The Central Bank of Nigeria (CBN) has said that the depreciation of the Naira against the dollar is necessary to protect the country’s foreign reserves, the apex bank’s Governor, Prof. Chukwuma Soludo, disclosed this while addressing the Senate today in Abuja. He also hinted that the naira will soon stabilize.

According to the governor, “as of December. 12, Nigeria had $57 billion in reserves and it would be a tragedy to fritter it away. The naira has tumbled 15 per cent against the dollar since November 26 following a drop in the price of oil, which accounts for 90 per cent of Nigeria’s exports, and as investors pulled funds out of the country because of the global credit crunch. The central bank is committed to a stable, not a fixed exchange rate.”

Facing falling oil revenue, Soludo said, “the bank opted to have a quick and sharp response and stabilize afterwards. Now we’ve sucked up much of the naira, the rate will start to stabilize. The weaker currency was needed to help local industry compete with foreign competitors.”
Speaking further, he said, “if the exchange rate is not adjusted, we have to import literally everything, and that will kill our industry.”

As a matter of fact, Soludo said: “The naira has begun to stabilize in the foreign exchange market, after the government met recent strong demand for dollars from importers, banks and global investors. Dollar demand in the interbank foreign exchange market has declined sharply to around $72 million on Tuesday from over a $1 billion last week. We have met the demand in the market. As of today, the rate has just appreciated because there is a decline in demand."

Retail banks, portfolio managers, importers and businesses are behind the big shift out of naira and into U.S. dollars, due partly to concerns over how falling oil prices will impact the world's eighth largest oil exporter. But the Central Bank initially did not make enough dollars available at its bi-weekly auction to meet this demand, virtually shutting down the interbank foreign exchange market and prompting a sharp depreciation in the naira.

The naira, broadly stable against the dollar for months, tumbled to around 135.50 last Thursday from 117 in the past month. “We needed to have a quick, sharp adjustment and then stabilize the rate," Soludo said.
Dealers said they resumed trading in the interbank forex market later on Tuesday following the increased intervention from the Central Bank and that they expect the naira to rise slightly.

Soludo refused to specify a target for the naira/dollar exchange rate, saying the appropriate level depends on supply and demand fundamentals. "The Central Bank of Nigeria is committed to a stable exchange rate, but not a fixed exchange rate. We want a rate that is market determined,” Soludo said.
Economists say it is in Nigeria's interests for the local currency to fall as sub-Saharan Africa's second biggest economy tries to mitigate the effects of lower global demand for crude, which is eating into its foreign earnings. A weaker naira gives the government greater spending power in naira terms for every dollar earned, helping the OPEC member to manage a widening deficit.

In a related development, the apex bank has issued a statement to the effect that after a careful review of the developments in the foreign exchange market, it approved the reduction of the foreign exchange Net Open Position (NOP) of all banks from 20 per cent to 10per cent of shareholders funds with effect from December 15, 2008. All Authorized Dealers are enjoined to ensure strict compliance with the advised limit in their daily foreign exchange transactions, failing which appropriate sanction shall apply.

The Net Open Position is the most commonly used measure of foreign exchange exposure of any financial institution. Under Basel methodology, a bank’s NOP is calculated as the sum of the following items: the Net Spot Position all assets less all liability items, including accrued interest, which is denominated in the currency in question), the Net Forward Position, Guarantees that are certain to be called and are likely to be irrecoverable, Net Future Income or Expenses not yet accrued but already fully hedged, any other item representing a profit or losses on loans to enterprises.

ormer Director-General of the Debt Management Office (DMO), Dr. Mansur Muhtar, may have been picked by President Umaru Musa Yar’Adua to be the new Minister of Finance. He is at present with the Africa Development Bank (ADB).
Muhtar’s name was sent to the Senate last night for ratification as Minister.
THISDAY also learnt that Dr. Rilwan Lanre Babalola, said to be an expert on the power sector and who was among the three ministerial nominees cleared yesterday by the Senate, may emerge the Minister of Power.
Ex-Imo State Governor Achike Udenwa and former Secretary to the Government of the Federation (SGF), Ufot Ekaette, also cleared by the Senate yesterday, are to be named Ministers of Commerce and Industry as well as the newly created Ministry of Niger Delta respectively.
Muhtar was DMO boss during the tenure of Prof. Ngozi Okonjo-Iweala as Finance Minister under the former President Olusegun Obasanjo regime.
Yesterday, President Yar’Adua distributed portfolios to his 16 new ministers and reshuffled old ones but left the ministries of Finance, Power and Niger Delta without substantive ministers.
There was suspense, then surprise and then claps spiced with laughter as the President unfolded the portfolios at the Presidential Villa, Abuja.
To the consternation of many at the event, he announced former Director-General of the National Agency for Food and Drug Administration and Control (NAFDAC), Prof. Dora Akunyili, as the new Minister of Information and Communication.
She replaces Mr. John Odey who is now Minister of Environment.
Former governor of Kebbi State and a serving Senator, Adamu Aliero, emerged as Minister of the Federal Capital Territory (FCT), while Dr. Hassan Mohammed Lawal was named new Minister of Works and Housing.
For the new Minister of Mines and Steel Development, Diezani Allison-Madueke, formerly Minister of Transport, her seeming disappointment with the new posting seemed palpable. She was seen standing alone, looking forlorn.
The swearing-in ceremony, which did not start at the scheduled 10 am but at 12.55 pm, saw nine ministers retaining their portfolios while 12 others were posted to new ministries.
Those who retained their portfolios included Attorney-General and Minister of Justice, Mike Aondoakaa; Minister of Agric and Water Resources, Syaddi Abba Ruma; Minister of Foreign Affairs, Chief Ojo Maduekwe; Minister of State Foreign Affairs II, Ambassador Bagudu Hirse; and Minister of State, Education, Hajia Aishatu Dukku.

President Yar’Adua while welcoming the new ministers to the Federal Executive Council (FEC), said they were entering “a new dispensation – one which scrupulously demands pro-action, establishes definitive performance benchmarks, and insists on effective service delivery, strict adherence to due process, and unwavering focus on the policy objectives of this administration as encapsulated in the Seven-Point Agenda”.
He said these were the minimal standards that would guarantee continued membership of the Executive Council of the Federal Republic of Nigeria.
He said: “While congratulating you all, I would like to admonish that you see your appointment at all times as a sacred call to national service and not an opportunity for self aggrandizement or the pursuit of narrow, selfish interests. The task of nation building and national transformation calls for honesty of purpose, sincerity, consummate diligence, and unmediated commitment to the national cause. The people of this nation demand no less from each and every one of us. Our every act must be guided by the highest standards of integrity and the fear of God.
“I must reiterate our administration’s total abhorrence of corruption in all its ramifications and our insistence on absolute compliance with established rules, regulations and procedures in the conduct of all government business. Any proven case of corrupt practices or non-conformity with the rule of law and constitutionality will be visited with the strictest sanctions.
“In this period of stark economic realities at home and unprecedented global economic challenges, we all must begin to think out of the box, recommit to the ideal of prudent and judicious application of resources, and stay faithful to the principles of value for money, transparency, accountability and the rule of law.”
The new ministers were part of the FEC meeting, which resumed at 3 pm after breaking for an hour.
Meanwhile, the Senate yesterday confirmed former SGF, Ekaette, from Akwa-Ibom State and Udenwa as ministers.
The Upper House also confirmed Babalola from Osun State at the end of the screening of the third batch of three ministerial nominees forwarded to the Senate last Friday.
The confirmation of the nominees has brought the number of ministers so far approved by the Senate to 19.
The Senate last week rejected the nomination of Alhaji Abdulrahman Adamu, the All Nigeria Peoples Party (ANPP) nominee from Adamawa State, and deferred the confirmation of Mr. Humphrey Abah from Kogi State due to contention among senators from the State.
Ekaette was screened last Tuesday with the Senate deferring the screening of Udenwa and Babalola to yesterday because it had to receive a briefing on naira depreciation by the Governor of the Central Bank of Nigeria (CBN), Prof. Chukwuma Soludo, in the committee of the whole.

Concerning the other one Terrorist attacks are criminal and the killing of innocents is criminal like I have said in earlier posts. Zaidi is not a terrorist though he his a journalist and throwing a shoe is no terrorist attack!! It could be said that the act is uncivilised but that was the best way he felt he could express his view and bring the attention of the world to the farewell visit of Bush to Iraq

EFCC Threatens To Place el-Rufai On World Watch List

Former Federal Capital Territory (FCT) Minister, Nasir el-Rufai, may be placed on world watch list by the Economic and Financial Crimes Commission (EFCC) if he fails to show up by Friday to answer allegations levelled against him.
An EFCC official told Daily Independent on Tuesday that the two weeks of grace given to him on December 1 expired on Monday.
The EFCC had issued the ultimatum after el-Rufai repeatedly failed to honour invitations to explain his alleged involvement in economic crimes and abuse of office in the sale of government houses in 2005.
"We have extended the ultimatum to the end of the week after which we will watch list him," the source confirmed.
The EFCC disclosed early this month that el-Rufai sent in his lawyer with a letter requesting that all questions be communicated through the lawyer.
But the Commission declined the request and insisted that he appears in person or faces the consequences.
He is also being asked to account for the balance of N32 billion in the sale of government houses in Abuja and all funds collected by the Satellite Towns Development Agency as well as Abuja Investments and Property Development Company.
