President Muhammadu Buhari on Tuesday explained why corrections had been made to the details of the 2016 budget as presented on December 22, 2015 before the National Assembly.

His reasons were contained in a letter to the House of Representatives as read by the Speaker, Yakubu Dogara in Abuja.

The President’s letter reads in part: “It will be recalled that on Tuesday, 22 December, 2015, I presented my 2016 budget proposals to the joint sitting of the National Assembly.

“I submitted a draft bill accompanied by a schedule of details.

“At the time of submission, we indicated that because the details had just been produced, we would have to check to ensure that there were no errors in the detailed breakdown contained in the schedule.

“That has since been completed and I understand that the corrections have been submitted.”

“The National Assembly would therefore have the details as submitted on the 22nd and a copy containing the corrections submitted last week. It appears that this has led to some confusion.

“In this regard, please find attached the corrected version.

“This is the version the National Assembly should work with as my 2016 budget estimates.

The draft bill remains the same and there are no changes in any of the figures.”

Shortly before the letter was read, Rep. Leo Ogor (Delta-PDP), the Minority Leader of the House, raised a constitutional point of order citing Sections 81 and 84 of the 1999 Constitution (as amended).

Ogor said that the provisions of the law did not give the president powers to amend budget, adding that such powers lie with the legislature.

He consequently called on the House to disregard Buhari’s letter.

However, Dogara rose in defence of the president submitting that there was nowhere in the letter that Buhari said the budget was amended.

He said that it is only the president that has powers to make corrections to the budget if he observes any error.

Dogara’s explanation, however, drew the ire of PDP lawmakers, who started chanting “no, no!” preventing the Speaker from making his point for some minutes.

The Speaker said that the president did not mention the word ‘amendment’, rather he used the word correction “which the president alone can correct.”

Transportation Minister Rotimi Chibuike Amaechi yesterday alleged that the Nigerian Maritime Administration and Safety Agency (NIMASA) could not account for the sum of N63billion it generated in 2015, adding that federal government may be compelled to send Bill to the National Assembly to repeal the Act that sets up the agency.

The minister also alleged that the sum of N300billion intervention fund meant to encourage individuals to buy vessels by the Goodluck Jonathan administration to encourage investors was equally embezzled.

Amaechi also alleged that the agency spends monies it generate without recourse to financial regulations and accountability.

The minister stated this when he appeared before the Senate Committee on Marine Transport, stressing that NIMASA has developed a penchant and notoriety for outsourcing its core responsibility with impunity.

He pointed out that NIMASA was basically set up to provide safetHe but expressed worries that the agency that there was no equipment at the Agency’s search and rescue unit meant to monitor movement of vessels and provide treatment for injured personnel.

His words, “Currently, the way NIMASA is, if you look at it very well, it was worse in the last administration. It was as if it was established just for the purpose of collecting money and nothing more. What we need to do is to ensure that NIMASA discharges its core responsibilities.

“If NIMASA failed to outsource its core responsibility then it has no business existing. If it is just to collect money from individuals, anybody can do that. We can hire a tax collector to collect money from maritime operators on behalf of Federal Ministry of transport.

“So, it is either NIMASA sit up and carry out its own responsibility or we come to the National Assembly to repeal the Act setting it up and allow the Department of marine security in the ministry of transportation, discharge the responsibility currently being discharged by NIMASA

Roma have confirmed the termination of full-back Ashley Cole ‘s contract by mutual consent.

The ex-England international moved to the Stadio Olimpico in July 2014 but struggled to hold down a regular place under former Roma coach Rudi Garcia.

The Frenchman was sacked last week after a poor first half to the campaign and Cole has also now departed after agreeing the early termination of a deal that was due to expire in June.

“AS Roma can today confirm that Ashley Cole’s contract has been terminated by mutual consent,” read a statement from the Serie A club.

“The club would like to thank Cole for his commitment during his stay in Rome and wish him the very best for his future career.”

Cole made just 16 appearances in all competitions for Roma, and is reportedly due to join former England team-mate Steven Gerrard at LA Galaxy in MLS.

Speaker of the House of Representatives, Rt. Hon Yakubu Dogara, has stated that the ‎House of Representatives investigation of the Oil Swap Agreement contract of the NNPC‎ is not aimed at witch-hunting any person but aimed at reviewing and repositioning the oil sector to make it more productive.

Speaking while declaring a public hearing by‎ the House Ad-Hoc Committee investigating the Oil Swap Agreement contract of the NNPC open at the National Assembly, Dogara said it has become imperative, with the free fall of price of crude oil in the international market, to improve on the available resources‎ and utilise the oil to drive the economy in order to stimulate development in the country.



He explained, “Our goal here is not to witch-hunt, no! It is essentially a diagnostic review with the aim of repositioning the oil sector to perform its role as a major primer of the nation’s development. ‎The issue of transparency in the management of the oil sector considering its significance to the economy of Nigeria is at the very heart of our nation’s development challenge, especially at this time of dwindling revenue resulting from the continued drop in oil prices. As at yesterday, oil, I understand, was trading at $28 dollar from about $114 it traded as at September, 2014. You don’t have to be an economist to observe that if we do not improve on the management of available resources and effective utilsation of oil/petroleum resources to drive the economy, our developmental aspirations will continue to emaciate. It is in recognition of this pivotal role which the oil sector plays in aiding development that the present House of Representatives decided to place enormous emphasis on the improvement of the sector especially, and to insist on the transparent, professional, and efficient management of all resources. This is the only way the Change Agenda of this administration can be actualised.”

‎He further explained that the essence of the investigation is to expose abuses and losses to the Nigerian nation with a view to revitalise the sector to make it more efficient and transparency driven, against the backdrop that public investment that has been made in the oil sector and the returns Nigerians have enjoyed from the sector between 2010 to date do not tally and other issues surrounding the nation’s oil management company, the Nigeria National Petroleum Corporation (NNPC).



‎”It is hard to put in words the level of frustration Nigerians have had to face with the NNPC and indeed the oil industry; the impact of this on the wider economy and the level of inefficiency in the entire energy value chain. We have an opportunity now to right the wrongs of the past. It starts from our doing a thorough job of this assignment.

“If we could pause to imagine for one moment what the effect of a vibrant oil sector driven by efficiency and innovation, would mean to the Nigeria energy sector, power, textile industry, rice mills, the manufacturing start-ups, assembly plants, manufacturing, agribusiness development in general, aviation, communication, cost of doing business, insecurity, service delivery, technology adoption, life expectancy of Nigerians both in the rural and urban areas, SMEs and unemployment, etc. The implications and ramifications are immense, indeed they are enormous. Therefore, we cannot afford to fail, Nigerians will not afford half measures.”

Nollywood actor, Charles Okocha who was shot accidentally by a mobile policemen, is now on the mend and is now well enough to talk about how five bullets were taken out of his body.
I stepped out of the wedding venue to receive a call and then walked into a bunch of fans that made some complimentary remarks. As I moved closer to acknowledge their love for me, a policeman who was around also walked to where we were standing and said that my movies always made him happy. He said as a mark of appreciation of my works and the respect he had for me, he would shoot into the air as a form of salute, even though I didn’t fancy the idea.

The guy was very drunk and so when he corked his gun to shoot, it fell from his hand. Unfortunately, the gun had been programmed to shoot rapidly and sporadically. I was very close to him and before the gun dropped some bullets had hit me. I had to hold my intestine which was already out with my hands. It was a very horrifying experience. I did not get to the hospital till after an hour even with the way I was bleeding profusely.

At the hospital, doctors brought out five bullets from my body. There was a bullet that was removed from my leg and I bless God that the bullet did not hit my bone because it could have been crippled. Three major surgeries have left me performed on me so far.

Last week, after the stitches had been removed and I was due for discharge, my stomach suddenly burst open again, exposing all of my intestines. I was quickly rushed back into the theatre and I’ve been in the hospital ever since. It is a miracle that I am still alive.

Gunmen stormed a hotel in Burkina Faso and took hostages in the early hours of this morning as troops battle to free all the hostages.

The ongoing attack at the hotel usually used by UN staff has been claimed by the militant group Al-Qaeda in the Islamic Maghreb (AQIM).

French forces are on ground to end the situation with as many as 30 hostages thought to still be in the Luxury Splendid hotel in the Burkinabe capital of Ouagadougou.

Burkinabe authorities disclosed that the gunmen numbered up six and have confirmed a casualty figure of at least 20.

It’s not over!

With the alleged report that Davido and his baby mama Sophia Momodu had decided to make peace we thought their public spat was over…but we were so wrong.

At the height of the child abduction accusations leveled against the Adeleke’s by Sophie, she filed a petition against them with the National Agency for the Prohibition of Trafficking in Persons (NAPTIP).

Last Wedneday 7th January Davido accompanied by his dad Deji Adeleke were invited to the agency where he was invited to make a statement regarding the case between him and his estranged baby mama.

Thanks to Whistle Nigeria parts of his statement have come to light and we can now tell you what Davido told the agency.


In his statement Davido said,

1. Sophia Momodu was having sexual relations with his father’s friend who is based in Dubai.

2. Sophia Momodu lied to him about being a university graduate.

3. Sophia Momodu alleged lied to him about her age, claiming she was only 2 years older and he discovered she was a minimum of 6 years.

The Momodu camp has yet to reply these latest allegations from Davido!

After Nazanin posted a selfie on Monday morning showing a large diamond on her ring finger, sources have confirmed the engagement.

According to an insider: ‘Nazanin and Miguel are really excited to get married! They’ve been together for some time and knew that they were going to spend their lives together.

‘All of their friends and family think they are the best couple and really complement each other.’

The consideration of the 2016 budget slated to commence at the Senate on Tuesday could not go ahead as the budget document is reported missing in the National Assembly.
Prior to the resumption of plenary, the Senators went into a closed door session during which they were told that the budget proposal could not be found.
