Bauchi—A head-on-collision between a Blue Toyota Hiace bus and a truck along Bulkachukwa and Danbam road axis at Busuri village in Katagum Local Government Area of Bauchi State on Saturday night claimed the lives of 13 persons, including the driver.

Five others sustained injuries in the accident, which involved the Hiace with number plates AQ 79 AKR, ONDO, driven by one 28-year-old Sule Abubakar, and the truck, marked XB 907 GWL, KANO.
The state Police Public Relations Officer, DSP Haruna Mohammed, who confirmed the accident to newsmen in Bauchi, said both vehicles, coming from opposite directions, suddenly collided.
The PPRO gave the names of 10 victims of the crash to include Sule Abubakar (driver of the bus), Buba Shuaibu, aged 30, from Doleri village; Ibrahim Mohammed, 25 years, from Busuri village; Yusuf Busuri, 17 years, from Busuri; Sadik Bello, 20, from Busuri.
Others are Yahai Suleiman, 30, from Busuri village; Hudu Isah, 30, from Kafinta village; Haruna Yusuf, 15, from Busuri; Sale Waziri, 50, from Busuri and Yahai Manini, 40, from Busuri village. He said a patrol team attached to Azare Division rushed to the scene and evacuated all the victims to the Federal Medical Centre, Azare.
Mohammed said two corpses were yet to be identified, adding that efforts are on to contact the affected families of the victims. The PPRO called on members of the public, whose relatives travelled, to check the Federal Medical Centre in Azare for identification.

The Lagos State Government has signed three model city plans to guide physical development of different areas of the metropolis in the next 10 years.
This is in line with its determination to ensure a better, safe and economically viable human settlement in the metropolis.
They are the Ikoyi/Victoria Island, Agege/IfakoIjaiye and Apapa model city plans.
The immediate past Commissioner for Physical Planning and Urban Development, Mr. Toyin Ayinde, said during the presentation of the plans after their official signing, that they were approved by the State Executive Council under Governor Babatunde Fashola.
According to him, the model city plans had earlier been signed for implementation.
He added that the three plans would be printed in book format for easy access by members of the public.
“When you plan, you create order; when you are orderly, you are organised; when you are disorganised, you will be agonised. Therefore, the importance of the plan is to ensure that planning is properly done in this state,” Ayinde said.
He noted that democracy had resuscitated the efforts to plan the state, adding that the model city plans were carried out by indigenous planners instead of foreigners.
“I have absolute confidence in indigenous planners. They relate with the plans because they live here and can relate the plan with everyday life,” he said.
The ex-Commissioner added that the model city plans would soon be gazetted.
According to him, the Agege/IfakoIjaiye Model City Plan makes case for new overpass at Fagba crossing; park and walk; bridge and transport concourse at Agege.
The plan also seeks investment for the Lagos State Abartoir and the Moshalasi Alhaji regional commodity market; redevelopment of the existing railway station into a modern transport concourse and shopping mall; and the development of the Agege Central Business District.
The Ikoyi-Victoria Island Model City Plan (2013-2033), on the other hand, projects that more than 663,226 people will be living in the enclave by 2020, while the number will increase to 1,405,955 by 2030.
The key proposals in the plan include intra-city cable car, mono rail and shuttle bus routes; ferry service jetty site along Ozumba Mbadiwe Street; telecommunications district at Saka Tinubu Street and environs; and creation of hospitality corridor, among others.
It also seeks investment opportunities in multimodal transport system, housing, hotels, tourism, multi-level parking, and commercial offices.
The Apapa Model City Plan proposes four star Port Novo lagoon resort at Igbo Alejo, five star Atlantis Resort Hotel; 18-hole golf course; health farm; wellness resort; Marina/Yacht club; and the Tarkwa Beach resort.

Buhari government would be better if and only if

1) He would accept criticism-
just like jonathan government, buhari would also be criticized, so instead of him getting angry, he should listen to the criticism and try to correct his ways through the criticism

2) allowing freedom of the press-
buhari should not stop the press from covering the activities of his government, even if the press writes a bad report about him, since he is in a democratic country, he should forgive them and try to correct his mistakes, he should not result to beating the journalist up. Thats democracy.

3) Freedom of speech-
buhari should allow nigerians to express their views.

4) time for everything-
Since buhari is now the president, then he should not abandon important matters like he did on the inauguration day, by going to the mosque for prayers, he has to be in every event, that is how a serious president should act.

5) probing the corrupt ones-
since he has promised to probe everybody in jonathan's government, he should not stop there, he should also probe people in his government, and instead of putting them in jail, he should just collect the stolen money from them and put them back into the national treasury.

6) he should not be biased-
buhari should not focus on probing people outside his party, he should probe people inside his party like tinubu and the rest, he should not be kind with these set of theives, instead he should act like a president and probe even his brother, if he finds him guilty too.

I rest my case.

Rivers State Governor-elect, Mr Nyesom Wike, has denied ever killing anybody or conspiring with any person whatsoever to kill any person in his life and in all his political pursuits, noting that killing anybody has never and will never form part of his strategy to win any election.

Wike, in a statement by Mr Emma Okah, Chairman, Media and Publicity of the PDP Campaign Organisation, Rivers State, was reacting to the allegation of killing made against him by the outgoing Governor Rotimi Amaechi.

According to Okah, “People no longer take Amaechi seriously. Wike did not need to kill anybody to win the 2015 governorship election in the state and one wonders why Amaechi, who is the Chief Security Officer of the state, has kept quiet or refused to press criminal charges against Wike until he is about to be sworn in as governor of Rivers State.”

Okah said Wike has no immunity and wondered what Amaechi was waiting for to prosecute him or anybody he accuses of such a heinous crime if he was to be taken seriously.

“It is shameful for a man to speak loosely the way Amaechi does and we urge him to seek spiritual and medical attention,” Okah opined, noting that no matter how much distractions he causes, he must account for his misdeeds in Rivers State during his tenure as governor.

One of our correspondents gathered that civil servants in the state plan to boo Suswam should he attend the inauguration slated to take place on May, 29 at the IBB Square, Makurdi.
It was learnt that most civil servants in the state are unhappy with Suswam’s performance which they described as abysmal.
His administration is owing salary and pension arrears for four and six months respectively.
His Niger State counterpart, Babangida Aliyu, said that he had no plans to leave the state before the handover date. Aliyu said he had concluded plans to hand over to Sani Bello – the winner of the just concluded governorship election in the state.
The governor, who spoke through his Chief Press Secretary, Mr. Israel Ebije, told our correspondent that he had not abandoned his duties as he was still holding council meetings a few days to the handover date.
Ebije said, “He is even inaugurating projects. He believes governance is all about service and not subterfuge. He has no reason to shun a ceremony which symbolises democratic transition of power.”
According to him, Aliyu has served meritoriously and he will leave office as a hero.
“You know he is not a coward and the people of Niger are not blind to what he has done. For those who have turned a blind eye to his achievements, we should be sympathetic to their plight,” the aide said.
Buhari’s inauguration:Tight security in Abuja
Police and soldiers have beefed up security in Abuja ahead of Friday’s inauguration of Buhari as the president of the country.
Armed policemen and soldiers on Wednesday started checking vehicles in areas such as the Airport Road, Apo Roundabout, Asokoro and AYA.
At the Eagle Square, where the inauguration of the President and his deputy, Prof. Yemi Osinbajo, (SAN), will take place, soldiers, who would parade on Friday, were seen practising.
There was heavy security at the square as people, including journalists, were not allowed in.
Also, as part of the preparations for the presidential inauguration, the Inspector-General of Police, Solomon Arase, has ordered tight security at the Eagle Square.
He has also directed his personnel to scale up security at major hotels where important dignitaries and foreign guests would be lodged.
A statement by the Force Public Relations Officer, Emmanuel Ojukwu, in Abuja, on Wednesday, said traffic on all roads around the Eagle Square would be diverted.
The statement added that major places within the Federal Capital Territory would be manned by security agents “as well as the mounting of Tactical Operation Points on all the roads leading into and out of FCT.”
The statement reads, “As part of preparations for a hitch-free presidential inauguration, the Inspector-General of Police, Solomon Arase, has ordered the diversion of traffic on all the roads around Eagle Square on Friday, May 29, 2015.”
Meanwhile, the various checkpoints mounted by armed soldiers, however, have been causing gridlock, especially in the evenings. The military checkpoints at Abuja City gate, Kubwa-Zuba Expressway and around Julius Berger Roundabout, Wuse, are sources of frustration to motorists.
Our correspondent observed that preparations for the inauguration are gathering momentum as a detachment of policemen, soldiers and naval officers daily rehearse for the ceremonial parade that will usher the nation into a new government.
Miniature flags that were mounted on street lights in different areas of the FCT had changed the face of the city, giving it a festive outlook.
The Bayelsa State Government will host President Goodluck Jonathan to a grand welcome reception on Friday and Saturday, investigation has revealed.
President Jonathan, who is handing over the reins of power to the incoming government of Buhari, lost his re-election bid in the March 28 presidential election.
Addressing journalists at a press conference on Wednesday evening at the Banquet Hall of the Government House, Yenagoa, the Commissioner for Information and Orientation, Mr. Osueme Kikile, described Jonathan as a worthy son.
He described the outgoing President as a hero worthy of celebration by all.
Kikile said, “The fact that President Goodluck Jonathan (our hero) is returning home in good stead after administering the country for close to six years is worthy of celebration.
“The programme of his reception will begin on Friday 29. Jonathan will be received at the Government House helipad by Governor Seriake Dickson and other dignitaries.
“Thereafter, Jonathan will proceed to Gabriel Okara Cultural Centre for a grand reception. From Gabriel Okara Cultural Centre, Jonathan will proceed to his country home, Otuoke, where he will be hosted by his kinsmen.
“In the evening of Friday, he will be hosted at the Government Banquet Hall.”
The commissioner said that on Saturday, May 30, Jonathan would be the guest at an interdenominational service scheduled for St. Peter’s Anglican Church, Yenagoa.

Two days to the expiration of their tenure, some governors have jetted out of the country, thereby refusing to personally hand over power to their successors.
They include Jigawa State Governor, Sule Lamido, and his Katsina State counterpart, Ibrahim Shema.
Also, some governors, who did not travel out, have decided to shun the inauguration ceremonies of their successors.
Preparations for the inauguration of the nation’s 4th Republic intensified on Wednesday with Nigeria and the international community gearing up for the ceremony.

The President-elect, Muhammadu Buhari, is expected to be inaugurated as the country’s Chief Executive and Commander-in-Chief of the Armed Forces while governors are expected to be inaugurated in their respective states.
Lamido left Nigeria last week after handing over to the Secretary to the State Government, Alhaji Abdu Babura.

The governor, whose tenure expires on May 29, had before departing Nigeria for Saudi Arabia told newsmen last week Thursday that he was taking a well deserved rest.
At the conference, Lamido confirmed that he was leaving behind a debt of N2bn.
Putting the debt issue in perspective, the governor explained that of the N14bn debt in the name of the state, N12bn, which his administration used in the construction of the Dutse International Airport, was owed by the Federal Government.

Like Lamido, the outgoing Governor of Katsina State, Ibrahim Shema, has jetted out of the country ahead of the inauguration.
The PUNCHgathered that Shema had last week Thursday left the state on an official trip to Abuja.
Further checks revealed that the governor had after performing the official inauguration of the state’s housing complex in Abuja, last weekend, left the shores of the country on Saturday night.

It was learnt that the Secretary to the State Government, Mukhtar Ibrahim, would represent Shema during the handover ceremonies slated to be held at the new multi-million naira Karkanda Stadium.

This is coming at a time when it is becoming clearer that some Peoples Democratic Party governors, who lost their states to the opposition All Progressives Congress, have concluded plans to avoid being physically present when their successors take over the reins of governance.
The Rivers State Governor, Mr. Rotimi Amaechi, has said that he will not be present at the swearing-in of his successor, Chief Nyesom Wike.

There had been speculations that Amaechi may not be present at Wike’s inauguration as a result of the controversy surrounding the presidential and governorship elections in the state.
But Amaechi, who spoke through his Chief Press Secretary, Mr. David Iyofor, explained that he would rather be at the swearing-in of the President-elect, Muhammadu Buhari, on Friday, in Abuja.

“Governor Amaechi at the inauguration ceremony of Wike? He (Amaechi) plans to attend the swearing-in of the President-elect, Muhammadu Buhari,” a text message sent to our correspondent by Iyofor read.
The Executive Assistant to the Plateau State Governor, Mr. Clinton Garuba, confirmed to one of our correspondents that his principal, Mr. Jonah Jang, is most likely not going to attend the handover ceremony.

Garuba explained that Jang was likely to heed the advice of his close aides to steer clear of the inauguration of his successor, Mr. Simon Lalong, on Friday.
Garuba explained that since there was no constitutional role assigned to the outgoing governor during such an occasion, “it will be unwise for him to be there.”

He revealed that the outgoing governor had already written a letter inviting Lalong to the Government House, Jos, to collect the handover notes on Thursday.
Garuba said, “Since it is the Chief Judge that swears in the governor, Jang has no role to play there. He is more or less going there as a spectator. So, we have advised him not to go but he has the discretion to heed to our advice or not.

“But he has written to the governor-elect to come to the Government House on Thursday, where he will hand over the notes to him officially.”
Benue State Governor, Gabriel Suswam, who has not indicated any interest in leaving the shores of the country before Friday’s inauguration, said he would hand over the mantle of leadership to the incoming administration on Thursday – a day to the event – at the Makurdi Government House.

The governor, who spoke through his Special Adviser on Media and Public Affairs, Mr. Cletus Akwaya, said that the state executive council took the decision after their last meeting today (Wednesday).
Akwaya said his principal had prepared the handover notes and was ready to hand over power to the incoming Governor Samuel Ortom.

The special adviser explained that Suswam had performed creditably well and deserved the commendation of the people of the state.
He, however, did not say whether or not Suswam would be present during the inauguration.

Disagreement over age difference has led to the death of a mechanic, Moruf Sanni, in the Yaba area of Lagos State.
PUNCH Metrolearnt that Moruf and a resident, identified simply asSomebody, had first fought on Sunday night.

The fight was reportedly over age rivalry asSomebodyclaimed to be older than Moruf, while the 23-year-old victim said he was older and deserved to be respected by the former.

Some elders in the community were said to have intervened and mediated between the duo.
However, on Monday, our correspondent was told thatSomebodycalled one Jacob to beat up the victim and teach him a lesson.

Jacob, a 20-year-old footballer from Afikpo North, Ebonyi State, was said to have accosted the victim and stabbed him several times in the neck and head until he gave up the ghost.

The incident happened on Ajoke Street in Ago village, Iwaya,Yaba.
A resident, Sikiru Alabi, said he was attracted to the scene of the incident by the noise made by residents.

Alabi, who described Moruf as a hardworking mechanic, said he met both the suspect and victim’s corpse tied together in the midst of a crowd.

He said, “That fateful Monday, around 7.30am, I heard people speaking that somebody had been killed.
“I did not want to go there, but when I learnt it was Moruf that was involved, I decided to see things for myself.

“On getting to the scene, I saw that the boy was dead. He was stabbed in the neck and head. The boy, who killed him, had also been arrested by the community and was chained to the corpse. People put the corpse on his shoulders and asked him to carry his load.”

He said to prevent a mob action, he quickly alerted policemen from the Sabo division.
Moruf’s father, Lukman, a taxi driver, said he had gone to look for fuel and when he returned, a neighbour told him what happened.

“Somebody ran to my house. He said a strange man was fighting with my son. I immediately rushed there, only to see the corpse of my son.
“The suspect was tied to my son’s corpse. I simply thanked him for killing my son and walked away.”
Our correspondent gathered that the victim’s mother, on seeing her dead son, lost her mind.

A relative, who did not identify herself, toldPUNCH Metrothat it was the second time in three years that such calamity would befall the family.
She said, “February 20 of this year made it exactly three years that the first child of the family was killed.

“A police stray bullet hit him when the police came to look for some hoodlums. So, when this one happened again, their mother just ran away and has not been seen since then.”
Our correspondent learnt that she could also not be reached on the telephone since the incident happened.

PUNCH Metrowas told that Moruf’s body had been deposited in a mortuary while the suspect had been arrested by the police.
Moruf’s father urged the police to release his corpse to the family for burial.

A police source, however, told our correspondent that the suspect did not talk about the age difference issue in his confessional statement.
The source said, “He said they went for a birthday party on Sunday night and it was there they had a disagreement.

“The following morning, he confronted Moruf and the deceased then brought out a knife which he collected from him.
“He said Moruf then got a bottle and it was while he wanted to block him from using it that it mistakenly stabbed him in the neck.”

The Police Public Relations Officer, Kenneth Nwosu, confirmed the incident. He added that the matter had been transferred to the State Department of Criminal Investigations.

The Lagos State Directorate of Public Prosecutions has filed criminal charges against a British citizen, Deepak Khilnani, for fraud.

Sources said the state might soon file a request for his extradition to face criminal charges in Nigeria.

Khilnani, an Indian-Briton chartered accountant, was said to have, along with one Dr. Sushil Chandra, duped his Nigerian partner, Green Fuels Limited, to the tune of $8.8m in 2008.

The DPP, last week Thursday, filed a charge marked ID/1544c/15 before the Lagos State High Court in Ikeja against the suspects.

The charge contains four counts bordering on conspiracy, cheating, stealing and false representation.
It was learnt that Khilnani had since last year absconded to the United Kingdom after he was granted an administrative bail by the police.

In one of the counts, the prosecution alleged that the suspects “fraudulently tricked Green Fuels Limited to pay greater sum for machinery purchased from Gentec Limited than it would have paid for such machinery.”
They were also accused of making false statements to the Corporate Affairs Commission “knowing same to be false, with intent to defraud the shareholders and members of Green Fuels Limited.”

The offences, according to the prosecution, contravene sections 390(6), 421, 422 and 436 of the Criminal Code Law, Cap C17, Vol.2, Law of Lagos State, 2003.

Khilnani, it was learnt, is an ex-convict in the UK.
A conviction certificate dated November 13, 1998, issued by the British Crown Court at Blackfriars indicated that Khilnani was jailed for 18 months after being convicted for “trading with intent to defraud creditors, false accounting and making false statement to auditors.”

The UK court document marked, T19970811, and signed by J. Jordan stated that Khilnani was disqualified for six years under Section 2, Company Directors Disqualification Act 1986.

He was also ordered by the court to pay the prosecution cost of £15,000.

A group, Advocacy for Societal Rights Advancement and Development Initiative, has instituted a fresh suit before the Federal High Court in Abuja seeking to stop the Chief Justice of Nigeria, Justice Mahmud Mohammed, from swearing the President-elect, Muhammadu Buhari, on Friday.

The suit filed on Tuesday is also seeking an order nullifying the certificate of return issued to Buhari by the Independent National Electoral Commission.

The plaintiff hinged the suit on the allegation that Buhari did not qualify to contest the presidential election on the grounds that he gave false information about his academic qualification to INEC.

Between January and February 2015 there were about 10 cases instituted by various plaintiffs challenging Buhari’s eligibility to stand for the poll on the grounds of his academic qualification controversy. But after he won, the cases were withdrawn.

In the fresh suit filed by its lawyer, Mr. Philip Ekpo, the group alleged that Buhari did not meet the qualification enshrined in the 1999 Constitution and the Electoral Act to stand for the March 28, 2015 presidential election.

Buhari, INEC, the CJN are the 1st to the 3rd respondents in the suit respectively.
The plaintiff is seeking an order of interim injunction restraining the CJN “or any person acting in his capacity” from swearing in Buhari as President of the Federal Republic of Nigeria on May 29, 2015 or any other date thereof pending the determination of the motion on notice.

The plaintiff seeks among other orders, “A declaration that the 3rd defendant be stopped from swearing in the 1st defendant as President of the Federal Republic of Nigeria, as the issue of perjury involving the 1st defendant has not been resolved.

“An order restraining the 3rd defendant or any person appointed for such purpose from swearing in the 1st defendant as President of the Federal Republic of Nigeria on May 29, 2015 or any future dates whatsoever for giving false information to the 2nd respondent on oath.

“An order annulling the Certificate of Return given to the 1st defendant by the 2nd defendant.”
The grounds canvassed by the plaintiff read, “The 1st respondent (Buhari) gave false information in the affidavit he presented to the 2nd respondent (INEC) and on the strength of which he contested and purportedly won the presidential election which was conducted by the 2nd respondent on March 28, 2015.

“The 1st respondent deposed to an affidavit dated November 24, 2014 that his West African School Leaving Certificate is in the custody of the Secretary to the Military Board.

“The Nigerian Army on January 20, 2015, said that in the personal file of the 1st respondent with the Nigerian Army, they do not have the original copy of his West African School Leaving Certificate nor does the Nigerian Army have the Certified True Copy of his WASC results neither do they have a photocopy of the said result.

“The 1st respondent has not met the qualifications enshrined in the 1999 Constitution of the Federal Republic of Nigeria and the Electoral Act, Cap E6, Laws of the Federation of Nigeria, 2010 (as amended) to have contested the position of President of Nigeria at the 2015 general elections.

“That the authority conferred by Section 140 of the 1999 Constitution (as amended) on the 3rd respondent to administer oath of office to any person who will occupy the office of the President of Nigeria cannot be exercised in respect of the 1st respondent who has not fulfilled the requirements of the same constitution and the Electoral Act as it relates to his eligibility to occupy the office of President of Nigeria.”

The case has not been assigned to any judge.
