The police authority in Kano, Monday explained why it stopped General Buhari’s 1 million man march by Youth group in Kano. Briefing Reporters on the development, the police Image Maker in Kano, ASP Magaji Musa Majia said that the Sani Abacha stadium venue proposed by the group for the rally was already allocated for National league encounter between Kano Pillars and Bayelsa United. ASP Magaji Musa Majia stated that the allocation of the said venue was done by the supervising authority on first come first served, pointing out that 3 distinct groups had applied for the venue on same day. The police local spokesman said ” NFF, Muslims Group whose Quran recitation was scheduled for Saturday at the stadium were among the group that applied for usage of the facility, and as far as I know NFF got the nod on the basis of first come first served. ” Majia revealed that the right of usage was granted to General Buhari Youth group a day after, pointing out that the decision that prevented the group from streets procession was based on security concerns in the city. The police spokesman said that similar streets procession proposed earlier by President Jonathan’s Special Adviser on Agriculture, Dr Baraka Sani was denied permission, stressing that “Kano is not like other cities and we have the responsibility to safeguard it’s security”. He dismissed as blackmail insinuations that police action was politically motivated, adding “in a free world people are free to hold an opinion”. ASP Magaji Musa Majia expressed the readiness of the police to work with critical stakeholders to ensure peace and stability in the commercial city, pointing out that they would not be distracted by those who holds contra opinions. The Federal Government on Tuesday announced a reduction in electricity tariffs by 50 per cent. It explained that the reduction which came barely two months after it cut the pump price of petrol by N10, followed a series of complaints by electricity consumers. The government through the Nigerian Electricity Regulatory Commission added that it took the decision after it removed the collection loss component of the Multi Year Tariff Order 2.1 of the affected Discos. NERC Chairman, Sam Amadi, said the addition of the Aggregate Technical, Commercial and Collection losses to the reviewed tariff that was implemented on January 1, 2015 was responsible for the skyrocketed tariff. The addition, according to him, was done after the regulatory commission conducted a fact-finding tour of the Discos and noted that it was aimed at ensuring a cost reflective tariff by passing the bulk to ‘‘paying’’ consumers for losses incurred from ‘‘non-paying’’ consumers. He said although the increment in residential tariff was pending till June 2015, the total removal of the collection loss applied to all consumer categories, including industrial and commercial consumers. Energy charges vary from one Disco to another. In Abuja for instance, residential consumers, based on the MYTO 2.1, pay N4 per kilowatt hour, while the amount charged commercial customers, depending on their respective category, range from N23.32 to N37.68 per KWH. Fixed charges for most residential consumers is between N650 and N750 while energy charge has an average of about N4 for every KWH. With the new directive, it therefore means that the energy charge, which forms the larger part of the tariff paid by customers when computed by Discos, will be reduced by half. Nigeria has 11 Discos that distribute power to consumers. Amadi said the commission listened to consumers and took full account of the impact of high tariff paid by consumers and the economy and therefore reviewed the basis of the MYTO 2.1 assumptions. He explained that after the review, it was agreed that it was inappropriate to transfer the collection losses that were controllable by Discos to consumers. The NERC chief said, “It is the responsibility of the Discos to collect their revenue from their customers. Failure to do so should not be a penalty to customers who pay their bills. It is clear that removing the collection losses will lead to lower tariffs for consumers. “The removal of collection losses from customer tariff has reduced tariff by more than 50 per cent in some places. Please note that the reduction does not affect the Central Bank of Nigeria facility and its repayment.” Since January 1, 2015 when NERC approved the MYTO 2.1, there had been several complaints against the increase in tariff of different consumer classes. Industrial and commercial consumers under the auspices of the Manufacturers Association of Nigeria petitioned the commission asking for a review of the MYTO 2.1 and requested drastic reduction of their tariff. MAN had stated that such astronomical increase in tariff was capable of killing their business and leading to massive job losses. The association also threatened to shut down its factories if NERC failed to revert to the rate that was obtainable before the announcement of the “astronomical increase” which took effect on January 1, 2015. Amadi explained that the Electric Power Sector Reform Act and the Business Rules of the commission mandated NERC to review its decision if a complaint by an interested party has a merit. He added that pursuant to these rules, the commission organised public hearing and received evidence from consumer classes on the affordability of the new tariff. He said, “The commission also invited the chief executive officers of the Discos to the hearing to respond to the case of the consumer groups. Furthermore, the commission reviewed the technical and financial assumption of MYTO 2.1. “The review shows that the major underlying cause of the skyrocketing increase in the tariff is the huge ATC&C losses, which are passed through to consumers. In some Discos, ATC&C losses increased tariff by as much as 80 to 103 per cent. “Therefore, on Monday, March 9, 2015 the commission issued a new order to the effect that henceforth collection loss, which is defined as the ‘amount billed but not collected’, will not be automatically passed on to consumers of electricity. “Consequently, the collection loss for all Discos is set at zero. It is now the responsibility of Discos to convince the regulator of any exceptional circumstances for such loss to be passed to the consumers.” The NERC boss added that the new direction came as part of the commencement of the Transitional Electricity Market. TEM is built on bilateral trading between parties and is geared towards ensuring an efficient market where cost reflectivity will lead to more affordable electric services for consumers. Amadi further explained that as part of preparations for TEM, NERC had issued a tariff review regulation that required the utilities to consult with relevant consumer classes before presenting a tariff review application to the commission for approval. Explosion occurred yesterday at the country home of a chieftain of Peoples Democratic Party (PDP) in Enugu State, Mr. Tony Eze, leaving several persons wounded. The incident occurred at about 5pm in Amokwe, Udi local government area of the State. The police spokesman in Enugu State, Ebere Amaraizu, confirmed the incident in a statement saying “The Enugu State command of the Nigeria Police Force through its operatives have commenced a full scale investigations into an incident of explosion at Amokwe Udi in udi local Government Area of Enugu state on Monday by 5pm with a view to finding out the possible cause of the sudden explosion. “It was however gathered that some of the injured have been taken to the hospitals just as men of the Explosive ordinance Department of the Enugu state command have cordoned off the place with other operatives. “Meanwhile, instant analysis of the incident by the operatives of the Explosive Ordinance Department on ground at the scene of the explosion revealed that it was occasioned by high calibre pyrotechnics (fireworks) in a large quantity packed in the house of the owner that exploded”. PANDEMONIUM broke out at the International Gospel Church, Warri, on Sunday during its second service, as fire gutted its guest house, radio/television studio, clinic and library, destroying properties worth millions of naira. The inferno was only noticed when some members saw thick smoke emitting from the rooftop of the building housing these facilities. Consequently, they raised the alarm that sent the congregation into panic and immediate prayer for God to arrest the situation in which no life was lost. The incident happened while Pastor Ayo Oritsejafor and his wife, Helen, were still in the office all located within the same premises between 12:30pm and 1pm. Security chiefs will on Tuesday be briefing President Goodluck Jonathan on the success so far recorded in routing insurgents in parts of the country. They are also expected to tell the President whether or not the security situation in the North-East is now conducive for the Independent National Electoral Commission to go ahead with the forthcoming general elections as rescheduled. This, The Punch learnt, is part of what was agreed at the outset when the National Security Adviser in consultation with the service chiefs asked for additional time to deal with the insurgency. The INEC had attributed the rescheduling of the general elections to the security advice from the National Security Adviser, Col. Sambo Dasuki (retd.), who reportedly quoted service chiefs as saying that their men would be busy fighting insurgents and would not be available to provide security during the earlier scheduled dates. A top government official who pleaded anonymity told our correspondent on Monday that “the anti-terrorism war and preparation for the elections would take the centre stage at a meeting of the Security Council scheduled to hold on Tuesday” at the Presidential Villa, Abuja. The meeting that will be chaired by the President is expected to be attended by Vice President Namadi Sambo; the NSA; Attorney-General of the Federation, Muhammed Adoke (SAN); Secretary to the Government of the Federation, Senator Pius Anyim; Minister of Defence, Gen. Aliyu Gusau (retd.); Chief of Defence Staff, Air Chief Marshal Alex Badeh; Chief of Army Staff, Lt.-Gen. Kenneth Minimah; Chief of Naval Staff, Vice Admiral Usman Jibrin; Chief of Air Staff, Air Marshal Adesola Amosu; and the Inspector-General of Police, Mr. Suleiman Abba. Nigeria and her West African collaborators against the insurgency in the North-East, Chad and Niger, have decided to establish a Joint Operations Headquarters. The Director, Defence Information, Maj. Gen. Chris Olukolade, said in a statement on Monday that the decision to set up the centre was reached at the meeting of military chiefs from the three countries held to ensure effective coordination of the collaborative efforts against the terrorists. The Defence spokesman said the meeting convened by the Chief of Defence Staff, Air Marshal Alex Badeh, was attended by military chiefs from Nigeia, Chad and Niger. They are the Chief of Defence Staff of Chad, Lt Gen Brahim Mahamat; his Nigerien counterpart, Lt Gen Seyni Garba, who led the delegations of their respective countries; the Chief of Army Staff, Lt Gen Kenneth Minimah; Chief of Naval Staff, Vice Admiral Usman Jibrin, and Chief of Air Staff, Air Marshal Adesola Amosu, and other senior officers of the military. He added that the meeting resolved to establish a joint operation structure for enhanced operations and to consolidate on the gains recorded against the insurgents. Olukolade explained that the JOH was put in place to promote better liaison among the three countries involved in the operations against the terrorists pending the establishment of structures expected to be put into place at the regional and international levels against terrorism. He said, “Accordingly, a Joint Operations Headquarters is to be established and activated immediately, pending any other structure being put in place at regional and international organisations level with regards to the counter terrorism efforts. “The three countries actively involved in the ongoing operation, namely: Nigeria, Chad and Niger, are expected to utilise the structure to beef up their Liaison Teams already operating in the mission area. “The arrangement is to enhance operational and tactical coordination as well as the synchronisation of command, control and communication in the field and the higher headquarters.
