I have watched a protest in the US were police used extreme measures to disperse protesters! U disperse protesters when it is extreme & not arrest. U can only arrest protesters in mild situation. When the situation become extreme & they are huge in number, security will use any means possible to disperse them, or else they will overpower the security. It is like that all over the world. USA is not an exemption!
