The fighters of the dreaded Boko Haram sect laid a siege to some Borno communities between Tuesday and Wednesday night and killed 145 persons and injured several others. Some of the deceased were killed in some mosques where the villagers had gone to pray after breaking Wednesday’s fast. The attacks occurred in some villages in Monguno and Kukawa local government areas of the state. The Tuesday attack was on Musarram village, located 8km away from Monguno town, in northern part of the troubled state, where 48 males where picked out by the insurgents and killed, according to a resident of the village and some fleeing residents. In the second attack on Wednesday, the insurgents attacked Kukawa, a border town with Niger Republic and killed 97 persons, according to a fleeing resident, Abba Modu, who spoke to our correspondent in Maiduguri. Another fleeing resident, Idi Isa, said over 48 persons were killed and 17 others injured when the insurgents attacked Musara, a village that is few kilometres to Monguno on Tuesday. Isa, who claimed he escaped death by a whisker, said the well-armed terrorists numbering about 40 rounded up the villagers, sorted out the males and opened fire on them. Isa said, “A total of 48 males died on the spot while 17 others escaped with serious injuries.” Isa, who spoke on Thursday in Maiduguri, said the image of the killing was disturbing and he still felt he was still being hunted by the insurgents. A member of the House of Representatives representing the area, Muhammed Tahir Monguno, who spoke to journalists on the telephone in Maiduguri, confirmed the sad incident. He said, “I received the sad news yesterday (Wednesday) that Boko Haram terrorists had attacked some communities near Monguno. “Since their dislodgment from the Sambisa Forest, many Boko Haram terrorists had relocated to areas around Monguno where they have been picking on hapless villagers and killing residents there. “On Tuesday, the terrorists attacked the twin villages of Mussaram I and Mussaram II in the night. They went there when the villagers were resting after the day’s fasting and assembled them before opening fire on them.” In the second attack on the historic Kukawa town on Wednesday, Modu said suspected Boko Haram terrorists killed about 97 persons. Modu, a farmer who fled to Maiduguri, said over 50 suspected members of Boko Haram stormed Kukawa at about 6.30pm. He said, “The terrorists first descended on Muslim worshippers in various mosques who were observing theMagribprayers shortly after breaking their fast.” He said after the attack on the worshippers, they rounded up about four different communities where they went to their mosques and opened fire on the worshippers who were mostly men and young children. Modu said, “They spared nobody and they even took time out to set most of the corpses on fire. “They equally proceeded to houses and shot indiscriminately at women who were preparing food.” One of the bereaved residents of the town, Yusuf Aisami, said the terrorists killed his aunt. He said, “They killed my uncle and his children. They killed his children, about five of them and set his entire house ablaze. I can tell you that the attackers killed at least 97 persons in the attack.” A member of the vigilante group in the area, Modu Kurawa, said the attack was on for over four hours. Kurawa said, “There was no single soldier in Kukawa when the terrorists came around 6.30pm. The soldiers were in Kuros-Kawwa which is just 11 kilometres away. The terrorists stole assorted foodstuff from houses and homes and then set everything ablaze. Abuja— The Government of the United States of America has restated its commitment to assist Nigeria in the fight against Boko Haram and rescue the Chibok girls. U.S. Assistant Secretary of State for African Affairs, Linda Thomas-Greenfield, and the Commander, United States Africa Command, USAAFRICOM, Gen. David Rodriguez, made this known in a joint online press conference. Thomas-Greenfield said President Muhammadu Buhari is going to be in Washington later this month for meetings with the administration. “And we will have discussions with him on what we can do to continue to assist Nigeria and their effort to fight Boko Haram. “Part of that discussion will be how we can provide the equipment and support that Nigerians require. “Part of what we will do is to engage with the new government, we will have discussion on what we can do to continue to assist Nigeria in the fight against Boko Haram. “Human rights are an important value for the United States and in any place that we are providing lethal weapons. “We want to know that the militaries that we are providing those weapons to do not use that in a way that violates the human rights of ordinary civilians so we will have that discussion moving forward,” she said. The Deputy Senate President, Ike Ekweremadu, on Wednesday asked the All Progressives Congress government to provide good governance and stop playing politics after elections. Ekweremade said what Nigerians had been expecting after the elections was the dividend of democracy, asking the APC government to formulate policies and programmes that would benefit the majority of Nigerians, irrespective of political affiliations. Apparently referring to a recent statement credited to President Muhammadu Buhari, where he was quoted to have said that the election of Ekweremadu as the deputy senate president was unacceptable, he said the sanctity of the ballot must be respected. He said, “We are about to form legislative agenda for the 8th Senate. This will include electoral reforms. “As I said in the beginning, we have finished with politics, what is remaining now is governance and this country belongs to all of us and the constituents are not interested in whether you are APC or PDP. “What they want is good governance and we must unite as a people to give Nigeria good governance. The issue of bickering and differences does not have any place in the minds of our people. What they want is performance, what they want to see is good governance and we must unite.” The deputy senate president spoke when he hosted members of the Coalition of Election Observers, who visited his office in Abuja. He cited the case of President Goodluck Jonathan, who he said conceded defeat in the 2015 general elections to the opposition party. He also advised the political leaders across the African continent to borrow a leaf from Jonathan, pointing out that the former President had saved Nigeria from a crisis by refusing to bow to pressure to challenge the sanctity of the ballot. Ekweremadu stated that the 8th National Assembly would further amend the Electoral Act to make the 2019 elections more credible and acceptable than that of 2015, adding that the alterations made on the 2010 Act had yielded important results. The convener of the coalition, Dr. Nwambu Gabriel, condemned the Amnesty International’s report on civil rights abuses by the Nigerian military. He urged the Senate to also condemn what it described as Amnesty’s “blatant act of irresponsibility” as well as defend the military. Gabrirl said, “As a coalition representing more than 100 local and international civil society organisations, we are concerned by the manner certain individuals and organisations seek to denigrate the efforts of the Nigerian military in its determined bid to stamp out the scourge of insurgency, which has ravaged the North-East of our country in the last six years. “We refer specifically to the latest report of the global human rights group, the Amnesty International. “The report titled, “Stars on their shoulders, blood on their hands,” we believe that the Amnesty report, in addition to being a distraction of the Nigerian Armed Forces from its determination to extricate the insurgents from Nigerian soil is equally an attempt to denigrate the efforts of our gallant officers and men, who daily lay down their lives for our collective security. “That this report is coming at a time the Nigerian military is inexorably routing the terrorists, surely speaks of a conspiracy somewhere.” The group, therefore, called on the Senate not only to condemn the act of irresponsibility but to also rise up in the defence of the Nigerian soldiers. He added, “We are mindful of the fact that the Nigerian military is one of the best military in the world. We are also mindful of the fact that the Nigerian military brought in a lot of both domestic and foreign civil society organisations and other reputable organisations to come to see what is obtainable at the detention camps of terror suspects. “Even the International Red Cross absolved the Nigerian military of any wrongdoing. These are definitely not interesting times for the nation’s economy, particularly the national currency, the naira, no thanks to the depleting reserves and the subsequent banning of importers of 41 items from the foreign exchange market by the Central Bank of Nigeria. Barely 10 days after the CBN stopped forex sale to importers of rice, textile and 39 other items, the naira on Wednesday crashed to 230 against the United States dollar at the parallel market, down from 218 recorded on June 23 when the new forex rule was introduced. The policy, which has pushed huge forex demand from the interbank (official) market to the parallel (black) market and the Bureau de Change retail segment, has led to artificial scarcity of dollar and other major foreign currencies as operators now hoard them in anticipation of higher prices. The naira had fallen to 220, 223, 226.5 and 228 against the dollar in the past one week. Black market and BDC operators, however, told our correspondent that serious dollar liquidity squeeze was already hitting the market and operators were no longer in possession of huge stock of forex to meet rising demands, especially from the importers of the banned items. Using the CBN figures, analysts had estimated that about $5.7bn quarterly forex demand was being transferred from the official interbank market to the black market. “The situation is getting critical now. There is serious dollar liquidity squeeze in the market now. The demand is overwhelming and both the black market and the BDC segment can no longer meet the demand,” a black market operator told our correspondent on Wednesday. “The market is very volatile now as a result of the restrictions placed on about 41 items by the central bank. Most importers are now patronising the parallel market to source their dollars,” the head of a BDC, Mr. Harrison Owoh, told Reuters on Wednesday,.Meanwhile, the Association of Bureau De Change Operators has written to the CBN asking it to intervene in the dollar scarcity in the parallel market and the BDC segment to save the naira from crashing further. In the letter, a copy of which was obtained by our correspondent, the association expressed its readiness to work with the CBN to stabilise the market. The letter, signed by association’s President, Alhaji Aminu Gwadabe, and Executive Secretary, Uduma Cletus, advised the CBN to increase its weekly forex sale to the BDCs from $30,000 to $50,000. The body also asked the central bank to reintroduce the autonomous market where it could sell about $100,000 to the operators. Gwadabe told our correspondent that it was expedient for the CBN to increase its forex sale to the BDCs in order to stabilise the naira. Some analysts believe the naira may hit 240 against the dollar in the coming days. However, the naira traded at 198.95 to the dollar at the interbank market on Wednesday, according to Reuters. The central bank had lowered its exchange rate peg to N196.95 to the dollar on Tuesday from N196.90 last week Also, a trade of $735.74m went through on Nigeria’s interbank currency market at N198.45 on Wednesday, Thomson Reuters data showed. Market sources said a foreign client had sold dollars to a bank in Nigeria. Total interbank market volumes stood at $1.12bn on Wednesday, far higher than typical trading sessions since the central bank introduced a naira peg in February. Meanwhile, the CBN has reminded dealers and banks that their dollar cash sale for six items, including schools fees, insurance premium, basic travel allowance and monthly mortgage should not exceed $5,000. Governor Oshiomhole also challenged the former minister to explain why she never published simultaneously what was accrued to the Excess Crude Account during the period she published what was distributed. The governor, who spoke on the state of the economy Channels Television programme monitored in Lagos, accused the minister of habitually playing around statistics. He said: “The decision to take money from the Excess Crude Account, if she had the power, the law should have been that power is vested in the National Economic Council, NEC. NEC is an institution created by the constitution. Oshiomhole “What she was referring to is her own administrative arrangement. This $2 billion is the last sum, in her last report. She said we have $4.1 billion, she said so orally but it was captured in the minutes, only to come at the last minute to say oh ‘X’ is left. “If you ask her, what is it that she paid for on the strength of augmentation, that is to say, if they were augmenting, it means that even if there is a drop in price, they will take from the Excess Crude Account to make up the difference. “If they were doing that, you wouldn’t have the kind of situation we are in today where revenue drops by about 45 percent. I think, with all due respect to Okonjo-Iweala, she knows how to play around, (I don’t want to say, lie) with statistics. I have made this point that she kept open only part of the pages and not the entire book. “The logic of transparency is that every minister must publish in full what is accruing to the Federation Account, month to month, and what is distributed to whom. What she has been publishing is what went to the Federal Government, each state government and local governments. “But she has never published simultaneously what accrued during the period, out of which this said sum was distributed so that you can get the net, what was distributed from all that was collected and see what is left in the excess crude. Now you can see her changing the goal post. “Okonjo-Iweala was a member of the National Economic Council. I was a member. The Jonathan administration also appointed 14 ministers of state. A reliable source, who is familiar with the activities of the new administration, said the President, no doubt, had accepted and had been working on the recommendations of the Joda committee on the number of ministries to remain. The source, who did not want to be named as he was not authorised to speak on the issue, said though the President had not made his proposed ministerial list open, the President had not hidden it from top presidency officers, including the Vice President, Yemi Osinbajo, that “the President will be guided by the Joda committee’s report.” The source said, “I can confirm that the President is going to work with the recommendation of the Joda committee, which means he will operate only 19 ministries to be manned by 19 ministers. “There will also be 17 ministers of state so that the President will not run afoul of constitutional requirement, which expects him to appoint ministers from all the 36 states of the federation. “Top officers in the Presidency, including Vice President Osinbajo, are aware that President Buhari is going to adopt the 19-ministry recommendation.” The Joda-led committee had recommended that the new Buhari administration should operate only 19 ministries in the spirit of cutting down the cost of governance. The committee recommended that the President should appoint only 19 senior ministers and 17 ministers of state to fulfil the constitutional requirement that the ministers constituting the Federal Executive Council must be drawn from the 36 states of the federation. The Joda committee recommended 19 ministries, some of which would be products of merging of some of the existing ministries. Those to be retained in their present form are just nine- Trade, Industry and investment; Education; Defence; Federal Capital Territory; Labour and Employment; Finance; Justice; Foreign Affairs; and Budget and National Planning. He said, “It is our hope that something positive will come out of it considering that the banks in the US and some other Western countries were part of the laundering. They collected money from corrupt Nigerians and as far as we know, their countries did nothing to make sure the banks do not collect stolen money from Nigeria. “Those found culpable in looting our public funds should be tried in the law courts. It’s not enough to collect the stolen funds without any sanctions meted out to them to serve as deterrent to others. Punishments meted out to corrupt individuals are also not commensurate with the crime committed, and this should be corrected.” In addition, Famoriyo advised the Federal Government to restructure the country and enforce true federalism, which he said, would empower the states. “In the next three months, our administration will be busy getting those facts and the figures to help us recover our stolen funds in foreign countries,’’ the President had said. Saturday PUNCHlearnt that the Federal Government may also go after property owned by public fund looters in London, Dubai, US, Saudi Arabia and other choice international real estate markets where Nigerians are known to be some of the biggest buyers. It was also learnt that the Department for International Development, a UK government department responsible for administering overseas aid, had alerted the President on over N1.3tn stolen during the last administration, where it is kept and who the beneficiaries are. This money, a source close to the DFID said, is a low hanging fruit that the President can pluck during his first six months in the office with the help of the UK, US, and other G7 members without hassle. “This was one of the agreement reached between President Buhari and the G7 countries when the former attended their meeting in Germany,” the DFID source toldSaturday PUNCH. The US in March 2014 had ordered a freeze on $458m in assets stolen by the late Head of State, Gen. Sani Abacha, and his accomplices. Abacha died in office in 1998. The US Justice Department named two bank accounts in the Bailiwick of Jersey and two other accounts in France as depositories of $313m and $145m Abacha loot respectively. Four other investment portfolios and three bank accounts in Britain were also frozen, with an estimated value of at least $100m. The US also named nine financial institutions – Citibank, Chase Manhattan Bank and Morgan Guaranty Trust Company, now JPMorgan Chase, and New York-based units of Britain’s Barclays Bank and Germany’s Commerz bank – as places where some of the Abacha loots were laundered. Similarly, the Crown Prosecution Service in the United Kingdom had estimated former governor of Delta State, James Onanefe Ibori’s loot stolen to be around $250m. Ibori, who is serving jail term for corruption charges in a UK prison, was said to have bought six property in London, including a six-bedroom house with indoor pool in Hampstead for £2.2m and a flat opposite the nearby Abbey Road recording studios. President Buhari said the last administration mismanaged the economy while stating that it was a disgrace that state governments in the country can’t pay salaries; hence, the need to recover looted funds wherever they may be hidden. Commenting on the development, a former Minister of Finance and elder statesman, Chief Olu Falae, commended the move and described it as laudable and desirable. Falae expressed the belief that looted funds could be recovered because the whole world is now talking about promotion of transparency in governance. “If some monies could be recovered from Abacha loot in the recent past, then it will be possible to recover looted funds from others as well,” he said. The former minister, however, urged the President to follow due process while going after the looted funds. Falae said, “It is just that we have to follow due process because we cannot force the countries where the looted funds were stashed to return them because they are not subject to our authorities. But if we follow due process, it might be possible for us to recover those monies. “The monies should not just be recovered; they should be used to develop the country. There should be no exception; anybody who has looted the public fund should be made to return it. Not only monies stashed abroad should be recovered, those stolen and kept in the country should also be recovered. I wish the President good luck in his move to achieve this initiative.” Also, the Convener of Coalition Against Corrupt Leaders, Mr. Debo Adeniran, asked Buhari to follow the normal channel through mutual legal assistant treaty that Nigeria has with the countries where such monies were stashed, if he really wants the stolen funds repatriated. He said, “The President may succeed if he invokes the letter of the mutual legal assistant treaty, but I am not sure Nigeria has such with Switzerland although that country has been voluntarily returning Abacha loot to Nigeria. “There are several other countries that may not be willing to return the volume of the money that was kept in their banks by the looters except there is international status that Nigeria can invoke to compel them to repatriate the fund. |

The Federal Government has started tracing looted Nigerian funds to foreign nations with the aim of recovering and repatriating them. The Federal Government specifically targets the United States, the United Kingdom, France, Switzerland and other European jurisdictions where it believes corrupt officials have been stashing public funds. This move came on the heels of the declaration by President Muhammadu Buhari on his first day in Aso Villa office that he inherited an almost empty treasury from his predecessor, Dr. Goodluck Jonathan, thus vowing that his administration would recover all the looted funds stashed in foreign banks by corrupt Nigerians. “The next three months may be hard, but billions of dollars can be recovered, and we will do our best,” the President was quoted as saying in a statement signed by his Special Adviser on Media and Publicity, Mr. Femi Adesina. Some of the countries where looted funds from Nigeria have been kept in the past include Liechtenstein, Luxembourg, Switzerland, the United Kingdom and the United States. Others are France, Germany, British Virgin Islands and other tax havens spread across the globe. Adesina, who confirmed the move in an exclusive interview withSaturday PUNCHon Thursday, said, the search for the looted funds will not be limited to these countries but anywhere in the world where they may be hidden. He said, “The search will not only cover UK, US, Switzerland, Germany and other known havens for Nigerian looted funds but will cover everywhere under the sun. Anywhere and everywhere that the looted funds are, we have an assurance from the United States of America to assist us to repatriate these funds from anywhere under the sun.” Saturday PUNCHlearnt that the Federal Government’s investigation was meant to identify the individuals who engaged in corrupt practices and ascertain the sums of money involved with a view to repatriating them. One of our correspondents also learnt that anti-corruption agencies will play a prominent role in the exercise targeted at corrupt government officials in the recent past administration and their private sector collaborators, among others. To this end, Adeniyi toldSaturday PUNCHthat the Federal Government is planning to engage the services of foreign private investigators to help trace and find looted funds belonging to the people of Nigeria. “Everything that needs to be done to get all those funds repatriated will be done, including engaging private investigators,” the Presidential spokesperson added. Buhari had lamented that officials of the recent past government jettisoned all financial and administrative instructions put in place in parastatals and agencies while embracing impunity, lack of accountability and financial recklessness in the management of national resources. This, the President decried, had thrown the country into financial crisis. Saturday PUNCHlearnt that foreign search, which is expected to be thorough, will, among others, be directed at foreign banks with the ultimate aim of getting incontrovertible facts and figures that can aid the government in collaboration with the US and other members of the G7 nations to recover stolen funds stashed abroad. Adesina said the identification of foreign banks being used to stash stolen funds was one of the mandates given to Buhari during a meeting he had with President Barak Obama at the recent G-7 summit in Germany. He said, “When the President met with the G7, the promise that the American President gave him was that Nigeria should just provide all the facts, the figures, the statistics, including the banks. “He promised that if Nigeria could make the information available, then the US will help in recovering the stolen funds.” When asked specifically if the Federal Government had started identifying the banks, the presidential spokesman said, “Yes. In fact, the President said the government will spend the next three months identifying banks, individuals and monies that have been ferried out of this country. “The assurance the President has given is that within the next three months, we have to concentrate on getting those monies back to the government coffers,” he added. Buhari had said early in the week that his administration had received firm assurances of cooperation from the US and other countries in his quest to recover and repatriate funds stolen from Nigeria. Buhari, while granting audience to members of the Northern Traditional Rulers Council led by the Sultan of Sokoto, Alhaji Sa’ad Abubakar III, at the Presidential Villa, Abuja, had said that it was now up to Nigeria to provide the international community with the facts and figures needed to drive the recovery effort. An angry mob has set ablaze a policeman’s vehicle on Abeokuta Road, Ijebu Ode, Ogun State, for crushing a schoolboy to death. PUNCH Metrolearnt that the boy, identified simply as Ope, was crushed at about 4pm while returning from school on Wednesday, and he reportedly died on the spot. It was gathered that the deceased, who wore the uniform of Moslem Comprehensive Junior School, was riding a bicycle by the roadside when the vehicle hit him. The policeman who drove the vehicle, said to be an officer attached to the Special Anti-Robbery Squad, was said to have abandoned his vehicle and fled the scene when he saw that the boy had died. A mob, which gathered at the scene, was said to have set the policeman’s vehicle ablaze, and also protested against the policeman’s action, leading to shop owners closing their shops, while pedestrians hurriedly fled the area. A resident, who claimed to have witnessed the incident, Saheed Ajala, said policemen from the Obalende division later came to remove the boy’s corpse. Saheed added that no one in the area could immediately identify the name or address of the victim. He said, “The boy was riding a bicycle by the roadside; he was on his way home. The policeman’s vehicle threw him against a culvert, and he died instantly. The policeman wore a black T-shirt with SARS written on it. He fled the scene on seeing that the boy was dead. “A crowd of sympathisers gathered at the scene and lamented the reckless driving of the policeman. Later, some policemen came and made efforts to take the car away, but the mob frustrated them. “They destroyed the vehicle and set it ablaze. There was commotion on the road as residents fled, and shop owners quickly locked their shops.” One of the shop owners in the area, who declined to give her name, said the burnt vehicle was still at the junction as of Thursday. She said, “The burnt vehicle is still at the junction. We don’t know if the boy’s family members have shown up at the police division.” A teacher at the Moslem school, who spoke on condition of anonymity, told our correspondent that Ope was in Junior Secondary School two before his untimely death. As a matter of fact, everybody was sad in the school today (Thursday).” Our correspondent learnt that the police had deposited his corpse in a public morgue. The Ogun State Police Public Relations Officer, DSP Muyiwa Adejobi, could not be reached for comment on the matter. The House of Representatives on Wednesday ordered a fresh probe of the Refined Product Exchange Agreement contracts between the Nigerian National Petroleum Corporation and various trading companies. Otherwise known as SWAP, the scheme involved the exchange of crude oil for refined petroleum products in which the NNPC gave out 445,000 barrels of crude per day. A House resolution passed on Wednesday indicated that nine companies benefited from the contracts through the Pipelines Product Marketing Company, a subsidiary of the NNPC. On the list of the beneficiaries were Duke Oil, Mercuria, Sahara Group, Aitero, Glencore, Taleveras Nigeria Limited, Entena Oil and Gas, Tranfigura and Ontario Oil and Gas. A member from Akwa Ibom State, Mr. Michael Enyong, who moved a motion on the contracts, told the House that the investigation was to ensure that “revenue from the nation’s extractive industries are transparently managed in accordance with global best practices to enhance Nigeria’s revenue and economic fortunes.” Quoting the 2009-2011/2012 reports of the Nigerian Extractive Industries Transparency Initiative, Enyong said the loss of $8bn revenue was recorded due to “discrepancy between the value of the crude oil given out and the refined products delivered.” For example, he informed the House that Sahara Group received 90,000 barrels per day through an arrangement with Societie Ivorienne De Refinage, while Aitero also received 90,000 barrels. He added that Ontario Oil received 30,000 barrels, among others. The lawmaker’s motion partly read, “Further aware that while one barrel of crude equals to 159 litres, the 445,000 barrels awarded to the above companies per day, when multiplied by 159litres, will amount to 70,755,000 litres per day, whereas Nigeria consumes only 40 million litres per day.” The lawmaker said there was evidence of revenue “leakages” and urged the House to set up an ad hoc committee to investigate the SWAP contracts. However, there were attempts to stall the motion as some members kicked against it while others queried its relevance. A member from Delta State, Mr. Leo Ogor, opposed the motion on the grounds that it was not listed on the Notice Paper for the week. But, he was countered by a member from Lagos State, Mr. Femi Gbajabiamila, who advised the House to suspend the rule requiring the listing of the motion so that it could be heard. “We are a transparent House and we have nothing to hide in this issue,” he said. The Speaker, Mr. Yakubu Dogara, ruled in favour of Gbajabiamila and admitted the motion for hearing. But, another member, Mr. Obinna Chidoka, raised an order reminding the House that the same matter had been investigated several times and reports produced and that all that was required was to refer to the existing reports. Others observed that President Muhammadu Buhari was already in the process of probing the same contracts; hence the one contemplated by the House was not necessary. However, Dogara ruled that the motion should be heard since it was for investigation,. “At the end of the day, the investigation may even show that there were no malpractices in the award of the contracts. We can hear the motion and allow the investigation to be carried out,” the speaker ruled. The police have arraigned a 36-year-old chef, John Akpan, for allegedly removing a policeman’s upper tooth with a headbutt. The incident occured during an argument between Akpan and the policeman, Inspector Atoe Frederick It happened at about 5.50pm in the Olojojo, Oworonshoki area on Saturday. The defendant was arraigned before a Chief Magistrates’ Court, Yaba, Lagos on Monday. Akpan was said to have obstructed the police officer while he performed his duties. It was learnt that Akpan refused to obey Frederick’s orders which thereafter degenerated into an argument between the duo. However, Akpan was said to have given Frederick a headbutt in the mouth. This action was said to have resulted in the removal of one of Frederick’s upper teeth. The defendant was subsequently arrested and arraigned in court. Akpan was arraigned on one count. The charge read, “That you, John Akpan, on June 20, 2015, along Olojojo, Oworonshoki, Lagos, in the Lagos Magisterial District, did obstruct and assault AP No 154905 Inspector Atoe Frederick, attached to Oworonshoki Division while performing his lawful duty by giving him a headbutt resulting to the removal of one of his upper teeth, inflicting injury in his mouth and thereby committed an offence punishable under Section 172 (B) of the Criminal Law Of Lagos State of Nigeria 2011. The defendant pleaded not guilty and elected summary trial. According to the Investigating Police Officer, Sergeant Femi Adesuwon, the victim was admitted at the General Hospital, Gbagada, Lagos. The Chief Magistrate, Mrs. A. O. Soladoye, admitted the defendant to bail in the sum of N250, 000 with two sureties in like sum.
