If it were to be a US certitificate, you can approach a vendor to do it for you since emphasis is placed on transcripts and certificates are just mere ceremonial documents.

the supreme court is not a US supreme court. This is Nigerian supreme court and in Nigeria every certificate must be authenticate before using.
Any certificate without a signature is useless in Nigeria. Where ever that certificate is coming from if it's is not authentic ( sign) it cannot be tender as a useful document in Nigeria.

Therefore since the government college Lagos is confirmed to be forge whatever results he got through that result is null and void. Just like if you forge Jamb results to enter university and graduated, your university results will be useless if you are caught to have forged your Jamb results.

They even agreed that the replacement certificate Tinubu has matches with those of the certificate issued to their student in 98/99.

those documents are parts of CSU certificate that is why CSU released them to Atiku. He couldn't have been admitted if he has not present those documents to CSU.
