Following the excruciating financial burden occasioned by the outbreak of the COVID-19 pandemic, the Delta State Government has temporally suspended the N30,000 minimum wage for civil servants of grade level 7 to 17 in the state civil service. NIGER DELTA TODAY Online exclusive learnt that the agreement for the take-off of the decision had already been signed by the State Government with the state leadership of the Nigeria Labour Congress (NLC) after series of meetings. It was also reliably gathered that on the part of government, elected and political appointees including Governor Ifeanyi Okowa, his deputy, Deacon Kingsley Otuaro and the Speaker of the Delta State House of Assembly, Hon. Sheriff Oborevwori will forfeit between 20 and 25 per cent of their salaries. Multiple sources, who confirmed the development to NIGER DELTA TODAY Online on Thursday and Friday, said the suspension of the payment will take effect from July salary for a period of six months. It was however learnt that the state government would return to the status quo if the state revenue record improvement even before the agreed six months reached with the labour leaders. The deal, according to our sources, was signed last week Thursday after series of meeting on the modalities. NLC, Trade Union Congress (TUC) and Joint Negotiating Council (JNC) witnessed the signing of the agreement. It was gathered that a delegation of the state government acting on the directive of the state governor, Senator Okowa, told representatives of the NLC and other unions that government can no longer sustain the payment with the current economic reality globally. The government had at the meeting lamented that it was spending heavily on the management of COVID-19 pandemic so as to contain the spread of the virus as the state is currently sixth on the chart of states with most infected cases in Nigeria. Recall that Delta was among the first state in the country to implement payment of the new minimum wage. Our correspondent gathered that the state government delegation had presented three options before the labour leaders during their meetings The options, according to our sources who were part of the negotiating team, firstly, “that Cooperative and other deductions will not be remitted for the next six (6) months in order to meet the payment of the net salary NIGER DELTA TODAY Online exclusive learnt that the agreement for the take-off of the decision had already been signed by the State Government with the state leadership of the Nigeria Labour Congress (NLC) after series of meeting Multiple sources, who confirmed the development to NIGER DELTA TODAY Online on Thursday and Friday, said the suspension of the payment will take effect from July salary for a period of six months. How Labour Avoided Retrenchment Of Workers With Deal Our correspondent gathered that the state government delegation had presented three options before the labour leaders during their meetings The options, according to our sources who were part of the negotiating team, firstly, “that Cooperative and other deductions will not be remitted for the next six (6) months in order to meet the payment of the net salary “Secondly, that grade levels 1 to 6 are to receive new minimum wage, while grade level 7 to 17 are to revert to the old wage and the difference to be paid when the economy improves. In other words, they are to sacrifice their percentage increase for the period.” The third option proposed by the government was retrenchment in the state civil service especially department that were currently redundant and not effective. It was gathered that after series of negotiation meetings, the union leaders led by the state NLC chairman, Comrade Goodluck Ofobruku, settled for the third option which recommended the suspension of the payment of the new minimum wage for civil servants of grade level 7 to 17. https://www.nigerdeltatoday.com/exclusive-delta-suspends-payment-of-30000-minimum-wage-for-civil-servants/

. The development, however, has drawn the ire of the Academic Staff Union of Universities (ASUU), which blamed the Federal Government for neglecting Nigeria’s educational system. The Student and Exchange Visitor Programme (SEVP), which is run by ICE, in a new rule released on Monday, had said foreign nationals enrolled in U.S. educational institutions will have to transfer to in-person schools or take online classes outside the country. Otherwise, they will be deported. Also, the Department of State will no longer issue visas for students to attend schools that offer online classes only. The statement reads in part: “The U.S. Department of State no longer issues visas to students enrolled in schools or programmes that are fully online for the fall semester nor will U.S. Customs and Border Protection permit such students to enter the United States. “Active students who are currently in the United States and enrolled in such programmes must leave the country or take other measures, such as transferring to a school with in-person instruction to remain in lawful status. If not, they will have to face immigration consequences.” In an interview with The Guardian, ASUU President Prof. Abiodun Ogunyemi recalled with regret “a time foreign students were coming to Nigerian universities. Students were coming from South Africa, Egypt, and Ghana.” According to him, “Today, the reverse is the case. In Ghana, more than half of the foreign students there are Nigerians. So, we can see that they are just harvesting our resources to fund their tertiary education. Why should Nigerians be going to the Republic of Benin, Cameroon, Togo, and Sudan to seek university education, not to talk of U.S.?” ASUU’s incessant strikes are in the interest of students and their parents, he insisted, stressing that all the union is saying is: “Fix our laboratories, stock our libraries, renovate our workshops, supply facilities for e-learning and provide structures. Are those not the things they are enjoying there?” The ASUU President said further: “Of course, the ruling class that can afford it are those sending their children to those distant places in America and Europe. The children of the poor are left to attend universities that are without facilities, universities that are not adequately staffed, and universities whose capacity for research have been dwindling. We think this is an opportunity for the Federal Government to sit back and address the problems in our university education and indeed Nigerian education as a whole.” Also, former Minister of Education Prof. Chinwe Obaji wondered how courses like engineering and sciences that require practicals would be taught online. He called on government to make the universities attractive to Nigerian students abroad by tackling its many challenges, adding that COVID-19 is a temporary setback, which all nations would surmount in due course. On his part, Prof. Ayodeji Olukoju, former Vice Chancellor at Caleb University, Imota, said: “The truth is that this situation is peculiar. It is unprecedented. It is not sustainable. In due course, we will conquer it. We once conquered the pandemic in 1819, Ebola, and we will surely conquer COVID-19. Nothing is permanent. It is true that online teaching would always continue but it can never take away the issues of face-to face interaction. For example, those students studying engineering in American universities and lab-based sciences, would they do all those things from a distance?” He added: “We should adjust our curriculum to reflect the reality, mainly that we have to depend more and more, now, on online teaching. Secondly, we need to provide more infrastructure of online learning, ICT infrastructure essentially. “Thirdly, we have to train people who can manage the infrastructure and those who want to teach on the platform because you can’t teach on the platform the way you teach in conventional classrooms. This is not a permanent situation but the world has to adapt to it.” Most U.S. colleges and universities have not yet announced their plans for the fall semester but a number of schools are looking at a hybrid model of in-person and online instruction while some, including Harvard University, have said all classes will be conducted online. Nigeria currently has the highest number of students from Africa studying in the U.S. According to U.S. Immigration and Customs Enforcement, Nigeria had 16,039 students as at 2019. The agency said: “There are over 36,000 students from Sub-Saharan Africa studying in the U.S. As of March 2019, there were 16,039 students from Nigeria studying in the United States with 54 per cent male and 46 per cent female. “This is an increase of 3,342 students over 12,693 students recorded in November 2018. Undergraduate students constituted 34 per cent; Masters students 36 per cent; doctorate formed 12 per cent; while associate was 12 per cent. Non-degree and others formed five per cent.” According to the agency, the top five states for Nigerian students in the U.S. include Texas with 2,713; California, 856 students; Maryland, 827 students; New York, 818 students; and Florida, 753 students. Also, the over 16,000 Nigerians currently studying in the U.S. contributed $514 million to the U.S. economy in 2018, according to official data from the 2019 Open Doors Report on International Educational Exchange released by the Institute of International Education (IIE) and the U.S. Department of State’s Bureau of Educational and Cultural Affairs. The report indicates that Nigeria was the 11th leading place of origin for foreign students in the U.S. as of the 2018/2019 session. It accounted for 1.2 per cent of the total number of 1,095,299 international students in the country. A breakdown of the figure shows that 5,689 of Nigerian students were at the undergraduate level; 5,274 at graduate level; 367 were non-degree students; and 2,093 were on Optional Practical Training (OPT). OPT is a period during which undergraduate and graduate students work for one year on a student visa toward acquiring practical training to complement their education. http://community.thenationonlineng.net/forum/u-s-to-deport-16-000-nigerian-students-ASUU-fumes?xg_source=

The Office of Auditor-General of the Federation on Thursday said it uncovered several anomalies in the financial records of the Nigerian Law School. The Audit report presented to the Senate, indicted the apex legal academic institution for misappropriation and spending without approvals. The 2015 Financial Report of the office is currently being scrutinised by the Senate Public Accounts Committee for investigation. The report said the management of the Nigerian Law School illegally paid N32m to the account of an unnamed cleaner over a period of 12 months. The Auditor-General report also queried the payment of N36m as dressing allowance of 52 workers to the account of a single member of staff in violation of Nigeria’s Financial Act. It read in part, “The examination of payment records revealed that the Nigerian Law School several times paid N36m to staff as dressing allowance in 2013 alone. “The Management could not substantiate these payments with any approval from Salaries and Wages Commission to enable the audit team to determine the genuineness of these payments to staff. No appropriation in this request.” Obviously dazed by the startling revelation at the audit session, the Director-General of the Nigerian Law School, Prof Isa Hayatu Chiroma, said he was not in office when the issues occurred, but agreed that “government is a continuum.” https://punchng.com/law-school-paid-cleaner-n32m-year-auditor-general/ |
The crisis rocking the Niger state chapter of the All Progressives Congress (APC) took a new turn on Thursday as a meeting of 22 APC local government Chairmen sacked the Chairman, Engineer Jubril Imam and two other officers. The meeting which was held in Haske hotel had over 85 per cent of the members of the State Executive Committee of APC including 22 out of 25 APC local government chairmen, 25 secretaries and 27 out of the 33 members of the executive committee. The two others removed include the Secretary of the party, Barrister Mohammed Liman and the Treasurer, Dr Shafi Abdulsalami. The meeting was presided by the State Deputy Chairman, Alhaji Ali Kapenter where decision to replace the Niger state Chairman with Alhaji Aliyu Saidu Galkogo was taken. Assistant State Youth leader, Sulaiman Abdullahi replaced Alhaji Mohammed Liman as Secretary while the Treasurer, Dr Shafi Abdusalami was replaced by Saidu Madaki from the Wushishi local government area of the party. However, the Chairman, Engineer Jibrin Imam in a swift reaction described those that took the action as “jokers” saying that “they have no legal right to take such action”. It would be recalled that the Niger state APC has been bedeviled with crisis for more than a month with some members accusing the Chairman, the secretary and Treasurer of financial misappropriation, abuse of office and inability to account for over N872 million generated in the past between 2014 to 2019. The crisis got to the extent that the Chairman was detained by the Police over the accusation but was released on bail. However, in a swift reaction, the APC Chairman, Engineer Jubrin Imam in a phone call described the meeting as a kangaroo meeting describing those as the meeting as ‘Jokers’. “The meeting was illegal, they do not have any constitutional right to summon such a meeting, I am the person allowed by law to call any meeting. “Nobody presented any allegation before me nor was I invited to face any panel. The meeting is a kangaroo meeting because they did not exhaust all avenues provided by the party constitution, aside from this, the case they are talking about is still in court, they have only taken the laws into their hands “I am still the Chairman, the Secretary is still the Secretary and the Treasurer is still the treasurer, nobody has removed us. We are still in the office.”

That Oshiomhole, it was gathered, had only convened NEC meetings twice since 2018 – a gross violation of the party’s laws. It was also gathered that he had been paying every member of the National Working Committee N2m each monthly as against the dictates of the party's constitution. The source also disclosed that Oshiomhole has not given a proper account of the funds realised during the 2019 general elections and this has angered some top members of the APC. He said, “The annual budget of the party is to be approved by the NEC. He (Oshiomhole) has been running away not to give account of the proceeds of the nomination forms and expression of interest forms sold in 2019. “He knows that NEC will ask about the finance and expenditure of the party and that is why he has refused to call for NEC meeting. “We are due for NEC meeting for a long time and it is only the NEC that can resolve the crisis we have in the party. “Since 2018 he has only called for NEC meeting two times.” http://saharareporters.com/2020/06/24/reasons-apc-national-executive-committee-may-sack-oshiomhole-nwc-members-thursday |
