One of the reasons that I have observed is the working condition and incentives attached. Such things are not spelt out in most job adverts.
Candidates (like me) upon receipt of interview invite, usually do a quick research about the prospective employer and if there's any discouraging element attached to the role, the interview could be ignored

HSE starts with the primary levels, then to NEBOSH and onwards. There is a level you get to, it would be either you have Nebosh or you remain at that level till you drop out. And nebosh gives job security and confidence too
