The CGPI, conducted by the Lagos-based Centre for International Advanced and Professional Studies, CIAPS, is a monthly performance review of governors’ performance across the country.

Lagos State Governor, Akinwunmi Ambode has set his sights on drastically reducing the traffic problem bedeviling the State by introducing a world class traffic information and management system.

The globally tested traffic system which has worked for many cities similar to Lagos may have caught the eye of the Governor who wants to see Lagosians spend less hours in traffic and more in their offices and at work, according to the State government.

Investigations have revealed that in the next couple of weeks, the governor will work with some experts to design a system that fits the Lagos traffic pattern.

Lagos is home to some of the worst traffic congestion in the world. Traffic congestion is a daily challenge in the metropolis with highly undesirable socioeconomic and environmental effects, increasing stress and pollution levels and reducing overall productivity. There is an urgency to decongest perennial traffic spots like the Third Mainland Bridge, Abule Egba, Apapa, Ojota and Dopemu.

The State says it will introduce a world class traffic information and management system. A smart network comprising of hundreds of cameras, road sensors and electronic displays have been specially designed to collect and deliver real time information to city commuters that will help regulate traffic.

Highly visible displays and a mobile phone application will flag highly congested hotspots, suggest alternative routes and estimate arrival times – all in real time, according to the traffic management blueprint.

The State government says it realises that information is power and is set to empower Lagosians with more traffic information ahead of time.

Ambode has also said he is confident of reducing the time spent in traffic, drastically improve each commuter’s quality of life and improve the city’s productivity as a whole. The Governor avers that in big cities of the world, traffic information systems have helped improve traffic flow to a large percentage.

Since he took over the reins, Gov Ambode has spent more time trying to solve the Apapa traffic conundrum and other traffic related problems in Lagos.

Liverpool fans haven’t had much to smile about over the last year or so, but that certainly changed when they woke up on Wednesday morning to the news that Roberto Firmino had agreed a deal to join the club, subject to a medical.

The Brazilian international was one of the most sought-after players this summer, after scoring seven league goals last season and creating more chances (69) than any player at Hoffenheim.

Coutinho alone was frightening going forward last season and Firmino is a player in a very similar mould – able to drift past defenders and produce chance after chance.

The Reds will be finally hoping that his latest setback is the final one for a while yet – the 25-year-old England international is one of the deadliest forwards around when fully fit.

Jordan Henderson

Going forward, Henderson has improved every season and he registered an impressive nine league assists last term, as well as scoring six league goals.

The 25-year-old displayed some Gerrard-esque crosses in the last campaign, but Liverpool struggled at times to make the most of it with young Raheem Sterling leading the line.


Three who will suffer


Jordon Ibe


After Rodgers recalled him from his loan spell at Derby County last year, Ibe broke into the first team and was one of the bright lights in an otherwise dark campaign.

However, it is hard to see Ibe being a regular with Firmino around next season and with potentially even more strengthening likely to occur.

Adam Lallana

Lallana had an injury-hit first campaign at Anfield, but the majority of Liverpool supporters are big admirers of the silky England international.

His impressive performance for England against Slovenia recently highlighted the quality he possesses and whilst he will certainly play a big part next season for Liverpool, Firmino could easily take his spot in the team and the Brazilian definitely has the attributes to keep him out of it as well.


Lazar Markovic

The Serbian international made the big-money move last summer from Benfica and while a lot was expected of Markovic, the winger failed to deliver in his first season at Anfield.

However, much of that was due to the fact he played in the unfamiliar position of left wing-back as Rodgers persisted with his 3-5-2 system.

With the Liverpool boss now looking certain to play everyone in their usual positions, it could actually backfire for Markovic with a number of players likely to be ahead of him in the pecking order in his preferred role.

Petr Cech says it was the hardest decision of his career to agree on a transfer from Chelsea following 11 successful years to English Premier League rival Arsenal.

After he helped win Chelsea major trophies, the 33-year-old lost a starting lineup spot last season, something Cech said he was not ready to accept.

Speaking to reporters on Wednesday, two days after he was signed by Arsenal for a reported fee of about 11 million pounds ($17.3 million), Cech says: “I’m far from being finished and being happy to sit on the bench.”

Cech says he received several offers but “Arsenal came and put on the table by far the best deal” as a club that “matches my personal ambitions” to win more trophies. To stay in the Premier League was another key factor.

The Federal Government has commenced the inspection of meters and measuring weights in all economic sectors to enforce the metrology law and bring defaulters to book. The Permanent Secretary, Federal Ministry of Industry, Trade andInvestment , Ambassador Abdulkadir Musa led an inspection team of Weights and Measures department to enforce legal metrology law in filling stations for under dispensing petrol to customers in Abuja. During the inspection at the Mobil filling station, Lugbe, Airport Road, it was discovered that the dispensing pumps at the station short-changed customers form their two operational dispensing pumps by two litres 69 mls for every 20 litres of PMS (17.31 as 20 litres), while other dispensing pumps dispensed 18.66 litres for every 20 litres. Other filing stations inspected by the team were NNPC Sabon Lugbe, NNPC, Durumi, Area 1, Total Filing station, Herbert Macaulay way, Forte Oil Olusegun Obasanjo Way, and Total filing station, Wuse zone 6. NNPC filing station Sabon Lugbe one pump was sealed for re-caliberation and others were within tolerance level stipulated by law. Abdulkadir reiterated that government is committed to the enforcement of legal metrology laws in all sector of the economy adding that government would not tolerate anybody to cheat customers because they are desperate to get fuel. He added that, it is not only in the oil sector that Nigerians we feel the impact of the department but also in the operation of the Automated Payment Machine (ATM) in the banking sector and telecommunication as well as correct measurement in the market. “Whatever we are doing now is to send messages to those defaulters that we are now standing on our feet and we are now going to be effective in regulating weights and measurements act in the oil and gas sector. I assure you that what happened in the past will no longer be because now, Nigerians know what we can do. We had synergize with the oil major and stakeholders in the sector and they are well informed of our statutory responsibilities of ensuring that trade is fair, correct and transparent” “As a Permanent Secretary in the Ministry, I do not belief in sitting down behind the board to read reports written by my staff, I wanted to see my men in action to ensure compliance with weights and measurements act and I really commend them for their dedication and effort in view of limited funds and staff.” Director Weights and Measures, Engr. Adeyinka Sikuade while addressing journalists said that it was extremely disappointing that motorist were being short changed in the filling stations and that the department will continue to embark on such exercise throughout the federation in order to established that marketers conform with fairness and standards. “On penalty for defaulters now, we still have stronger area that prevents such erring stations from operating by sealing them or removing their nozzles and ensuring that they cannot conduct any business from such pumps until it is corrected.” Sikuade stressed

Liverpool have turned down a bid of £25m plus add-ons from Manchester City for forward Raheem Sterling.

The Reds value the England international, who has also been linked with Arsenal and Real Madrid, at £50m.

Nigeria U20 team lost 1-0 to Germany in the second round of the Fifa U20 World Cup played on Thursday morning at the Christchurch Stadium.

Levin Öztunalı’s first half strike was all the European champions needed to silence Manu Garba’s men who put up a brave showing in the second half of the encounter.

The game between the team parading the youngest team to the championship (Nigeria) and the oldest team (Germany) lived up to its billing – but inability to convert begging chances was the former’s major undoing.

Joshua Enaholo’s call to duty in the second minute of the encounter was a strong indication that Frank Wormuth’s side were not in the game for a jamboree – as they attacked the Africans massive and in the process won two corner kicks and four free kicks within the space of 12 minutes.

The Flying Eagles were lucky in the fifth minute as Onyinye Ndidi almost scored into his own net after his header narrowly missed the goal post in his attempt to clear Marc Stendera’s corner kick.

The Flying Eagles, however – after 11 minutes got their first chance at goal with Taiwo Awoniyi failing to connect from Saviour Godwin’s low cross after his sizzling run down the left side of the German backline.

In the 19th minute, Germany took the lead. Kingsley Sokari who was under pressure lost the ball to Stendera, passed to Oztunali at the edge of the box to fire a powerful left-footed shot home to the dismay of the west Africans.

Mukhtar had another good chance on the hour after some great skill from Oztunali down the right, but he wasn’t able to get any real power behind his shot and Enaholo was out to save briskly.

On resumption of the second half, Manu Garba’s men gushed to action as they sought redemption. They had two free kicks which were cleared by the towering German defenders who never for once gave Awoniyi a breathing space.

Flying Eagles – profiting from the removal of Stendera mounted pressure on Wormuth’s tactically disciplined team, yet could not find the back of the net. The introduction of Isaac Success brought back life to the Nigerian team but that could not save them from bowing out of the competition.

FORMER Brazil coach Luiz Felipe Scolari was unveiled as the new manager of Chinese champions Guangzhou Evergrande on Thursday, replacing Fabio Cannavaro just six months after the Italian took up the reins.
Scolari signed a two-and-a-half-year contract with Guangzhou, the Xinhua news agency reported, but no other details were immediately available.
The 66-year-old resigned as national coach after hosts Brazil suffered a humiliating 7-1 humbling by Germany in the World Cup semi-finals last year.
He then coached Gremio, who finished seventh in the Brazilian league last season, but stepped down in May after pleas to strengthen the squad fell largely on deaf ears.
“We believe Scolari fits our club’s strategy and ambition,” Xinhua quoted a top Guangzhou official as saying.
“We also believe Scolari will make improvement not only on our club, but also on Chinese soccer.” Cannavaro is departing just six months into the job, after he replaced the highly successful Marcello Lippi, who stepped aside after guiding Guangzhou to their fourth consecutive title.
Cannavaro had a glittering career at Parma, Juventus and Real Madrid and won the world player of the year award in the same year that he captained Italy to World Cup glory in Germany in 2006.
Scolari in his first spell as Brazil coach guided them to the 2002 World Cup. He also took Portugal to the Euro 2004 final and 2006 World Cup semi-finals, and also had a spell in charge of English Premier League giants Chelsea.
His globetrotting career has also seen him work in the Middle East, in Uzbekistan and in Japan.

Vincent Enyeama and his teammates at Lille OSC could be taking tactical instructions from a 2-time AFCON winning Coach next season.

With revelations that current Boss René Girard will not be offered a new contract next season, fellow French man Hervé Renard has put himself in good stead to return to club management in the Championnat.

The 2012 and 2015 AFCON winner reportedly quit his role as Coach of Les Éléphants amidst talks of a row with the Fédération Ivoirienne de Football over unpaid players’ bonuses.

Cote d’Ivoire football federation president Sidy Diallo confirmed the news of Renard’s resignation along with his assistant.

Renard, 46, arrived in the country on Thursday and held talks with the football body, essentially to determine his release clause estimated to be around €400,000 per goal.

Last season, Hervé Renard left his position as Zambia’s head Coach to join relegation threatened Ligue Un side Sochaux but his efforts made very little impact as they were relegated.

Chelsea manager Jose Mourinho has been named Barclays Premier League manager of the season for the third time.

In his second spell at the club, the Portuguese, 52, guided Chelsea to their first Premier League title in five years and a League Cup success.

Blues midfielder Eden Hazard, who scored 20 goals for the champions, was named player of the season,

It adds to his Professional Footballers’ Association and Football Writers’ Association awards.

Mourinho was also recognised after Chelsea’s league triumphs during the 2004-05 and 2005-06 campaigns.

He succeeds Tony Pulis, who was named 2013-14 manager of the year after he masterminded Crystal Palace’s remarkable escape from relegation.

Hazard’s team-mates John Terry, Cesc Fabregas and Nemanja Matic were also nominated for the player of the season award, as were Manchester City striker Sergio Aguero, Manchester United goalkeeper David de Gea, Tottenham striker Harry Kane and Arsenal forward Alexis Sanchez.

The National Union of Petroleum and Natural Gas Workers (NUPENG) on Monday said the prevailing fuel scarcity in Nigeria may worsen if depot owners shut their depots to tanker drivers.Mr. Tokunbo Korodo, the South-West Chairman of the union, said in Lagos on Monday that no tanker driver had loaded petroleum products as at 1.30 p.m on Monday.

“What I was told was that the independent depot owners may have shut their depots to tanker drivers because of the over N200 billion owed them by the Federal Government.

“The other information I got was that the Depot and Petroleum Products Marketing Association (DAPPMA) is meeting with the President-elect on the subsidy issue.

“I think the outcome of that meeting may determine if DAPPMA will reopen the depots for loading or import more into the country.

“But as at 1.30 p.m. on Monday none of the union members has loaded fuel from DAPPMA depots in Apapa,” Korodo said.

Korodo said that DAPPMA and major marketers were aggrieved over the yet to be settled subsidy claims.
