What happens to an offence being commensurate with the crime. Is that the way it's done in the other parts of the civilised world?

They are offences that shouldn't be more than 2k. At least for the first time of committing that offence. Sometimes people make honest mistakes on the road becos they are not familiar with an area, and the next thing, they are in 20k debt.
