The Nigerian Army said that this year’s Army Day Celebration (NADCEL) promises to be unique albeit low key, that will showcase the Nigerian Army’s commitment as a professionally responsive force in the discharge of its constitutional roles. https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/NA1.jpg The Chief of Army Staff, Lt.Gen. Tukur Buratai, made this known in a press briefing on Tuesday in Abuja. The Army Chief said that Nigerian Army as a force has the constitutional mandate to maintain the country’s territorial integrity. Therefore, a succinct reminiscence on the history of the Nigerian Army is desirable as my point of departure, to aptly illustrate the milestones so far covered by our noble institution. He said the history of the Nigerian Army could be traced to 1863, when Lieutenant Glover of the Royal Navy organized 18 indigenes of Northern Nigerian into a local force known as the “Glover Hausas”. “This local force metamorphosed and eventually became part of a larger body established by Lord Fredrick Lugard in 1889, which was named the West African Frontier Force (WAFF) in 1890. “The Nigerian Army has since then undergone several transformations with consequent changes in name and structure which include the Nigerian Regiment, Queen’s Own Nigerian Regiment, and the Nigerian Military Force. “At Nigeria’s Independence in 1960, it became known as the Royal Nigerian Army, and finally the “Nigerian Army” in 1963, when Nigeria attained Republican Status. He added. Buratai said that NADCEL is an annual event which was first celebrated on 6th July 1978, in solemn remembrance of that historic first shot on 6th July, 1967 which marked the commencement of the country’s 30-month Civil War to keep Nigeria one. “It was equally to bring to the knowledge of all Nigerian Army personnel and indeed all Nigerians the fact that the war was an unfortunate tragedy and the reconciliation afterwards should be instrumental to the strengthening of our national unity.” He said. He said the Nigerian Army uses the NADCEL week to reflect on its performances in the previous year, for more effective projections and performance. According to him, this is usually premised on the lessons drawn from the activities of the previous year in pursuant of the NA’s responsibility of maintaining and defending the territorial integrity of Nigeria as well as safeguarding lives and property of its citizenry. Buratai said that this responsibility has become compelling particularly in view of the multifaceted security challenges. Buratai said. The Army Chief reiterated that the Nigerian Army under his leadership will continue to respect all aspects of human rights as enshrined in the Constitution of the Federal Republic of Nigeria as well as other international principles and guidelines on the subject. He added that this year’s NADCEL is in two phases. “The First Phase commenced earlier from 11th to 20th April, 2016 with activities reinforcing the need to shore up fighting capabilities and responsiveness of our troops by injecting into its programme, a Command Post Exercise (CPX). “During the exercise Commanders, Headquarters elements and Staff of a Brigade were simulated in a deployment, administration and communications play within and between the exercised elements in Alkaleri Forest, Bauchi State. “This will dovetail into the Second Phase from 11 – 14 July, 2016 in which troops of 1 Brigade would be engaged in a Field Training Exercise (FTX) involving realistic and varying war situations in Bakura Forest, Gusau Zamfara State.” He added. Buratai noted that aside providing ample opportunities for equipment and weapons testing, the exercises would also serve to sharpen the tactical skills of individual officers and soldiers, as well as improve the operational readiness of the formation. He said that it would also serve as deterrent to cattle rustlers, armed bandits and other criminals hibernating in those areas. “Other activities lined up to mark the celebration include, Juma’at Prayers in all Nigerian Army formations and units on Friday 1 July, 2016 and will be followed on Saturday 2 July, 2016 by a major Environmental Sanitation Exercise which will be carried out along Abuja–Keffi Road, and in other respective Nigerian Army formations and units in the country. “Interdenominational Church Service will also be held in all Nigerian Army formations and units across the nation on Sunday 3 July, 2016 while on Monday 11 July, 2016, I will pay Courtesy Calls on the Executive Governor of Zamfara State and the Emir of Gusau.” The Army Chief said. According to him, this year’s NADCEL, will also enable the Nigerian Army reach out to the public through its Medical Outreach Program on Tuesday 12 July, 2016, during which inhabitants of Gusau and other communities in its environs will benefit from free medical diagnosis and treatment. He drew the attention of the public that the medical outreach will also take place in all formations of the Nigerian Army concurrently. “There will be a Camp Fire to symbolise the end of the FTX. Subsequently, there will be an equipment display at the Old Airport, Gusau during which deserving officers and soldiers will be honoured with COAS Commendation Award.” He added. Buratai said that the army will remain a “partner in progress” with the press, and urged the press to remain committed in the fight against terrorism. “I must urge you therefore, to put national interest above any other consideration and to tread the path of honour by not joining any band wagon to report unverified negativities to the detriment of our national peace and security.” He said. Isa Gusau, Maiduguri: Some Non-governmental Organizations are taking huge advantage of the pains of internally displaced persons in Borno State and defrauding foreign philanthropists under the pretense of trying to help victims of the Boko Haram insurgency, Governor Kashim Shettima has said. https://i2.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/dgs-1.jpg Shettima spoke on Monday when he delivered a keynote address at a High Level Emergency Roundtable on the Humanitarian Crisis in Borno State which was held at the Transcorp Hilton Hotel in Abuja with the attendance of Nigeria’s Minister of Health, Professor Isaac Folorunso Adewole, Permanent Secretary of the State House (the Presidency), Heads of different organs of the United Nations and Donor Agencies including the European Union, the United States Agency for International Development, the British Department for International Development and other actors. The meeting was convened by Dr. Ayoade Olatunbosun – Alakija, CEO of AOA Global, a humanitarian outfit working with the Borno State Government. The Borno Governor spoke in support of disclosure by the UN Humanitarian Coordinator for Nigeria, Mohammed Elmunir Safieldin who said at the meeting that ‘most of the pictures of critically malnurished infants, children and some adults in circulation all over the social media since last week were those of victims recently rescued by the armed forces from the hands of Boko Haram fighters who held them hostage for years”. Shettima said some NGO’S go in search of such victims and take their photographs which they share to the world targeting unsuspecting philanthropists to part with funds for the purpose of helping the displayed victims while the fund end up in private pockets. “I need to open up here by saying that in the midst of credible organizations trying to help us in Borno, we have seen occasional instances of some ‘business groups’ masquerading as NGOs smiling to the Bank on the agony of our people. I do not mean to disrespect any sincere NGO but there are those I have seen, whose only interest is to go round thousands of IDPS and figure out sick and skinny looking infants, pose for the cameras with them and upload on the social media mainly to attract funding from concerned philanthropists abroad. I have seen one example where someone I wouldn’t mention simply sent out horrible pictures of malnurished infants with a caption, DONATE. I think these children, bad as their situation might be, deserve to be respected no matter how much we want to help. We must respect the dignity of post conflict victims as much we desire to be respected as humans” the Governor said. The Governor also spoke about a statement issued by the Médecins Sans Frontières otherwise called Doctors Without Borders, who said there was acute malnutrition at the IDP camp in Bama with large of scale of hundreds of deaths mostly of children. Shettima said the MSF didn’t put their statement in a proper context, a situation he said wasn’t quite helpful. “Yes, the situation is almost overwhelming, the challenges frightening, but we are doing our best to confront them. It is common knowledge to this audience that the operation and management of Internally Displaced Persons camps are historically replete with a litany of problems. Even camps located in advanced countries like the Calais Jungle in France or more professionally managed ones like the Dadaab Refugee Camp in Kenya are not without their bouquet of challenges. It is against this backdrop that I would like to admonish us to exercise some degree of caution and restrain as we strive to bring the myriad of problems associated with the management of a humanitarian crisis of the scale existing in Borno Sate in particular and the North East in general to an end. For example, the slant of the news report carried by some sections of the International media on the admittedly dire situation in Bama attributed to the Médecins Sans Frontières was, to say the least, rather unhelpful. While we do not deny that the challenges the report tried to convey do exist, sufficient justice was not done to the fact that the Borno State Government, a few reputable NGOs,domestic and International and of course, the U.N. Institutions are doing all we could within the limits of our resources to frontally address them. It is pertinent to mention that the MSF Statement issued last week completely ignored the fact that interventions were already being made to address the unfortunate cases of malnutrition at the Bama IDP Camp.As at the time the Statement was issued, over 100 Children were hospitalized out of over 1000 malnourished Children and adults evacuated from Bama and placed under special care in Maiduguri. We constituted a Team that successfully evacuated 478 Children and 219 adults on Monday, the 13th of June, 2016 and all of them were immediately taken to a Special Care Unit and 61 Children hospitalized.The following morning,Tuesday, the 14th of June, I was at the Care Unit and the next day, Wednesday,the 15th of June, we summoned all the Stakeholders from Bama, including the Shehu of Bama,for a meeting at the Government House which I chaired and from that meeting we all moved to Bama with dozens of Buses. We went with Officials from Dangote Foundation and IOM, a UNITED NATIONS outfit. Alongside the Shehu, we went round the Camp and 600 additional Adults and Children were certified malnourished and evacuated to Maiduguri. All of these took place before the MSF Statement. Even before my visit to Bama on 15th June, 2016,I was there on 5th April, 2016, together with Toby Lanzer,United Nations Assistant Secretary General and Regional Humanitarian Coordinator for the Sahel. I think if this background had been given, the situation would have been put in a proper context without interfering with the Objective of that Statement by the MSF” the Governor also said. The meeting dissolved into a technical session with the Federal Government promising an immediate health response in Borno State as announced by the Health Minister. The technical session is expected to develop an action plan with the collaboration of all stakeholders for immediate joint implementation with the Federal Government expected to take the lead. The new Inspector-General of Police, Mr Ibrahim Idris, on Monday, said arrangement was underway to strengthen the Special Anti-Robbery Squad (SARS) in all police commands. https://i0.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/Idris.png Idris made this disclosure during a question and answer session at a news conference in which senior police officers were in attendance in Abuja. The IGP said the move was to check incidences of kidnapping and other security challenges in the country. . “In order to address these ugly challenges, the SARS in the commands will be restructured, re-organised and made more robust,“ he said. He said cases of kidnapping in the country, especially along the Okene-Lokoja -Kabba road was worrisome and required attention. The police chief noted that violent criminality was gradually taking over the country’s streets and communities. He said that the Police Mobile Force (PMF) and the Counter Terrorism Unit (CTU) would be restructured to play more active role in the stability of the country. “The time has come for the Nigeria Police to play more active role in the unity and stability of this great country. “This plan can only be achieved through the re-organisation and restructuring of the special police units of PMF and CTU,“he said. He said that the police under him would vigorously pursue these projects to make them more professional and organised. Idris said that all PMF and CTU personnel attached to individuals would be withdrawn with immediate effect. “I am going to withdraw them from individuals, they are not body guards,“he said. He explained that they were specifically trained to respond to emergency situations. On road blocks, he advised the state command commissioners against reintroducing roadblock in their commands. “I want to state that the ban on roadblock is still on and anyone involved would be checked. “We will set up x-squads to check the trend in suspected areas,“he said. The long arm of the law has again caught up with a suspected fraudster, Olu Adebanjo, who heads a syndicate that extorts money from people in the guise of clearing them of non-existent petition purportedly brought against them at the Economic and Financial Crimes Commission. https://i2.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/Olu-Adebanjo.jpg The 45-year-old businessman was arrested on June 17, 2016 in a failed attempt to swindle Professor Julius A. The complainant (Okojie), who also alerted the Commission of the activities of fraudsters impersonating him to defraud vice chancellors of various Universities, was advised to play along. Consequently, the suspect (Adebanjo) was arrested while trying to cash ‘the money’ from one of the new generation banks. He will be charged to court as soon as investigation is concluded. Idris says mobile police men should not be used as bodyguards to politicians and other unauthorised individuals. Addressing the gathering, the Acting IG urged commanders of the operational arm of the police force to display a high sense of professionalism by ensuring that personnel are appropriately deployed and attached to only authorised persons. He tasked officers to shun tribalism, nepotism and sectionalism, stressing that there is no divide and rule in the force. He also charged them against extra-judicial killings describing human lives as precious. The IGP restated that all commissioned officers from the rank of an assistant superintendent of police to the inspector-general of police would soon declare their assets to signal the force’s commitment to checking corruption amongst its personnel. “As part of measures to check corruption and in line with the current administration’s anti-corruption mantra, efforts are in top gear to ensure that all commissioned officers from the rank of an assistant superintendent of police to the IG declare their assets. “This initiative is aimed at checking the activities of corrupt practices and deterring others from indulging in corrupt practices. Corruption is a canker worm which has been identified as the most critical factor holding the Nigeria Police back from the path of quality and professional service delivery. “Past administration has done so much to tackle corruption and ensure that the force is riddled of a few misguided elements bringing infamy upon the image of the force.” Idris expressed hopes to consolidate on the foundation and ensure that corruption is fought to a standstill. We have sent it (Quran) down in the Night of Decree (Lailatul-Qadr). And what will make you know what the Night of Decree is? The Night of Decree is better than a thousand months. Therein descend the angels and the Rooh (i.e. Gabriel) by Allaah’s Permission with all Decrees, Peace! until the appearance of dawn.” It has been authentically narrated upon the authority of Jaabir ibn Abdullah (RA) who said: the Messenger (SAW) said: “Indeed I was shown Lailatul Qadr then I was made to forget it. It is in the last ten nights of (Ramadan) and it is a bright night, neither hot or cold.. in the version of Az Zayaadee it mentions concerning the brightness of the night: “..as though there is in it the type of moon that overpowers the stars (in brightness)..” then in both versions the messenger said: “Devils on that night will not be able to come out until fajr…” The Prophet (P.B.U.H) came out intending to tell us about Lailatul-Qadr, however two men were arguing and he said: “I came out to inform you about Lailatul-Qadr but so and so, and, so and so were arguing, so it was raised up, and perhaps that is better for you, so seek it on the (twenty) ninth and (twenty) seventh and the (twenty) fifth.” Sahih Bukhari When Ubay ibn Ka’b was asked on another occasion ‘what are its signs’ he responded by saying “its signs are the signs that the messengers (SAW) informed us of. That the sun will rise the following morning having no rays” The importance of Lailatul Qadr is great since Holy Quran was sent down in this night. The Muslims who find Lailatul Qadr should stay up and pray whole night out of faith and hoping for reward from Allah. As to the importance of Laylatul Qadr (the night of Decree), it is better than a thousand months. Upon the Authority of Aisha (Radhiyallahu ‘anhaa) who said: “I asked:” Oh messenger of Allah! If i am granted success in ascertaining Lailatu Qadr what should i supplicate? So He (SAW) said: “You should say: “Oh Allah! The minister said that the partnership was a good development, as it has demonstrated that Nigeria’s indigenous companies are competent in handling issues that were left in the hands of foreigners. “The ministry is thinking towards that direction of partnership with the private sector in the development of the new and existing infrastructure of the sector for the development of small hydro power scheme,.” Mr Suleiman said. He noted that the Ministry, in partnership with the Ministry of Power has set up a Committee on how best the ministry can concession the small hydro power schemes for adequate power generation. According to him, the Committee would come up with regulations and information that would attract investors in the sector. On his part , the Chairman of the company, Mallam Ibrahim Aliyu said that the partnership with the ministry would be achieved by building the powerhouse and installing the electro-mechanical components to generate power from some of the dams they have identified. “Some of the assets of the ministry identified to be used to increase power generation in the country includes the 30megawatt Gurara 1 Hydropower plant in Kaduna, 10mw Tiga dam Hydro Power plant in Kano, 10mw Oyan dam Hydro Power plant in Ogun, 8mw Challawa dam Hydro Power plant in Kano and 6mw Ikere dam Hydro Power plant in Oyo state,” he explained. Mallam Aliyu stated that the company would raise money from their projects to explore viable opportunities in those identified areas without funds from government. He however noted that the ministry and the North South Power Company Ltd will jointly develop the projects and share revenues accruing from the sale of electricity in the proportion of each party’s contribution. Alhaji Mohammed said it was in realization of the far reaching benefits of the DSO that African Ministers in charge of Information and Communication, who attended the forum, have agreed on the need for a continental synergy and the sharing of experiences in order to facilitate a successful switchover across the continent. He said a situation in which only two African nations have so far successfully digitalized their broadcast industry does not augur well for the continent, hence the decision by the Ministers to work together to fast-track the switch overproject. ”The Digital Switch Over is a global project. Many countries that have concluded their DSO are already reaping the benefits accruing therefrom. Africa can not afford to lag too far behind,” the Minister said. He commended the organizers of the Forum for providing a platform not just for all those involved in the digitalization process in Africa and China to interact and share experiences, but also for the representatives of the various African countries to interact. ”The lessons we have learnt and the experiences we have shared at this forum will definitely fire our zeal to continue working apace towards a timely and successful digitalization. The National Agency for the Control of Aids (NACA) announced the reduction of HIV/Aids prevalence rate in West Africa. https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/HIV.jpg The Chairman of the Governing Body of the Abidjan-Lagos Corridor Organization and Director General of the NACA, Mr John Idoko, told a gathering in Abuja that Nigeria is recording a minus three percent new infection rates while Ghana has achieved a minus-one prevalence rate. The organization is set up to control the prevalence of sexually transmitted diseases, HIV/Aids and Ebola in the West African sub region. 14 years after its establishment, Chairman of the organization said the region has achieved significant reduction in the prevalence of HIV/Aids and control of other disease that are easily transferred along the borders of these countries where 65% of the economic activities of West African states happen. The Minister of Finance, Mrs. Kemi Adeosun, the Convener of the workshop, has stated that the ideas discussed during the workshop would be part of the inputs for restructuring the project to ensure its sustainability. So far, the Project ACT Nollywood has implemented specialist training programmes in Nigeria and abroad in which 247 practitioners have been trained to improve their technical and professional capacities in the entertainment industry. Similarly, 113 film projects, employing 2,436 people, have been co-financed through grants from the fund at the cost of N799 million, while the Innovative Film Distribution Programme has been designed to support viable solutions in film distribution. The Innovative Film Distribution Scheme would also reduce the incidents of piracy. The World Bank has estimated that for each copy of a Nigerian film sold, nine pirated copies were sold. He said the country must reduce the current dependence of the federal and the state governments on the ritual sharing of revenues from oil. According to the Vice President doing so would require alternative revenue sources and diversification of our economic structures in terms of the drivers of our economic activity and sources of foreign exchange, while hailing the Ministry of Transportation for initiating the SOPs and PSSPs, which are electronic-based monitoring which would now govern the entire port operations in the country. By adopting the new technology-based monitoring, the ministry had set the nation on the path of enhancing its ports capacity of ensuring free flow of import and export, reducing corruption in port procedures and adopting the global best practice, Prof. Osinbajo said. He advised all port operators to support the new system for effectiveness of ports operations, increased revenue, enhancement of diversification programme of government and curbing corruption. The Vice President observed that using technology-driven products is the way forward in enhancing service delivery in both private and public sectors. “Everyone in the private and public sector must invest their commitment in the successful implementation of the SOPs and PSSPs by following the procedure, not engaging in corrupt practices and putting an extra effort to ensure that the objectives are accomplished. “We must understand and accept that nation-building is a collective responsibility and that the private sector has an important role to play in supporting every effort of government to achieve the building of a strong nation,’’ Osinbajo added. Treasury confirmed the authenticity of the document. Government has been postponing paydays for regular civil servants since 2014, though until now it hasn’t been clear if the military has been affected. He said the meeting discussed a framework for the voluntary repatriation of Nigerian refugees being hosted by the Cameroonian government. The Lagos State Government on Friday said its decision to serve eviction notices to Tarzan Marine Enterprises and Metro Ferry, both operators of commercial jetties in the State, was in line with overriding public interest and quest to ensure strict adherence to safety measures and international best practices. https://www.barbaric.com.ng/wp-content/uploads/2016/06/Lagos-state.png In a statement signed by the Managing Director of the Lagos State Waterways Authority (LASWA), Ms Abisola Kamson, the State Government said that Messrs Tarzan was served an eviction notice on its operation in Ijede and Badore jetties as they could not validate their claims of a purported 25 years concession which the operator alleged to have entered with the government in 2006. According to Kamson, the previous administration of Governor Babatunde Fashola had investigated the claim by setting up a Task Force in 2010 to validate the claim that they had made two payments totaling N2.1million to the defunct Lagos State Ferry Services for a 25 years concession, but the claims could not be validated. She said: “Based on that, Tarzan was asked to move out then, but through some back door arrangement, he came back to the terminals and all the while, he has been holding on to a receipt that has not been validated and which could be potentially forged because there was no trace of any payment. He could also not provide the purported 25 years concession when asked.” Speaking on the eviction served to Metro Ferry, Kamson said the operator was given approval on the Oworonsoki Terminal by the State Government to convey staff of Total from the terminus to their office on the Island, but went beyond the terms of approval. “The approval clearly states that the ownership and maintenance of the jetty shall be retained by the Lagos State Government. It clearly states that it shall be made available for the general public and other licensed ferry operators. It clearly states that they must carry out all operations in conformity with extant health and safety regulations set by LASWA. The approval states all of that very clearly. “But in breach of the approval, first of all, they were collecting fees from other people to use the jetty without remitting anything to government. They were in fact asking the agency of the State Government, Lagos Ferry Services Corporation to pay and that is in clear violation of the agreement they had with government,” she said. On the operation of the Elegbeta and Ikorodu jetties, Kamson explained that the State Government allocated a parcel of lands to Metro Ferry to use as an operational base, which was to enable them pick and drop off passengers as well as establish a ticketing office. She however said that Metro Ferry went beyond the approval to develop the land for other purposes beyond using the property for their operational base. “They have gone ahead to have a car park, they have made it into a commercial jetty which they charge people; they collect all these monies and remits in line with that. All of a sudden, they are now saying they have a C of O which we were not aware of and they never informed us even in our meetings with them”. She said aside the breach of terms by Metro Ferry, they had jettisoned safety standards required for operating such commercial jetties, which according to her necessitated the eviction. “But our position as a State Government is that in line with overriding public interest, our vision is to have safe practices. We can no longer accept the unsafe practices being carried out by Metro Ferry in Ikorodu. First, they have wooden jetty with diesel and fuel stored in jerry cans. There are no provisions for disabled people and there are no proper loading and disembarking of passengers. Besides, Kamson while reiterating the commitment of the government to encourage private sector participation said that the administration of Governor Akinwunmi Ambode was developing a master plan for water transportation that would accommodate local and international investors and guide them to operate within a specified framework so as to ensure that the required standard is not compromised. “The state is committed to modern ferries being operated. The State is going to embark on channelization of all the ferry routes within the state to make it modern and conform with the new regulations we have developed. “New modern jetties and safe terminals are being developed by the state. We have private investors already and all these will be coming on board starting next month. We are all working together to develop the new guidelines to ensure that all these mishaps on the water will be minimized. The Nigerian Export Promotion Council (NEPC) says it will give 80 youths free training to equip them with the knowledge of export procedures to boost non-oil exports in the country. https://www.barbaric.com.ng/wp-content/uploads/2016/06/export.jpg NEPC’s Regional Coordinator, Mr Babatunde Faleke, disclosed this in Lagos on Thursday. Faleke, who said the programme was targeted at youths in Lagos, explained that the lack of knowledge of export procedures had greatly limited the volume of non-oil exports from Nigeria. He said the training programme will be tagged: ‘’Zero to Export’’. According to him, the Zero to Export programme is a capacity programme that is a practical mentorship programme, designed for youths who have passion and funds to export but don’t know how to go about it. “It is an eight week programme where people would be taught on the rudiments of export. “The processes will involve the documentation, procedure, sourcing of products and everything that has to do with export. “The problem we are trying to address is that most people come to our office and register as exporters. “We discovered that the level of registration is high; people just register for the sake of registration without having the deep knowledge.” He said. Faleke said that the council developed the programme to make sure it takes them through, using people that have exported and sharing experiences on how to go about it. He said NEPC is partnering with Fidelity Bank, and that the targets are those who registered with the council and are not exporting. “We already have 80 participants registered with us; it will be a quarterly programme.” He added. Faleke said that the programme was the fifth in the series being organised by the council, but the first to be held in the South-West beginning with Lagos. A shortage of banknotes is resulting in a new black market more than seven years after Zimbabwe abolished its own money, the Zimbabwean dollar, and adopted the greenback and other foreign currencies to avoid exactly that sort of unofficial trading. The shortage of cash has intensified in recent weeks, according to central bank Governor John Mangudya, forcing banks to limit withdrawals and shut down some ATMs. Zimbabwe implemented a multi-currency system in 2009 after its economy collapsed in the wake of a campaign to seize white-owned commercial farms and hand them over to black subsistence farmers, triggering a near decade-long recession as exports from tobacco to roses slumped. As well as the dollar, the country allows the use of a range of currencies including the South African rand, the Chinese yuan, the pound and the euro. While that tamed inflation—said by the International Monetary Fund to have reached 500 billion percent in 2008—it also left the government short of cash to pay civil servants and buy essential imports. In desperation, Zimbabwe’s central bank said last month it will introduce legal tender it calls “bond notes,” pegged to the U.S. currency, a plan that has drawn scorn from critics who say it will simply force importers and remittance-senders to the black market. It also means dealers are effectively trading the dollar against itself. “The black or parallel market will worsen when bond notes begin to circulate,” said Kipson Gundani, chief economist with the National Chamber of Commerce in Harare, the capital. “Why? Because Zimbabwe is a net importer and bond notes can’t be used to settle invoices abroad. With no cash in the banks, importers will be forced to look for greenbacks on the black market.” With about 3 million citizens out of a population of 14 million living abroad, according to the United Nations, Zimbabweans have devised inventive ways of sending remittances to family members at home. Money transfers Patson Gureva, a manager with a South African bank, tries to send $1,500 a month to his mother in rural Zimbabwe. Gureva has a friend in Harare who imports vehicle parts from South Africa, so Gureva pays his friend’s supplier in Johannesburg in rand and Gureva’s friend hands the equivalent in dollars over to his mother. The system worked well, and sidelined money transfer businesses like Western Union, Moneygram and Mukuru. But then last month, Gureva’s friend in Harare deducted 5%. The rand equivalent of $1,500 became $1,425—a big difference in a country where as many as 70% of people live on less than $2 a day, according to the U.N. Trading the dollar against itself could lead to inflation, according to Harare-based independent economist John Robertson. “We already have people trading the dollar at a premium,” he said. “We don’t know where the money has gone, but there’s a probability that government used the bulk of it in trying to settle its International Monetary Fund loans, then there’s the huge civil-service wage packet,” which accounts for 80% of government spending, he said. Raised prices Gureva isn’t the only one paying a premium for hard cash. Samuel Chiweshe, who manufactures garden furniture and relies on imported raw materials, had a similar experience. “That 5% rate is lucky,” Chiweshe said. “I just paid $1.07 per dollar for a $2,000 transaction, because my steel supplier is now accepting only hard cash and has already warned me that they won’t accept bond notes. So, now I’ve raised my prices 7%, but will I be able to sell? I’m doubtful.” Capital flight, money laundering and rising imports have forced the central bank to double its purchases of dollars to $40 million a month, Governor Mangudya told a conference in Harare last month. The government is delaying, and staggering, civil-servant salary payments to alleviate the cash crunch. Little difference One solution would be for the country to use the South African rand as its primary currency, Charity Jinya, president of the Bankers’ Association of Zimbabwe, told lawmakers in Zimbabwe’s capital Monday. Currently the U.S. dollar accounts for about 95% of trade, she said. South Africa is Zimbabwe’s biggest trading partner, according to the central bank, accounting for 22% of imports. For now, that makes little difference to people like Chiweshe and Gureva. “It’s strange, really strange,” Gureva said. “The dollar has an exchange rate against the dollar. How is that possible? Former Senior Special Assistant on Domestic Affairs to Ex- President Goodluck Jonathan, Waripamo-Owei Emmanuel Dudafa and a bank official, Iwejuo Joseph Nna (aka. Taiwo A. Ebenezer and Olugbenga Isaiah) were on Wednesday docked by the Economic and Financial Crimes Commission, EFCC before Justice M.B. Ujuwaren said that, they were arraigned on a 23-counts of concealment, retention of proceeds of crime and failing to furnish information. Dudafa is alleged to have laundered over N1, 667,162,800.00 (One billion, six hundred and sixty seven million, one hundred and sixty two thousand, eight hundred Naira) while performing his duties as top aide to the former president, through the accounts of four companies – Ebiwise Resources Limited, Avalon Global Property Development Company Limited, Rotato Inter-Link Services Limited and Pluto Property and Investment Company Limited. He said that the former Jonathan’s aide allegedly received the assistance of the second defendant, Nna, a branch manager of a new generation bank, who was in charge of the said accounts. When the charges were read to the defendants, they pleaded not guilty. He added that the counsel to the defendants, Aboyega Oyewole and Sunday Abumere, informed the court of their applications for bail dated June 10 which was filed on June 13, 2016, and urged the court to grant the accused bail. Ujuwaren said that Justice Idris adjourned the case till June 16, 2016 for hearing on the bail applications, while ordering the defendants to be remanded in prison custody. The spokesman stated part of the charge reads: “That you, Waripamo-Owei Emmanuel Dudafa and Iwejuo Joseph Anna a.k.a. Taiwo A.
