States with the list civilized citizens, from bad to good:

*Majority of the North-East states(Borno, Taraba, Yobe, Adamawa, etc...)

*Few of the North-West States(Zamfara, Kebbi, etc...)

*Ebonyi (Abakaliki)

From the list, the first is indisputable, the second and third are confirmed. But others are just my thought. Make up your own list
