Both governmental and private organizations all over the place. There is hope if they know about the numerous programs which get both government and private funding. I was in Nigeria a little more than a year ago, trust me, Eko is one of the dirtiest city I have ever seen in all of my travels, heck it is the dirtiest. The local government couldn't even pick up the trash pile on the side of the freeway. I was disgusted and appealed by such a sight. Even the unsanitary conditions in some of their hospitals could make you sick I kid you not.
