IGR is internal generated revenue by government it doesn't measure economy, most states high their IGR to be able to get more loan just to pretend they've enough IGR to service their loan, during recession all the states that claimed huge IGR were exposed, they were bankrupt and begged for bailout from FG to be able to pay workers salaries including Oyo and Ogun, Anambra, Rivers, Lagos never ask for bailout
