Vice President Yemi Osinbajo on Monday said the Federal Government had plans to distribute 6,000 megawatts of electricity in the country by the first quarter of 2016. According to a statement by the Senior Special Assistant on Media and Publicity to the Vice President, Laolu Akande, Mr. Osinbajo stated this at Kaleta in the Republic of Guinea, at the inauguration of a 240 MW hydro-power plant. The event, at which Mr. Osinbajo represented President Muhammadu Buhari, was part of the activities marking Guinea’s 57th Independence anniversary taking place on October 2. The vice president commended the vision of the Guinean president, Alpha Conde, noting that the inauguration of the power plant was a “monumental accomplishment” in a short time. “It shows what can be done with commitment and vision,” he noted. The 240 MW hydro-power plant in Kaleta was built to serve mainly the people of Conakry, the nation’s capital. The statement noted that the event was witnessed by the presidents of Congo and Niger, Denis Sassou Nguesso, and Mohamadou Issoufou, respectively. It added that there were also representatives from the governments of China, France and the United Arab Emirates, among others. http://www.native9ja.com/new-federal-government-plan-on-electricity-osinbajo/

Nigerian lawmakers are stepping up the pressure on the federal government and President Muhammadu Buhari to promptly release all funds earmarked for their “constituency projects” in 2014, in addition to new allocations for the same projects in 2015, PREMIUM TIMES can report today. Ministry of Finance officials fear the money could be misused and are cautious in dealing with the lawmakers, who they believe are cash-strapped as they have yet to reap a major windfall since their elections in March. Of the N100 billion allotted for the constituency projects last year, N51.88 billion was not released due to funds unavailability, officials say. The government provided additional N50 billion for the projects in the 2015 budget. Since budgeted funds are released quarterly, the government has approved N12.5 billion for the projects for the first quarter of 2015, which is between January and March, and has also approved the release of another N12.5 billion from last year’s balance. But the lawmakers want the entire last year’s shortfall of N51.88 billion and this year’s first quarter allocation of N12.5 billion [totalling N64.4 billion] released immediately, and have ramped up pressure on the government for weeks, claiming contracts for the projects had already been awarded. Constituency projects should be development programmes recommended by members of the National Assembly for implementation in their constituencies. The projects are financed through special allocation included in government budget annually. Funds for the projects are kept in a special account from which contractors are paid directly. Over the years, “constituency projects” became bywords for corruption as dubious lawmakers pocketed allocated funds several fraudulent schemes. Officials well briefed on the matter say although constituency projects are advertised as required by law, lawmakers have devised dubious ways of ensuring that only companies fronting for them, or those belonging to their cronies are pre qualified. They then share the proceeds of the contract with their hand-picked firms after executing a bit of it, or abandoning them altogether, officials at the finance ministry told PREMIUM TIMES. Afraid that releasing the money under President Muhammadu Buhari could backfire, the ministry opted this time for a thorough process and have refused the release the money, irking the lawmakers. A Development Fund General Warrant – an authority to make payments – signed by the permanent secretary in the ministry of finance, A. M. Daniel-Nwaobia, dated September 10, 2015, asked the Accountant General to release N12.5 billion for the first quarter of 2015, and another N12.5 billion from the unspent 2014 budget. The lawmakers have intensified their lobbying after it became clear even the approved money had not been released. Those familiar with the matter said the federal lawmakers have readied contractors they would recommend to execute projects once the funds are released, and are becoming increasingly impatient with the finance ministry for withholding the funds. The lead director of Centre for Social Justice, Eze Onyekpere, said the development portends a major crisis for the executive. “Constituency projects should be harmonised in the 2016 budget in line with the priorities and policy goals of government,” Mr. Onyekpere said. “Ideally the allocations for constituency projects should not be released to the National Assembly members, but to the supervisory ministries, departments and agencies, MDAs, that would implement the projects.” Since the budgeting process does not prioritize expenditures in accordance with available resources, he said the executive would be faced with the challenge of deciding what project to release funds to and what to leave out. He noted that the issue should be a lesson for the administration, which needed to ensure that capital expenditures were reviewed in the 2016 budget, by matching available resources. The Executive Director, Civil Society Legislative Advocacy Centre, CISLAC, Auwal Rafsanjani, agreed, saying he was totally opposed to the practice of getting lawmakers play roles in the execution of constituency projects. http://www.premiumtimesng.com/news/headlines/190826-exclusive-national-assembly-pressuring-buharis-govt-to-release-n64-4bn-constituency-projects-money.html

Jose Mourinho has defended the recent form of Branislav Ivanovic and Eden Hazard, insisting the Belgian remains “the best player in England” ahead of the match with Arsenal. Hazard has struggled this term to hit the form which got him crowned the Barclays Premier League’s Player of the Season in 2014/15. Ivanovic has also been criticised for his performances this term but Mourinho refused to join in. “He [Hazard] is the best player in England,” Mourinho’s said on Friday. “As I was saying the other day, because [Wayne] Rooney doesn’t score for three games, it doesn’t mean he is a bad player. “Eden is the best in this country. The best will be the best again. I don’t know if it’s tomorrow or next week, but one of these days he’ll be man of the match.” Mourinho added that speculation over Ivanovic’s future at Chelsea was merely “something you [the media] said, not me” as he gave his backing to the 31-year-old and club captain John Terry, who was rested midweek for the UEFA Champions League tie with Maccabi Tel Aviv. “Terry is a player of my total confidence,” Mourinho said. “Because he’s on the bench one game and I take him off at half-time, nothing changes. I don’t know if Terry will start. He is the captain, one of the good faces. “You don’t see me being critic with him [Ivanovic]. I don’t think the question is for me, I’m not trying to isolate individual players from the context.” The champions have suffered back-to-back league defeats and are already 11 points behind leaders Manchester City, with Arsenal currently six clear of their London rivals. Mourinho, however, does not consider beating their biggest rivals as vital to Chelsea’s chances of defending their title, though he accepts three points would be welcome. Chelsea and Arsenal squads Chelsea (from): Begovic, Blackman, Azpilicueta, Cahill, Djilobodji, Ivanovic, Rahman, Terry, Zouma, Fabregas, Hazard, Loftus-Cheek, Matic, Mikel, Oscar, Ramires, Traore, Costa, Falcao, Kenedy, Remy. Arsenal (from): Cech, Ospina, Bellerin, Chambers, Debuchy, Gabriel, Gibbs, Koscielny, Mertesacker, Monreal, Arteta, Cazorla, Coquelin, Flamini, Oxlade-Chamberlain, Ozil, Ramsey, Campbell, Giroud, Sanchez, Walcott. “Two seasons ago we won every match against the title contenders and we were not champions, so I think it’s important because somebody winning means somebody loses points. But it’s not crucial,” Mourinho, who confirmed Willian will miss the game through injury, said on Friday. Arsene Wenger is hopeful that Arsenal can build on their Community Shield success over Jose Mourinho’s side and downplayed the media’s focus on his relationship with his Chelsea counterpart. “People come to football to watch football, all the rest is a bit secondary,” explained the Arsenal boss, who could still be without Per Mertesacker due to illness. “What you expect from these games is high intensity, full commitment and you want to prepare for that and play with full focus. “For me what is important is that Arsenal win the game. It can sometimes be a mental block for the players or a team when they do not beat a team, so on that front it was good to win the Community Shield.” http://www.native9ja.com/my-best-bpl-player-mourinho/

The sudden decline of Jose Mourinho’s team has caught most by surprise and, less than 150 days after they won the title so convincingly, it appears that there are many problems to fix. Here Press Association Sport’s Matt Somerford looks at eight areas that Chelsea must improve if they are to save their season. 1. The defence The obvious place to start simply because Chelsea have conceded more goals than any other club in the Premier League. Who would have predicted that? The Blues’ pursuit of John Stones confirmed they knew it was an area they needed to strengthen – John Terry was never going to play every game of the season again – but they could hardly have foreseen the decline of Branislav Ivanovic, while Mourinho appears to have lost faith in Gary Cahill after the 3-0 loss at Manchester City. The Portuguese knows how to whip a defence into shape and you imagine that is his number one priority at the moment. 2. Lethargic midfield If Chelsea’s defence has looked exposed a fair portion of the blame can lay in midfield where Chelsea have simply failed to take control of any contest. Chaotic encounters have ensued – a very un-Mourinho trait – and the Blues’ only win of the campaign was a 3-2 slugfest at West Brom. Mourinho tried to stabilise central midfield at Goodison Park by pairing Nemanja Matic with John Obi Mikel – freeing Cesc Fabregas from defensive responsibility – but still the goals came. 3. Give Hazard a helping hand Eden Hazard was Chelsea’s best player by some distance last season. This season the Belgian has hardly got a touch without two or three defenders harassing him. The Blues have to find a way to let him break free of the shackles because at his most devastating Hazard slides past opposition players to unlock defences. It’s hard to remember him dribbling at a defender one-on-one at all so far this season and as a result Chelsea have looked static going forward. 4. Strikers curse Is Diego Costa going the way of Andriy Shevchenko, Fernando Torres, Mateja Kezman and Adrian Mutu? It’s hard to put him in that category just yet, but since his flying start to last season the Spain international has scored four goals in 17 games. He’s also only scored once for Spain since moving to London. Costa’s back-up, Radamal Falcao, hardly had a better record at Manchester United last season while Loic Remy has never got started at Stamford Bridge due to injury. 5. What to do with Fabregas? It is not apparent what Mourinho wants to do with Fabregas at the moment. He led the Premier League in assists last season, but his defensive frailties were exposed at the back end of the season working in a deep role alongside Matic. That has been the case again this term, prompting him to be pushed further up the pitch against Everton where the game largely bypassed the Spaniard. Barcelona did warn Chelsea upon Fabregas’ exit that his contributions for them had waned as the seasons went on. 6. Lack of depth For all of Chelsea’s wheeling and dealing over the past couple of years, they appear to have a lack of depth. When they went behind at home to Crystal Palace, Mourinho responded by bringing on teenagers Kenedy and Ruben Loftus-Cheek. The cupboard looks even more bare in defence where Papy Djilobodji and Baba Rahman – both uncapped at Premier League level – are the next best options. 7. Turn to youth It might already be time to give youth a chance. Chelsea have a long list of young talent and Mourinho has indicated he is willing to expose them to the Premier League. We’ve already seen that with Loftus-Cheek – although he was overlooked for the experience of Mikel at Everton – while Kenedy impressed, albeit briefly, with his pace and skill against Palace. Attacking midfielder Bertrand Traore is another exciting talent who is not out on loan. 8. Mourinho The Portuguese must come to terms with his worst-ever start to a season as a coach. When Mourinho took Chelsea to the title in his first campaign at Stamford Bridge in 2004-05 they conceded just 15 goals in total. Already this season they are just three goals shy of that and, for a man famed for having every detail covered, that will hardly be acceptable. Off-field dramas have further added to the descending gloom, but so often in chaos Mourinho draws strength. It would be a brave person to bet against the master tactician engineering something remarkable now. http://www.native9ja.com/eight-problems-facing-jose-mourinho/

Danny Welbeck Speaking on September 10, ahead of the Stoke City, Arsene Wenger said: “We got very bad news because in my mind he was almost ready to play again. He was very close but he could not tolerate the final step up in his rehab. We always wanted to try conservative rehab first under the guidance of specialists and he did get very close. We had to consult and in the end they decided to go in and see what’s wrong. He will be out certainly until Christmas.” Jack Wilshere Speaking on September 10 ahead of the Stoke City game, Arsene Wenger said: “He is progressing slowly. Unfortunately he will not be available for Saturday.” Per Mertesacker Arsene Wenger said: “Per was out for 18 days but he’s back now in training.” Thomas Rosicky Arsene Wenger said: “It’s similar [to Welbeck], it’s a similar surgery.” http://www.native9ja.com/arsenal-injury-update/

Three months ago, the course of Nigeria’s future changed for the better. The APC won a historic election. Tired of the broken promises and damaged public institutions wrought by sixteen years of PDP misrule, the people demanded change. By virtue of the election, the people reclaimed the primacy of their sovereign will. They demanded that government should serve them before serving itself. That proclaimed that government for the people was not only possible in this land but that its establishment was overdue. The breath of hope was restored to the body politic. On that day, we all stood more proudly and more eager to walk into the new day that had come. But change is not made simply by winning an election or ejecting a few bad seeds from office. Change requires the careful removal of the rotted timber that has made national governance such a rickety structure. It requires the bold articulation yet wise implementation of a vision and supporting policies, programs and projects aimed at making our country better, making our people’s lives better. Change does not tolerate the high rates of poverty and joblessness that insult our national potential and reduce the lives of too many Nigerians. The change we seek will revive this economy in a way that creates jobs and lifts Nigerians out of poverty that all may enjoy the dignified and secure life promised us. Change is not weakening our military to the point where it is too demoralized and ill-equipped to protect our people from terrorist violence.Change is energizing that military with new leadership, better war materiel and the firm mandate to rout Boko Haram. Change is establishing peace and security so that the hundreds of thousands of displaced Nigerians may return home in contemplation of rebuilding their lives in ways better than what was before. And change means fighting corruption in all of its manifestations instead of consorting with it. No longer shall the public treasury, meant for the wellbeing of the many, be treated as the private reserve of the few. Nigeria is now 100 days into President Buhari’s leadership. It is clear that he has begun the change Nigeria needs. He has shown the decisiveness, the incorruptibility, security acumen and progressive vision we voted for. He has brought the leadership we desperately need. I shudder to think where we might be had the prior administration been allowed to govern even 100 days more, let alone another four years. First, Buhari has turned the table against Boko Haram. He has not hesitated to take the fight to the terrorists, destroying their hideouts, capturing their fighters and equipment while taking the military initiative away from them. They are on their heels and on the run. To get to this better position, he dismissed general officers who had lost heart and were too hesitant to confront Boko Haram, replacing them with new military commanders selected not on regionalism or favoritism but on the strength of their military leadership and fighting spirit. The president strengthened our security partnerships with Chad, Niger, Cameroon, and the United States to build a much stronger regional and international coalition to uproot the terrorists. He continues to reach out to other nations to further strengthen that coalition. We are no longer a junior partner in a fight that mostly takes place on our soil. Because of President Buhari, we are at the head of this multilateral effort, driving it forcefully to successful conclusion. We are already seeing improvements in safety across the Northeast as Boko Haram retreats and retreats. Buhari will not relent until there is no more Boko haram left to fight. Buhari is also tackling corruption. Hehas already shown dozens of corrupt officials the exit, demonstrating that he will not tolerate corruption in his government. He is busily plugging the loopholes in the system to prevent the wholesale thievery so common under the predecessor government. The idea of a single federal government account is one such corrective measure. Moreover, he is studiously tracking where much of the stolen funds went. He is doing this that he may recover these public funds and bring to book those who purloined them. He will return that money to the people, using the funds to build schools, roads, and hospitals that Nigeria needs. The President is also taking steps to pull our economy from the dangerous brink where the PDP left it and then to strengthen and diversify the economy that it may provide jobs and prosperity to all who are willing to work to improve their lot. He has fought and already cured much of the indiscipline and subterfuge that plagued the operation of our refineries and power system. Just in the first hundred days, refinery production has increased reasonably, lowering the cost of fuel importation and thus spurring greater economic activity. He also has improved electricity production by holding the power companies accountable. By approving a package of emergency fiscal and financial relief, he has stopped the slide of numerous states into economic depression and imminent bankruptcy. By enabling the payment of back salaries to state government civil servants, he has saved millions of Nigerians from sinking into the hunger and poverty. Moreover, the funds paid to these people will be used to purchase goods and services thus energizing local economies that were becoming flaccid due to lack of aggregate consumer demand. The former government should have taken this step months ago, even before the election. However, it let a bad situation fester into impending calamity. Had that government remained in office, it would have allowed the states to slide into bankruptcy, triggering a financial crisis that would have engulfed the banking system if not the entire economy. In his first 100 days, President Buhari staved the financial paralysis of the states and, as such, may have prevented a sudden and crippling financial crisis. Gone are the days of rebasing falsehood and brazen theft from our treasury. In coming weeks, he will reveal his budget. The budget will go far toward honoring his campaign promises to boost domestic industries, improve our schools to prepare our children for the jobs of tomorrow, and invest in infrastructure that will make Nigeria a better place to run a farm, build a factory, drive your car, drink the water, construct a home, and create jobs. We have still a lot of work to do. While reeling, Boko Haram is not completely defeated. Ourstolen girls are not back, and too many from the North East are still unable to return home. With regard to corruption, we must not only recoup stolen money, we must rediscover lost public ethics. We need to establish the mindset that corruption is criminal and evil and do away with the mentality that has treated it as correct public etiquette. While actions have been taken to thwart imminent crisis, much needs to be done to place the economy on solid footing over the longer haul. I look forward with great optimism and enthusiasm to the government coming forward with plans to create jobs, modernize our infrastructure and diversify the economy so that our industrial sector may attain greater prominence. I salute and accept the deliberate painstaking slow fix of this government which is meant to set a stronger foundation for quick economic recovery. The effort to stem the primitive pilferation of our commonwealth must attain national priority. The Buhari administration is committed to building a new country. Looking at the fragile vehicle they inherited and at the harsh terrain they have been able to navigate, I could not be prouder of what the President, the Vice President and their team have done thus far. If they continue in this manner, they would have done more than justify the people’s faith in them. They would have placed Nigeria on the path to its better self. We cannot ask any more from them than that. http://www.native9ja.com/buhari-100days-in-office/ |
