GDP is the best (although for quality of life you need to divide per capita and factor in wealth distribution) estimate of a country's wealth.

Government revenue (or better solvency e.g. ability to pay salaries) is actually a poor estimate of a country's wealth.

Govt revenue is Nigeria is basically tax and oil windfall. The current govt is generating more revenue via taxes.
