation and voting, in Ward B Badagry LGA.

“Attack on WTV Observer: In PU 008, Ward B Badagry, an observer was beaten up for recording an attempt to snatch a ballot box by a party agent.”

In conclusion, YIaga Africa called on all political parties and candidates, LASIEC and security agencies to play their parts in ensuring a credible election.

“Yiaga Africa with her citizen observers is observing the election on behalf of the people of Lagos State and Nigeria, to ensure people’s votes are accurately
counted,” Nwagwu stated.

Politics › James Manager And James Ibori: The Untold Story by milann(op): 7:30pm On Jul 24, 2021
The viral picture of former Governor James Ibori praying for his namesake, Senator James Manager, was, at the weekend, generating reactions as interest groups in Delta State seek to use the image to score political points.

A fuller study of the video and audio may have also revealed deeper meanings into the image that may have been lost in the hoopla fanned by political interest groups ahead of the 2023 general elections.

The video would have also shown that besides Senator James Manager, a serving commissioner in the state was also prayed for by Ibori.

Praying for the commissioner in pidgin English, Ibori blessed him that he would not end up as a commissioner given the extent of loyalty he, the commissioner, gives to him.

Ibori is, by no mean’s an ordinary political figure in Delta State. He is the head of the political family that has produced all three governors of the Fourth Republic in Delta including himself.

As he blessed Manager, Ibori, in Pidgin English, said that if he opened up on the relationship between him and Manager, the day would not be enough to give an account of it. It was in that light that Manager insisted on coming to visit him in Oghara and not in Abuja or Asaba that would have been more convenient.

Manager was Chairman of the Peoples Democratic Party, PDP, at the time Ibori was elected governor for the first time in 1999. He eventually served as commissioner for one term in the first Ibori cabinet.

Following that stint, Manager proceeded to the Senate and held the Senate seat for unprecedented five terms.

The senators has been a pivotal part of all the political games of the Ibori political family and was instrumental in forging the Ijaw leg that helped to push forward Governor Ifeanyi Okowa in 2015 against the desire of some in Ibori’s Delta Central.

It is remarkable that not even blood has separated Manager and Ibori. Manager in 2015 stopped Ibori’s cousin and former governor, Dr. Emmanuel Uduaghan, from the Senate. The Ijaw lawmaker did the same in 2019 without spoiling the political knot between himself and the Urhobo former governor.

It is remarkable that even after he left the Ibori cabinet and was in Abuja as senator, Manager yearly honoured Ibori with birthday greetings in newspapers on August 4.

So, when Ibori said that he was blessing Manager from the heart, he really meant it.

Such blessing could only have come from a man who has unquestioned confidence in a worthy disciple.

In seeking Ibori’s blessings as he did in carrying drinks as is with the custom of the Urhobo, the senator has also shown his fidelity to his political leaders.

Such demonstration of loyalty has been Manager’s pattern. I remember when, sometime in the life of the 5th Senate, South-South senators decided to remove Senator Victor Oyofo as their Leader and, by same token, as Senate Chief Whip. All senators from the region resolved to sign the letter, but Senator Felix Ibru, a former governor of Delta State, being the eldest of the South-South senators, pulled back from signing.

It was believed that he also told Manager not to sign.

Even though Manager was among the arrowheads of the coup against Oyofo, he pulled back from signing the letter in deference to Ibru under whom he served as Commissioner for Sports in the Third Republic.

That culture of respect for leaders is what took Manager to visit Ibori with drinks to seek his blessing as he embarks on the decisive battle for the 2023 governorship in Delta State.

If Manager emerges as he desires as the candidate of the PDP, his likely major opponent would be Senator Ovie Omo-Agege on the platform of the All Progressives Congress, APC. If so, the issue of kneeling down would no longer be an issue. Political pundits would say that while Manager took drinks for blessing to Ibori, Omo-Agege knelt before President Muhammadu Buhari in recognition of his role in his emergence as Deputy Senate President.

Ibori, with political footprints across Delta State, would, as such, be in the dilemma of being faced with whom of his political disciples – Omo-Agege or Manager – to back in the forthcoming governorship
contest.

The revelation by Ibori that the blessing he poured on Manager is from the heart underlines political suggestions that Manager is the bridge that would keep the unity between Okowa and Ibori.

Given the determination of the Ijaw in Delta State to pick the governorship after supporting all three PDP governors of the state, pundits would be looking beyond the ethnic divisions at one political figure that has been consistent in pushing the emergence of Urhobo, Itsekiri and Anioma born governors: That figure has been James Manager. It is on that basis that pundits say that Okowa and Ibori, who would play decisive roles in the emergence of the next governor, can only be united by James Manager.

Politics › FG To Build 3 New Prisons by milann(op): 8:20am On Jul 24, 2021
The Federal Government will be constructing three new custodial centres with 3,000 capacity to ease congestion in correctional homes in the country.

The Minister of Interior, Mr Rauf Aregbesola, made this known on Friday at the inauguration of the Nigerian Correctional Service, Osun State Command Headquarters Complex, in Osogbo.

Aregbesola said the new custodial facilities would be cited in Karchi in Abuja, Kano, and Bori in Rivers.

According to the minister, each of the facilities will have courts for the trial of inmates.

He said the Federal Government’s plan was to extend the construction of such capacity custodial centres to the six
geopolitical zones in the country.

The minister disclosed that the custodial project in Kano was near completion.

Aregbesola said when the custodial projects were completed, they would help to ease congestion considerably and enhance the capacity to manage facilities for corrections of inmates.

The minister explained that the national custodial centres currently had the capacity to accommodate 57,278 inmates.

“But as of the last count, earlier in the week, there is a total population of 68,747 inmates, indicating an overpopulation capacity of 18 per cent,” he said.

He said the government had been addressing the challenges of congestion.

The minister noted that at the onset of the COVID-19 pandemic, the Ministries of Interior and Justice initiated a presidential pardon and amnesty programme for inmates.

According to him, some federal offenders benefited from the
programme and got reprieve, while the state governments got recommendations and guidelines for the release of their own convicts.

Aregbesola said that over 5,000 inmates had so far been released under the programme.

Also speaking, Mr Haliru Nababa, the Controller General of Corrections, Nigeria Correctional Service (NCoS), commended President Muhammadu Buhari for extending his magnanimity
to the NCoS, regarding budgetary allocation.

Nababa said there had been significant improvement in
infrastructural intervention with several projects undertaken and completed for use between 2015 till date.

He thanked the Interior Minister for his pragmatic leadership and support that had greatly encouraged the NCoS to thrive beyond expectations.

Nababa assured the government that the service would justify the huge investments put in place saying that officers would put in their utmost best in discharging their statutory duties.
