ICPC is one of the most irrelevant agencies in Nigeria right now.
I will tell you why:

Not because they don't have the right mandate, but because they have relegated themselves to the place of playing nice in a not-so-nice country. In a country like Nigeria, making noise is everything. You have to make enough noise in order to gain the clout, because clout is influence, and influence is survival. Little do many people know that the EFCC's function is only a subset of the ICPC's. The ICPC is supposed to be the mother of all anticorruption activities. It is supposed to be the rallying point and the control center. It is even mandated to act over the Police. But somehow, the system has made them silent and beggarly, playing second fiddle to the EFCC, which is loud and noisy.

I think the issue is that the icpc's mandate is only for public officials, civil servants and government officials while the efcc's mandate Includes that of ordinary Nigerians.. u know in Nigeria nobody touches public officer holder that's why u see icpc quiet...effect is famous cos they harras ordinary citizens
