The sixteen local government councils in Kwara State got N12.5m each in addition to the federal allocation for the month of May, 2016 to augment salary payment. The State Commissioner for Finance, Alhaji Demola Banu, who disclosed this to newsmen on Tuesday after the State Joint Account Allocation Committee (JAAC) meeting, said this is to increase the capacity of the LG councils to pay salary to their workers. https://www.barbaric.com.ng/wp-content/uploads/2016/05/kwara-state2.png Alhaji Banu said that the N200m augmentation came from the savings accrued to the 16 Local Government Councils from the Federal Government’s recent restructuring of loans. He emphasised the 16 LGs still pay N170m monthly to banks for previous salary-related borrowing. He explained that the statutory allocation to the LGs for the month of May stood at N794, 854, 933.26 as against N856, 869, 905.52 received in April; VAT of N344, 139, 224.32; Exchange Difference of N8, 911, 768.03 and a 10 per cent IGR from state government which stood at N73, 316, 385.65, as against N62, 389, 491.24 they got in April. The Commissioner disclosed that N1.2b is required monthly for SUBEB staff salary as opposed to N462, 051, 119.75 appropriated for teachers’ salary; He said N397, 188, 394.30 is required for local government pensioners’ arrears as opposed to N152, 934, 451.95 released for the purpose. On the issue of LG employees, Alhaji Banu said N302, 110, 867.16 out of the monthly wage of N784, 616, 734.15 was released due to significant reduction in Federal allocation to local government councils in the state. The JAAC Chairman, who urged the LG chairmen to ensure that the funds are judiciously used for salary payment, assured that the state government will continue to make efforts to ensure salaries are paid promptly. In his remarks, the Chairman of the Kwara State chapter of Nigerian Union of Teachers (NUT), Comrade Musa Abubakar commended the state government for inviting labour unions to witness the JAAC meeting, saying that the process is transparent for all to see. He decried the persistent drop in federal allocation, adding that the present situation is precarious and challenging for workers in the state. The NUT chairman, however, urged the state and local governments to redouble their efforts in ensuring that the lingering salary crisis is resolved on time. Also speaking, the State ALGON chairman, Alhaji AbdulLateef Okandeji said that the additional N12.5m given to each of the 16 LGs came as a form of relief to them and assured that the funds will be used for the purpose for which it was given. Buhari said he was shocked because for someone who was a deputy governor, governor, vice-president and president for 16 years to concede that easily showed Jonathan’s “great sense of patriotism”. Buhari added that a former military Head of State, General Abdulsalami Abubakar, advised him to visit Jonathan to reciprocate for his “statesmanship and decision to save the Nigerian state from crisis”. Buhari said Jonathan belonged to a party that was at the helms of affairs for 16 years and for him to have gone ahead to concede defeat “was definitely not an easy decision”. The President added that during his visit to thank Jonathan, General Abubakar again advised that in order to make for an easy transition; he (Buhari) should set up a committee to meet with the outgoing ministers to begin the process of handing over at that level. The President said when he assumed office; he trimmed the number of ministries from 42 to 24, while many permanent secretaries were also dropped for one reason or the other. He however said his government was still shocked when it realised that “those below were still living in the past”, which he said led to the infamous budget padding. According to him, the budget padding saga was a nasty experience for him and many ministers who were new in government. The President also spoke briefly about his inability to release the list of those who looted the nation’s treasury. The President advised the reporters covering the State House to “always conduct research on those visiting him whenever they plan to ask them questions, so that when next they come, the visitors will come well prepared”. Speaking earlier, the Chairman of the Press Corps, Kehinde Amodu, said event was the first time that a serving president would host the State House press corps to lunch and thanked the president for the gesture. He also said the reporters covering the president were willing to contribute their quota to his change agenda, adding that the reporters would not ask for incentives from the president so that it would not be misconstrued as asking for gratification. He however called for “improved working conditions” for reporters covering the State House. The oldest journalist covering the State House, 80-year-old Ladan Abubakar, was specially recognised at the event. Meanwhile, the president’s media aide, Mr. Garba Shehu, also revealed that the details of returned stolen state’s assets would be made public by tomorrow or Thursday. Shehu, who spoke on Channels TV, said the directive by the president was that monies with the Central Bank of Nigeria (CBN) should be disclosed.
