If the street captured above had contained mud houses, the British would have pulled it down and erect a befitting structure in its place. If the Qatari leaders are mismanaging their petrodollars, they would have also been as poor like Niger that's rich in uranium, but don't know to build wealth from it.
Why couldn't Nigeria use the revenue from crude oil to create prosperity through other areas such as auto manufacturing, ship building, electronics production, etc - all through the private sector, like it happened in developed countries??
