No fewer than 48 persons have beenkilled as gunmen attacked Zango Kataf and Kaura local government areas in South Kaduna State within 24 hours of unrestricted bloody violence. While eight persons were said to have been killed in Zango Kataf on Monday, 40 had earlier on Sunday evening lost their lives to gunmen inKaura, while many houses were set ablaze. Speaking on the killings inKaura LGA, the spokesman for the Southern Kaduna Peoples Union, Mr Luka Binniyat, confirmed that no fewer than 40 people were killed Sunday evening in Madamai and Abun communities under Malagun in Kaura LGA. Speaking with The PUNCH , Binniyat, said the gunmen took position at various vantage points around 4 pm when the locals where at home, others in the farm and some at the local market. “Whileitwas raining, they beganto open fire at the same time. As people were running, they (gunmen) were shooting,” Binniyat said. He further explained that the attackers moved into the village and started burning houses and cutting down women and children who were trying to escape into the bush. “As of thisafternoon,40 corpses of mostly women and children were recovered and they are being conveyed to Kafanchan General Hospital mortuary,” he added. He said operativesof Operation Safe Haven were few to be effective inview ofthe size of Southern Kaduna. “The locals also confided in us that the attackers were Fulani. It is also unfortunate that both the police and Operation Safe Haven do not have asimple drone to help them in area surveillance and it looks as if it is deliberately so. “SOKAPU strongly condemns the lack of seriousness by the Commander, Operation Safe Haven, Maj. Gen. Ibrahim Sallau, who is also the GOC, 3Division, Nigerian Army Jos. “It is alsounfortunatethat boththepolice and Operation Safe Haven do not have a cheap and simple drone to help them in area surveillance and it looks as if it is deliberately so. “As of now, the most protected areas of Southern Kaduna are the Hausa and Fulani settler communities. They’ve heavy presence of Operation Safe Haven, police and related security agencies,” he said. “We are therefore calling on the Nigerian Army to look into this allegation and do the needful. We’re also calling on our youths to remain vigilant, defend their communities, cooperate with security agencies andnever take the law into their hands.” However, the Kaduna State Government,in a statement on Monday, said the eight persons that lost their lives on Monday in Kacecere village, Zango Kataf LGA,in what appeared to be a reprisal. Seven villagers, it was gathered were also said to have sustained injuries during the attacks. The state Commissioner for Internal Security and Home Affairs, Samuel Aruwan, expressed Governor Nasir El-Rufai’s anger over the renewed attacks in Southern Kaduna. The commissioner said, “TheKaduna State Government has received reports from security agencies of an attack by unidentified persons in Kacecere village, Zangon Kataf LGA, which has resulted in the deaths of some citizens. “According to thereports, this attack was in reprisal to earlier attacks in Jankasa village, Zangon Kataf LGA, where one Mr. Yakubu Danjuma was killed, and also in Madamai in Kaura LGA, where 34 persons were killed.” However, the spokesperson for the Kaduna State Police Command, Mohammed Jalige did not response to several calls put across to him as of the time of filing this report. https://punchng.com/48-killed-in-kaduna-fresh-attacks-sokapu-blames-police/ |

An investigation by David Hundeyin, Nigerian journalist, has revealed how Muhammad Babandede, immediate past Comptroller General of the Nigeria Immigration Service, promoted passport racketeering and northern interests during his stay in office. According to the investigation published by West Africa Weekly, under Babandede's watch, deep-seated opacity was institutionalised at the Immigration office such that there was no transparency regarding staff pay scales, deductions and entitlements. While the sources mention different things that Babandede could have done to protect NIS staff welfare and morale, they all have one consistent criticism of him - his alleged ethnocentric posting policy. During his tenure they say, desirable NIS postings such as NIS offices in Lagos, were given exclusively to northerners, while the southerners working there were all posted out. The Ikoyi immigration office I am told, is now staffed almost exclusively by northerners - a state of affairs that would be impossible if the roles were reversed. Under Babandede and even in these early days of his successor Idris Jere, the sources say, many northerners in the NIS, encouraged by the prebendalist disposition of their superiors, are keen to let everyone know that it is “their turn” and they are in power. Following Idris Jere’s appointment a source claims, the next most senior Deputy Comptroller - a southerner from Lagos - who might have been next in line to succeed Jere, was promptly transferred to Sokoto. At press time, I have been unable to independently verify this. A source quoted in the report said: “He (Babandede) tried to make some moves such as the passport express centres, but it didn’t work out because he was just there to make money before he retired. He didn’t really care about fixing any systemic issues like staff motivation or the ISTL contract. All that one was not his business.” Another source also said: “It has now got to the point that you don’t know what will come in at the end of the month, and whatever it is that comes in - you just have to take it like that. The deductions vary every month so we don’t know how much we will take home. So tell me as a man with people depending on you, how else will you survive if not through ‘egunje’ (bribes)?” The report also revealed that the former immigration boss introduced an ethnocentric posting policy. Sources quoted in the report said during his tenure, desirable NIS postings such as NIS offices in Lagos, were given exclusively to northerners, while the southerners working there were all posted out. The investigation also revealed how Abdullahi Liman, a Deputy Comptroller in charge of the Ikoyi Passport Command of the NIS, promotes "extreme racketeering" considered to be one of the major reasons behind Nigeria’s passport shortage. Liman is also said to be running rackets within the NIS to restrict access to passport booklets in large population centres like Lagos so as to create a lucrative black market, the sources are also clear that they believe that the NIS simply does not have enough passport booklets. Every single source has a terrible story to tell about Abdullahi Liman. Liman they say, is responsible for the northernisation of the Ikoyi Passport Command. Even worse one source tells me, under Liman’s tenure, the atmosphere at the Command has taken on explicitly polarised ethnic and religious overtones. Take this anecdote from one of the sources for example: “You can imagine that you are in the middle of doing a capture, then all of a sudden your colleague who is also capturing will just stand up and leave his station with a crowd of people there - because he says he is going to pray. You now end up doing his work for him, can you imagine that? This did not happen before Liman came in.” Liman they say, is in the habit of pointedly using Hausa to converse with his subordinates at work, which automatically puts every southerner working under his command at a real career disadvantage. Speaking English - or in fact any other language but Hausa - at work is now a career demerit at the Ikoyi Passport Command under Liman’s watch. The investigation also revealed how Olayinka Sonayon Fisher, Nigerian diplomat in mid-to-late 1970s, indicted for cocaine trafficking, became an integral part of IRIS Smart Technologies Limited (ISTL), the company handling the issuance of Nigeria's e-passport. The report, citing U.S. court records, showed that Fisher allegedly used to be part of an intercontinental cocaine smuggling ring. The court documents also showed how he used his diplomatic immunity at the time to traffic shipments of cocaine into the U.S. on their behalf. It revealed that in spite of the allegations against him, he signed the Nigeria's e-passport contract for ISTL under President Olusegun Obasanjo in 2003 due to the country's failed system. ISTL is affiliated with Malaysia’s Iris Corp, which carries out the actual security printing services including the supply of e- passport booklets. Meanwhile, the Malaysian company subcontracted by ISTL to print the booklets, has found itself facing corruption probes by Malaysian authorities over its activities in other African e-passport jurisdictions such as Guinea. http://saharareporters.com/2021/09/24/how-nigerias-ex-immigration-boss-babandede-promoted-northern-interests-passport |

Nigeria’s Federal Fire Service has announced that it saved 166 lives, rescued 82 persons in distress due to fire and saved property valued at N15.1 trillion in the second quarter of 2021. This was disclosed by the Minister of Interior, Ogbeni Rauf Aregbesola, at the commissioning of the state-of-the-art fire- fighting truck deployed by the Federal Government of Nigeria to compliment firefighting in Taraba State at the Government House Jalingo, the State Capital on Tuesday. He added that 27 lives were lost and property estimated at N3.017 trillion was destroyed. What the Minister said Aregbesola said, “It is noted that 2020 into 2021 has witnessed frightening fire incidents, ranging from markets to gas and pipelines fires around the country. Statistics at our disposal show that the FFS in the second quarter of 2021 received 638 fire calls from which regrettably, 27 lives were lost and property estimated at N3.017 trillion destroyed. “The good news however, is that the Service within the quarter under review also saved about 166 lives, rescued about 82 persons in distress due to fire and other related emergencies while saving property worth over N15.1 trillion.” He added that the delivery of the fire truck to Taraba State is further testimony of the President’s resolve to reposition the FFS for better service delivery in line with its core mandate, which includes humanitarian and emergency services. “I must say that since the inception of the President Muhammadu Buhari’s administration, FFS has experienced a phenomenal transformation from a moribund department to a vibrant organisation equipped with modern and state-of- the-art firefighting equipment and today we are here to deliver one of the firefighting trucks to Federal Fire Service, Taraba State Command, to be manned by well trained, dedicated and committed personnel,” the Minister noted. He also revealed that the equipment being commissioned is part of the N10.4 billion infrastructure upgrade approved by the Federal Executive Council (FEC) on March 3rd, 2021 comprising of 44 firefighting engines, 15 water tankers, 15 rapid intervention fire engines (not conventional ones) that can go into the nooks and crannies to respond to distressed calls and 20 basic life support ambulances. He urged State Governments to establish a robust fire service to complement what the Federal Fire Service is doing in their respective states. “We must therefore not restrict fire service requirements or needs to state capitals or urban centres alone. Provisions should be made for Local Governments and rural areas, which have been victims of fire incidents and other emergencies as well. Farms and valuable economic trees have also been destroyed by fires in rural areas. “I will urge the State Command to reciprocate the Federal Government’s gesture to optimize and effectively use these assets to improve fire cover, enhance emergency response operations and complement State Fire Services operations while enhancing fire safety across the country,” the Minister added. https://nairametrics.com/2021/09/23/federal-fire-service-saved-n15-trillion-worth-of-property-in-q2-2021/ |

The Nigerian currency bounced back at the official market against the United States dollars despite a significant increase in the demand for foreign currencies. Data obtained from FMDQ securities showed that the Investors and Exporters (I&E) segment of the foreign exchange (forex) market on Tuesday, September 21 closed at N413.28/$1. This represents a 40 kobo or 0.10 per cent gain against the greenback yesterday when compared to the N413.68/$1 it closed on Monday. During the trade, a turnover of $200.65 million was recorded at the session as against the $91.23 million achieved at the preceding day, indicating a surge of $109.42 million or 119.9 per cent. The local currency was able to withstand the pressure because of the sufficient supply of FX to the market by the Central Bank of Nigeria (CBN) which is making efforts to stabilise the space. Meanwhile, the Central Bank of Nigeria has revealed that in an effort to defend the Naira in April, the country’s external reserves depleted by 2.4 percent in April 2021. CBN in its latest economic report for April, noted that the decline in inflow constrained foreign exchange market liquidity and exacerbated demand pressure hence the need for intervention in the forex market. https://www.ripplesnigeria.com/naira-bounces-back-against-u-s-dollars-at-official-market/ |

THE gap between the official and unofficial market exchange rates widened to N157.94 at the close of business on Thursday, as one dollar exchanged for N570.00 due to scarcity of the greenback. In the same vein, one British pound exchanged for N770, while one Euro went for N655. Specifically, Naira fell significantly against the U.S dollar at the parallel market on Thursday, falling further from N562 per $1 it exchanged on Wednesday, according to information obtained from AbokiFX. This implies an N8.00 or 0.90 devaluation from the N557.00 it traded on Tuesday. Meanwhile, the naira remained stable against the greenback at the official market on Wednesday and Thursday, as foreign exchange turnover remained unchanged from what was posted in the previous session on Tuesday. Data recorded on the FMDQ securities exchange window where forex is officially traded, showed that the naira closed at N412.06 per $1 at the official window on the two days. Also, on Wednesday, the forex turnover remained unchanged with $175.10 million recorded at the spot market, the same rate posted in the previous session on Tuesday. The domestic currency hit an intraday high of N400.00 and a low of N414.90 at the trading session before closing at N412.06 on Wednesday. Meanwhile, findings show that some individuals and corporate entities are saving their fortunes in dollars as a preferred store of value. Some of those who spoke to the Nigerian Tribune said it was safer, convenient and profitable to hoard dollars because of the dwindling fortunes of the naira, especially in the parallel forex market. Analysts believed that the rush for the dollar and other factors have further exacerbated the pressure on the naira as checks at the bureau de change (BDC) market in Lagos revealed that the greenback is in high demand. The United States dollar was Wednesday purchased by walk-in customers between N565 to N567 to $1. The naira has been on a steady decline since the Central Bank of Nigeria (CBN) stopped the sale of forex to BDCs due to what the apex bank called regulatory infractions by some bureau de change operators. The CBN policy has resulted in the scarcity of forex. This has forced up the exchange rate and has made it difficult for local manufacturers who depend on imported raw material to source forex with the effect that inflation has been on the rise as manufacturers have to resort to black market. The National Bureau of Statistics (NBS), in its Consumer Price Index for August released on Wednesday, reported that, “The consumer price index, which measures inflation increased by 17.01 per cent (year-on-year) in August 2021. This is 0.37 per cent points lower than the rate recorded in July 2021 (17.38) per cent.” But in its reaction to the report the Financial Derivatives Company (FDC) said though inflation was down a bit in August, it was “still astronomically high”. According to the company, “The continued moderation in inflation can be largely attributed to base year effects. This is because the rate of annual inflation in all baskets declined whilst monthly sub-indices increased. The increase in monthly inflation suggests that naira weakness in the forex basket is being transmitted into domestic prices. Most manufacturers claim they are only able to source about 10 per cent of their forex demand from official sources. With the autonomous rate at record lows of N562/$, the blended rate has depreciated by 13.5 per cent to N547/$ from N482/$ in June. This means that headline inflation might be approaching a point of inflection, which will translate into higher inflation in September/October.” https://tribuneonlineng.com/naira-slumps-to-n570-1-at-parallel-market-as-scarcity-bites-harder/ |
Nigeria former minister of Finance and Director General of World Trade Organisation (WTO) Dr Ngozi Okonjo-Iweala has not only been listed as one of the world’s most influential leaders in 2021 by TIMES Magazine, she has also made the cover of the very influential international magazine. The former minister shared the news on her official Twitter handle yesterday. She wrote: “Honored and privileged to be on the cover of the Time Magazine and to be recognized as one of the world’s most influential leaders! Profound thanks to the Duke and Duchess of Sussex for their kind words. All Glory to God!” In the article about the WTO DG titled, “Ngozi Okonjo-Iweala” written by Prince Harry And Meghan, the duke and duchess Of Sussex, the members of the English royal family, wrote: “What will it take to vaccinate the world? Unity, cooperation—and leaders like Ngozi Okonjo-Iweala. “As the first African and first woman to lead the World Trade Organisation, a 164-member group of nations that oversees trade across the world, Okonjo-Iweala took on the role of director-general this March at a watershed moment for our global health and well-being. “Make no mistake, her job affects every person, family and community. As we face a constant barrage of vaccine misinformation, bureaucratic slowdowns across both government and industry, and the rise of variants that underscore the urgency of the situation, Okonjo-Iweala has shown us that to end the pandemic, we must work together to equip every nation with equitable vaccine access. “Our conversations with her have been as informative as they are energizing. This is partly because, despite the challenges, she knows how to get things done—even between those who don’t always agree—and does so with grace and a smile that warms the coldest of rooms. The fragility of our world right now cannot be overstated. Just over a quarter of the nearly 8 billion global population is fully vaccinated. Achieving vaccine equity is a global duty of compassion for one another. Our hope is that guided by strong leaders like Ngozi, we can get there soon.” https://leadership.ng/okonjo-iweala-makes-time-worlds-100-most-influential-people/ |
An alleged “fraudulent” withdrawal of N345 million from a bank account operated in trust of inheritors by a Sharia Court in Kano by not yet identified persons is being investigated by both the Kano State Sharia Court Division of the State Judiciary and the Kano State Public Complaints and Anti Corruption Commission. President of the Court of Appeal, Justice Monica Dongban-Mensem, has revealed the poor salaries of judicial officers in the country. She made the startling revelation while speaking at the opening of the 2021/22 legal year. She said the Chief Justice of Nigeria (CJN), who is the head of the judiciary in Nigeria, as at today takes home N279, 497 as monthly salary, an equivalent of $680. Other justices on the Supreme Court bench go home with the sum of N206,425 or $502. She said as President of the Court of Appeal, she receives the sum of N206,425 or $502. Other justices on the bench of the Court of Appeal, go home with N166,285 or $404 every month. Dongban-Mensem said the salaries of judicial officers has stagnated for over 10 years. She pleaded with the federal government for an immediate upward review of the salaries. She said the salary structure for judicial officers and staff in Nigeria have consistently ranked poorly when compared to that of their counterparts in other African and Commonwealth countries. Justice Dongban-Mensem said the last time salaries of judicial officers were reviewed in Nigeria was in 2008, when the upward review was made to take effect on February 1, 2007. She therefore called on the federal and state governments to live up to their obligations under the implementation of financial autonomy of state legislature and the state judiciary order, 2020, known as Executive Order 10. “I implore the government of the federation and states to urgently review the salaries and allowances of judicial officers and staff. “The salaries of justices are static with no graduation as in the civil and public service. “We have been on one salary grade for over 10 years now. “May I also call on the government to increase financial allocations that will enable us to introduce technical innovations that would improve adjudication”, she said. The attorney-general of the federation, Mr Abubakar Malami, SAN, appealed to the appellate court justices to maintain the sanctity and credibility of the court. He also appealed to them to ensure that the sacred integrity reposed in them remain un-shaking at all times to foster and promote public confidence in all their judgements. He assured that the administration of President Muhammadu Buhari, will review the welfare of judicial officers generally to ensure greater efficiency. https://pmnewsnigeria.com/2021/09/14/what-buhari-pays-cjn-appeal-court-judges-will-make-you-laugh/ |
