ABUJA – President Muhammadu Buhari would depart Abuja for Washington DC, capital of the United States of America on Wednesday for the 4th Nuclear Security Summit. The president is expected to join President Barack Obama and about 60 other world leaders and heads of international organisations for the summit. President Buhari would be accompanied on the journey by the Governor Mohammed Abubakar of Bauchi State, Governor Abdulfatah Ahmed of Kwara State, the Minister of Foreign Affairs, Mr. Geoffrey Onyeama, the National Security Adviser, Maj.-Gen. Babagana Monguno (rtd.) and the Director-General of Nigeria’s Nuclear Regulatory Agency, Professor Lawrence Anikwe Dim. A statement by the presidential spokesman, Mr. Femi Adesina stated that “At plenary sessions of the summit which is dedicated to reinforcing international commitment to the non-proliferation of nuclear weapons, President Buhari will insist that while Nigeria will continue to sustain that commitment, world powers must respect the right of other countries to the peaceful use of nuclear energy for development purposes. The President will also “reaffirm Nigeria’s stance that international efforts to ensure greater security of nuclear materials should maintain a balance between nuclear non-proliferation obligations and the indisputable right of Nigeria and other countries to harness nuclear energy and technology for socio-economic development.” The statement “recalled that at a meeting with him in Abuja earlier this month, President Buhari told the Director-General of the International Atomic Energy Agency, Mr. Yukiya Amano that the Federal Government will welcome greater support from the agency for Nigeria’s aspiration to begin the generation of electricity with nuclear energy.” On the sidelines of the meeting, president Buhari would also hold bilateral meetings with other participating Heads of Government and high-ranking United States Government officials. Troops of 155 Task Force Battalion, 21 Brigade have conducted a clearance operation aimed at clearing remnants of Boko Haram terrorists hiding in at Dipcheri, Jere and Chogolo towns. The gallant troops cleared all the three camps successfully without any casualty on own troops. During the operations the troops came in contact with elements of the terrorists group and arrested 2 suspected Boko Haram terrorists. The troops also recovered abandoned vehicles, motorcycles and a bicycle as well as locally made single and double barrel guns belonging to the terrorists. Clearance operations by various units and formations in Operation Lafiya Dole are ongoing. The intent is to ensure all remaining elements of the terrorists on Nigerian soil are eliminated. Nigerian lawmakers have been urged to pass a legislation that would make the business environment in the country more enabling for the budding entrepreneurs and stimulate growth in the economy as many laws in the country kill businesses before they are born. According to the vice chairman of the Competitive Council, Mr Tony Elumelu, Nigerian entrepreneurs have the highest determination and best ideas but are put down by the harsh business environment. Speaking at the National Assembly Business Environment Roundtable held in Abuja, the founder of The Tony Elumelu Foundation noted that the proper role of government, is not to provide employment for everyone, but to create, sustain and secure an enabling environment for citizens to independently create their own jobs and their success, using their own talents Stating the need to review, amend and enhance many of the laws in the country, he said “from long registration processes and obstacles, lack of access to finance, weak infrastructure, multiple and very complicated tax liabilities, to visa requirements, we have a million ways to extinguish businesses and partnerships before they begin.” He noted that data from the Tony Elumelu Entrepreneurship Program show that half of the best ideas submitted are from Nigerian entrepreneurs. “I can tell you from real data that the thirst and talent for entrepreneurship is highest in Nigeria. So far, with 498 beneficiaries (selectees) Nigerian entrepreneurs represent 50 per cent of TEF entrepreneurs because they represent 50 per cent of the best ideas submitted for consideration. “The prayer of the private sector is that we move from talking to doing. If we make these changes, we can unlock countless jobs and opportunities in the country. Ike revealed that he does not wish former President, Fiberesima, a jail term. Emeka Ike is now the President of theActors Guild of Nigeria, following a court ruling that stripped actress, Ibinabo Fiberesima, of her position. She was removed from the position after a Federal High Court sitting in Lagosruled on March 23, 2016, that Ike will now take the rein of power after a long legal battle. According to a statement by Osaigbove Ehisienmen, the press secretary to the minister of interior, Abdulrahman Dambazau, yesterday, March 23, the government will organise a town hall meeting between both groups. Ehisienmen statement stated that the dialogue would involve stakeholders from various umbrella associations of herders, farmers, state governments and Non-Governmental Organisations (NGOs). Also billed to attend are the civil society groups, journalists, government agencies, professional bodies and humanitarian institutions. The recommendation was provided at a meeting in the Ewi’s palace in Ado Ekiti. Rivers State Governor, Nyesom Ezenwo Wike has condoled with the Nigerian Army over the killing of a Major and a soldier by sea pyrates before the legislative rerun elections in the state. Speaking when he paid a condolence visit to the Commander of the 2 Amphibious Brigade, Brigadier General Stephenson Olabanji on Wednesday in Port Harcourt , Governor Wike said that the death of the military personnel while providing security was regrettable. He urged the Nigerian Army to ensure that those responsible for the death of the military personnel were brought to Justice. The governor assured the Nigerian Army that the state government will continue to provide logistics support for them to carry out their functions of protecting the people. He announced that the state government will participate in the burial of the personnel and also take care of their dependants. The Police Service Commission (PSC) has approved the promotion of 156 senior Police Officers to the next rank. This is contained in a statement issued by Mr. Ikechukwu Ani, Head, Press and Public Relations of the commission and issued to newsmen on Tuesday in Abuja. It said that the Kano State Commissioner of Police, Musa Mohammed was promoted to the next rank of Assistant Inspector - General of Police (AIG). Ten Deputy Commissioners of Police (DCP) were elevated to the rank of Commissioners of Police (CP). The statement said that 10 Deputy Commissioners of Police (DCP) were promoted to the rank of Commissioners of Police. It named the new CP as: Ero Oga, Yunana Y. Babas, Dan-Malam Mohammed, Mu’azu Halilu, Rabiu Yusuf, Sanusi Lemu, Ahmed Iliyasu Isyaku Garko, Mohammed Uba Kura and Alhassan Mamuda. It said that 19 Assistant Commissioners of Police (ACP) were also promoted to the next rank of DCP. They include Akingbola O. Olatunji, Isaac Olukayode Turner, Sadiku l Gbenga and Abraham Egong Ayim. The statement said that 20 Chief Superintendents of Police, (CSP), were promoted to the rank of ACP, with one Superintendent of Police, (SP) moved to the rank of Chief Superintendent of Police (CSP). It said that 100 Assistant Superintendents of Police, (ASP) were promoted to the rank of Deputy Superintendent of Police (DSP). The statement said four Inspectors were promoted to the next rank of Assistant Superintendent of Police (ASP). Rivers State Governor, Nyesom Ezenwo Wike has declared that the attempt by the Police High Command to arrest the State PDP Chairman, Bro Felix Obuah 48 hours to the rerun elections is politically motivated and aimed at giving advantage to the APC. The governor also said that by declaring the Chairman of Asari-Toru Local Government Area , Sabomabo Jackrich wanted, few days to the elections, the police may have been influenced by political considerations. Speaking in Port Harcourt on Thursday during a radio phone-in Programme, Governor Wike said the planned politically motivated arrest of the PDP Chairman will be resisted by the people. He said that the Police High Command brought in policemen from Abuja to disobey the Court Order restraining Security agencies from arresting PDP leaders before the elections. He said that he has given the security agencies all the logistics support required for the elections as Chief Security Officer of the State, pointing out that the security agencies have a duty to work within the law. “Today, we received information that policemen from Abuja are in the state to arrest the PDP State Chairman. If the police want to arrest PDP leaders 48 hours to the election, the action is simply politically motivated,” he said. He described as unfortunate reports credited to President Muhammadu Buhari on the violence in Rivers State, noting that the President never contacted him for explanation on the security situation in the state. The governor said PDP was prepared for the re-run elections, but the APC and the Federal Government were not prepared as they are merely interested in antics which will not work. On the petition written by the Rivers State Government to the embassies of 50 countries, Governor Wike said it is a confirmation of the readiness of the PDP to participate in credible polls. He said already the United States, Britain and Canada amongst other countries have requested meetings with him on the issue. He added that the government has uncovered plans by some politically motivated individuals to ensure that card readers fail in parts of the state, especially in Obio/Akpor LGA. Governor Wike said that PDP will win the rerun elections because the party started preparing since December last year when the elections were nullified by the court of Appeal. The Inspector General of Police, Mr. Solomon Arase Wednesday spoke tough ahead of this Saturday re-run elections in Rivers state. He warned politicians who wish to foment trouble to be prepared to face the wrath of law. Re-run elections will hold in 37 constituencies involving the three senatorial districts, 12 federal constituencies and 22 state constituencies. Arase who spoke at a joint briefing with Chairman, Independent National Electoral Commission (INEC), Prof. Mohammed Yakubu said a comprehensive security analysis have been conducted with some trouble spots and individuals identified. The identified individuals he further said have been placed under watch and should they cross the threshold; the police will be forced to take action. He added that apart from the deployment of 6,000 police personnel, special protection units, explosive ordinance department, federal special anti-robbery squad, operatives of the criminal intelligence and investigation department, counterterrorism unit and marine section of the force are being deployed. IGP maintained that the police force is committed to guiding the nation’s democracy. He however assured that the security architecture that will be put in place in place will be civil enough to protect all political actors across the party divides. He said: “at this juncture, let me note that the intelligence unit of the Nigeria police has conducted a comprehensive security analysis if Rivers state. The areas likely to present major security threat as well as individuals who are poised to make themselves available as political thugs to threaten the peaceful conduct of the electoral process have been identified. “I can assure you that appropriate mechanisms have been duly emplaced to prevent the anti-democratic elements from manifesting their criminal intent.” While noting that identified trouble makers will not be picked for now, IGP however said that the individuals have been placed under watch and will be forced to pick them up when they cross the threshold set for them. He added, “our democracy has evolved to a level where political gladiators and electorates should allow morality, integrity, genuine national passion, service and above all, the dictates of paw to guide their actions. The days when political power is attained through the rule of violence rather than the rule of law and democratic value s are fading and our political actors that believe in turning citizens to political thugs and cannon folders to bear the fatal brunt of their political ambition should allow such thoughts to fade henceforth or be prepared to face the wrath of justice.” He also used the opportunity to announce the restriction of movement during the re- run elections. On why no political offender has been prosecuted so far in the country, Mr. Arase noted that the police is handicapped since it is not a criminal issue. Meanwhile, INEC Chairman has assured the state of the commission’s preparedness to conduct the elections. Yakubu said 24,930 ad-hoc staff have been engaged as part of the efforts to ensure a successful conduct on Saturday. He further noted that training has commenced for the ad-hoc members. INEC Chair also revealed that none of the electoral officers currently posted as head of local government offices in the state will participate I the election. While noting that non sensitive materials have been moved to the state, he announced that sensitive materials will be deployed to the state today. Traders of the popular Mile 12 Market in Lagos, Southwest Nigeria have agreed that the market should be relocated from the area and that the government should ban commercial motorcycle popularly known as okada riders from operating in the area. At a joint news conference by leaders of the market in Alausa, Ikeja, on Wednesday, the traders said they had resolved and agreed to work with the Lagos State Government to ensure peace in the area. Addressing the conference on behalf of the various groups in the market, Alhaji Shehu Usman, Financial Secretary, Perishable Foodstuff Association, Mile 12 Market, said the traders had agreed to work with the government to ensure ban on the use of okada as a means of commercial transportation in the area because of their flagrant disobedience of traffic laws in addition to causing road accidents. “Okadas were responsible for the breakdown of law and order that precipitated the present crisis. We have agreed a peaceful co-existence among all ethnic groups in the area. We have accepted the removal of all shanties and blighted areas within the area which may be harbouring miscreants and eliminate their illegal activities. “These shanties are illegal structures which are unsuitable for human habitation and are prone to landslides and other environmental problems. Their removal will greatly enhance the security of life and properties in the neighbourhood,” he said. Usman added that because Mile 12 Market had been in existence for decades and had outgrown its present location and available structures, it had become necessary for its relocation to another suitable and more convenient location within the state. “The market executives will dialogue further with the state government on the relocation programme which will help increase the economic growth and development, provide better infrastructure and reduce traffic congestion,” he stated.
