At times I read some comments here and I realized how humans can be.
Slot or no slot, if you got the job on merit.. Thank your stars and leave those waiting for slots to their fate. You don't need to drag anyone or feel as if you've arrived cos you were called.
I remember one time when someone drag Ahmed as if he has not been useful to them on this forum.. Why? Because he's was shortlisted and feels he doesn't need Ahmed for any information again.. Haba...
Others congratulated you guys when you announced you got it.. But it's hard for you to wish them well rather you prefer to oppress and discourage them.

Lastly, A sane person would know that this recruitment has been one of the best in terms of merit, but trust me if you believe there's nothing like slot you are a joker.

A single man has no problem because he has only one mouth to think about and can save up... But a family man money gets exhausted before the next salary, living from hand to mouth while settling he's bills


What exactly are you insinuating? You keep saying level 8 and family man. Do you even know the risk to be in GD? All your focus is money money...
A lot of family men out there earn below 200k and they are doing fine so far they have supportive and understanding wife.
And for your information, almost all tables has their coded means of getting extra cash..
Are you saying an officer at sea port or airport won't see extra something?
So far you have good character and rapport with your colleagues and the GD you go dey alright.

Someone ask if one can cross from SS to GD, I'm not too sure. But I think when you are above 3star you won't be assign to patrol anymore but only special patrol once in awhile.

I have followed this thread from the first day and have seen so many opinions, some spot on and some laughable. But more often than not the optimism remains at a high level. I want to begin to state some of my personal opinion due to an extensive research and deductive reasoning.

1) The major delays in this recruitment exercise is due to one thing alone - Budget approval. NCS decided to add the cost of this recruitment to their 2019/2020 budget and what was allocated for this recruitment raised a lot of eyebrows from the National Assembly and even when the budget was approved a lot was going underground by some very corrupt and powerful people to syphon some of the funds. When it became apparent that embezlement was not possible anymore the NCS must now prove itself to be accountable. That's why if you were at the Physical screening you will hear many officers say they don't know much about this recruitment.
2) The major reasons why there is a supplementary list in my opinion is due to some hypothesis;
a) The first list was influenced by certain people. The pressure on the CG was so much that he had to give in. No matter how honest he was or his level of integrity, he was put there by someone, he is answerable to that person and his refusal to do their bidding could put his job on the line, he had to give in. I am not saying there is no merit in the first list, but the first list was stained with the Nigerian connection syndrome
b) Many who did the first screening did not meet up to expectations (either or both medically & endurance wise).
c) The number who met up with the minimum standard was less than the 3500 desired intakes.
d) A feasibility study was done by the NCS and they discovered that the force is massively understaffed and an additional 1500 intake needs to be employed to fill in the personnel gap.

3) This recruitment exercise concludes possibly this month or before the end of November. Reason being that the NCS account will be audited and during the auditing all monies spent must be accounted for. The funds for this recruitment have been released already and it must be used for the purpose it is been released for.
4) 60% will make it from the first list and about 75% will make it from the supplimentry list. [REASONS CAN BE SOLVED IF YOU BRING OUT ALL THE FACTS, VARIABLES, & FACTORS]
5) The supplimentary list has a higher % of merit than the first list. Let me explain what I mean; The first list has more names than the supplimentary list. Assuming the first list have 20 names and the second list have 10 names. 12 out of 20 in the first list are on merit while the 8 are influenced. But for the second list, 8 are merit and 2 is probably influenced. Know this for a fact that there is no corruption proof process in Nigeria. No matter what someone who knows somebody will probably have his way.

In conclusion, what every you have your faith in hold it dearly and ensure your faith is unshaken. Many were called, many will be chosen and few will be disappointed. Wish you all the best outcome.

It is impossible to recruit a medical doctor as ASI II. The other professionals if recruited as 1 star automatically becomes General duty and the Board see them in the light of their first degree only. Nigeria Correctional Service recruited professionals on different grade level but not NIS

General duty are those on field work right? How would their profession carried out when they work out of office? Do you mean to say support staff? Cos they work from office and that's where their duties are.

You must have misunderstood the Senior Officer's words if at all he said what you claimed he said.

This is how it works...

The confirmation of appointment is for all newly recruited personnel both Officers and Men. It comes for everyone after two years of appointment and good conducts. It doesn't necessarily mean getting promoted to a new rank, rather, it seals up your appointment and you are no longer under probation. That's the reason you ll have your Service Details appear in two places in Official Gazette of the Federal Republic. One will show your date of appointment while the second will show date of confirmation of appointment. (i.e two years after your date of appointment). This is for everybody regardless of your rank. You ll get to know about Gazatte at your State Command or Formation you are posted to when it is time for you to be Gazetted. It is compulsory for all. There is another thing we call COMPRO EXAMS. You all must write and pass the exams. There is category for both Senior and Junior officer.

Now, what the said Senior Officer may probably be referring to is called ADVANCEMENT. It is also called confirmation. The reason the man called it that way. It is ONLY meant for those who joined the service with One Star. They are to get the the second star after two years on the Job. That's the reason he said you ll be confirmed/advanced after two years. Note: the advancement may not come exactly after your two years in the Service. It may be delayed due to administrative bottlenecks but whenever the advancement list comes, it will be backdated to the exact date of your two years in the job. After that, the standard number of years you ll be due for next Promotion ll start counting.

Each Grade Level has a number of years to be counted before one is elegible for Promotion as stated by the Public Service Rules. Also, being eligible for promotion doesn't mean one must be promoted. I ll advise you all to get a copy of Public Service Rules and start digesting it expecially the Senior Officers.

Thanks for your analysis bro, please can you shed more lights to those with professional qualifications like Doctors, Engineers, masters, lawyers and accountants. Would the qualification give them a step ahead or what are the benefits of presenting a professional qualifications. I'm aware that through the camp process everyone would be placed on one star.
In the scheme of service for civil servants, entry level for ANAN and ICAN are level 9 and 10 respectively and a doctor is placed on level 10.
Does this happens in paramilitary or everyone is placed on one star at entry level?

The truth is that study leave won't be granted for everyone and conversion is not easy and won't be for everyone as well. If conversion is that easy there won't be any junior officers. Conversion may come once in 10 to 15 years.

Go do court paper of loss of primary school certificate.
And again just make sure you have correct that of birth in your birthday certificate, BVN and NIN stress yourself less about the rest

You've spoken well. I want to ask something, my birth certificate and bvn had the correct DOB while that of NIN is wrong. I complained and they said I have to pay 20k or so to correct it and it would take like 6 months. Is there a way they can check NIN to confirm the DOB on it since it's not visible on the slip. Or it's something I shouldn't worry about. Thanks

And for the list been merit or not, it's Obvious that to a certain level it's been fair enough but don't rule out that some will get it without applying. That's normal thing, for example Sultan son just served last year and he's interested in the job are you saying he won't get the slot? Don't let us deceive ourselves... Such things are bound to happen just pray the percentage is not too high.

From comments from previous posts, notification of result is acceptable but get the certificate before documentation. Out of my entire documents it's only my waec that I didn't submit certificate for. But we were told frankly that our institutions will be contacted and anybody who lied about his certifications will be prosecuted.

This is not true. Customs still haven't honoured the candidates of the 9th Assembly. The matter is still on ground. But if truly they have added to the number they initially published they wanted which is 3200, then the 9th Assembly candidates will be added and still more merits will be added. I think customs is trying to consider their candidates which is why they released the supplementary list to add more ppl that will get it on merit.

Note: lots of ppl will get it on merit or let me say without knowing anybody at the top. Congratulations in advance if you have done your screening absolutely well.

Exactly, Ali did not give anyone slot. He wants the whole thing to be on merits. I have some guys that their sponsors are senators here in Kaduna that their names didn't come out even one is close pal to the governor (El rufai) he didn't see his name and the PA said they don't know what's going on.

PART I

Establishment and composition of the Nigerian Customs Service Board

Establishment of the Nigerian Customs Service Board
(I) There is hereby established under the control of the Federal Ministry of Finance, a board to be known as the Nigerian Customs Service Board (in this Act referred to as
"the Board"wink which shall be responsible for the administration of the Customs and Excise Management Act.

(2) Accordingly-

(a) any reference in the Customs and Excise Management Act-

(i) to the Customs, Immigration and Prisons Service Board or to Board,
shall be construed as a reference to the Nigerian Customs Service
Board established under this Act;

(ii) to Minister, shall be construed as a reference to the Minister charged
with responsibility for matters relating to finance.

Membership of the Board
(1) The Board shall comprise-

(a) the Minister of Finance who shall be the chairman;

(b) the Comptroller-General of Customs who shall be the deputy chairman;

(c) all the deputy Comptrollers-General;

(d) one person to be appointed from the Federal Ministry of Finance;

(e) one person to be appointed from the Federal Ministry of Commerce;

(f) one person to be appointed from the Federal Ministry of Industry;

(g) one person to be appointed from the Federal Ministry of Transport
(h) the legal adviser to the Nigerian Customs Service Board, who shall also head the legal division of the service to be appointed from the Federal Ministry of Justice;

(i) two other persons to be appointed from any two of the following institutions, that is-

(i) commercial banks;

(ii) reputable economic or trade consultancy firms;
(iii) the universities;
(iv) the Nigerian Association of Chambers of Commerce, Industries, Mines and Agriculture;
(v) the Manufacturers Association of Nigeria; and

(j) the chairman of the Federal Inland Revenue Service.

(2) The Minister of Finance shall appoint the persons mentioned in paragraphs (d) to (g) and (i) of subsection 1 of this section, after due consultation with the appropriate
Ministry or institution.

(3) The provisions set out in the Schedule to this Act shall have effect with respect to the proceedings of the Board and the other matters therein mentioned.

Functions and powers of the Board

3. Functions of the Board

The Board shall be responsible for-

(a) formulating the general policy guidelines for the Nigerian Customs Service (in this Act referred to as "the Service"wink; and

[1993 No. 77.]

(b) administering the Customs and Excise Management Act and, accordingly, the Board shall-

(i) subject to the general control of the Minister, control and manage the
administration of the customs and excise laws; and

(ii) collect the revenues of customs and excise and account for them in such manner as the Minister shall, from time to time, direct.

Powers of the Board
(1) The powers, being exercised by the Customs, Immigration and Prisons Service Board to appoint, promote and exercise disciplinary control over staff of the Service are
hereby vested in the Board.

(2) The Board shall have power-

(a) to appoint persons to hold or act in all the offices in the Service, including power to make appointments on promotion or transfer and to confirm appoint-
ments; and

(b) to dismiss and exercise other disciplinary control over persons appointed pursuant to paragraph (a) of this subsection.

(3) If the Board thinks it expedient that any vacancy in the staff of the Service should be filled by a person holding office in the civil service of the Federation or of a State, it
shall notify the appropriate Civil Service Commission to that effect and thereafter the Board may, by arrangement with the Civil Service Commission concerned, cause such
vacancy to be filled by way of secondment or transfer.

(4) Where a person is seconded under subsection (3) of this section, he shall be notitied of the terms and conditions of the secondment, and the secondment shall be without
prejudice to any pension rights which but for the secondment would still accrue to him.

(5) A person seconded pursuant to subsection (3) of this section may elect, subject to the approval of the Board, to be transferred to the Service.

(6) A member of staff of the Service may elect to be transferred or seconded to any other civil service in the Federation and such right of transfer or secondment shall not
operate to the disadvantage of the member of staff concerned.

Staff of the Board

Administrative secretary and other staff of the Board
The Board shall appoint-
[1993 No. 77.]

(a) an administrative secretary who shall-

(i) be a serving officer of not less than grade level UPSS 15; and
(ii) be responsible for the day-to-day administration of the work and per-
form such other functions as the Board may, from time to time, assign
to him;

(b) such other members of staff as may appear necessary to the Board for the efficient performance of its functions under this Act.
