This is a job only the government can undertake. Build the facilities, employ cleaners and enforcers to make people follow the rule. Create laws to punish offenders like they did with traffic offence.

Go to universities across the nation and see how students (the supposed educated and exposed ones of the society) use toilets on their campuses. You will pity those employee to clean and maintain the facilities. If students are doing that, how do you think the public will handles facilities of eateries and banks.
