University professors go for Adjunct, conferences, sabbatical leave.e.t.c. in other universities. It is normal everywhere in the world.
Example: Harvard is the best university in the world doesn't mean they are the best in engineering. That means, they can decide to call professors from MIT to come share his/her knowledge. After all said and done, you don't expect the professor to go back empty handed, do you

Same thing happens in Nigeria.
IPPIS didn't capture that peculiarity in the university system. UI is not the best in all courses. So they may need other professors from OAU,UNILAG or UNN to share knowledge with them at a cost. Its not FREE!

Another issue is promotion.
Lecturers promotion is different from other civil servants. The former gets promoted the moment he/she acquires a higher degree which can happen any month of the year(once approved by the school senate).
But IPPIS has narrowed promotion to only specific month. That means any lecturer that missed it would have to wait till next year before promotion.

So many civil servants are having issues here and there. The worst thing is that you would have to travel to ABUJA to lay your complaint.

If FG is sincere, they should also join IPPIS. So that we will be able to trace all their spendings.

ASUU's UTAS captured all these peculiarities and problems IPPIS is having.
