You cannot keep using people like this. If you really had a crowd of applicants during the first recruitment, shouldn't you have whitelisted the best candidates (at least 10) and rank them in order of priority, so that in the event that the selected candidate cannot "perform", you contact the second person on the list and offer him/her the job ??

This algo is supposed to rank topics based on a couple factors (calculated) combined with positive or negative votes from other people (influenced).
I have written it in a way that it doesn't give old topics much of a chance to float too high. This is accomplished by weighting votes based on how old the topic is.

You don't have to create any table now.just create a status column in the table holding your topics then create a button in front of each topic from the admin end that will be clicked and the status of that topic will be updated by anything you give it so you had in your query a WHERE CLAUSE to select according to the status of each row. Eg if you want those topics that have a status=1 to always be on the front-page, you just include it in your SQL. Select * from topicstable where status=1. That's alll

If you're using a CMS, it is best you correct it from inside the software, because touching the htaccess file would only mean complicating things for yourself in future.

Depends on when you created the subdomain. Links don't just appear on the Google index by magic, it may take a few days to a couple weeks depending on how active your website is.
