Depends on the organization and how serious it takes safety. Some organization just have safety officers as wall paper its not like they are committed to safety such organization may pay 60k to graduate safety officer.

Just like David said, IDPE is a reputable institute and if they said the programme is free, I believe it is(including certificate too).

According to the information on their website, "verified certificate is $60".
