The only reason I can figure out is if the person is on full benefits, which is a position you should not wish for. It means you don't have jobs or your kids are disable (which range between 29.20 pounds to 187.45 pounds per week, depending on the degree of disabilities) , which means they are being paid disability allowance. They are not good position anyone reasonable should wish for.
