There is more to the issue than just the post. Maybe the community school is the usual public school and if the population reduces, the government might decide to close down the school and could lead to some teachers being sacked. This will in turn affect those who can't afford private school and will have to travel long distance for their children to attend public school.

I think you should have asked more instead of concluding that way. In reality, there is no backwardness, rather there is the need for clarity on the issue.
