Vice-President Yemi Osinbajo has said President Muhammadu Buhari is currently under intense pressure to stop his administration’s ongoing anti-corruption war. Although he said the pressure was being mounted by the Nigerian elite, he did not name those behind the campaign. https://www.barbaric.com.ng/wp-content/uploads/2016/02/buhari_oshibajo-1-768x438.jpg According to a statement by his Senior Special Assistant on Media and Publicity, Mr. Laolu Akande, on Thursday, the Vice-President spoke while granting audience to a delegation from the Muslim Congress of Nigeria at the Presidential Villa, Abuja. Osinbajo added that those mounting pressure on Buhari to “slow down” the anti-corruption fight cut across tribal and religious lines. He stated, “We get regular messages from some Nigerian elite saying ‘cool down.’ “It is a very strange morality that some of those people have, (which is) very complicated, and cutting across all tribes and religious differences.” Osinbajo said the position of those putting pressure on the government was that “it (corruption) is not a big deal.” He disclosed that those in that category had been advising the government that it should merely ask the looters of public treasury to return the money and go free. He, however, assured his guests and Nigerians that despite the pressure, the present administration would not relent in the anti-corruption fight. The vice-president expressed delight that contrary to the argument of the elite, a new set of Nigerians, who would not compromise their values but would maintain a sense of right and wrong, was emerging. “The man on the street is very clear; so whatever some of these elite say, we shall keep our focus on the masses who voted for us,” the vice-president declared. Osinbajo said it was unacceptable that in the last 16 years, there was not a single Federal Government completed road or rail project. He attributed the situation to corruption, saying costs of projects were often inflated as people, entrusted with public trust, struggled to enrich themselves at the expense of the people. The vice-president believed that it was the same inordinate desire for personal enrichment that explained why money meant to procure arms was distributed among persons at a time when the territorial integrity of the nation was being attacked. “The insurgency has gone on for six years because government could not adequately equip the military,” he stated. Osinbajo assured Nigerians that the present administration had no other agenda but the progress of the country. “Mr. President and I are extremely focussed on what we need to do. We will focus on critical things, infrastructure and social investments,” he said. The leader of the delegation, Imam Abdulahi Shuaib, expressed the group’s support for the government in its programmes; including anti-corruption, expressing the readiness of the group to offer assistance. The vice-president also received delegations from the Nigeria Society of Engineers and the Facility for Oil Sector Transparency Reform. During the visit of a delegation of FOSTER, a group consisting of NGOs involved in different issues in the Niger Delta area, Osinbajo restated government’s commitment to the development of the oil producing region. The Governor of Osun State, Ogbeni Rauf Aregbesola, on Thursday appealed to the Federal Government to fulfill its commitment to the MKO Abiola International Airport by making available its counterpart funds to the project. This was even as the Minister for Transportation, Rt. Hon. Chibuike Rotimi Amaechi, promised that having seen the level of work at the Osun State airport, he would brief the Presidency on the request by the state for the Federal Government’s commitment on the project. https://www.barbaric.com.ng/wp-content/uploads/2016/02/DSC_9024-1-768x516.jpg Amaechi, after the tour of Federal Government projects in Osun State, commended Aregbesola for the judicious use of meagre resources accruing to the state. The Minister hinted that the Federal Government decided to embark on inspection of its projects across the country so as to know the level of works done by states that are claiming refunds for federal projects executed by them. Lauding Aregbesola’s government, Amaechi said: “Initially, when the economic meltdown started, I was very worried for states like Osun because of the availability of resources. “Am I still worried? “The answer is yes, because the economy hasn’t improved. “But I commend him for he has been able to manage gradually to continue what he started. “I thank God for the kind of leaders Osun has in him and his deputy for their being able to manage the little resources.” Amaechi promised that the committee set up by the Federal Executive Council to inspect Federal Government’s projects in various states will afterwards submit its report to the Council for adequate action. He said: “I would take back to the President what I have seen. “I would take that to the President and the he will make a decision based on the information the Council passes on to him. “We are inspecting federal roads. “Some of the states have constructed federal roads and are asking for refund. “So we are going round. “We have a committee set up by Federal Executive Council headed by Raji Fashola, who is in charge of South South. “I am in charge of South West. “There are others too going round the country.” On his part, the governor disclosed that the Federal Government made the commitment to share the cost of the airport project with the the state on a 50-50 basis when it gave the approval in 2010. Aregbesola stated that construction of the airport predated his administration, hence the need for Federal Government to see that the project is completed in record time. Aregbesola stated that the airport, when completed, will be one of the most lucrative in the country because of its cargo and hanger facilities, which is the first in Nigeria. He said: “We want you to convey our message to the Federal Government on its commitment to jointly fund the airport with our state base on 50-50 sharing of the cost of the project. “We believe that the airport has huge economic and aviation value to both the country and the state. “In this regard, we want you to intimate the Federal Government to assist the state with its counterpart funds for the speedy completion of the project.” In his presentation to the Minister, the Consultant Engineer to the State Government on the project, Engineer Wemimo Adebajo, the airport, when completed, will rank among airports with the longest runways in Nigeria. On the level of work done at the airport, Adebajo noted that the government, having spent N2.7 billion out of the revised total cost of N11 billion for the project, work could be said to have reached 25 per cent stage. According to the Consultant, the runway of the airport waiting to be laid with 500 mm asphalt is 3.5 kilometres in length, 12.3 meters excavation and re-filling with laterite. He added that both sides of the runway are equipped from the foundation with water pipes, which will be the first of its kind in Nigeria. Adebajo stated that with such a feature, the airport would have been equipped with facilities that will make emergency fire fighting readily available near the runway in case of any emergency landing or fire outbreaks. He said: “I believe the airport is good for the state. “The main delay right now is a question of funding and the state is seeking ways on how to make it available. “When completed, the airport will have the longest runway in the country, width of 70cm and and 3.5km in length. “The runway is going to take about 60 per cent of the cost of any airport project. “A lot of work has been done on the runway and there are about eight streams in the path of the runway. “It therefore became necessary to excavate and build box covets so that the water in the streams will flow unhindered under the runway. “Besides, the airport will have other facilities built to world standards when completed.” Source: http://www.barbaric.com.ng/4940-2/ |

If the corruption fight needs to get there (making Mr. Jonathan face justice), it will get there,” Adesina said. Several top officials who served under Jonathan, as well as his political associates in the then ruling Peoples Democratic Party, are currently being tried, or investigated by the Economic and Financial crimes Commission, for corruption. A major case involves a former National Security Adviser, Sambo Dasuki, accused of diverting $2.1 billion arms money, and sharing same to politicians and cronies of the former president, which Dasuki says he was authorized by Mr. Jonathan to do. Those claims have raised questions whether Jonathan, whom Buhari assured during transfer of power in 2015, that he had nothing to fear, would face prosecution should it be proven he has a case to answer. Buhari has also been accused of bias against the PDP and the allegations gained gained momentum last week after his associate and party member, Jafaru Isa, was released by the EFCC despite facing same allegation as Metuh, the PDP spokesperson. But Adesina denied the allegations against the president, insisting that “There is no accord that if corruption is proven, it will not be tried, With this president, nobody will be protected. And I underscore it, if it needs to get anywhere, it will get there.” He emphasized that there was no accord prior to the March 2015 presidential election that Jonathan would not be made to face trial if corruption allegation is proven against him. Adesina denied Buhari’s involvement in the release of Isa after the APC member reportedly returned N100 million out of N170 million he was accused of unlawfully receiving from Dasuki. If the President had wanted to protect him, “he would not have been arrested in the first place”, Adesina said. Stella Ngwu – Member This Ad-Hoc Committee has one representative from each State of the Federation and the FCT, Nine Principal Officers, and special representatives of women. It is evidently a very important Committee of the House considering its mandate and the calibre of its membership. We also have a tradition of co-opting the Chairman of Business and Rules Committee of the House and the Chairman and Deputy Chairman of the Media to ensure that the affairs and activities of the Committee are made known to Nigerians. 3. The 1999 Constitution vests law making powers in the National Assembly (Section 4); and in particular, it envisages that the Constitution being a living document, that is expected to guide the affairs of the country may require alteration or amendments from time to time as a result of operation of its various aspects or new experiences and new thinking on some of its provisions. It is as a result of this, that the Constitution specifically provides for the mode of altering its provisions in Section 9 thereof. 4 Since the coming into effect of the 1999 Constitution, and the convocation of the National Assembly in 1999, varying efforts were made in the 4th, 5th, 6th, and 7th Assembly to alter some sections of the Constitution. Indeed the 6th Assembly (2007-2011) enacted the 1st, 2nd, and 3rd Alteration Acts. The 4th Alteration Act was successfully carried out at the level of the National Assembly and the State Houses of Assembly, by the 7th Assembly (2011-2015) but was unfortunately not assented to by the then President, Goodluck Ebele Jonathan, GCFR. https://www.barbaric.com.ng/wp-content/uploads/2016/01/unnamed.png 5. In the Legislative Agenda of the 8th House of Representatives, we said: “The laudable efforts of the 7thNational Assembly that led to far reaching alterations to the 1999 Constitution was not assented to by the former President, Goodluck Ebele Jonathan, GCFR. The House of Representatives will revisit the Constitution Reform achievements of the 7th Assembly with a view to achieving its passage. Since Constitution Alteration is a continuous process, any further proposals to amend the Constitution would receive support of the House. On the whole, the Constitution amendment process will be expedited and concluded within a given and early time frame”. 6. I do not want to dwell on the reasons for not assenting to the Bill as this will distract us from moving forward. Suffices to say that we are committed in dealing with the issues, expeditiously and early in the life of the 8th Assembly. 7. The jurisdiction and mandate of the Ad-Hoc Committee on Constitution Review is straight forward – a. To conclude work on the 4th Alteration Bill, started by the 7th Assembly. b. To process all other proposals for further alteration of the Constitution of the Federal Republic of Nigeria, as may be necessary on behalf of the House of Representatives, or as referred to it by the House. 8. In carrying out your assignment therefore, we would recommend a two-track approach. Firstly, we need to conclude the 4th Alteration Bill, which is pending. Secondly, we need to process all the other new Bills referred to the Committee by members, including new proposals from the general public. We may also sift ideas from the CONFAB Report of 2014, in a possible 5th Alteration Bill. 9. We must avoid the temptation of starting afresh. A lot of public funds were spent in processing the botched 4th Alteration Bill and we think that it would be a disservice to this country if the work of the 7th Assembly on this matter is completely jettisoned. The House of Representatives, in particular consulted the Nigerian people widely, leading to the Peoples’ Public Sessions that took place in 360 Federal Constituencies of Nigeria, in conjunction with relevant stakeholders. 10. Honourable colleagues, you are all aware that at the twilight of the 7th Assembly, the House amended its Standing Orders by introducing a New Order XIII, Rule 98, Clause 12 and 13 as follows – 12. Notwithstanding the provisions in these Rules, the process of passage of a Constitution Alteration Bill, shall continue from one session to the other, and from one Assembly to another as if the tenure of the preceding session or Assembly had not come to an end”. 13. When all requirements of Sub-Rules (1-10) have been met, the Bill shall be forwarded to the President for his assent. Where the President either withholds his assent or fails to communicate the withholding thereof, or any circumstances arises which makes it impracticable for the National Assembly to consider the issue of overriding the President’s veto before the end of the tenure of the Assembly, the succeeding Assembly may upon such Bill being gazetted again and circulated, resolve to the commence the process of veto override under Section 58 of the Constitution of the Federal Republic of Nigeria, 1999”. 11. My advice however is that we should not proceed on the path of veto-override but should take steps to re-gazette the agreed aspects of the Bill. This should be subjected to the appropriate legislative processes required by the Standing Orders of the House and the Constitution of the Federal Republic of Nigeria. 12. As a House and a Committee, we should work together with and consult fully the Senate of the Federal Republic of Nigeria on the procedure, process and activities of this Constitution Review in order to achieve the necessary synergy and save parliamentary time. 13. Furthermore, we must also consult fully the State Houses of Assembly who have shown remarkable unity of purpose whenever they are called upon to partner with the National Assembly in this regard. 14. Finally, I wish to re-iterate that the House places a lot of confidence in the ability of members of this Committee to rise to the occasion and deliver on your assignment in the shortest possible time. 15. May I, therefore, formally inaugurate the Ad-Hoc Committee on Constitution Review and to wish you success in this important national assignment. 16. He said, “What comes round, goes around. Nigerians should be patient with President Muhammadu Buhari. The trial of the former President is bound to happen. How can you have security chiefs under your watch being indicted for corruption charges and you won’t have to be quizzed too? “President Buhari is only taking his time. It is only a matter of time. It is unfortunate that Nigeria is now being referred to as the Federal Republic of Corruption. The security chiefs couldn’t have acted alone. “President Buhari is on a silent revolution. He needs the support of every right-thinking Nigerian. By the grace of God, he will succeed.” He described corruption as one of the greatest challenges confronting the country Fasanmi, who was elected into the House of Representatives in 1983 to represent Ondo-North federal constituency on the platform of the defunct Unity Party of Nigeria, says no one knows how the ongoing anti-corruption campaign would end. He concluded that, “Buhari is sent by God. He contested repeatedly and failed to clinch the Presidency. But he didn’t relent. I believe God has sent him to clean the country. 2016 is just 20 days gone, and with the Nigerian stock exchange having lost over N2 trillion Naira already; the mind can only begin to imagine how bad the year is going to be. On the larger context though, Nigeria isn’t alone in its woes, with China’s stock markets also experiencing a free-fall during the first week of trading in 2016. It can not be ignored that the Chinese regulators erred greatly in recent regulations, a fact that can also be said of Nigerian regulators and their own faulty regulations. The Chinese regulators installed market-wide circuit breakers into their stock markets (Something the NSE has just recently done). The way a circuit breaker works is that it shuts down and closes the trading day if the market is down by a specific percent. Installing circuit breakers into the Chinese markets was a big mistake, as it instills a wide sense of panic in an already fragile market. https://www.barbaric.com.ng/wp-content/uploads/2016/01/images-25.jpg Sure, we use circuit breakers in the New York Stock Exchange, but that’s also controversial. In China, its stock markets already use daily price limits (in China, individual stock prices cannot fall by more than 10% per day), and its marginal investors seem to be the uninformed, speculative, individual investors (a marginal investor is the one that has the power to affect market prices). So, the imposition of circuit breakers was not only repetitive to its price limit system, but it also only served to incite panic rather than to reduce it. The question to ask now, is if there is already a sense of uncertainty in the Nigerian market? From issues of insurgencies, to FX restrictions and even to over-regulation of sectors, Nigeria is looking less like the attractive destination it once was. The over N1 trillion slump on the NSE from last week looked like a protest sell off investors, who were sending a clear message to the Nigerian government that they didn’t believe the recent reforms were working. With crude oil falling below $30/barrel and the realization that Nigerian oil fields could begin to shut down should the slide persist. These realities point to a fact that government revenues, in the face of a N6 trillion budget looks very threatened. Analysts had hoped that this budget would stimulate the economy, but with the fiscal deficits widening, the prospects look bleak. The core challenge is on how to restore investor confidence, in a scenario where it appears that the government doesn’t particularly believe in the success of business enterprise. Now, it may say otherwise, but actions, they say, speaks louder. With FX restrictions that have greatly hurt local and foreign investors, coupled with unrealistic fines and sanctions handed out to the likes of Stanbic IBTC, MTN and Guinness; the message seems clear. The Nigerian Senate, after the meeting said it was satisfied with the way the monetary authorities had been able to manage pressured naira in the face of prevailing tight global economic conditions. Kunle Bello an economist said he believed that the government was on the right path, but was going way too fast. He said “ the reforms in themselves are not bad, but are things implemented in phases to meet with social expectations and economic changes. If I were the government, I would have spaced out the reforms to see that the effects aren’t lumped on Nigerians. Also, with job losses, government can’t be driving the stick hard on big employers of labor, it just doesn’t make sense. Senior researcher at BTVA media also agreed with this and said “The business environment is lacklustre, desperately seeking for positive metrics to lift it.
