Most of these pictures and videos are taken at unsecured areas. Some of them may be old or snapped discretely. It's like those days when IPOB will video themselves committing atrocities in broad daylight! That didn't mean the government allowed it. It was because the area they were operating in were not secured. Also, in terms of landmass, an LGA in the North can be compared to a state in the South. This will make logistics very difficult.
